May be we should read the report like this:

in the same hospital a total of 6 were treated, ever; 5 of them were very recent: the family of 5; the 1st one was longer ago (don't know who at this moment);

Now 2 neighbouring children of the family of five are in hospital, making a total of 6 + 2 = 8 .

We see it more often in reports talking about a total number of patients, referring to the historical number of patients.
