Steps taken by Ministry of Health and Family Welfarefor relief operationsin Uttarakhand


TheMinistry of Health and Family Welfarehas taken the following actions for relief operations in Uttarakhand.

? Three Central Public Health Teams have been posted to Uttarakhand. The teams have reported to Principal Secretary (H) on 23.06.2013. Eight additional teams are also kept on standby, ready to move at short notice.

? District units of Integrated Disease Surveillance Programme (IDSP), NRHM is conducting health surveillance in all affected districts. After picking up early warning signals, Diarrhoea cases in Haridwar (Alwalpur), Uttarkashi (Udvi) and Rudraprayag (Chandrapuri) have been managed at incipient stage. No outbreak of water borne / food borne / air borne or direct contact diseases has been reported from affected areas.

? MOHFW is deputing a high level team to Uttarakhand tomorrow to review the public Health measures.

? A specialist from National Vector Borne Disease Control Programme has been placed with the State Government for providing assistance on matters pertaining to vector borne diseases.

? 3 teams for providing Psycho-social support have been arranged from NIMHANS, Bangalore. In addition, specified number of specialists (as decided by the State Government) from the field of Cardiology, Psychiatry and Internal Medicine (2 each) have been placed with the State Government.

? State Government has requested to supply specified quantity of 60 drug and non-drug items. Interim supplies of 3 truckloads of these medical supplies have been delivered.

? On State?s request, 10,00,000 chlorine tablets is being procured by MOHFW.

? IRCS has deployed a two member team from National HQ on 19th June 2013 to Uttarkashi and another team to Pittoragarh. A high level team from the HQ has also visited the State for assessment and coordinating relief work with State Red Cross unit.

? IRCS has provided 7 truckloads of relief material that includes tents, family packs, kitchen sets, blankets, lanterns etc.

? 1100 bags for carrying dead bodies have been arranged through Indian Red Cross Society (IRCS). Additional 500 bags procured by MOHFW have also been sent.

? The situation is being monitored by the Ministry.

FLOOD AND LANDSLIDE
24th June 2013
Uttarkashi district of Uttarakhand is situated on the banks of Bhagirathi at an altitude of 1352 m above the sea level. The Yamuna and the Ganga are the biggest rivers in Uttarkashi district. Geographically the district is prone to incidents of natural disasters like cloud bursts, flash flood, landslides etc. As reported by the Chief Minister, Uttarakhand in the media, more than 1056 people have lost their life and hundreds are still missing in monsoon floods on 14th June 2013. In Uttarakhand, a total no. of 8 of 13 districts are affected.
The death toll is expected to rise once more deceased are recovered from the slush and mud spread across the hilly state, he said, adding that disaster management teams, comprising Indian Army, Indian Air Force and para-military troopers, have been trying their best to rescue people, mostly Hindu pilgrims, who are still stranded in the difficult terrain of the hilly state.
Mr. Sushil Kumar Shinde, Home Minister, India, who visited the flood- hit areas stated that apparently 73,000 people have been taken to safety so far and an additional 30,000 to 32, 000 are still stranded. "We are hopeful of evacuating all people in the next two days," he told the media.
Around 17 foreign tourists are among those who have been air- lifted to safety this morning, the official said, that the next two days will be crucial for rescue work as the weather office has predicted that heavy rains may again lash the flood-hit state.

 In Rudraprayag Bedubagad, Augustmuni,? 2 hotels are washed away.
 On Kedarnath national highway between Silli and Chandrapuri 140 houses are washed away and another 100 are badly affected. No
information is available on human casualties.
 The local are reporting; the vehicles (Buses and dumpers) are washed away causing damage to bridges at Silli, Rudraprayag. The debris
(Buses, trucks, dumpers and trees) deposited near
Bedubagar, Augustmuni has diverted the course of water towards the township.
 Casualties are higher at Rambara. 60 people are washed away. However, there are unconfirmed reports from
various sources claiming more casualties that might reach up to 10,000 including casualties at Kedarnath.
 Kedarnath trek is severely damaged. Approximately 25,000 people are stranded in Kedarnath valley only.
 In Kedarnath, unconfirmed reports are claiming that the entire infrastructure is severely damaged. Even the
Kedarnath temple has also been partially damaged. So far, reports say that about 60 bodies has been
recovered from the Kedarnath area.
 More than 1076 houses collapsed in Uttarakhand
 In Kedarnath area due to increase in water level of Vasukital (a glacial lake), flash flood have occurred that
resulted in 60 people missing out of which 8 bodies have been recovered.
 In Uttarkashi increased water flow in Asignaga and Bhagirathi River has caused heavy damages to property.
 Some other towns in Garhwal area namely Karanprayag (Chamoli district), Rudraprayag and Agastmuni
(Rudraprayag district) and Srinagar (Pauri Garhwal) are also affected. The lowland and river bank areas of
these towns are submerged in water. Local administration has also rescued some families from this area.
 Mogi, Kanad and Chanad villages of Jaunpur block (Tehri Garhwal District) are also affected. Around 2 dozen houses are washed away in these villages.
 The water level of all water streams, small rivers and major rivers namely Mandakini, Alakhnanda, Bhagirathi and Ganaga are flowing very close to danger level.

The helicopter crashed late Tuesday when its rotor blades hit the hillside while returning with survivors of flooding and landslides that have killed more than 1,000 people and washed away thousands of homes, roads and bridges since mid-June in the Himalayan state of Uttarakhand.

LUCKNOW, 27 JUNE: Five people, including two children, were killed in rain-related incidents since last evening in Uttar Pradesh where a flood-like situation prevailed in several districts.
A seven-year-old boy and a man, aged 35, were killed when lightning struck them in Chitrakoot and Sultanpur districts respectively, officials said. A 12-year-old girl was swept away by the swirling water of the Ganga in the Sahaswan area in Badaun district.

KOCHI: Death toll in the monsoon-related calamities reached six in Ernakulam district. On Friday, two more relief camps were opened to rehabilitate people affected by rain and flood. The new camps function at Panchayat community hall, Udayamperoor and SN Lower Primary school, Mamala. In the camp at Udayamperoor there are 35 people and at Mamala there are 83 people. Authorities have already opened 20 camps in the district and 1427 people have already been accommodated in these relief centres.

Almora: The number of people killed in cloudbursts and flash floods in Uttarakhand recently may cross 10,000 mark, state Assembly Speaker Govind Singh Kunjwal said today.

"Earlier when I returned from a tour of Garhwal region I believed the casualty figure could be 4000 to 5000. But now as per my information and bodies being seen by the people, I can say the figure can cross the 10,000 mark," Kunjwal told told reporters here.

Though refusing to quantify casualties even 14 days after the tragedy, Chief Minister Vijay Bahuguna has been saying it is feared over 1,000 people might have been killed in the natural calamity.

150 doctors rushed to Uttarakhand amid diarrhoea outbreak

DEHRADUN: With the threat of diseases looming over the flood affected areas in Uttarakhand, the Centre has sent 150 doctors to the state.

LUCKNOW: Six more people were killed in rain-related incidents in the state during the past 24 hours, taking the death toll since June 15 to 73. As rainfall lashed many parts of the state, major rivers were flowing above the red mark. The weatherman said that similar conditions will prevail for next 2-3 days and some areas in East UP may receive heavy rains. The state has received surplus rains in the monsoon season so far this year.

The death toll in monsoon-related calamities reached 92 with one death being reported on Tuesday.

A three-and-a-half year old child died in Malappuram district, where three houses were also damaged in the rain causing a loss of Rs 12,000. No rain-related incidents were reported from Thiruvananthapuram and Kollam districts, disaster management officials said.

Badrinath, United Nations says over 11,000 missing

New Delhi: A total of 1,350 people have been evacuated from Badrinath while over 3,500 remain untraced in flood-hit Uttarakhand even as a United Nations (UN) agency estimated that the number of missing could be over 11,000.

"According to data available till yesterday (Sunday), 1,350 have been evacuated from Badrinath-800 by air and 550 by road. But there are some locals too like shopkeepers and ashram dwellers who also are being evacuated," National Disaster Management Authority (NDMA) Vice Chairman M Shashidhar Reddy told reporters in Delhi on Monday.

The number of dead stands at 580 while the National Disaster Response Force (NDRF) has rescued 8,634 people from Kedarnath taking the overall evacuation to 1,08,253 people, he said.

"According to the quantum of FIRs filed, the number of missing stands at 3,500-3,700 but a report prepared by a UN agency along with some NGO pegs the figure in excess of 11 thousand," Mr Reddy said.

Heavy rain thrown city out of gear, 1000 evacuated (Madhya Pradesh)

Indore: Heavy rain for more than 12 hours thrown city out of gear Wednesday. It started raining since morning which continued till late night and heavy downpour caused water logging in city. More than 1000 people evacuated from different parts of city and admin also issued high alert. Meanwhile holiday of all the school and colleges also announced today.

1,227 children reported missing in Uttarakhand

DEHRADUN: As if heart-wrenching images of children separated from their parents in the Uttarakhand disaster were not enough, state chief secretary Subhash Kumar on Wednesday is learnt to have told a four-member team of National Commission for Child Protection Rights that 1,227 children were reported missing in the state since the flashfloods.

A top Uttarakhand IAS official told TOI that Kumar informed members of the visiting team that these 1,227 children were reported missing on the basis of FIRs lodged by their parents and close relatives. He is also believed to have made it clear to the team that if these children weren't traced within a month of lodging of FIRs in different police stations and at the Uttarakhand missing persons cell, they would be declared dead.

2nd July, 2013 A. SITUATION REPORT:
It has been almost 14th day since the disaster occurred in Uttarakhand on 16th and 17th June 2013. Rescue works almost come to an end and Relief works have been carried out by the government and various non-government organizations. Continuous rains have been hampering the relief work every day. Road networks are yet to be cleared for heavy vehicles so that the relief material can be transported and delivered to the disaster affected victims.
Mass cremation of the dead bodies by the local Government to prevent from further epidemics in the disaster affected districts. Now the emerging needs for Authorities to come up with short and long terms Reconstruction, Rehabilitation in the floods affected areas.

For more detailed information are given below. B. IMPACTS OF THE DISASTERS:
 842 died including 20 personnel of IAF and paramilitary forces deployed for rescue operations.
 4,649 persons are missing of which 3,314 are reported missing only in district Rudraprayag.
 1,05,412 persons rescued though 3000 pilgrims are still stranded in different places.
 More than 50 bodies have been recovered from Haridwar, Bijnor and Bulandsahar.
 Unconfirmed reports are claiming that dead bodies are lying scattered some of them tied with rope in plastic chairs near Rambara and nearby areas. The unconfirmed report also adds that government is not allowing media persons and others to go there. So far cremation for only 34 dead bodies is done by the government.
 Electricity supply damaged in 382 villages.
 1,642 roads including national highways and state roads are damaged, 147 bridges destructed, 2232 houses damaged and 968 water supply schemes damaged.
 Two helicopters including one MI-17 crashed during rescue operations.
 A total of 45 choppers and 10,000 personnel from the Army, Air Force, Navy, Indo-Tibetan Border Police (ITBP), Border Security Force, National Disaster Response Force (NRDF), Public Works Department and local administrations worked together for quick rescue operations.
