Indonesia's ability to diagnose bird flu still low

Jakarta (ANTARA News) - The ability of Indonesian laboratories in diagnosing the infectious virus of avian influenza was assessed as still low.

"Our diagnosing ability is still low. In Vietnam, such a diagnosis is made in one day, while 70 percent of diagnoses in Indonesia are completed in three days," dr Santoso Suroso, the director of the Sulianti Saroso Infectious Diseases Hospital, said here on Monday.

It will never have a real impact on H5N1-infected patients who needs a quick and effective handling at central level (like in Jakarta), and it may affect the handling of patiens in the regions owing to the lack of laboratories.

"In Jakarta there is no such problem in the handling of such patients, but it will pose an obstacle to the regions if a new patient is put in an isolation room after tested bird flu positive by the laboratory," he said.

It could happen, as the ability of national laboratories was still limited, she said.

"There are now only three national laboratories, namely Balitbangkes (Health Development and Research Agency), NAMRU2 and Eijkman. All three are in Jakarta. In the meantime, specimens to be handled are thousands throughout Indonesia," he said adding that the government`s fund for this need is still limited.

It is for that reason, the government will also build eight regional laboratories in some cities such as Medan, Yogyakarta, Surabaya, Ujung Pandang, Ujung Pandang and Mataram, he added.

Jakarta Government is having socialization of poultry shelter to poultry businessmen. Those businessmen are hoped to move their poultries to the poultry shelter in Pulogadung of East Jakarta. Jakarta Vice Governor, Fauzi Bowo, explained that the poultry relocation is done as preventive act to the spread of bird flu. ?The poultry relocation shelter is being prepared so that poultry will be far from living areas,? said Bowo on Sunday (18/3).

Moreover, Bowo added that the socialization is not an easy thing to do and it takes process and time to achieve the target. Jakarta Government also has been doing poultry sweeping to several locations to supervise the prohibition of poultry in living areas. ?If the citizens keep insisting to keep their poultry, they must make poultry certificate that states their poultry is bird flu free,? said Bowo.

Bowo continued that the procedure of poultry certification is easy. ?Poultry owner should come to local urban village or sub-district office and it?s free of charge. Moreover, the bird flu problem can be solved soon enough,? finished Bowo.

on the WHO Global Pandemic Influenza Action Plan
to Increase Vaccine Supply





The World Health Organization (WHO) deserves continued support and commendation for its leadership in guiding the global effort to prepare for and respond to a potential human influenza pandemic.

The current global capacity to produce a vaccine to respond to an influenza pandemic is insufficient to meet the global need, especially in developing countries. The recently published WHO Global Pandemic-Influenza Action Plan to Increase Vaccine Supply provides a strong foundation to increase the availability of seasonal and pandemic influenza vaccine around the world, but its implementation must be accelerated.

The United States strongly supports the efforts of the WHO to address this critical gap.
In that spirit, the United States has provided $10 million to the WHO to expand the development and manufacturing infrastructure for influenza vaccine in developing countries. In addition, our nation has been making significant investments in vaccine research and in expanding production capacity, including $1 billion in cell-based vaccine research efforts. These investments will likely benefit not only citizens of the United States , but also citizens of the world.

Efforts to increase the availability of influenza vaccines in developing countries, however, should not compromise the integrity of the 50-year-old WHO Global Influenza-Surveillance Network, which provides early warning of evolving influenza virus strains, both seasonal and those with pandemic potential. All nations have a responsibility to share data and virus samples. The United States looks forward to discussing creative options with stakeholders in the coming weeks to accelerate implementation of the WHO Plan in the quickest and most effective manner and in ways that provide countries with the flexibility they need.

Responding to a pandemic will demand the cooperation of the world community, as no nation can go it alone. If a country is to protect its own people, it must work together with other nations to protect the people of the world. For more information: http://www.hhs.gov/news
