The World Health Organization (WHO) started on March 3rd in Fukuoka Japan, an international conference to discuss novel influenza which causes fears of a worldwide pandemic.

WHO stated that once an outbreak was confirmed, it would try to determine and announce morbidity and mortality of the new virus by analyzing the first hundred cases.

WHO called for cooperation from participating countries.

The conference will continue until the 6th.

The conference is attended by 65 participants who are in charge of pandemic influenza preparedness plans in 14 countries mainly from the east Asia.

WHO presented the participants a counter-outbreak guideline which WHO had revised for the first time in four years at the end of last year.

The new guideline aims to quickly seieze and publicize pandemic influenza?s mortality and others, and also emphasizes that not only the governmental bodies but also the whole society from citizens to the media should fight against a pandemic together.

Dr. Takeshi Kasai, advisor for the WHO's Western Pacific Regional Office said:
?While each country already has a pandemic influenza action plan , it would be great if the plans are revised according to the latest knowledge.?

Yes. I think so. China for sure. Probably Indonesia too.

Another newspaper states Japan, China, South Korea, and ASEAN countries participate.

Since ASEAN has ten member countries; namely, Indonesia, Malaysia, the Philippines, Singapore, Thailand, Brunei, Cambodia, Laos, Myanmar, and Vietnam, Indonesia should be there, if all the ten ASEAN member states are present. (It doesn?t clearly state so.)

The last of 14 countries may be Taiwan. (And I sincerely hope so.)

Usually, China boycotts any international conference if Taiwan participates as an official member.

However, as far as I understand, Taiwan was allowed to participate in a (or some) WHO?s previous meeting(s) on pandemic influenza as an observer, which is very good because influenza virus neither understand any political division nor respect any national border.

I will post again if I find any further.

In the international conference on an outbreak and expansion of pandemic influenza held in Fukuoka, Japan, the World Health Organization (WHO) announced on the 6th the final draft of its new guideline which will be decided upon within this month. Attending countries proposed to update their present action plans by June 2010.

The international conference, scheduled for four days, was attended by the persons in charge from 15 nations of the West Pacific region including Japan. Considering the importance of quick containment, WHO?s new guideline partially revises the current pandemic phase of ?1? to ?6? alert levels in the present guideline established in 2005. The definition of the phase 4 is also revised from ?increased human-to-human transmission? to ?confirmed virus mutation?.

In the phase 4, the country where an outbreak occurs will collect virus samples from the first 100 infected patients, start the production of vaccine, and analyze morbidity and mortality, then information will be shared by each country.* The plan also calls for post-peak measures in preparation for the second wave.
(*Translation note: It is not clear who will start the prodution (should be development first?) of vaccine and who will do the analysis of morbidity and mortality.)

Moreover, the guideline also incorporates roles to be taken not only by central government?s medical care institutions but also society as a whole, including local governments, corportions, media and loal communities.
