The Bandarlampung city administration has earmarked Rp 157 million (US$17,400) in its budget for the mass culling of chickens infected by bird flu, an official said Monday.

Bandarlampung Livestock Husbandry and Agricultural Office head Edy Heryanto said the money would be used to pay compensation for the culled chickens and to buy vaccines and spraying equipment.

Heryanto said his office was likely to provide further funds because bird flu continued to spread.

"Initially, bird flu only affected Sukarame and Panjang districts. It has now spread to Rajabasa and Telukbetung Utara districts too," Heryanto said.

For the first phase, the office will use Rp 60 million of the funds to pay compensation for up to 3,000 chickens that tested positive for the virus, he said, adding the administration would pay Rp 20,000 in compensation for each infected chicken.

"Coupled with the procurement of vaccines and other operational costs, our budget will be Rp 157 million," he said.

Heryanto attributed the spread of bird flu in the city to the lack of awareness among the people most at risk.

People with infected chickens are reluctant to burn and bury their birds and some are demanding more in compensation, he said.

"They are not aware without the mass culling it is difficult to stop the spread of the infection," he said.

Reihana, head of the Bandarlampung Health Office, said tests on two Abdul Moeloek Hospital patients suspected of having the virus turned out negative​

"Although the tests on the two patients were negative, we still have to be careful with them and the eight others being treated at the hospital because they've had contact with infected chickens," Reihana said.

The 10 patients were residents of Way Lage village in Panjang district, Bandarlampung.

In Tanggamus, bird flu has hit six villages in the last three months.

FAO: H5N1 levels in Indonesia raise pandemic risk
Mar 18, 2008 (CIDRAP News) ? The United Nations Food and Agriculture Organization (FAO) today warned that H5N1 avian influenza levels in Indonesia's poultry are so high that conditions may be ripe for the type of viral mutation that could spark an influenza pandemic.

"I am deeply concerned that the high level of virus circulation in birds in the country could create conditions for the virus to mutate and to finally cause a human influenza pandemic," said Joseph Domenech, the FAO's chief veterinary officer, in a press release today.

Also, new H5N1 virus strains have recently emerged in Indonesia that might limit the effectiveness of the poultry vaccines used there, Domenech said.

He said that Indonesia has the world's highest H5N1 mortality rate and that human cases will keep rising unless the country and its international partners do more to stamp out the virus in birds.

The FAO said the disease has hit 31 of 33 provinces in Indonesia and is endemic in Java, Sumatra, Bali, and southern Sulawesi islands. About 20% of the country's 1.4 billion chickens are spread among 30 million backyard flocks, putting them in close contact with people.

Despite "major control efforts," Indonesia has failed to contain the spread of the virus in poultry, Domenech said. "Indonesia is facing an uphill battle against a virus that is difficult to contain," he said. "Major human and financial resources, stronger political commitment and strengthened coordination between central, province, and district authorities are required to improve surveillance and control measures."

Problems controlling the virus in Indonesia stem from a highly decentralized administration, poorly resourced national veterinary services, little collaboration with commercial poultry producers, and insufficient national and international financial and human resources, the FAO said. International donors have contributed $25 million to the effort so far, the agency reported.

The emergence of the new H5N1 virus strains and the possible lapse in vaccine protection are under investigation by Indonesia's agriculture ministry, with technical assistance from the FAO and World Organization for Animal Health (OIE) and financial assistance from the United States and Australia, the FAO said.

"Also required are more investigations and the development of better poultry vaccines," Domenech said.

The FAO said it has helped train 1,350 "participatory disease surveillance and response teams" that are working to control avian flu in 193 of Indonesia's 448 districts. By June, more than 300 response teams will be working in over 300 districts, the agency said.

Elsewhere, veterinary officials in Vietnam announced on Mar 16 an outbreak in ducks in yet another province, Quang Nam in the central part of the country, according to a Mar 17 report by Thanh Nien News, a Vietnamese news service. The H5N1 virus struck 300 birds, and the remaining ducks, along with poultry on nearby farms, were culled.

High load of circulating virus could lead to mutation and a human influenza pandemic



18 March 2008, Rome ? The prevalence of avian influenza in Indonesia remains serious despite containment efforts undertaken by national authorities and the international community, FAO warned today. Indonesia is the country worst hit by avian influenza.

?The human mortality rate from bird flu in Indonesia is the highest in the world and there will be more human cases if we do not focus more on containing the disease at source in animals,? said FAO Chief Veterinary Officer Joseph Domenech.

?Furthermore, I am deeply concerned that the high level of virus circulation in birds in the country could create conditions for the virus to mutate and to finally cause a human influenza pandemic,? Domenech warned.

?The avian influenza situation in Indonesia is grave ? all international partners and national authorities need to step up their efforts for halting the spread of the disease in animals and making the fight against the virus a top priority.?

31 provinces affected

Avian influenza has become deeply entrenched in Indonesia with 31 out of 33 provinces being infected. The virus is endemic in Java, Sumatra, Bali and southern Sulawesi with sporadic outbreaks reported from other areas. Since the first outbreaks in 2003 avian influenza has spread rapidly across Java into Bali, Kalimantan and Sumatra. In 2006 the virus spread further east infecting Papua and much of Sulawesi.

About twenty percent of the chicken population of 1.4 billion is scattered in around 30 million backyards, where people raise poultry for food or income.

Despite major control efforts, the country has not succeeded in containing the spread of avian influenza in poultry, Domenech said.

?Indonesia is facing an uphill battle against a virus that is difficult to contain. Major human and financial resources, stronger political commitment and strengthened coordination between the central, province and district authorities are required to improve surveillance and control measures.?

Major constraints

A highly decentralized administration, under-resourced national veterinary services, lack of engagement with commercial poultry producers, insufficient international and national financial and human resources for control campaigns and the challenges of implementing a comprehensive communication strategy are the major constraints the country is facing, he noted.

?We have also observed that new H5N1 avian influenza virus strains have recently emerged creating the possibility that vaccines currently in use may not be fully protecting poultry against the disease. This issue is being addressed by the Indonesian Ministry of Agriculture with technical assistance from OFFLU (OIE/FAO Influenza Network of Laboratories) and funding provided by USAID and AusAID. Also required are more investigations and the development of better poultry vaccines,? Domenech said.

?The major challenge is to immediately apply the main components of a successful national avian influenza control strategy, based on effective surveillance, emergency culling and compensation, vaccination, improved biosecurity, effective laboratory and quarantine procedures, and movement controls of poultry and poultry products.?

Support

FAO is supporting the Indonesian authorities in most of these areas. In addition, the agency has helped to train local teams of animal health professionals in participatory disease surveillance and response (PDS/R).

So far, more than 1 350 local government PDS/R officers have been trained and are actively working with village communities to prevent and control avian influenza. Surveillance and response teams are currently working in 193 out of 448 districts in Indonesia. By June 2008, over 2 000 surveillance and response teams will be active in more than 300 districts in disease-endemic areas of the country.

Other FAO activities include the provision of technical and policy advice to the HPAI Campaign Management Unit, support to communication strategies, the implementation of market chain studies and research activities.

Major donors, such as USAID, AusAID, Japan and the Netherlands, together with FAO, have so far invested more than $25 million in supporting national control efforts.
