New IEA report highlights options to ease oil price pressures on consumers in response to Middle East supply disruptions

Demand-side measures available to governments, businesses and households span road transport, air travel, cooking and industry amid strains in diesel, jet fuel and LPG markets


The International Energy Agency today set out a range of demand-side actions that governments, businesses and households can take to alleviate the economic impacts on consumers of the disruptions to oil markets stemming from the war in the Middle East.

The conflict has triggered the largest supply disruption in the history of the global oil market, with shipping through the Strait of Hormuz, which normally carries around 20% of global oil consumption, reduced to a trickle. Around 20 million barrels per day of crude oil and oil products typically transit the Strait. The loss of these flows has tightened markets significantly, pushing crude oil prices above $100 per barrel and driving even sharper increases in refined products such as diesel, jet fuel and liquefied petroleum gas (LPG).

Restoring transit through the Strait of Hormuz remains essential to stabilise global energy markets. In the meantime, countries are acting on both supply and demand. On 11 March, IEA Member countries agreed to release 400 million barrels of oil from emergency reserves – the largest stock draw in the Agency’s history. However, supply-side measures alone cannot fully offset the scale of the disruption. Addressing demand is a critical and immediate tool to reduce pressure consumers by improving affordability and supporting energy security.

A new IEA report identifies ten measures that can be implemented quickly by governments, businesses and households. These actions focus primarily on road transport, which accounts for around 45% of global oil demand, but also cover aviation, cooking and industry. Widespread adoption, where possible, would amplify their global impact and help cushion the shock.

“The war in the Middle East is creating a major energy crisis, including the largest supply disruption in the history of the global oil market. In the absence of a swift resolution, the impacts on energy markets and economies are set to become more and more severe,” said IEA Executive Director Fatih Birol. “As the global energy authority, the IEA is doing everything we can to support the stability of energy markets. We have recently launched the largest ever release of IEA emergency oil stocks – and I am in close contact with key governments around the world, including major energy producers and consumers, as part of our international energy diplomacy. In addition to this, today’s report provides a menu of immediate and concrete measures that can be taken on the demand side by governments, businesses and households to shelter consumers from the impacts of this crisis. It draws on the IEA’s decades of expertise in this field and highlights measures that have been proven to work in practice in different contexts. I believe it will be of use to governments around the world, in both advanced and developing economies, in these challenging times.”

In road transport, a combination of behavioural and policy measures can deliver rapid savings. Many of these measures have been implemented in the past and are again being considered in several countries. Working from home where possible reduces fuel demand for commuting, while lowering highway speed limits by at least 10 kilometres per hour cuts fuel use across both passenger vehicles and freight. Encouraging a shift from private cars to public transport, alongside measures such as alternating private vehicle access in large cities, can further reduce congestion and fuel consumption. Additional gains can be achieved through car sharing and more efficient driving practices, as well as improved efficiency in freight and delivery operations.

Beyond road transport, targeted actions can ease pressure on fuels that are particularly constrained. A reduction in air travel where alternatives exist can significantly lower demand for jet fuel. Measures to shift LPG use away from transport and towards essential applications, such as cooking, can help protect vulnerable households. At the same time, encouraging the uptake of alternative clean cooking solutions where feasible can reduce reliance on LPG and avoid a return to more polluting fuels that harm people’s health.

Industry also has an important role to play. In countries where LPG supplies are under pressure, facilities may be able to switch from LPG to alternative feedstocks such as naphtha. This can free up LPG supply for urgent uses – and can be complemented by short-term efficiency and maintenance measures that can deliver additional reductions in oil consumption.

Governments can lead by example through public sector measures, regulatory action and targeted incentives while ensuring that support for consumers is timed appropriately and focused on those most in need. Experience from previous crises shows that well-targeted support mechanisms are more effective and fiscally sustainable than broad-based subsidies.

While the demand-side measures highlighted in the report cannot match the scale of disrupted supply, they can play a meaningful role in lowering costs for consumers, reducing markets strains and preserving fuels for essential uses until normal flows resume.

The IEA also published anoverviewof all demand-related policy measures that have been announced by governments since the start of the crisis. This shows many countries are already acting to protect consumers through conservation and financial measures similar to those discussed in the report.

Immediate actions to reduce demand:

1. Work from home where possible
Displaces oil use from commuting, particularly where jobs are suitable for remote work.

2. Reduce highway speed limits by at least 10 km/h
Lower speeds reduce fuel use for passenger cars, vans and trucks.

3. Encourage public transport
A shift from private cars to buses and trains can quickly reduce oil demand.

4. Alternate private car access to roads in large cities on different days
Number-plate rotation schemes can reduce congestion and fuel-intensive driving.

5. Increase car sharing and adopt efficient driving practices
Higher car occupancy and eco-driving can lower fuel consumption quickly.

6. Efficient driving for road commercial vehicles and delivery of goods
Better driving practices, vehicle maintenance and load optimisation can cut diesel use.

7. Divert LPG use from transport
Shifting bi-fuel and converted vehicles from LPG to gasoline can preserve LPG for cooking and other essential needs.

8. Avoid air travel where alternative options exist
Reducing business flights can quickly ease pressure on jet fuel markets.

9. Where possible, switch to other modern cooking solutions
Encouraging electric cooking and other modern options can reduce reliance on LPG.

10. Leverage flexibility with petrochemical feedstocks and implement short-term efficiency and maintenance measures
Industry can help free up LPG for essential uses while reducing oil consumption through quick operational improvements.​

Joint Statement by UAE, Kuwait, Bahrain, Saudi Arabia, Qatar and Jordan on Iran’s Blatant Attacks

The United Arab Emirates, the State of Kuwait, the Kingdom of Bahrain, the Kingdom of Saudi Arabia, the State of Qatar, and the Hashemite Kingdom of Jordan renew their condemnation in the strongest terms of the blatant Iranian attacks, which constitute a flagrant violation of their sovereignty, territorial integrity, international law, international humanitarian law, and the Charter of the United Nations, whether carried out directly or through their proxies and armed factions they support in the region.

We stress, in particular, the attacks carried out by armed factions loyal to Iran from the Republic of Iraq against a number of countries in the region, as well as their facilities and infrastructure. These acts are a breach of international laws and conventions and a blatant violation of United Nations Security Council Resolution No. 2817 (2026), which explicitly demands that Iran immediately and unconditionally cease any attacks or threats against neighboring states, including through the use of proxies.

While we value our fraternal relations with the Republic of Iraq, we call on the Iraqi government to take the necessary measures to immediately halt the attacks launched by factions, militias, and armed groups from Iraqi territory toward neighboring countries, in order to preserve brotherly relations and avoid further escalation.

We also reaffirm our full and inherent right to self-defense against these criminal attacks in accordance with Article 51 of the Charter of the United Nations, which guarantees the right of states to self-defense, individually and collectively, in the event of aggression, and our right to take all necessary measures to safeguard our sovereignty, security, and stability.

We further condemn the destabilizing acts and activities targeting the security and stability of the region's countries, which are planned by sleeper cells loyal to Iran and terrorist organizations linked to Hezbollah, and praise our brave armed forces for confronting these attacks, as well as the vigilance of our security agencies, which serve as a strong shield and a watchful eye in preserving the safety of our nations and lives, and their sincere and dedicated efforts in apprehending these agent cells and terrorist organizations and exposing their malicious plots.

The Ministerial Council of the League of Arab States held a meeting in its 165th regular session, via video conference, on March 29, 2026, chaired by the Kingdom of Bahrain. During the meeting, the presidency of the session was handed over from the United Arab Emirates, which chaired the previous session of the 164th Ministerial Council, to the sisterly Kingdom of Bahrain. At the end of the meeting, a declaration was issued regarding the heinous Iranian terrorist attacks on the security and sovereignty of several Arab states.

The UAE delegation was headed by His Excellency Khalifa bin Shaheen Al Marar, Minister of State, who began his remarks by expressing his sincere gratitude for the cooperation and support received during the UAE's presidency of the 164th session, particularly given the sensitive and critical phase this joint Arab action is currently experiencing. His Excellency stated that "February 28, 2026, marked a dangerous turning point in the geopolitical and geostrategic landscape of the Arab region. The Iranian terrorist aggression against the UAE and other brotherly Arab states has ushered us into a highly perilous and pivotal moment that will have profoundly complex repercussions not only on the regional stage but also on the Arab and international scene."

His Excellency Al Marar stressed that “Iranian aggression continues with daily terrorist attacks on our Arab countries with a barrage of ballistic missiles and suicide drones, deliberately and repeatedly targeting civilian landmarks, facilities, and vital civilian infrastructure, including ports, airports, shopping centers, residential neighborhoods, energy production and processing facilities and centers, water desalination plants, information and communications centers, and even diplomatic and consular headquarters, resulting in civilian casualties of various nationalities, both dead and wounded.” He stressed that “the brutal Iranian aggression against our countries is illegal and unjustified, and is a flagrant violation of our countries’ sovereignty, international law, and the UN Charter, and a serious threat to regional and international peace and security. While we reserve the right to self-defense in accordance with international law and to take all necessary measures to protect our sovereignty, security, stability, territorial integrity, and to protect our citizens, residents, institutions, and facilities, we cannot accept any justifications or excuses from Iran to continue its aggression against our countries, nor can we accept any direct or indirect language that feeds the Iranian narrative. Iran’s attempts to blackmail the countries of the region are completely unacceptable and must be confronted, and they will not succeed.”

His Excellency stressed the necessity for Iran to implement UN Security Council Resolution 2817 (2026), adopted on March 11, 2026, which condemned Iranian terrorist attacks, deeming them a threat to international peace and security and demanding their immediate cessation as unjustified acts and violations of international law and the UN Charter. He noted that the resolution "affirmed our countries' right to self-defense in the face of this aggression." His Excellency also expressed his appreciation for the role of the Kingdom of Bahrain in advancing this resolution within the Council, and acknowledged the support of all brotherly and friendly nations that sponsored and supported the resolution, representing an unprecedented level of support from 136 UN member states.

His Excellency Al Marar stated that "the UAE has dealt with these terrorist attacks with the utmost restraint. However, we affirm that the UAE, which has been subjected to the largest number of Iranian terrorist attacks, is fully prepared to confront all threats with competence and high efficiency. The UAE will not compromise on protecting its sovereignty, security, territorial integrity, and the safety of all its residents and visitors, and we reserve our full and inherent right to self-defense in accordance with international law." His Excellency recalled "with utmost reverence the souls of our martyrs from our armed forces and the civilians we lost as a result of this aggression... Their sacrifices will never be forgotten, and their memory remains a guiding light that compels us to constantly strive to protect our peoples and homelands. We are proud of the efforts of our armed forces and air defense systems in confronting these treacherous attacks." His Excellency also expressed "deep gratitude to all the countries that stood in solidarity with us and expressed their condemnation and denunciation of the Iranian aggression, and appreciation to all the friendly countries that supported us militarily and demonstrated their support for the measures we are taking to protect our homelands and peoples and to confront these attacks."

His Excellency emphasized that "from this standpoint, we urge our brothers to adopt a unified and firm stance that accepts no excuses for the treacherous Iranian aggression, and to strengthen our joint efforts through international forums and organizations to ensure that Iran is held accountable for its grave violations against our countries, international law, and the Charter of the United Nations." Holding Iran accountable for its treacherous terrorist aggression and the resulting material and moral damages is essential to prevent it from repeating these hostile acts and to deter it from committing any aggression against the countries of the region.

His Excellency stressed: “Iran has an existing obligation to implement UN Security Council Resolution 2817 (2026) and to immediately cease its unjustified armed attacks on the United Arab Emirates and the rest of the countries in the region that are not parties to the existing conflict, and to fulfill its obligations under international law and the UN Charter, to cease the threat and use of force, to immediately and unconditionally cease its aggression, and to respect the sovereignty of our countries and the integrity of their territories, waters and airspace.” He added: “Iran must also respect the freedom of commercial navigation in international waters and refrain from threatening to target the navigation and passage of commercial vessels in the Strait of Hormuz. Iran’s actions to prevent passage through the Strait of Hormuz and threaten freedom of navigation constitute a clear and serious violation of international law and the international law of the sea, and a serious threat to international trade, energy security, and the global economy, and thus a threat to international peace and security.” He emphasized that “Iran’s closure of the Strait of Hormuz is unacceptable and unsustainable, and constitutes economic terrorism not only against the countries of the region but also against the international community, especially the countries of the Global South, due to the serious repercussions that extend beyond global energy markets to other sectors, such as food security supply chains, exports of fertilizers and minerals essential for agriculture, industrial inputs, and so on. This places a responsibility on all countries of the world, not just those of the region, to take the necessary measures to ensure freedom of navigation in the Strait of Hormuz, the surrounding waters, and other straits, based on international law and the international law of the sea. Therefore, we have announced our support for and participation in measures that guarantee freedom of navigation and the safe passage of commercial vessels in the Strait.” His Excellency called on all brothers and friends to support and adopt the option of resorting to the Security Council under Chapter VII of the UN Charter to address this dangerous situation and to take the necessary measures to prevent Iran from closing or threatening the Strait of Hormuz, and to support the draft resolution submitted by our countries to the Security Council. His Excellency Al Marar explained during the meeting that “the UAE has always sought to achieve security and stability among the countries of the region, and to focus on development, progress, and prosperity for the peoples and countries of the region, based on tolerance, coexistence, and solidarity. However, in light of the brutal and unjustified Iranian terrorist aggression against our countries, it has become impossible to coexist with the Iranian regime as long as it continues its current behavior and approach towards the countries of the region. This necessitates addressing the Iranian threat, including its nuclear program, ballistic missile programs, drones, and threats to trade routes and freedom of navigation, as essential requirements for achieving and maintaining sustainable peace in the region.”

His Excellency also stressed that “in light of the terrorism that Iran is practicing against our countries, we stand here today at a crossroads. Either the League of Arab States takes the path of complete and total solidarity and a firm stance to confront Iranian terrorism, or we will see this institution slip into the path of helplessness, stagnation and inaction, and thus become irrelevant in the face of major challenges.”

In conclusion, His Excellency Al Marar expressed his confidence that the sisterly Kingdom of Bahrain will lead the work of the 165th session of this Council with competence, efficiency and professionalism, and that the United Arab Emirates will be with it and by its side in everything it requires during this mission at this exceptional and sensitive stage.

Government announces short-term targeted measures to address rising fuel prices (with photos)​

The Chief Executive, Mr John Lee, chaired a special meeting today (April 9) and was briefed by the Inter-departmental Task Force on Monitoring Fuel Supply (the Task Force), which was earlier established by the Hong Kong Special Administrative Region (HKSAR) Government in response to the conflict in the Middle East region. The fluctuations in international oil prices and their impact on Hong Kong's overall economy, trade and various industries, as well as the Government's work and recommendations, were reported.

In view of the outbreak of the conflict in the Middle East region, the Chief Executive has earlier directed the establishment of the Task Force to monitor and assess geopolitical changes and fuel supply and prices, to ensure the stability of Hong Kong's energy supply, and to examine the impact of oil price fluctuations on various industries. The Task Force is led by the Financial Secretary, and its members include the Deputy Financial Secretary, the Secretary for Financial Services and the Treasury, the Secretary for Environment and Ecology, the Secretary for Commerce and Economic Development, the Secretary for Transport and Logistics, the Government Economist, and the Chairman of the Competition Commission.

The Acting Financial Secretary, Mr Michael Wong, briefed the Chief Executive at the meeting on the local fuel supply situation and the trend movements of international energy price, as well as the measures already taken by the HKSAR Government. The key points of the briefing and related measures are as follows:

(1) Ensure a robust energy supply. Currently, around 80 per cent of Hong Kong's oil products come from the Chinese Mainland. The HKSAR Government has maintained close communication with the Central Government and various Mainland authorities to ensure that Hong Kong's energy supply remains stable with the country's support.

(2) Request local stakeholders to maintain a stable fuel supply. The Environment and Ecology Bureau (EEB) has met with major local auto-fuel suppliers, requesting them to maintain a stable auto-fuel supply in Hong Kong. All suppliers indicated that the auto-fuel supply in Hong Kong is currently normal and that they will continue to strive to maintain a stable supply. The EEB has also confirmed with the two power companies and the Hong Kong and China Gas Company Limited that the fuel supplies for electricity and town gas production remains normal.

(3) Facilitate the public to monitor changes of local retail auto-fuel prices. Starting from April 1, the EEB releases, on a weekly basis, the trend movements of the seven-day moving average retail prices, after walk-in discounts, of unleaded petrol and diesel from local oil companies, together with the trends in international benchmark prices of refined oil products for the same period, to enhance the transparency of market and price. The Competition Commission has also met with the fuel companies, emphasising the importance of fair competition and information transparency. The Competition Commission will continue to closely monitor the market for any instances of price collusion or unfair competition to ensure fair market operations.

(4) Continue to closely monitor the international situation and energy price trends. The situation in the Middle East has driven up international oil prices. The price of crude oil at one point surged to nearly US$120 per barrel. As the situation has developed further this week, crude oil prices have shown a gradual decline. However, the price of refined oil remained high, and the market is closely monitoring the latest developments in the Middle East.

The Task Force recommended that in formulating support measures, the Government shall have regard to the following principles:

(1) Given that fluctuations in crude oil prices have a broad impact across society and considering the Government's fiscal constraints, priority should be given to the operational sectors that are most severely affected and that involve public services;

(2) If the service prices of the operational sectors are subject to regulatory approvals by the Government, these matters shall be addressed through the existing approval mechanism;

(3) The use of private vehicles for self-use, being a matter of personal decision with alternative options available, shall not be considered a primary priority;

(4) Given the unpredictability of the military conflict and the ongoing ceasefire negotiations, any support measures shall be temporary and short-term in nature, so as to avoid creating risks to public finances; and

(5) It is considered that public transport services (including franchised and non-franchised buses, minibuses and ferries) as well as school buses and residential buses, whose operating costs are highly susceptible to fluctuations in diesel prices, should be regarded as priority sectors for consideration of support.

As the short-term trajectory of oil prices remains uncertain, the Task Force, after considering the above principles and prudently balancing various factors, including the Government's fiscal position and the principle of prudent use of public funds, recommends implementing four targeted temporary measures. They are:

(1) Subsidising diesel prices to alleviate the impact of high oil prices on public services provided by relevant industries. Although international crude oil prices have slightly receded recently, the pump prices of motor vehicle diesel remains high, and the future price movements is highly uncertain. This has placed an additional burden on commercial vehicles (including trucks, franchised and non-franchised buses, and minibuses) and vessels (including ferries, passenger ships, work boats and fishing vessels) that mainly run on diesel, exerting a substantial impact on the economy and people's livelihood. Therefore, the Task Force has proposed a two-month subsidy of HK$3 per litre of diesel to support public and commercial vehicles and vessels and related industries that use diesel as fuel, with a view to reducing their operating costs and alleviating pressure to raise prices. The relevant subsidy measures is estimated to cost approximately HK$1.8 billion. The EEB will work with the Competition Commission to monitor the pricing practices of each fuel company to ensure that they do not take advantage of the occasion.

As for the majority of taxis and public light buses, they primarily use liquefied petroleum gas (LPG) as fuel, the price of which currently remains stable. The Task Force will continue to monitor price movements and consider the matter further where appropriate.

(2) Tunnel toll reduction for non-private cars. The government will reduce tunnel tolls by 50 per cent for all commercial vehicles (including goods vehicles, buses, minibuses, and taxis) using government-operated toll tunnels, excluding private cars and motorcycles. The measure will last for two months and is expected to result in a revenue reduction of approximately HK$160 million. The government will work with toll service providers to adjust the toll collection systems in order to implement the reduction as soon as possible.

(3) Establishing a Working Group on Public Transport Service Special Applications to expedite and assist public transport operators (including public buses and ferries) in their applications relating to responding flexibly to rising fuel costs

The Task Force recommends establishing a Working Group on Public Transport Service Special Applications under its purview. The Working Group will maintain communication with public transport service operators. Taking into account the overall operating environment, operators' costs, and public affordability, while maintaining the stability and normal operations of public transport services, the Working Group will assist in expediting the approval of relevant applications submitted by public transport operators in response to rising fuel costs. This includes considering ways to enhance overall operational efficiency through service integration and introducing energy-saving measures. The Working Group will be chaired by the Secretary for Transport and Logistics, with the Secretary for Environment and Ecology as deputy chair. Members include the Commissioner for Transport and the Government Economist.

(4) Dynamically monitoring the evolving situation and changes in oil prices, and adjusting measures according to actual circumstances

The impact of the situation in the Middle East on Hong Kong's overall economy largely depends on whether the military conflict continues, expands, or escalates. The Task Force will continue to conduct dynamic assessments, co-ordinate bureaux and departments to prepare contingency plans, and formulate forward-looking strategies. The Task Force will also study different measures to alleviate the impact of rising oil prices.

The Chief Executive has accepted the four recommendations of the Task Force and has instructed the Task Force to implement the measures as soon as possible, while continuing to monitor developments and the latest situation.

The relevant subsidy measure requires the funding approval by the Finance Committee of the Legislative Council (LegCo). The Government will liaise with the LegCo with a view to scheduling a meeting under the Finance Committee as soon as possible so as to facilitate the early implementation of the concerned measure.

Interior Minister reviews security arrangements for US-Iran talks

A meeting chaired by Interior Minister Mohsin Naqvi in Islamabad has reviewed security and other arrangements for the US-Iran talks.

Mohsin Naqvi said hosting the US-Iran talks in Islamabad after the ceasefire is a matter of pride for Pakistan.

He directed that every possible measure be taken to ensure hospitality and security for the visiting delegations.

It was decided in the meeting that the Red Zone would be completely sealed, with access allowed only to relevant persons. A control room has also been established in the Ministry of Interior in this regard.

​Open the Strait unconditionally - no strings attached

This moment requires clarity. So let’s be clear: the Strait of Hormuz is not open. Access is being restricted, conditioned and controlled.

Iran has made clear - through both its statements and actions - that passage is subject to permission, conditions and political leverage. That is not freedom of navigation. That is coercion.

The Strait was not built, engineered, financed or constructed by any state. It is a natural passage governed by the United Nations Convention on the Law of the Sea, which guarantees transit as a matter of right; not a privilege to be granted, withheld or weaponized.

Conditional passage is not passage. It is control by another name.

The Strait must be open - fully, unconditionally and without restriction. Energy security and global economic stability depend on it. The weaponization of this vital waterway, in any form, cannot stand. This would set a dangerous precedent for the world – undermining the principle of freedom of navigation that underpins global trade and, ultimately, the stability of the global economy.

An estimated 230 vessels sit loaded with oil and ready to sail. They, and every vessel that follows, must be free to navigate this corridor without condition. No country has a legitimate right to determine who may pass and under what terms.

Energy producers must be able to swiftly and safely restore production at scale.
At ADNOC, we have loaded cargoes and we will expand production within the constraints of the damage we have suffered. We have a responsibility to our customers and our partners to move them, as long as the safety of our people is ensured.

Markets remain at a critical crossroads. The final cargoes that transited the Strait of Hormuz before the conflict are now arriving at their destinations.
This is where the paper traded markets are meeting physical reality, and the 40-day gap in global energy flows is truly exposed.

The immediate priority is clear: close that gap. Restore the more than 20% of globally traded energy that flows through this corridor. Rebalance markets. Ease the pressure on prices and the cost of living.

This is particularly urgent for Asia, where 80% of these cargoes are bound and half the world's population lives.

Every day the Strait remains restricted, the consequences compound. Supply is delayed, markets tighten, prices rise. The impact is felt beyond energy markets, in economies, industries and households worldwide. Every day matters. Every delay deepens the disruption.

The UAE has reiterated its position that following the substantial and illegal attacks on UAE civil and energy infrastructure, Iran must be held accountable and fully liable for damages and reparations.

Stability now depends on restoring real flows. Not partial access, not temporary measures, not controlled passage, but full and reliable supply.

That is how we slow the economic shockwave already moving through the system.

Ceasefire between US, Iran still intact: PM

Prime Minister Shehbaz Sharif has said the ceasefire between the United States and Iran is still intact, and vigorous efforts are underway to remove bottlenecks in order to secure lasting peace in the region.

He was chairing a meeting of the Federal Cabinet in Islamabad today.

The Prime Minister said it was the first time in the last 47 years that the leadership of both the United States and Iran came into direct engagement as a result of strenuous and sincere diplomatic efforts by Pakistan. He expressed gratitude to Iranian President Masoud Pezeshkian and US President Donald Trump for agreeing to the ceasefire and sending high-level delegations to Pakistan for talks.

Shehbaz Sharif said the US delegation, led by Vice President JD Vance, and the Iranian delegation, headed by Parliament Speaker Mohammad Bagher Ghalibaf, arrived in Islamabad for talks. Both delegations remained continuously engaged for 21 hours, which was unprecedented in recent history.

The Prime Minister further said both sides appreciated Pakistan's sincerity, hospitality, and mediation in hosting the Islamabad Talks. He said that, with the blessings of Allah Almighty, the talks provided an important opportunity to promote global peace.

The Prime Minister also lauded Deputy Prime Minister Ishaq Dar as well as Chief of Army Staff and Chief of Defence Forces Field Marshal Syed Asim Munir, along with their teams, for their tireless efforts in securing the ceasefire and bringing both parties to the negotiating table in Islamabad.

MODERNIZING DEFENSE ACQUISITIONS AND SPURRING INNOVATION IN THE DEFENSE INDUSTRIAL BASE

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Purpose. As Chief Executive and Commander in Chief, I am committed to ensuring that the United States military possesses the most lethal warfighting capabilities in the world. America’s defense industrial base is central to this effort. Similarly, the defense acquisition workforce is a national strategic asset that will be decisive in any conflict, where the factory floor can be just as significant as the battlefield.
Unfortunately, after years of misplaced priorities and poor management, our defense acquisition system does not provide the speed and flexibility our Armed Forces need to have decisive advantages in the future. In order to strengthen our military edge, America must deliver state‐of‐the‐art capabilities at speed and scale through a comprehensive overhaul of this system.

Sec. 2. Policy. It is the policy of the United States Government to accelerate defense procurement and revitalize the defense industrial base to restore peace through strength. To achieve this, the United States will rapidly reform our antiquated defense acquisition processes with an emphasis on speed, flexibility, and execution. We will also modernize the duties and composition of the defense acquisition workforce, as well as incentivize and reward risk-taking and innovation from these personnel.

Sec. 3. Acquisition Process Reform. Within 60 days of the date of this order, the Secretary of Defense shall submit to the President a plan to reform the Department of Defense’s acquisition processes that, to the maximum extent possible, incorporates the following:
(a) Utilization of existing authorities to expedite acquisitions throughout the Department of Defense, including a first preference for commercial solutions and a general preference for Other Transactions Authority, application of Rapid Capabilities Office policies, or any other authorities or pathways to promote streamlined acquisitions under the Adaptative Acquisition Framework. Starting upon issuance of this order, and during the formation of the plan, the Secretary of Defense shall prioritize use of these authorities in all pending Department of Defense contracting actions and require their application, where appropriate and consistent with applicable law, for all Department of Defense contracting actions pursued while the plan directed by this section is under consideration.
(b) A detailed process review of each functional support role within the acquisition workforce to eliminate unnecessary tasks, reduce duplicative approvals, and centralize decision-making. These reviews should also include evaluations of program managers, contracting officers, engineering authorities, financial managers, cost estimators, and logisticians.
(c) A detailed process by which the Under Secretary of Defense for Acquisition and Sustainment, Service Acquisition Executives, and Component Acquisition Executives can effectively manage risk for all acquisition programs through a formal steering board known as a Configuration Steering Board.

Sec. 4. Internal Regulations Review. The Secretary of Defense shall oversee the review of and, as appropriate, propose revisions to relevant Department of Defense instructions, implementation guides, manuals, and regulations relating to acquisition to:
(a) Eliminate or revise any unnecessary supplemental regulations or any other internal guidance, such as relevant parts of the Financial Management Regulation and Defense Federal Acquisition Regulation Supplement.
(b) Promote expedited and streamlined acquisitions. Where new supplemental regulations or internal guidance is proposed, the Secretary of Defense shall apply the ten-for-one rule as described in Executive Order 14192 of January 31, 2025 (Unleashing Prosperity Through Deregulation).

Sec. 5. Acquisition Workforce Reform. Within 120 days of the date of this order, the Secretary of Defense, in coordination with the Secretary of the Army, the Secretary of the Navy, the Secretary of the Air Force, and Component Acquisition Executives, shall develop and submit to the President a plan for consideration to reform, right-size, and train the acquisition workforce that includes the following components:
(a) The restructuring of performance evaluation metrics for acquisition workforce members to include the ability to demonstrate and apply a first consideration of commercial solutions, adaptive acquisition pathways through the Adaptive Acquisition Framework, and iterative requirements based on the perspective of the end user.
(b) An analysis of acquisition workforce staff levels required to develop, deliver, and sustain warfighting capabilities.
(c) The establishment of field training teams by the Under Secretary of Defense for Acquisition and Sustainment, led by senior acquisition executives or managers with expertise in innovative acquisition authorities and commercial solutions, and modeled after field training teams authorized by section 832 of Public Law 118-159 (10 U.S.C. 1749). These teams should provide hands-on guidance, deliver templates and case studies of successful approaches for implementing innovative acquisition authorities, and should assist integrated functional program teams in completing acquisition and sustainment tasks.
(d) The development and implementation of policies, procedures, and tools to incentivize acquisition officials to, in good faith, utilize innovative acquisition authorities and take measured and calculated risks.

Sec. 6. Major Defense Acquisition Program Review. (a) Within 90 days of the date of this order, the Secretary of Defense, acting through the Deputy Secretary of Defense, in coordination with the Secretary of the Army, the Secretary of the Navy, the Secretary of the Air Force, the Under Secretary of Defense for Acquisition and Sustainment, and Component Acquisition Executives, shall complete a comprehensive review of all major defense acquisition programs (MDAPs), as defined in section 4201 of title 10, United States Code, to determine if any such programs are inconsistent with the policy objectives set forth in section 2 of this order. As part of the review of all MDAPs:
(i) any program more than 15 percent behind schedule based on the current Acquisition Program Baseline (APB), 15 percent over cost based on the current APB, unable to meet any key performance parameters, or unaligned with the Secretary of Defense’s mission priorities, will be considered for potential cancellation. The Secretary of Defense shall submit the potential cancellation list to the Director of the Office of Management and Budget (OMB) for future budget determinations.
(ii) the Secretary of Defense shall provide a listing of all MDAPs contracts, along with performance against original and approved Government cost estimates to the Director of OMB for review within 90 days from the date of this order.
(b) Following this comprehensive review of MDAPs, the Secretary of Defense shall provide the Director of OMB with a plan for reviewing all remaining major systems, as defined in section 3041 of title 10, United States Code, that are not MDAPs.

Sec. 7. Requirements. The Secretary of Defense, acting through the Deputy Secretary of Defense, in coordination with the Secretary of the Army, the Secretary of the Navy, the Secretary of the Air Force, and the Joint Chiefs of Staff, shall complete a comprehensive review of the Joint Capabilities Integration and Development System within 180 days of the date of this order, with the goal of streamlining and accelerating acquisition.

Sec. 8. Definitions. For purposes of this order:
(a) The term “Adaptive Acquisition Framework” means the series of acquisition pathways that enable the workforce to deliver “effective, suitable, survivable, sustainable, and affordable solutions to the end user in a timely manner,” as stated in Department of Defense Instruction 5000.02.
(b) The term “Acquisition Program Baseline” means the formally established cost, schedule, and performance baselines of a program, as described in Department of Defense Instruction 5000.85.
(c) The term “commercial solutions” means any of the methods for procurement of a commercial product or service described in part 12 of the Federal Acquisition Regulation, subpart 212.2 of the Defense Federal Acquisition Regulation Supplement, or subpart 212.70 of the Defense Federal Acquisition Regulation Supplement; or other industry solutions funded by private investment that meet military needs.
(d) The term “Configuration Steering Board” means an annual review of potential requirements changes, critical intelligence parameter changes, and any significant technical configuration changes as described in Department of Defense Instruction 5000.85.
(e) The term “innovative acquisition authorities” means Other Transactions Authority, commercial solutions, application of Rapid Capabilities Office policies, or any other authorities or pathways to promote streamlined acquisitions under the Adaptive Acquisition Framework.
(f) The term “Joint Capabilities Integration and Development System” means the formally established Department of Defense process used to identify, assess, and prioritize joint military capability requirements across the Department of Defense.
(g) The term “Other Transactions Authority” means the ability of the United States Government to enter into contracts other than standard contracts, grants, or cooperative agreements.
(h) The term “Rapid Capabilities Office” means the Army Rapid Capabilities and Critical Technologies Office, Naval Air Warfare Rapid Capabilities Office, Department of the Air Force Rapid Capabilities Office, or Space Force Rapid Capabilities Office.

Sec. 9. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of OMB relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
