Re: Mass quail deaths due to bf in Central Java

Central Java has experienced normal, severe H5N1 outbreaks in chickens every year since 2003. This is the 3rd year. We know that in Surabaya, Eastern Java, that H5N1 was positively identified as being in the swine in that region in that same year (or earlier).

In what year did Indonesia recognize officially that it had poultry ill with bird flu?

People in Central Java have been exposed to H5N1 for 3 years. Is it possible that preople previously exposed have H5N1 antibodies, or is it just now that the recombinations with human polymorphisms are beginning to occur?

Do you think Indonesia has bird flu sequences from 2003, Central Java, in their research labs that could be compared to the sequences of 2006?

Re: NAMRU-2 WILL SUPPORT IMPLEMENTATION OF ASEAN REGIONAL INFECTIOUS DISEASE OUTBREAK WEBSITE

--------------------------------------------------------------------------------

NAMRU2 through its US Department of Defense, Global Emerging Infectious Systems (GEIS) Program will provide technical and financial assistance for implementing an internet / world-wide-web-based infectious disease surveillance website for the Southeast Asia Region. The NAMRU2 / Indonesian Ministry of Health (MoH) proposal was originally adopted by the ASEAN Health Ministers at its Senior Official Meeting on Health Development in Hanoi in October 2001.

From 29 April through 2 May 2002, NAMRU2 / Indonesian MoH sponsored a Technical Working Group Meeting in Bali to finalize the proposed web-based concept. Over 60 participants representing the 10 member countries of the Association of Southeast Asian Nations (ASEAN), the World Health Organization, the ASEAN Secretariat, as well as His Excellency Dr. Achmad Sujudi, Minister of Health of the Republic of Indonesia, contributed in discussing strategies, developing content, programming, website design, and mapping out the overall organization for operational function of the website concept.

Specifically the website will provide a platform of communication and cooperation that will facilitate the rapid dissemination of outbreak information within the region; help identify sources of regional expertise, including laboratory diagnostic capabilities; will provide assistance in introducing new rapid diagnostic technology in identifying causes of diseases; and it will foster better public health communication without compromising national confidentiality concerns within the region.

In recent years the ASEAN region has experienced a number of outbreaks of infectious diseases which have caused loss of life and economic disruption. In addition to conducting tropical disease research in Indonesia for 34 years, NAMRU2 through its GEIS Program has more recently focused on assisting countries in the region develop national infectious disease surveillance, laboratory diagnostic and outbreak response capabilities. That epidemic disease transmission respects no borders makes regional, country-to-country cooperation in addressing outbreaks of infectious disease imperative.

Migrating birds free from flu, ministry says
Jakarta Post - November 9, 2006

Theresia Sufa, The Jakarta Post, Bogor

None of a sample of migratory birds flying to Indonesia have tested positive for the deadly bird flu virus, a Forestry Ministry official says.

Speaking at the Asia-Pacific Migratory Waterbird Conservation Committee meeting here Monday, Arman Mallolongan said the ministry had tested 695 migratory birds this year.

All were found to be free from the virus, he said.

The meeting was attended by 40 participants from Australia, the United States, India, Japan, China and Russia.

It discussed possible ways to protect migrating birds and monitor their health.

Scientists have theorized that wild birds may help spread the H5N1 strain of avian flu.

Indonesia is a destination for between 15,000 and 20,000 migrating birds from around 60 different species every year, government data says.

The birds, are regularly seen stopping at Tanjung Benoa in Bali; Gresik in East Java; Semenanjung Sembilan in South Sumatra; Pantai Cemara in Jambi; Belawan in Medan and Wonorejo in Central Java.

Arman said the government had set up a national committee to monitor the spread of bird flu in wild and migratory birds.

According to the World Health Organization (WHO), 56 people have died after being infected with H5N1 in Indonesia, out of 73 reported cases.

Pete Wood of Birdlife Indonesia said large flocks of birds from Siberia, Mongolia, China, Korea and Japan came to Indonesia and other warmer countries in the south to escape the northern winter.

Wood said many migratory birds usually stopped here before flying on to Australia and New Zealand.

Most flew back using the same route, he said.

The spread of Bird Flu could be kept
Nov 10, 2006

Jakarta -- The government claimed succeeded in keeping the spread and the spreading of the infection of the bird flu virus (Avian influenza/AI) to humankind in 21 provinces during the last six months.

We have succeeded in keeping the occurrence of the case to humankind in 21 provinces.
For the last six months did not have the case that was reported by the regional government, said Bayu Krisnamurthi, the Chief Executive of the National Commission of the Daily the Control of Bird Flu and Preparedness faced the influenza Pandemic in Jakarta, on Thursday.

As many as 72 cases of bird flu to humankind that happened since July 2005 till November 2006 only were reported in nine from 30 provinces that it was thought involved a high risk to jangkitan bird flu namely Banten, the Special Capital District of Jakarta, Lampung, West Java, Central Java, East Java, North Sumatra, West Sumatra and South Sulawesi.

According to Bayu that in part happened because of the risk of the spread of the infection that is the spreading of the bird flu virus to the poultry, could be reduced although not in the big stage.

He explained for the last six months the case of bird flu to the poultry no longer it was reported happened in 14 provinces from 30 provinces that it was considered involved a high risk to the area jangkitan AI.

"From 216 regencies in the endemic province, 154 regencies including succeeding in being unloaded by his risk. There was no report from the regional government and the media about the new case that emerged there," he explained.

It was further that he explained also that knowledge and pemahanan the community about the relative also threat of the bird flu virus increased so as the level pelaporan the illness incident also increased. That was seen from the decline in the percentage of the case konfirm from the total case that was reported. If beforehand 30-35 percent of the case that was reported it was confirmed positive then at this time only 13-14 percent that was proven konfirm, he explained.

Nevertheless he acknowledged the increase in the understanding and the awareness of the community to be participating towards the control of the bird flu infection till at this time was not yet optimal. The figure of the case fatality was still being high, still around 73 percent, because of the delay of the handling. On average the positive case was still being handled on five days after 'onset' (early infection, Ed.), he said.

The delay of the handling of the case, said he, in part happened because of the community and the health power in the foremost line still could not detect and diagnose the case of bird flu quickly. Meaning that, he continued, knowledge and their understanding about the infection of the bird flu virus H5N1 still was limited. Because of that the public's campaign will be reinforced by us.

Bayu said to reinforce surveilans towards the case of bird flu, Pojka the Control of Bird Flu involved the university or the tertiary institution. In two last weeks the working group (Pokja) Komnas in Bogor, Yogyakarta, Makassar, Surabaya, Denpasar, Banjarmasin and Padang established the co-operation with the local university to reinforce surveilans.

"They will become the partner of the regional commissariat in providing and spreading information about bird flu to the community," he said. In November and this coming December, said he, the tertiary institution in seven areas also will begin to be involved in the activity surveilans was active in the relevant area.

"They will be dropped off to do the research, take the sample and do the further research into the case that emerged in the area," he explained.

On average the case of bird flu was handled around 5.7 days after 'onset', still could not descend till below five days, in fact if could be maximal in two days has been handled, he said.

Impact of Global Terrorism

Following multiple terrorist attacks in the Unites States on 11 September 2001, and the announcement of American operations in Afganistan, a storm of Anti-American protest demonstrations began in Indonesia directed at the US Embassy in Jakarta. Due to specific threats against Americans and the unstable security situation, the US State Department ordered an "authorized departure" of all "non-essential" American US Embassy employees and families. All NAMRU-2 active duty personnel and their family members, with the exception of the Commanding and Executive Officers, were ordered out of Indonesia for two months from October - November 2001.

The following year witnessed the Bali nightclub bombings on 12 October 2002. Again, due to security concerns for American citizens, the US State Department issued an "ordered departure" of all "nonessential" American citizens and their family members connected with the US Embassy. This time all NAMRU-2 active duty and their family members, except the Commanding Officer, Executive Officer, and three other personnel were evacuated, either to CONUS where they were assigned TAD to the Naval Medical Research enter, Silver Spring, MD; to Cambodia where they worked at our satellite lab; or to the Philippines where they worked with our collaborators at the Research Institute of Tropical Medicine. This evacuation was then prolonged in anticipation of operations in Iraq and lasted from October 2002 through the end of April 2003.

Jakarta ? President United States George W Bush apparently wanted to remove the view that his visit to the other country only fought for the interests US. Instead of discussed rumours of terrorism or military forces, in his visit to Indonesia this coming November 20, Bush precisely chose to discuss the matter of bird flu and the other problem outside the military.

This matter was sent by Foreign Affairs Minister Hassan Wirajuda in the press conference in the Kepancasilaan Building Street Pejambon yesterday. ?Kita more will discuss the problem of the co-operation of basic education and high, the control of the epidemic illness, and welfare of the community, including the co-operation bioteknologi,? beber him.

Moreover, the RI-the USA government will also discuss the program early warning (early warning) for the preceptive handling of the disaster. ?Indonesia planned to ask American help to develop the detection system of the early disaster that his plan put on throughout pulau,? he added. For this problem, Indonesia apparently wanted to try the US interest to prevent the natural disaster that lately often happened. Beforehand, Europe had given help as big as 50 million euro (around Rp 582 billion) to develop the early-warning system on the west of the Sumatran coast and Bali.

Only did not do discussions with President SBY, several national leading figures will then be given by the opportunity to speak directly with Bush with setting round table discussion. Of course SBY also went along as well as in this meeting.

?Masalah that will be discussed continue to around the educational agenda, the health and welfare sosial,? more Hassan.

Bush's visit lest only beneficial US. The visit for 10 hours also must be made use of to ask for Bush's commitment against the Indonesian community among them by reviewing the work contract of PT Freeport and Exxon that tended more beneficial US. This Matter was sent by the Chairman MPR RI the Guidance Nur Wahid after following the apples agenda and the oration antikorupsi in the Monas Field, yesterday. ?Bush also should not continually memosisikan Indonesia as the country teroris,? he revealed.

Not only that, former President PKS same focussed on Bush's reception that it was thought was abundant. ?Sebagai the host, Indonesia must honour the guest, but don't berlebihan,? he revealed. Although holding the office of the management of the high agency, Hidayat claimed to be itself will not come across Bush. ?Saya will go to East Java, already many that menyambut,? he revealed then entered the car.

The matter of Bush's security that considered by many sides to be abundant, of Defence Minister Jowono Sudarsono claimed to be this matter naturally. ?Prosedur America was the same as the UN, indeed a little repot,? he revealed.

He added, the change in the constellation of US politics and the resignation of US Defence Minister Donald Rumsfeld would not memengaruhi the Indonesian defence co-operation and US. ?Tidak had the change in the policy. We also had the work was the same as Australia and Tiongkok, we continue to netral,? he added.

Now, the taking of the sample entok and this duck was done to equip at the same time knew whether the other livestock of kind birds (apart from puyuh, Ed.) this also was affected by bird flu or not. The taking of this sample was intensified as the follow-up pengetesan in depth after being tested through rapid test several days ago.

In the meantime, according to the veterinary surgeon Juwanto, sample material of the waste puyuh that was taken by him this the next one will be tested dilaboratorium belonging to the Big Veteriner Hall (BBvet) Wates, Jogjakarta. "Results of this test could be it was known slowest 3 on Sunday mendatang," kata, yesterday. He said, in fact rapid test only was the step breakingprep early to detect since early the emergence of the bird flu virus that was contracted by the birds poultry puyuh.

Nevertheless, results continued to be able to be accounted for both from the side of clinical and to the public's public. "Nah, this time, we gantian made use of the implement took the form of the media transport. With this implement, we can carry out the test in depth in the laboratory of BBVet Jogjakarta later. After being tested dilaboratorium especially the poultry later, results could be more maximal, namely the kind virus what muncul," ungkap him.

Juwanto hoped, related the bird flu virus that attacked Kebonagung, the Demak side of the Health Service could take the action of the blood test for the breeder, main him the Kamid family. "So, for early anticipation. Was thought by me, ought to the side of the health service carried out the blood test peternak," imbau him. Because, till yesterday, the health service not yet cross check kelapangan.

Was separated, the Section Head the Health of the Demak Regional Government, Dr Budi Suprijatno said, his side asked for the local citizen including the breeder puyuh to drink medicine anti the bird flu virus, that is, Tamiflu that has been supplied to the Kebonagung community health centre. "So, if having the citizen that the condition for his body was hot, the cough and other so that drank Tamiflu," imbau him to the local community when being contacted by the reporter, yesterday. [Are they giving out Tamiflu to anyone who has flu-like symptoms?]

According to Budi, his side did not take sample human blood because of being not that suspect bird flu. Nevertheless, the team of the health will continue to monitor the development of the case of this poultry going through the local community health centre.

In the meantime, the Chairman of the Breeder's Group the Kebonagung Village "Rehayu", Ruslim, 50, said, before the livestock breeding side sentenced birds puyuh belonging to Kamid positive bird flu, the side of the breeder's group a long time ago carried out the management against his member. In part, how to anticipate the bird flu virus as well as to do spraying routinely dikandang-pen the breeder with disinvektan.

"But, we were also surprised, because vaksinansi that was carried out there is one that is ineffective so as to emerge bird flu ini," kata him. Ruslim personally supervised approximately 12 breeders in the Mintreng Hamlet, the Kebonagung Village.

Whereas, dozens of other breeders were re-educateed was supervised by the breeder's other group. Usually, said he, the breeders gave asupan appropriate food directed by the side subdin livestock breeding. Therefore, the case that was experienced by Kamid, one of his members, was enough to strike the livestock business puyuh in the village Kebonagung because, according to him, the livestock puyuh uptil now became alternative to the source of the citizen's local economics apart from results of the paddy-field.

According to him, every day the breeder gathered eggs puyuh to be sold together with the other breeder melakui the group that has been formed. "This was carried out to anticipate the fall of the price telur," kata him. The breeders usually sell the egg to Jepara and Juwono, Pati with the Rp price 80 thousand perkardus.

For one cardboard box, contained 750 eggs. Ruslim personally explained, his side will not destroy all the birds puyuh property of this breeder related became an epidemic him the bird flu virus in the Kebonagung village. Because, if that was done in a mass fashion, then from the side of economics will cause a loss to the other breeder.

"So, we the isolation that was attacked then. It was other, we needed the verification clinically. Because of this, we menungguy results of the test in BBVet Jogjakarta, puyuh property of the other breeder also posisitif bird flu or tidak," ungkap he. According to, Ruslim, the normal citizen has raised will continue raising puyuh.

"Therefore, they did not learn xPRONposs lesson to raise again. Because, that was affected by the AI virus of only poultries. Whereas for the case of humankind in Kebonagung not yet ada," pungkas him.
