This article indicates that although a lot of poultry have died only a few test positive for H5N1. There may be some other poultry disease or an H5N1 mutation.

INILAH.COM, Bandung - West Java Livestock Office Chief Koesmayadie declared today it continues to investigate the possibility of mutation of the H5N1 virus because in 2011 there are 35,308 head of poultry deaths in West Java.
He said that West Java Livestock Office also conducted rapid test (rapid test) against the poultry that died suddenly, and the results showed positive bird flu virus.
However, Koesmayadi said, after the test polymerase chain reaction (PCR) it to the lab was only four positive bird flu.
"So maybe there's a virus or another virus mutation that causes the death of the chicken," said Koesmayadi.
He said, to ascertain whether the virus that causes chicken died in seven districts / cities actually have a virus H5NI, Animal Husbandry Department continues to conduct research.
In response Bandung City Health Department urged people to be more vigilant over the outbreak of bird flu.
"We hope more people watch out for more, especially if it finds domestic birds or in the neighborhood died suddenly, immediately report to the nearest health center," said Chief Medical Officer Bandung Achyani Raksanagara.
