Dimapur, January 11 (MExN): The Department of Health & Family Welfare today launched the Intensive Pulse Polio Immunization in its effort to eradicate the threat of Polio from Nagaland. The last Polio case (P1 & P3) detected was way back in December 1997. However, fearing the chance that wild Polio virus might have been brought to the State through the migrant population, where Polio in the country has been reported, the Health Department decided to employ all its resources and manpower in conducting the IPPI program throughout the State today.
Minister for health & family welfare, Kuzholuzo (Azo) Nienu, appreciating the active involvement of the community, elders and senior bureaucrats, wished that the ?two precious drops? would serve the purpose of saving young lives. He officially administered the first Polio drop to a child in the morning at a simple program in the state capital, Kohima, at the Forest IPPI booth.
Reports from different quarters of the district registered satisfactory conduct of the Booth Immunisation round, while the Door to Door Immunisation will carry on till January 13, 2009. It may be recalled that five countries have officially reported new wild polio virus cases as of December 30, 2008 (WHO source), whereas India reported a total of 68 P1 and 481 P3 cases as of January 2, 2009.

Lucknow At the start of the year itself, three Wild Polio Virus (WPV) Type 1 cases ? the most virulent type of polio virus ? in the country have been reported from Uttar Pradesh.


To tackle the situation, the state government is contemplating to suggest some changes in the immunisation strategy for western Uttar Pradesh ? one of the vulnerable regions. The introduction of Injectable Polio Vaccines (IPV) is still not certain.

?It is true that all the three cases reported in the country this year are from Uttar Pradesh. Areas in western Uttar Pradesh and the migrant population continue to be the major problem,? said Dr ML Khatloiya, Director General, Family Welfare department.

?Even if the final approval is given for the use of IPV, it will take few more months for its procurement. In the, meanwhile, we have to make the required changes to tackle the situation,? he added.

?Since various health agencies have already proven that the immunity of the polio drop remains for around six weeks in western Uttar Pradesh, we will propose to have additional rounds in between these weeks in the polio affected areas of the state,? he said.

The three P1 cases that have been reported this year are from Jotiba Phole Nagar, Mathura and Ghaziabad.

In 2008, the state had reported 61 cases of WPV1, which was the highest in the country, which was followed by Delhi with four P1 cases and Bihar with 3.


UK team joins polio campaign

A 34-member team of volunteers from UK are in the city to help the local volunteers in convincing the parents to give polio drops to their children. Following rigorous rounds of polio drops in Lucknow, parents have started opposing the drop by saying that are they are tired of it.

New Delhi, Aug 20 (PTI) Prime Minister Manmohan Singh today expressed anguish over spurt in polio cases in Uttar Pradesh and Bihar and directed the Health Ministry to closely monitor the situation and take effective steps to eradicate the disease.

The Prime Minister's observation came at a meeting of the Cabinet Committee on Economic Affairs (CCEA), which decided to continue the Polio Eradication Strategy for three more years from now at an estimated cost of Rs 3,204 crore.

The number of polio cases had "dropped dramatically" to 66 in 2005. However, the outbreak of the disease in Western UP and some parts of Bihar contributed to the new cases. The total number went up to 676 in 2006, 874 in 2007 and 559 in 2008, Home Minister P Chidambaram told reporters here.

Lucknow, Sept 23 (PTI) Clerics leading the Eid prayers have in a unique effort taken upon themselves the task to spread awareness on polio following high incidence of the deadly virus among children in the community.

According to WHO figures, polio has afflicted some 250 children in Uttar Pradesh this year of whom 151 are from the Muslim community while last year about 70 per cent of the cases had been reported from the community.

"Alarmed by the high rate, Islamic scholars under the Rotary international Ulema committee held a meeting in Delhi recently and decided to issue an appeal to the community after the Eid namaz, exhorting them to shun their misconceptions and cooperate in the pulse-polio drive, Niab Imam of Idgah and a senior member of the Muslim Personal Law Board Khalid Rasheed Firangimahali told PTI here.

Two new cases of polio detected

Badaun (UP), Oct 5 Two new cases of polio have been detected in the district, taking the total number of viral infection to 28 this year, an official said today.

"Two and a half-year-old Anjum of Behta village and six-month-old Yaseen of Ambiyapur village have been tested positive for the polio virus," Chief Medical Officer S N Upadhyaya said here.

Last year, a total of 48 cases were detected in the district, he said. - (Agencies)

UP may soon eradicate type-I polio virus

LUCKNOW: The type-1 polio virus could be on the verge of eradication, says a recent study conducted in Moradabad district of
UP.

The aim of the study was to evaluate the residual immunity gap among children in western Uttar Pradesh and adapt future strategies in this regard. It began with 1,002 children in April and concluded with data of 871 infants aged between six and nine months in May.

Confirming this, chairperson, India Expert Advisory Group (IEAG), which advises Indian government on all issues related to polio, Dr T Jacob John said, ?We can give a more accurate information after March-April when the conclusive reports will be released.?

Dr John, also the principal researcher for the study, added that they arrived at the conclusion after finding out that more than 99% children who participated in the study contained anti-bodies against the most virulent type of polio virus.

?Children were given 6-9 doses of MOPV and 0-4 doses of trivalent oral polio vaccine through routine immunisation programmes in Moradabad. Such high levels of immunity in these few doses made us believe that the most dangerous type of polio virus was close to eradication,? he added.

4 more polio cases reported in UP

Muzaffarnagar (UP), Nov 1 (PTI) With the detection of four more cases today, the number of polio-affected persons in Muzaffarnagar district have risen to 22.

The new cases were reported from Jogia Khera, Hind, Solla and Omer areas in the district, chief medical officer Anand Swaroop told reporters here

Polio cases climb in India despite massive eradication program

New Delhi ? Polio cases are again on the rise in India with 672 cases reported so far this year as against 559 last year thus placing it at the top of the list of polio-affected nations across the globe despite having a massive eradication program.

The just-released statistics by the Global Eradication of Polio Initiative shows that Nigeria, which topped the global list last year with 798 cases is now down at the second place in charts with 388 cases as of Dec.15, 2009.

India accounts for 44 per cent of total polio cases reported in the world while Nigeria accounts for 26 per cent. Other endemic countries, like Pakistan occupies the third place with 84 (117 last year) polio cases, Afghanistan 31 (31) cases. Nepal has no reported cases this year as against six last year.

The sharp rise in polio cases in India is mainly due to spike in the country's most populous state of Uttar Pradesh reporting 544 cases as against 305 last year. Its neighboring state of Bihar, which accounted for 233 cases in 2008 has so far this year recorded 111 cases.

The authorities are clueless about the exact cause for this rise and cite reasons ranging from low immunity, poor hygienic conditions and low routine immunization.

Areas in Uttar Pradesh state like Ghaziabad, an area that adjoins New Delhi, is emerging as new epicenter of the polio virus.

This year, Ghaziabad has reported 71 cases, the same as recorded from the traditional polio epicenter of Moradabad, where India's major center of brassware industry is located.

Ghaziabad last year had reported just five cases. Gautam Budh Nagar, another area adjoining the Indian capital, has reported 19 cases this year as against none last year.

India and rest of the polio affected world hopes that the introduction of bivalent vaccine as a new medical tool to contain the virus.

?We now see the bivalent vaccine as a ray of hope because while we concentrate on one virus, the other rises in the area. The bivalent vaccine will attack both type1 and type 3 viruses,? Ashok Mahajan, a trustee of Rotary Fund and a member of the International Polio Plus committee of Rotary, has been quoted as saying in the Indian Express newspaper..

The new bivalent Oral Polio Vaccine (OPV) was used for the first time anywhere in the world this week in Afghanistan. The Global Polio Eradication Initiative says the new vaccine will be a critical tool to provide optimal concurrent protection against both surviving wild serotypes (WPV1 and WPV3).

Federal Health Minister Ghulam Nabi Azad recently said that India will soon introduce the bivalent vaccine to provide protection to children from both the strains of polio, which can be crippling for children under five.

The vaccine is considered to provide more immunity to children against both the strains. At the moment, India is using monovalent oral polio vaccine (mOPV) and the trivalent oral polio vaccine (tOPV).

In Bihar, activities are already under way to ensure high-quality supplementary immunization activities are sustained in 2010. Newly-recruited surveillance medical officers are being trained, and a technical meeting of staff in the hard-to-reach area of the Kosi River is ongoing, to review status and develop detailed activity plans.

The majority of the population in villages in the Kosi river embankment area is poor and has to face the wrath of regular floods, thus being deprived of basic amenities. The area is very important as it lies within the Kosi embankment, which reports a majority of polio cases.

?Accessibility is the biggest challenge in eradicating polio here and we are extensively focussing on it. We are taking all measures to ensure none of the children in the district is left un-immunised,? Saharsa district magistrate R. Lakshmanan has been quoted as saying.

Another major problem in India is the migration of people in search of jobs along with their small children.

India has a major polio eradication program with camps conducted to give oral drops free of charge to children under the age of five.

Manivannan has issued instructions to the District Health and Family Welfare Officer to make Preliminary arrangements for the first phase of Pulse Polio programme on Jan. 10.

He was presiding over the first preliminary meeting of district level Pulse Polio Task Force on Pulse Polio programme for the year 2010 held at the Deputy Commissioner`s Office here.

He told the medical officers to achieve 100 per cent target. Strict action will be taken against the medical officers whose achievement is less than 95 per cent, he warned.

The DC also instructed the officers of different departments to make available their vehicles for the pulse polio programme.

He advised the Regional Transport Officer (RTO) to depute transport inspectors to each taluk and to take action to ensure that the vehicles were arranged in an orderly manner.

The Deputy Commissioner further instructed the RTO to ensure that the vehicles were not withdrawn in between for any reason till the end of the programme.

Manivannan instructed the officials concerned to ensure uninterrupted supply of power for 10 days starting from 6 days prior to the start of the programme to prepare ice packs for ensuring stability of the vaccine.

He instructed the City Corporation to ensure that no house on the outskirts of the city is left out from administering polio drops, to inform the supervisors about the border areas and to provide maps to teams and supervisors.

He issued instructions to the officials of Women and Child Development Department to ensure that the Anganawadi activists and supervisors extended their co-operation to keep Anga-nawadis open since the programme is organised on Sunday.

The Deputy Commissioner advised the Education Department officials to spare classrooms of the schools wherever the vaccination centres are opened and to spare the services of the teachers if they are deputed for duty at the programme.

A total of 1,588 booths have been opened in the district for the Pulse Polio programme. They include 140 in Mysore taluk, 181 in T. Narasipur, 215 in Nanjangud, 200 in H.D. Kote, 213 in Hunsur, 155 in Periyapatna, 176 in K.R. Nagar taluk and 308 in Mysore city. Similarly, 34 transit booths and 29 mobile booths have also been opened, District Health and Family Welfare Officer Dr. Raju said.

Vaccine will be administered in all the centres of the city and rural areas on the first day. The vaccine will be administered door-to-door in the rural areas on the second and third day. It will also be administered in cities door-to-door on the fourth day.

Dr. Raju appealed to the public to get the vaccine administered to their children without heeding to any rumours. This is being given wide publicity through handbills in Kannada and Urdu, he said.

Some religious leaders attended the meeting. Last year during the Pulse Polio programme, there was confusion due to some rumours. The Deputy Commissioner has appealed to the religious leaders to extend their co-operation that such confusion does not recur this year. He also appealed to them to bring this to the notice of the community people at the time of prayers.

District-level Officers, Taluk- level Medical Officers, ZP Chief Executive Officer Dr. N. Manjula, District Police Chief Rama Subba and others were present.

Polio case reported in Bharatpur

JAIPUR: The state recorded its third polio case of 2009, when the reports of a sample collected earlier from Bharatpur tested positive for

P3-polio. Even as the health department is yet to receive the formal confirmation on the recent case, the department has already conducted the contact tracing activities in the nearby areas.

?During the nation-wide pulse polio drive to be held on January 10 this year we have plans for more intense efforts in the Bharatpur region, especially among the areas near Uttar Pradesh,? says a health official.
Including the recent case, so far two cases have been reported from Bharatpur district.

Earlier in April 2009, a six-month-old boy in Bayana was diagnosed with P1-polio. It was after a long duration that the fast moving polio strain was detected in the state. Intense contact tracing and vaccination rounds were held in the nearby areas.

Polio strain has three categories P1, P2 and P3. Being the most contagious and virulent strain, P1 spreads rapidly and causes paralysis in one out of every 200 affected people. The P2 strain is expected to be eradicated world-wide while P3, the most common strain, is a low mobility virus.

In November 2009 a case of P3-polio was also reported from Dausa. According to the health department officials the patient was an 11-month-old boy. Health officials added that the boy was born in Assam and is expected to have contracted the infection during travel, however, to prevent any possibilities of any local transfer, vaccination drive was initiated. The state had recorded only two polio cases last year, one of which was from Bharatpur while another was from nearby district of Karauli.

These districts are near Uttar Pradesh that has shown a poor progress on the polio eradication, thus posing a continuous danger of infection communication.

The department has also been considering increasing the awareness drives in the bordering villages for timely polio vaccination.

The state health department has been holding massive vaccination activities in the affected areas. However, often due to lack of awareness the vaccine is unable to reach the backward sections. The high rate of illiteracy among women of the area has also been a major cause for the prevalence of polio in the region.

PRESIDENT LAUNCHES NATIONAL IMMUNIZATION DAY BIVALENT POLIO VACCINE TO BE ADMINISTERED FOR THE FIRST TIME

The bivalent vaccine (bOPV) is being introduced in the country for the first time in Bihar in from tomorrow which is National Immunization Day (NID) for pulse polio campaign. The President Smt Pratibha Devisingh Patil launched the NID by administering polio drops to ten babies at Rashtrapati Bhawan today. Speaking on the occasion the Union Minister of Health and Family Welfare Shri Ghulam Nabi Azad said that the bivalent vaccine will also be introduced in Uttar Pradesh from next round. About 25 lakh kids will get the new drops. Overall 170 million kids are likely to be immunized in this round of NID.

There are three strains of wild polio virus, viz P1, P2 & P3. Type 2 wild polio virus (P2) has been eliminated in the year 1999. Efforts are being made to eradicate P1 and P3 also. As P1 is the more virulent type of the two, the current strategy is to eliminate it first while keeping P3 under control. Once P1 is eradicated, efforts to eradicate P3 will be made. Initially trivalent Oral Polio Vaccine (which caters to all the three strains of wild polio virus) was used in the campaign. Subsequently, more efficacious monovalent vaccine was introduced in the programme to handle the type 1 and type3 wild polio virus. While the monovalent vaccine has been found to be effective in containing the transmission of P1, it has affected the control of transmission of P3 getting compromised. Recently a bivalent vaccine has been developed which will control P1 and P3 simultaneously. This vaccine is being introduced from tomorrow.

Pulse polio programme was started in the year 1995 with the objective to eradicate poliomyelitis. Prior to starting the campaign, the number of paralytic cases due to polio was in the range of approximately 50000 every year. A drive against wild polio virus by organizing pulse polio campaign has seen a drastic reduction in the number of paralytic cases due to polio and it has been limited to a few hundreds now.

33 States / UTs are now free of indigenous transmission of wild polio virus. Only UP and Bihar remain the two endemic States in the country for wild polio virus where the indigenous transmission is still continuing. A multi pronged approach is being adopted where on the one hand efforts are being made to vaccinate each and every child with Oral Polio Vaccine (OPV) and on the other, efforts to ensure sanitation, hygiene and clean drinking water are being ensured.

For the year 2009, 721 cases have been reported so far. Out of these, 641 are wild poliovirus type 3 (WPV3) & 79 are wild poliovirus type 1 (WPV1) & one case is a mixture of both i.e. WPV1 + WPV3. Shri Azad will participate in NID at Pune tomorrow.

Polio cases declining in Bihar, says WHO

Patna, Feb 4 (IANS) Special strategies being implemented for eradication of polio in Bihar have led to a steady decline in cases of the disease reported in the state in 2009, a World Health Organisation official said Thursday.
?Special strategies are being implemented to finish polio at the earliest in Bihar,? WHO representative Hemant Shukla said at a press conference here, adding that the new bivalent oral polio vaccine (bOPV) and a focus on the remaining polio endemic high risk blocks are expected to boost eradication efforts this year.

According to WHO, Bihar reported 117 cases in 2009 as compared to 233 in 2008 and 503 cases in 2007.

?No case of the most dangerous polio virus type 1 has been found since October last year in Bihar,? Shukla said.

In a bid to control the disease in the state, the central government January introduced bOPV in January in Bihar - the first use of the vaccine in India.

?The bOVP protects against both type 1 and type 3 polio virus. It will rapidly boost immunity of the children against type 3 polio while sustaining high levels of immunity against type 1 polio virus which has been prioritised for eradication due to its potential to cause huge outbreaks,? Shukla said.

He said as many as 107 high risk blocks have been identified across and Uttar Pradesh and Bihar, with the latter having 41. A special block plan is being rolled out, focusing on sustained intensification of operations and reducing the risk factors of polio transmission by strengthening routine immunisation services and basic water sanitation infrastructure improvements in these areas.

Referring to the flood prone Kosi region in the state, Shukla said that under the Kosi operational plan, the state government and partners in the polio programme will ensure that children in the hard to reach areas are protected against polio.

Bihar Health Secretary C.K. Mishra said more than 20 million children up to 5 years of age will be immunised by more than 117,000 polio workers during Feb 7-10. ?They will be immunising children not only in houses but also the children who are travelling. Even the migratory families of brick kiln workers will be covered by special mobile teams,? he said.
