Kashmir govt orders probe after 35 children die in hospital within fortnight

Investigation underway in Kashmir hospital.
NEW DELHI: At least 35 children have died in a fortnight at a top hospital in Jammu and Kashmir, forcing the provincial government to order an inquiry.

The children died at the GP Pant Hospital reportedly of encephalitis and R S Chib, Kashmir?s Minister for Medical Education said, blaming doctors at this stage would be premature.

Chib said, experts from another medical institution of the state ? Srinagar Medical College ? will conduct the probe and submit their report in a week?s time.

Srinagar: A sitting MLA Thursday led a protest outside the G.P. Pant Hospital in summer capital Srinagar, blaming the doctors for the death of Kashmiri children at the premier hospital.

"It is nothing short of a mass murder of our children," Engineer Rashid, an independent legislator from north Kashmir's Langate constituency told reporters outside the hospital.

"For 1,700 patients, the hospital has just three ventilators. On Friday, I will lodge an FIR (first information report) against the doctors in connection with the deaths," Rashid said.

Minister for Medical Education R.S. Chib, who visited the hospital Thursday, admitted that 358 children have died in the hospital since Jan 1 this year, 35 of them during the last fortnight.

41 infants die in 15 days in Kashmir hospital

SRINAGAR: In last 15 days 41 infant deaths have taken place at Kashmir?s premier GB Panth pediatric hospital , in last 48 hours only 9 deaths have been recorded in the hospital which is perhaps the highest number of infant deaths in such a short span of time in the institution.

Admitting that 41 children died in the last fortnight at a premier hospital here, the Jammu and Kashmir government Thursday said an inquiry has been ordered.

Following media reports about the deaths at the G.P. Pant Hospital, J&K Minister for Medical Education R.S. Chib said experts from the Srinagar Medical College would conduct the probe and submit a report in a week. The minister said it would be premature to blame the doctors. "Some of the children died of encephalitis, where the normal mortality rate is 98 percent. "We need better coordination among the hospital superintendent, deputy superintendent and unit heads. We also need to increase the number of ventilators and nursing staff," Chib said.

J & K has not yet reported any cases of AES or JE to the NVBDCP in 2012, nor did they report any in 2011.

Six more children die, people hold protests
Srinagar, May 19: Notwithstanding strong disparagement faced by the government over infant fatalities at Valley?s lone children?s G B Pant Hospital, six more newborns died here on Saturday taking the death toll to 364 since January this year.
Putting the government in the dock yet again, six more infants died overnight at G B Pant Hospital, a day after Chief Minister Omar Abdullah conducted a surprise visit of the hospital to take stock of the situation.

The highest deaths of 105 occurred in March followed by 85 in April; 68 deaths took place in January and 66 in February while as 34 died during the first 12 days of this month alone.

5 more infants die in 48 hrs

Srinagar, May 30: At a time when GB Pant hospital authorities are boasting of having revamped healthcare facilities at the institute, five more infants died in the hospital within last 48 hours allegedly due to lack of specialized treatment, sources said.
While two infants died between May 28 and 29, three more gave in to various ailments in last 24 hours as doctors couldn?t handle their diseases due to lack of facilities for such patients.

Srinagar, May 30: Believe it! Even after witnessing frightening 380 infant deaths in five months, the authorities at GB Pant Children hospital here have not conducted a single ?Mortality Meeting? to ponder over the loss of precious human lives.
Officials said the rules provide that the ?Mortality Meeting? has to be conducted on regular basis to discuss individual fatalities in all medical and surgical departments within any hospital especially in the children specialty where mortality rate is highest.
?The individual infant death cases were never discussed and reviewed for rectification of grounds that led to the deaths except some Medico-Legal Cases (MLC) in the hospital which are registered in police stations or courts,? the officials said.

High Court seeks report on infant deaths at GB Pant Hospital

Srinagar, May 28: The High Court Monday directed the Chief Secretary to file affidavit indicating the steps taken by the government to arrest alarming infant mortality reported by the media at GB Pant hospital.
The court asked the Senior Additional Advocate General, A M Magray to file an affidavit on behalf of the government showing what steps have been taken by the government to prevent the infant deaths in the hospital.
A division bench comprising justices Mansoor Ahmad Mir and Hasnain Massodi passed the directions on a Public Interest Litigation (PIL) filed by social activists, Dr Rouf Mohidin Malik and Tanveer Khan, seeking directions for an inquiry into the recent infant deaths and other issues relating to healthcare in GB Pant hospital.

SRINAGAR: An independent MLA in Jammu and Kashmir has sought resignation of the state medical education minister and an apology from Chief Minister Omar Abdullah to the families whose children died at the Valley's only pediatrics hospital.

"The Medical Education Minister R S Chib should immediately resign on moral grounds. It is shocking to learn that Javed Choudhry was made the Medical Superintendent of such an important hospital despite having graft charges against him," MLA Langate Sheikh Abdul Rashid said in a statement here.

A one man inquiry commission of Dr Showkat Zargar, Director SKIMS hospital, has indicted the hospital administration for high infant mortality rate. Over 500 infants died at the hospital in the first six months of this year.

SRINAGAR: The J&K government appointed inquiry commission headed by Dr Showkat Hussain Zargar to probe the death of infants in Srinagar's GB Pant Hospital on Thursday held that their numbers were much higher than hitherto reported: more than 1,400 in the last one year. The Zargar commission also indicted the former medical superintendent of the pediatric hospital, Dr Javid Chowdhary, describing him as "irresponsible" and "negligent".

The state government had ordered a probe after media reports revealed that hundreds of infants had died in the hospital due to official apathy. The final report has recommended a complete ban on private practice by doctors in state's collegiate hospitals.

Srinagar: Were Kashmir's sick infants left at the mercy of the drug mafia and corrupt doctors? The final report of the inquiry commission, probing the alarming neonatal death rate in the GB Pant Children's hospital, which is the Valley's only children's hospital, has revealed that the number of neonatal deaths could have been much higher than what has been reported so far.

The hospital administration has reported about 500 neonatal and infant deaths in first five months of this year. But the probe report, accessed by NDTV, says the number is unreliable since the medical records have not been preserved in the hospital and 60 per cent admission files in the hospital are missing. The estimates, based on available case files, reveal the horror: The neonatal death rate has been 35 per cent between January and May this year.

THAT our health care sector is extremely bad and that majority of our doctors spend more time in their clinics than in hospitals are too obvious to need any mention. The way the story of the G P Pant deaths is unfolding, it seems that our children are at a great risk. Since this is the only health care centre for children, people have started thinking twice before getting their children to this hospital. At the moment, the entire blame is directed towards its former superintendent, especially, for his, allegedly, coercive measures in getting substandard drugs supplied and/or recommend in the hospital by doctors. Maybe the probing agency has enough proof to report how the superintendent and his colleagues have been careless and callous in dealing with infants, but what was the Government doing all the time? In any civilized society, the minister concerned would have owned the responsibility and resigned on moral grounds, but our ministers are morally so ?strong? that even after proving that they are incompetent and/or corrupt in running their respective ministries continue in their office.

Srinagar, Aug 08: Testing of drug samples taken from G B Pant hospital has revealed that 90 per cent of them are not spurious thereby putting to rest speculations about the nexus between doctors and drug mafia at the pediatric hospital.

According to the documents available with Rising Kashmir, the drug department of Srinagar had taken 90 samples of various drugs from various shops outside the hospital and many samples were taken from inside the hospital as well.
?90 per cent of the drugs tested were found of standard quality and no drug has been found as spurious,? the documents reveal.
The samples were collected by Drug Inspector, Sajad Ahmed Wani. The testing of drugs was conducted in Srinagar and Jammu testing labs respectively.

Srinagar, Oct 8: In a self -indicting revelation about poor healthcare system in the Valley?s sole pediatric health facility, GB Pant Hospital, Government on Monday conceded that 3800 infants have died at the institute since 2008.
While GB Pant Hospital was in news this year for high infant mortality especially neonatal death rate, the figures spelled out in Legislative Council today reveal that the situation vis-a-vis infant deaths in the institute was no different in the past four years. The figures also bring to the fore the callous approach of the authorities at helm of affairs in the Medical Education Department and successive Principals of Government Medical College Srinagar.
In a written reply, Medical Education Minister, RS Chib informed the House that 3838 infants have died in GB Pant Hospital from 2008 to August 2012.
The figures suggest that 830 and 594 infants have died respectively in 2008 and 2009. The situation was worse in the next two years as death count in these two years was 1768. While in 2010, the number of deaths was pegged at 882 and in 2011, the count was 886.
Even as government is making tall claims of improving overall functioning of the Hospital in the wake of public criticism, 636 deaths have been recorded in the institute in first eight months of the current year.

Srinagar, Aug 3: Accusing several officials and politicians of being behind the supply of spurious drugs in Kashmir, Doctors Association Kashmir (DAK) Saturday revealed that 24 more drugs supplied to J&K have been found substandard by two premier drug testing laboratories of the country.
Asking government to suspend and arrest those involved in the fake drug scam or be ready to face State-wide agitation after Eid-ul-Fitr, the DAK said that it is in the process of sensitizing the people about the serious issue.

He said that death of 500 children in GB Pant Hospital didn?t occur because of negligence of doctors, but due to spurious drugs.
He said that not only drugs supplied to government hospitals are spurious but also samples collected from private chemist shops have been found substandard.

The DAK president said: ?Those involved in the scam include high-ups and politicians. But they are not being suspended and arrested because they have the cover of politicians who know that once accused are arrested, they (politicians) would be exposed.?
He said that he had written a letter to UPA Chairperson Sonia Gandhi asking federal government?s intervention in fake drug scam to punish the guilty as the matter involves human lives. ?But I didn?t receive any response till date.?
Hassan said that he had also sent a documented proof to Chief Minister Omar Abdullah against the involved persons. ?But the CM gave clean chit to (former Health Minister) Sham Lal Sharma claiming that no evidence is available against him.?
