HIGHER WINDS WERE OCCURRING OVER THE NORTHEAST QUADRANT OF THE
HURRICANE. OVER THE PAST FEW HOURS..THE SATELLITE PRESENTATION OF
IRENE HAS BECOME QUITE IMPRESSIVE WITH THE EYE EMBEDDED WITHIN VERY
COLD CLOUD TOPS. DVORAK INTENSITY ESTIMATES FROM BOTH TAFB AND SAB
ARE 100 KT. COMBINING THE ABOVE INFORMATION...THE CURRENT

Stephen Russell, director of the Bahamas National Emergency Management Center said he was particularly concerned about residents in low lying areas in those islands who are resisting the appeal to evacuate.

"They are right in the direct path of a Category 3 storm, but there has been resistance," he told the Miami Herald. "We are trying to let them know what they are up against. People have been in their homes for years and they don't feel comfortable anywhere else."

The worst-case scenario sounds scary: Hurricane Irene could sweep ashore in New England this weekend, dousing the state with torrential rains, and lashing it with damaging wind gusts, while heavy surf pounds the coasts and water rises in streams.

Hurricane Irene Continues Its Assault on the Bahamas

Dangerous Hurricane Irene continues to unleash its fury on the islands of the Bahamas, known to many visitors and natives as paradise.

**As of 11:00 a.m. EDT Wednesday, the dangerous eye wall of Category 3 Irene was moving northwestward and passing over Crooked and Acklin's islands in the Bahamas. Next stop for the eye of Irene in the Bahamas is Long Island.

Areas near or to the right of the storm track will bear the full wrath of Irene's fury. That puts Cat, Eleuthera and Abaco islands in serious danger.
People and travel interests are strongly urged to take Hurricane Irene very seriously as there is the potential for loss of life and great damage.

Bahamas begins to feel Irene

Emergency managers keep an eye on the East Coast, especially the Northeast and Long Island, as Irene becomes a Category 3 storm.

?They?re going through a really tough time in the next 24 to 36 hours, with a large hurricane moving through the islands,? he said. ?They have lots of experience with hurricanes, but it doesn?t lessen the impact.?

Irene is expected to continue to move to the northwest, where there is a favorable environment for intensification, Read said.

That means it could grow stronger than a Category 3 as it heads toward the North Carolina coastline, Read said. Officials are predicting the center of the storm to be near or over the Outer Banks in the afternoon and evening hours of Saturday. The potential for the onset of tropical storm-force winds could be as soon as the early morning hours Saturday.

It's not every day you see a hurricane forecast cone pointed into the Northeast.

In fact, the concern among meteorologists is high. National Hurricane Center Director Bill Read: "We are very concerned with what's going to happen in New England. The benchmark is the 1938 hurricane. I am very concerned with what will happen there."

The potential is real for the strongest hurricane hit on the Northeast in at least a couple decades this weekend!

Haiti escapes serious damage from Hurricane Irene, UN reports

24 August 2011 ? Hurricane Irene has left impoverished Haiti relatively unscathed, with only isolated damage from flooding and no widespread serious emergencies in a country that is still struggling to recover from last year?s devastating earthquake, the United Nations reported today.

Irene is gaining strength as it approaches the south-eastern Bahamas but is losing its capacity to threaten northern Haiti, with rains there expected to decrease during the day.

The ?red alert? which Haitian authorities issued for the entire country has been lifted, although an ?orange alert? is still in force in three northern departments, the UN Office for the Coordination of Humanitarian Affairs (OCHA) said.

There are isolated areas of damage in the northern regions, but OCHA has deactivated the emergency joint operation centre it was coordinating. The UN Stabilization Mission in Haiti (MINUSTAH), meanwhile, is keeping its regional crisis management centres active until local authorities and humanitarian actors decide they are no longer needed.

Shipping activities are still interrupted but international and domestic flights have resumed.

Only one of the more than 160 evacuation sites has been used so far, by 500 people, and some roads have been cut by landslides.

(MINUSTAH), which has been in the country since mid-2004 after then president Jean-Bertrand Aristide went into exile amid violent unrest, had put some of its nearly 12,000 peacekeepers on emergency standby in case they should be needed for rescue operations.

Haiti, the poorest country in the Western Hemisphere, is still struggling to recover from the devastating 2010 earthquake that killed more than 200,000 people and displaced 2.3 million others, and from Hurricane Tomas, which caused widespread flooding in November, unleashing a cholera epidemic that killed hundreds and infected some 20,000 people.

WASHINGTON, D.C. -- As Hurricane Irene moves toward the East Coast of the United States, the Federal Emergency Management Agency (FEMA) is urging all residents in East Coast states to take steps now to prepare their families and businesses for hurricanes and severe weather. Visit www.Ready.gov or www.Listo.gov for helpful tips on preparing for hurricanes, flash flooding and other disasters.

According to the National Weather Service, Hurricane Irene is now a category three hurricane and will move across the southeastern and central Bahamas today and over the northwestern Bahamas on Thursday. For more forecast information from the National Oceanic and Atmospheric Administration's (NOAA) National Hurricane Center, click here.

"FEMA, along with the entire federal family, continues to closely monitor Hurricane Irene," said FEMA Administrator Craig Fugate. "We remain in close contact and coordination with all of our state and territorial partners in the Caribbean and along the East Coast that have already or could possibly experience impacts from this storm. Hurricane Irene's future path is still uncertain, and I encourage everyone to visit Ready.gov and take steps now to keep their family safe and secure. The most important thing for people to do right now is to listen to and follow the instructions of their local officials. If you are told to evacuate, evacuate."

FEMA continues its support response efforts in Puerto Rico and the U.S. Virgin Islands, and on August 22, President Obama signed an emergency declaration for Puerto Rico, making federal funding available to supplement commonwealth and local response efforts in the area. In Puerto Rico, federal personnel are joining commonwealth and local officials today to conduct joint preliminary damage assessments, as weather permits. These damage assessments are the first step in helping a governor determine whether the scope of the damages are beyond what the commonwealth is capable of handling, and if additional federal assistance is needed.

Additionally, this past weekend, FEMA proactively deployed regional Incident Management Assistance Teams to the Caribbean to coordinate with territory and local officials to identify needs and shortfalls impacting potential disaster response and recovery. While Hurricane Irene moves away from Puerto Rico and the U.S. Virgin Islands, FEMA encourages those in the area to continue to monitor weather conditions and listen to the direction of commonwealth and territorial officials.

As Hurricane Irene approaches the East Coast, FEMA, through its regional offices in Boston, New York, Philadelphia, and Atlanta, continues to monitor the storm closely and is in close contact with their respective state emergency management agencies.

In advance preparation for the storm, FEMA has deployed National Incident Management Assistance Teams to staging areas in Georgia and Virginia, in anticipation of further deployment to potential impact areas along the east coast of the U.S. Additionally, at all times, FEMA maintains commodities, including millions of liters of water, millions of meals and hundreds of thousands of blankets, strategically located at distribution centers throughout the United States and its territories. In Atlanta, for instance, FEMA has more than two million liters of water, more than 1.3 million meals, and more than 16,000 cots and 56,000 blankets. These resources may be moved to Incident Support Bases, which are distribution centers located closer to the impacted areas, as needed and requested by state partners.

These commodities are meant to supplement state resources if needed, but it's critical that individuals and families that are able build their own emergency supply kits, so that in the event of a disaster, state and local resources can be focused on our most vulnerable citizens.


FEMA is coordinating across the federal government to ensure territorial and state officials have the support they need as they respond to or prepare for Irene. New actions as of today include, but are not limited to:
  • The U.S. Army Corps of Engineers has started deploying members of the 249th Engineering Battalion (Prime Power) to Puerto Rico to assist with restoring power to the island.
  • The Federal Communications Center (FCC) has deployed two Roll Call Spectrum Scanning teams to the FEMA regional offices in Atlanta and Boston. These teams conduct post scans after landfall to determine which critical communications systems might have been impacted.
  • Health and Human Services (HHS) is prepared to provide public health and medical support to states along the east coast in response to Hurricane Irene. The HHS is also coordinating with public health and emergency management agencies in U.S. territories and states along the projected hurricane path to make information available on how people can protect their health as they prepare for and respond to hurricanes and other natural disasters.
  • The U.S. Northern Command (NORTHCOM) has activated a Defense Coordinating Officer to the FEMA Regional Response Coordination Center in Atlanta in preparation for support to civil authorities as Hurricane Irene approaches the East Coast of the United States.
  • The Department of Defense has designated Fort Bragg, North Carolina as an Incident Support Base to support FEMA operations to respond to Hurricane Irene.

Hurricane Irene rains leave 3 dead

Santo Domingo.- Three people dead and an unconfirmed number of missing, 37,000 displaced to safer areas as well as 88 communities cut off and 2,292 houses affected, has been the toll left so far by the rains that have fallen across the country following the passage of Hurricane Irene, according to the Emergency Operations Center (COE).

Salvador Nova Carvajal, 40, was killed when a gully overflowed and destroyed his house in the Taj?n sector of Cambita Garabito in the province of San Crist?bal, where a pregnant woman, Miguelina Esmeralda Pacheco, was also swept away to her death when she tried to cross a gully.

The third casualty was Jean Robert, 42, who fell into the Chav?n River while trying to cross, at Sabana de Rodeo in the El Cuey sector in the province of El Seibo.

MAYOR BLOOMBERG UPDATES NEW YORKERS ON CITY PREPARATIONS FOR HURRICANE IRENE AND STEPS NEW YORKERS SHOULD TAKE TO PREPARE

The following are Mayor Michael R. Bloomberg?s remarks as delivered this morning outside of St. Luke?s Baptist Church in Laurelton, Queens, where he met with residents and visited a Department of Environmental Protection crew working on preemptive flood mitigation.

?We?re joined by too many people to introduce, but this is the community?s representatives, clergy, and laymen and laywomen who live in this wonderful community, and like all of us are worried about Irene. I met with some of the community leaders this morning for breakfast, and we discussed how to prepare ourselves for the coming storm and the flooding that could result from it.

?The good news is that our Department of Environmental Protection ? and crews like the ones you saw working here on the street ? are working hard to clean out catch basins, which will help mitigate flooding from the weather that?s heading our way. You should know we have 143,000 catch basins in this city. We can?t check them all every day. As a matter of fact, the schedule is once every three years, but we do inspect certain ones much more frequently because they have a much greater impact on the system. And so we think we?re a little bit ahead of where we want to be, at least we hope we are. But we?re doing everything we can.

?Since 2002, you should know that we?ve invested nearly $2 billion in citywide sewer system upgrades, including $242 million specifically where we are in Southeast Queens, which has helped reduce flooding in what is the most flood-prone area in our city.

?The City has already seen the power of Mother Nature once this week, and Mother Nature may not be done with us yet. I?m sure that many of you are following the story of Hurricane Irene. I?d like to give you an update on how we?re preparing our city for all possible scenarios.

Unfortunately, there is an element of unpredictability when it comes to the weather, and so we hope for the best but we prepare for the worst.

That?s why this City is, I think, ready for this weekend.

?By the time Irene gets to us, which is forecasted to do sometime on Sunday, it certainly will still be a powerful storm ? possibly as strong as a Category 2 hurricane on Long Island, but anything can happen in terms of its direction and its severity.

?At this point, the forecast does not indicate that the storm would hit New York City with that strength, but we certainly will still see its effects here, including tropical storm-like conditions such as heavy rains and winds of 60 miles an hour or more. And as a matter of fact, you?re going to see some of Mother Nature later this afternoon if the forecasters are right. There is a band of heavy thunderstorms that are scheduled to move across the city later today, and so take the normal precautions. When you?re out in thunderstorms, don?t go out into a field, get inside, inside a car, or inside a building. And be careful. And also, it?s a good time to check in on any neighbors who live alone, and could use some help.

?If the worst scenario is going to happen this weekend, we will activate other elements of our Coastal Storm Plan, including the possibility of evacuating of New Yorkers who live in low-lying areas that could be affected by such storm surges. That includes places such as Coney Island and Manhattan Beach in Brooklyn, Far Rockaway and Broad Channel in Queens, South Beach, Midland Beach, and other low-lying areas on Staten Island, and Battery Park City in Manhattan.

?We don?t yet have enough information yet to make that call. There are still too many unknowns, but we will make a decision on whether to call for evacuating certain areas based on the track, the speed, and the strength of the storm as it moves from the Bahamas up the east coast.

?In the meantime, there are some steps that New Yorkers can take to prepare themselves for the storm. First, find out if you live in a hurricane evacuation zone. You can do this by going on the City?s website, nyc.gov and typing in your address, or by calling 311 and giving your address to the call-taker. If you do live in an evacuation zone, now is a very good time to check in with your friends or family in other parts of the city and identify a place you could stay if the weather gets bad.

?Secondly, New Yorkers can prepare themselves by stocking up on some basic supplies and making what we call a ?Go Bag,? a bag that you could take with you if you had to leave home at a moment?s notice. Some of the things you should have in a ?Go Bag? are drinking water, a first-aid kit, a flashlight, any important medications that you take, essential documents, such as passports or other forms of ID, and an extra set of car and house keys.

?City government is also taking every possible step to prepare for the storm. Yesterday, we activated our Command Center at the Office of Emergency Management. We are checking in regularly with the National Weather Service.

?I spent a lot of time on the phone today with MTA Chairman Jay Walder, and we are in constant communication with the State and closely coordinating any needed resources with State officials and agencies. And I will say that the MTA and the State have been phenomenally cooperative as you would expect. We?re all in this together, and the seamless cooperation with us and the State, and us with the MTA I think comes about from an awful lot of planning that we have done over the recent period.

?The heads of all the City?s emergency-response agencies ? including NYPD, FDNY, OEM, Transportation, Health, and Buildings ? are taking steps to ensure that we have the right staff and resources for any contingency.

?We have an enormous emergency shelter system and a database of thousands of City employees who would be called upon to run evacuation centers and shelters if we needed to open them. Our response agencies have had regular drills and exercises to practice what we would do in the event of an emergency, and we are prepared to handle one.

?The Police Department is positioning, for example, 50 small boats at station houses in low-lying areas. The NYPD Special Operations Division also has several helicopters and 33 police boats at the ready.

?Our city?s public hospitals have tested their emergency generators and have topped them all off with fuel. They?ve also made sure that they have adequate medical supplies and food on hand, in case the weather disrupts deliveries.

?Our Parks Department is prepared to schedule forestry crews, inspectors, and contractors to be available on Sunday and Monday to handle emergency tree conditions. We have engaged emergency forest contractors and have the ability to activate those contracts immediately.

?We are also reviewing the flood plan for the US Open at Flushing Meadows Corona Park, and we are discussing contingencies for the World Police and Fire Games, which are scheduled to start on Friday.

?To help control flooding, the Department of Environmental Protection will have extra sewer maintenance crews out in the field. The crews will respond to highway and street flooding by clearing catch basins like the one we just saw being cleaned out in front of the church, or pumping water out of flooded sewers.

?Our Sanitation Department has instructed the mechanical street sweeper operations to pay special attention to any litter conditions near storm sewers in order to allow for a freer flow of rainwater into the storm sewer system. And our Department of Transportation is deploying crews to 26 designated flood locations to clear debris from catch basins. In addition, three Department of Transportation facilities with high likelihood of flooding will be evacuated and the equipment will be moved to higher ground.

?We expect that Irene will have an effect on our beaches, and we are urging anyone who chooses to swim in the ocean today or this weekend to be extremely cautious and to watch out for riptides. In the event of rough surf at beaches, we are prepared to close those areas to the public and move equipment. But the most dangerous thing in this city, probably, where you?re the most likely to have tragedies, is people that go swimming. Don?t go swimming if there isn?t a lifeguard there, don?t go swimming when the beaches get closed. I know some people love to go in the rough waves, it?s exciting, but it is dangerous and there?s no excitement that?s worth dying. And every year we say this, and then we still have tragedies. So please, if you have friends and neighbors or family members that are going swimming, try to convince them not to do so. It?s just better to be safe than sorry.

?To protect homeless New Yorkers from the elements, we will, you should know, double our street outreach operation and simplify the intake process at shelters. Clients will be able to enter any Homeless Services facility, including shelters and Safe Havens, without going through the usual steps of an intake center. And to be sure homebound seniors get their meals, our Department for the Aging is making sure that meal providers deliver an extra meal tomorrow, Friday, and bring the Sunday meals on Saturday before the worst of the storm hits.

IT HAS BEEN DIFFICULT TO DETERMINE WHETHER THE HURRICANE HAS GONE
THROUGH AN EYEWALL REPLACEMENT. ALTHOUGH THE RADIUS OF MAXIMUM WIND
IS LARGER TODAY THAN YESTERDAY...MICROWAVE AND AIRCRAFT DATA HAVE
NOT BEEN VERY CONCLUSIVE. RECENT DATA DO NOT SHOW ANY EVIDENCE OF A
SECONDARY EYEWALL AT THIS TIME. THE EYE IS A LITTLE MORE EVIDENT IN
THE LAST FEW VISIBLE SATELLITE IMAGES...BUT IS NOT AS CLEAR AS IT
WAS YESTERDAY MORNING. THE AIR FORCE AIRCRAFT HAS MEASURED A PEAK
FLIGHT-LEVEL WIND OF 112 KT AND SFMR WINDS OF 90 KT...WHICH ROUGHLY
SUPPORT THE 100-KT INITIAL INTENSITY.

CENTER FIXES FROM THE AIRCRAFT OVERNIGHT AND THIS MORNING INDICATE
THAT THE EXPECTED NORTH-NORTHWESTWARD TURN HAS OCCURRED. A
NORTHWARD TURN IS EXPECTED TONIGHT OR EARLY FRIDAY AS IRENE MOVES
THROUGH A BREAK IN THE SUBTROPICAL RIDGE. A MID/UPPER-LEVEL TROUGH
MOVING THROUGH THE GREAT LAKES REGION IS EXPECTED TO THEN TURN
IRENE TOWARD THE NORTH-NORTHEAST IN A COUPLE OF DAYS. THIS TROUGH
IS FORECAST TO BYPASS IRENE...LEAVING THE HURRICANE IN DEEP
SOUTHERLY FLOW BETWEEN A TROUGH OVER THE CENTRAL UNITED STATES AND
A BUILDING RIDGE OVER THE ATLANTIC. THIS PATTERN WILL LIKELY KEEP
THE HURRICANE VERY NEAR THE EAST COAST OF THE UNITED STATES. THE
GUIDANCE ENVELOPE HAS SHIFTED A LITTLE WESTWARD ON THIS CYCLE...AND
THE NEW OFFICIAL TRACK HAS BEEN NUDGED WEST AS WELL. THE NEW
FORECAST LIES BETWEEN THE GFS AND ECMWF...AND IS A LITTLE RIGHT OF
THE TVCA CONSENSUS. SINCE IRENE IS SUCH A LARGE TROPICAL
CYCLONE...SIGNIFICANT IMPACTS ARE LIKELY ALONG THE UNITED STATES
EAST COAST REGARDLESS OF THE EXACT TRACK IT TAKES.

THE ENVIRONMENT REMAINS CONDUCIVE FOR SOME ADDITIONAL STRENGTHENING
DURING THE NEXT DAY OR TWO. THE MAIN INFLUENCING FACTOR DURING THE
SHORT TERM WILL LIKELY BE EYEWALL CYCLES WHICH ARE DIFFICULT TO
PREDICT. AFTER 48 HOURS...SOUTHWESTERLY SHEAR IS FORECAST TO
INCREASE WHICH WILL LIKELY START WEAKENING PROCESS. HOWEVER...
SINCE IRENE HAS SUCH A LARGE AND INTENSE CIRCULATION...IT

Internet and telephone connections to Elbow Cay are down. Last report from Rocky Bay was wind 40kts out of the East, barometric pressure 29.7 and falling. The latest forecast has the eye of Irene over or near White Sound Thursday at 17:00 with normal high tide (+3.1) at 18:00.

07:50 EDT
Given current information, hurricane force winds can be expected over Elbow Cay from about noon today thru midnight. Meaningful situation reports are unlikely before daylight Friday. I might receive some information during the eye passage but it would necessarily be incomplete.

0900 EDT
Winds in MH (reported by Duke of Topsail) are currently 60 - 70 kts NE. Everybody safe and sound. Justin reports that "wind is quite strong out of the NE and Tahiti Hai has already lost quite a few shingles."

1120 EDT
The latest update has Irene speeding up. The eye should reach Elbow Cay about 1530 which would be half tide rising. Hopefully it will depart the area in an equally speeded up motion.

New Yorkers should start feeling the effects of Hurricane Irene early Sunday morning. It is expected to hit the city of 8.4 million people as a Category 1 storm, the lowest ranking of major storms.

The mayor made it clear that residents in coastal areas, such as Battery Park City on Manhattan's southern tip, Coney Island and the Rockaways, should not linger until he issues an evacuation order because doing so could endanger emergency workers.

Bloomberg, a political independent, said he would decide by 8 a.m. on Saturday on whether to order about a quarter of a million coastal residents to evacuate.

City shelters will open by 4 p.m. on Friday, Bloomberg said.

To keep traffic flowing, public permits for events -- fairs and block parties, for example -- were revoked for Sunday except in coastal "Zone A" areas, when they were canceled for Saturday.

On Thursday afternoon, New York Governor Andrew Cuomo declared a state of emergency, which helps the state tap aid from out of state and the federal government.

<!-- Start Article Body Text -->- Irene is a hurricane that poses an extraordinary threat and is one that no one has yet experienced in North Carolina to the mid-Atlantic to the Northeast and New England.

- We can now narrow the projected path corridor. Confidence is growing that locations from eastern North Carolina and the eastern Mid-Atlantic states to Long Island to southern New England are all in the potential path of Hurricane Irene.

- It is becoming clear that Irene's future track will NOT be a Hurricane Earl (2010) scenario where a hurricane barely brushes the Outer Banks of North Carolina then stays well offshore.

- There is historical precedence for a hurricane impacting the major metropolitan areas of the Mid-Atlantic and Northeast but these hurricanes are rare.

Obama declares emergency for North Carolina

Federal aid authorized for state in path of Hurricane Irene

U.S. President Barack Obama has declared an emergency for North Carolina as Hurricane Irene bears towards the East Coast after battering the Bahamas.

Obama issued the state of emergency for North Carolina Thursday night ahead of a forecast that the Category 3 storm will thrash the state on the weekend, bringing with it 185 km/h winds and 30 centimetres of rainfall.

There have been fears that the storm could be upgraded to a Category 4 before hitting North Carolina.

The declaration means federal aid will be opened up to supplement state and local responses to the storm. It also means the state is eligible for federal funds to help with cleanup and other needs after Irene makes landfall.

In the storm's path are up to 65 million people along the shoreline from North Carolina to New England.

MOVING TOWARD THE NORTH NEAR 14 MPH...22 KM/H...AND THIS MOTION IS
EXPECTED TO CONTINUE DURING THE NEXT 24 HOURS. A GRADUAL TURN TOWARD
THE NORTH-NORTHEAST SHOULD BEGIN THEREAFTER. ON THE FORECAST
TRACK...IRENE WILL CONTINUE TO MOVE AWAY FROM THE NORTHWESTERN
BAHAMAS...AND THE CORE OF THE HURRICANE WILL PASS WELL OFFSHORE OF

STATES EAST COAST BY LATE FRIDAY. HURRICANE FORCE WINDS ARE
EXPECTED TO FIRST REACH THE HURRICANE WARNING AREA BY SATURDAY.

STORM SURGE...ALONG THE EASTERN COAST OF THE UNITED STATES...AN
EXTREMELY DANGEROUS STORM SURGE WILL RAISE WATER LEVELS BY AS MUCH
AS 5 TO 10 FEET ABOVE GROUND LEVEL WITHIN THE HURRICANE WARNING
AREA INCLUDING THE ALBEMARLE AND PAMLICO SOUNDS. NEAR THE
COAST...THE SURGE WILL BE ACCOMPANIED BY LARGE...DESTRUCTIVE...AND
LIFE-THREATENING WAVES. IRENE ALSO HAS THE POTENTIAL TO PRODUCE
SIGNIFICANT STORM SURGE FLOODING WITHIN THE HURRICANE WATCH AREA
INCLUDING PORTIONS OF THE CHESAPEAKE BAY...TRIBUTARIES...AND THE
EASTERN SHORE.

RAINFALL...IRENE IS EXPECTED TO PRODUCE RAINFALL ACCUMULATIONS OF 6
TO 12 INCHES OVER THE NORTHERN BAHAMAS. STORM TOTAL RAINFALL
