Medan, N. Sumatra (ANTARA News) - Perjuangan Hukum Politik (PHP), a non-governmental organization fighting for political and legal rights, has asked the police to immediately mount a legal probe into the neglect of government medical personnel in the bird flu (avian influenza/AI) case in Karo regency, North Sumatera, which had caused the death of some people in the area.

The deaths were the result of confusion and different views of the medical personnel in charge of the bird flu attacking the area, President of PHP, HMK. Aldian Pinem, SH, MH, said here on Sunday.

The bird flu attacking Karo regency in May 2006 had killed seven residents, namely Fuji Br Ginting, Roy Karo-Karo, Boni Karo-Karo, Rafael Ginting, Anta Br Ginting, Brenata, and Does Ginting.

Pinem, who is also former chairman of IKADIN Medan office, said that the police based their investigation on articles 13 and 14 of Law no 2 of 2002 on the police and government responsible for medical personnel in charge of overcoming and eradicating bird flu.

In conducting the probe based on the Criminal Law Procedures, he said, PHP will help the investigators (Police) with summoning witnesses including the relatives as well as other members of the Karo community.

After dealing with the witnesses, the police will examine the medical personnel in charge in Karo regency, and in Jakarta.

Any of the medical personnel found guilty of violating article 359 of the Penal Code, like not quick enough in providing medication which caused death, will be held in police custody. (*)

There always has to be a scapegoat, doesnt there?

This is sad, as they were doing their collective best in reasonably unknown circumstances and the villagers and remaining family will be fueled by emotions and certainly a lack of medical knowledge. There obviously were bad choices made, but they were learning on the run.

I guess if nothing else it will focus medical folk to be ever more vigilant in future cases.
Glad Im not them.

A CAT has been found infected with the deadly H5N1 virus in Indonesia, in the first such case in the country.
Steven Bjorge, Medical Officer for Communicable Disease of the World Health Organisation said the cat was infected after having eaten contaminated birds.
?We have evidence from one cat in Indonesia that has already been infected by this virus,? he told Jakarta?s Foreign Correspondents? Club.
Yesterday?s disclosure came just days after Indonesia confirmed its 38th death from avian influenza caused by the H5N1 virus, placing the country in second place behind Vietnam?s 42 deaths.

FUnny though, the story doesn't give the date when the cat was found. I'm hoping that the issue will be cleared up. Bjorge just said that a cat had been found, not WHEN it had been found. He could well be talking about something that happened last year..,

The Health Minister (Menkes) Siti Fadilah Supari said, bird flu already endemi in 27 provinces in Indonesia, while eight provinces were appointed as the territory to be infected by bird flu.

Menkes in the Committee's Working Meeting of Ad Hoc III Delegation's Council of the Area (DPD) that was led by PAH III DPD Faisal Vice Chairman Mahmud (Central Sulawesi) in the Building of DPD Jakarta, on Monday (19/6), explained, up until June 16 the number of cases that was ascertained by bird flu achieved 52 cases, 39 cases including dying with the death rate (CFR) 75 percent.

"This showed the need anticipated the Extraordinary Incident (KLB) bird flu from time to time in this area." For bird flu still bersirkulasi in the animal population especially the poultry in Indonesia (then) the possibility of bird flu of infecting humankind could not be avoided, he said.

JAKARTA Indonesia edged closer to becoming the world's hardest-hit bird flu country on Tuesday after tests confirmed that a 14-year-old boy died from the disease, bringing its death toll to from the disease to at least 39 people.

The boy from Jakarta died last week, and tests sent to a World Health Organization-approved laboratory in Hong Kong came back positive, said a senior Health Ministry official, Hariadi Wibisono.
The boy had been around dead birds.
Indonesia, which logged an average of one death every two and a half days in May alone, is on track to becoming the world's hardest hit country, trailing only Vietnam, where 42 people have died.
Results in the boy's case were announced a day before some of the world's top bird flu experts were set to meet with Indonesian officials to try to map out a plan to get a handle on the H5N1 virus.
The meeting brings together scientists from the UN health agency, the UN Food and Animal Organization and the U.S. Centers for Disease Control and Prevention, among others. It comes a month after Indonesia grappled with the world's largest reported family cluster of bird flu cases.
Six of seven family members from a remote farming village on Sumatra island died after testing positive for the virus.
An eighth relative was buried before samples could be taken, but the World Health Organization considers her part of the cluster.
Scientists have not been able to link the infected relatives to contact with sick birds, and they believe limited human-to-human transmission may have occurred.
However, the virus is not known to have mutated, and no one outside the family has fallen ill.
"If you've got an extensive distribution of an avian virus which has an ability to transmit to humans, that virus can always change," said Paul Gully, senior adviser to the WHO's top bird flu official in Geneva. "It can change in its capacity to spread among humans."
Gully said one of the biggest obstacles Indonesia faces is making sure the public understands the importance of detecting potential bird flu cases among poultry and people.
"That's a real challenge in a country the size of Indonesia where, sadly, avian influenza continues," he said by telephone.
Gully also said the problem would continue unless the government can control the virus in poultry. Bio-security standards remain low in the densely populated countryside, home to hundreds of millions of backyard chickens.
Indonesia has been criticized for not working harder to fight bird flu, which is entrenched in the sprawling archipelago of 220 million people. Many local governments have refused to carry out mass poultry slaughters in infected areas, and vaccinations have been sporadic at best.
Experts fear that the current virus will mutate into a form that is highly contagious among humans, potentially sparking a pandemic. So far, most human cases have been traced to contact with infected birds. At least 129 people have died worldwide since the virus began ravaging Asian poultry in late 2003.
An Asian Development Bank report in April said that Indonesia's 2006 budget allocated just $14 million to combat the disease, despite the government's own estimate that at least 30 times that amount is needed.

Avian influenza - situation in Indonesia - update 20

The Ministry of Health in Indonesia has confirmed the country's 51st
case of human infection with the H5N1 avian influenza virus.

The case, which was fatal, occurred in a 13-year-old boy from South
Jakarta. He developed symptoms on 9 June one week after helping his
grandfather slaughter diseased chickens at the family home. The boy was
hospitalized on 13 June and died on 14 June.

The grandfather remains healthy. Contact tracing and monitoring are
under way to ensure no further cases arise from this exposure setting.

Of the 51 cases confirmed to date in Indonesia, 39 have been fatal.

Expert consultation

WHO, FAO, and the Indonesian ministries of health and agriculture are
jointly convening an expert consultation in Jakarta from 21 to 23 June.
The consultation is being held, at the request of the government's
national commission on avian influenza and pandemic influenza, to assess
the avian influenza situation in poultry and humans.

The consultation, which will be attended by more than 40 national and
international experts, will review measures for addressing the
widespread presence of the virus in poultry and offer advice on
strategies for reducing the number of human cases. The experts will also
examine epidemiological and virological data collected during a
month-long investigation of a cluster of cases among family members in
the Kubu Simbelang village of North Sumatra.

More than three weeks (two times the maximum incubation period) have
passed since the last case in the cluster died on 22 May. Daily
house-to-house monitoring for influenza-like illness was conducted
throughout the village and in health care facilities where patients were
treated, and no further cases were detected. While these findings
indicate no significant changes in the epidemiology of the disease,
results from investigation of the cluster will be reviewed as they may
yield lessons useful in the investigation and interpretation of other
large clusters where human-to-human transmission is suspected.

Several viruses have been isolated from the seven confirmed cases in the
cluster and these have been fully sequenced at WHO reference
laboratories in Hong Kong and the USA. Experts from these laboratories
will be presenting their findings for review during the consultation.

Jakarta (ANTARA News) - Health Minister Siti Fadillah Supari has expressed concern about the refusal by residents of Karo district in North Sumatra province to allow health officials to conduct a test on animals after a number of people died from bird flu several months ago.

"Probably they have received wrong information," she said before attending a plenary cabinet meeting here on Wednesday.

The minister said she wondered why the residents did not allow health officials to conduct a test on animals particularly poultry.

They felt that their poultry was not infected with bird flu, she said.

"The problem is that they have not been prepared to have their poultry tested," she said.

A total of 39 people have died in the country after testing positive for the bird flu virus.
