Bird flu breaks out in Cooch Behar

Kolkata The bird flu has come to haunt the state again, with Cooch Behar district in North Bengal being declared affected on Saturday even as authorities geared up to cull nearly 45,000 birds. The Border Security Force (BSF) has been alerted to check smuggling of birds and poultry to and from neighbouring Bangladesh.

In December last, Avian Flu resurfaced in Malda and soon after, cases were reported from Darjeeling. In January, bird flu broke out in the state following which around 400,000 birds had to be culled.

?Blood samples sent from Nagar Bhangni and Uttar Dangkoba villages where a large number of chickens suddenly died tested positive for the deadly H5N1 virus at laboratories in Kolkata and Bhopal,? said Cooch Behar District Magistrate Rajesh Kumar Sinha.

Sinha said culling would begin from Monday in the two villages on Monday. According to district officials, 30 culling teams comprising five members each would be sent to cull 45,000 chickens. Official said the border has been sealed and trading and transport of chickens from the affected areas prohibited. The BSF on the India-Bangladesh border has been alerted to prevent birds from being smuggled out.

The district administration will also initiate awareness programmes in and around the affected areas regarding bird flu and precautions to be taken. Compensation would be paid after culling.

At present, apart from West Bengal, cases of bird flu have been reported from Assam, Sikkim and even Nepal. In West Bengal, culling operations have just concluded in Malda and Darjeeling, where the situation is being closely

In Sikkim, more than 2,000 birds were recently culled in the Ravangla area. Culling and mopping-up operations have just concluded in Jhapa district bordering India. In Assam, post-culling operations continue at 17 centres spread over eight districts, where more than 500,000 birds have been culled.

COOCH BEHAR/KOLKATA: After Malda and Darjeeling, bird flu has now spread to Cooch Behar. The administration has been asked to begin culling from
Sunday.

"The Mathabhanga and Dinhata areas of Cooch Behar have been hit by bird flu. I have ordered culling operations from tomorrow," state animal resources development minister Anisur Rahaman said on Saturday.

Blood samples sent from Nagar Bhangni and Uttar Dangkoba villages, where a large number of chickens died over the past few days, have tested positive for H5N1 virus at laboratories in Kolkata and Bhopal, said district officials. While Nagar Bhangni village falls under Dinhata-II block, Uttar Dangkoba comes under Pachagarh panchayat in Mathabhanga subdivision.

The state government, however, prefers to describe the latest findings of the avian influenza in these areas as isolated cases - along with the earlier outbreaks in Malda (first week of December) and Darjeeling (first week of January). "The virus has not travelled to Cooch Behar from Darjeeling or Malda. It came to Darjeeling and Malda from across the Bangladesh border. The Cooch Behar cases must be isolated ones," said the ARD minister. So, there is no need to panic, he added, advising everyone not to shun poultry or poultry products.

The minister refused to buy the logic that it was around this time last year that the deadly H5N1 virus had started spreading from one district to another and eventually affected 13 of the 19 districts in the state. Nearly 25 lakh poultry had been culled in the affected districts then.

"Even after Cooch Behar, there is no need to imagine that the disease is spreading. The chicken ban is only for the notified area covering a three-km radius around the affected places," said Rahaman.

Even as the district administration is getting ready to cull 45,000 birds, the minister said the number could be more. "All birds falling within the notified areas will be culled. It's difficult to tell how many they might be. So far, 60,000 birds have been culled in Malda and Darjeeling," he said.

Thirty culling teams, comprising five members each, would kill the birds from Sunday. The minister said the borders with Bangladesh have been sealed and trading and transport of chicken from the affected areas prohibited. "We have alerted BSF so that birds can't be smuggled in or out," said Rahaman.

Cooch Behar (WB), Feb 1: Culling of around 45,000 fowls today began in two bird flu-hit villages of West Bengal's Coochbehar district as the authorities prohibited trading and transportation of chickens within 10-km radius of the affected areas.

"The three-day culling was scheduled to begin from tomorrow, but authorities decided to begin the drive from this evening itself at Nagar Bangni and Uttar Dangkoba villages due to seriousness of the situation," said Tapan Kumar Roy, Deputy Director of the district Animal Resource Development (ARD) department.

Altogether 30 teams, each consisting of five members, would take part in the entire culling operation that was expected to last for a few days.

Blood samples of birds sent from the villages, where a large number of chickens suddenly died, tested positive for the H5N1 virus at laboratories in Kolkata and Bhopal prompting District Magistrate Rajesh Kumar Sinha to declare Coochbehar as bird flu-hit district.

The part of the district, falling along Indo-Bangladesh border has been sealed to stop transportation of poultry, with the BSF on vigil, he said.

However, despite the administration banning sale of chickens within 10-km radius of the affected area, people were seen flouting the ban, the official said.

COOCH BEHAR, Feb.1: The Cooch Behar district administration ordered the culling of backyard birds this evening in Avian Flu-affected villages Uttar Dangkoba and Nagar Bhangni. Tomorrow will see the official start of a three-day culling drive to curb the menace.
Yesterday, the district magistrate of Cooch Behar, Mr Rajesh Kumar Sinha, declared Cooch Behar an Avian Flu-affected district.
The deputy director of the animal resource (ARD) department in Cooch Behar, Dr Tapan Kumar Roy, said 30 teams of five members each would be engaged for the three-day culling drive, to begin on Monday. ?The culling teams would slaughter about 45,000 chickens and ducks during the drive,? Dr Roy said.
Today?s spate of culling was an additional measure: a response to the gravity of the situation.
The scheduled culling drive would begin simultaneously at Nagar Bhangni village in Dinhata sub-division and Uttar Dangkoba village under Pachagarh gram panchayat in Mathabhanga sub-division.
This is the second time that Cooch Behar has been declared a flu-affected district due to reports of unnatural bird deaths at Nagar Bhangni and Uttar Dangkoba villages.
Blood samples had been sent to Kolkata and then on to Bhopal-based laboratories. As the preliminary reports were Bird Flu positive, the district administration has swung into immediate action to curb the menace.
The BSF has been advised to beef up their vigil along the Indo-Bangladesh border. According to the DM, the border has been sealed to stop the transportation of chickens and ducks (import and export).
Preventative measures must be improved, as the prohibitory order imposed on the trading and transportation of chickens within a ten-kilometre radius of flu-affected areas is currently being violated.

COOCH BEHAR, Feb. 2: Culling exercise began today at the two Avian Flu affected villages of Uttar Dangkoba and Nagar Bhangni in Mathabhanga and Dinhata sub-divisions respectively in Cooch Behar district. Considering the gravity of the situation, the drive was conducted in those areas last evening too. Ten teams culled about 1,000 birds yesterday.
According to the Cooch Behar district magistrate, Mr Rajesh Kumar, over 3,000 backyard birds were culled till 1:30 p.m. today. About 45,000 birds would be culled during the scheduled three-day drive, he said. Compensations are being disbursed on the spot, the DM said. While Rs 50 is being paid for country chicken, Rs 20 is being paid for chicks, Rs 40 for broiler chicken and Rs 75 for ducks.
This is the first time compensations are being given against destroyed eggs. The administration is paying Rs 2 against per egg destroyed, the DM said.
Alleging that they had not received compensation for culled birds the last time such an exercise was undertaken, some villagers tried to resist the culling teams from doing their job at Uttar Dangkoba in Mathabhanga. Panchayat functionaries and the police had to intervene to pacify them. The DM said he would probe into the allegations to learn why the villagers had not received compensation the last time. Disturbances were also reported from Nagar Bhangni village in Dinhata. Cooch Behar was declared a Bird Flu affected district on Saturday.

Puja gets priority over Bird Flu

KOLKATA, Feb. 2: For a section of state government employees, festivals like Saraswati Puja are given more priority than tackling emergency situations like avian influenza. This was evident when the Cooch Behar district administration as well as the state animal resources development department (ARD) took almost three days to begin culling of poultry birds in the Bird Flu-hit areas of Cooch Behar.
A few senior ARD officials said the delay occurred as they failed to set up enough rapid response teams (RRT) owing to non-availability of government employees because of Saraswati Puja. ?The Centre confirmed presence of bird flu virus in two places in Cooch Behar on 30 January. We were supposed to start the culling latest by 1 February morning. And for this, we needed to set up RRTs by 31 January. But as no government employee was available to set up RRTs on 31 January due to Saraswati Puja, culling of birds actually started today,? said an official. However, Mr Rajesh Sinha, district magistrate of Cooch Behar, claimed that culling operation actually started yesterday. But at the same time he admitted that there were some initial problems in arranging the members for RRTs. But senior ARD officials confirmed that RRTs were set up yesterday, the day after Saraswati Puja and the RRTs visited some places last evening and culling of birds actually started today. But three days have passed in the process of setting up of the RRTs.
Another official said: ?The Bird Flu was notified on 30 January and the next day was Saraswati Puja. So, teams could be formed only on 1 February. Cooch behar (WB), Feb 3 (PTI) Culling teams exterminated 7,000 birds in the two bird flu-hit villages of West Bengal's Coochbehar district on the second day of the operation today amidst reports of 600 chicken deaths in Malda.
District Magistrate Rajesh Kumar Sinha said meetings are being held with gram panchayat representatives and political parties at Dakshin Dangkoba and Purba Khaterbari villages after members of the culling teams faced resistance in many localities.

Sinha said surprise raids would be conducted in different areas by Animal Resource Development (ARD) and police personnel where villagers reportedly kept their chickens and ducks hidden to save from being culled.

Initially the culling operation here was slated to end tomorrow, but in the changed scenario it may take some more time to reach the targetted 45,000, officials said.

Thirty-two culling teams are at job now, sources said, adding that mopping operation would begin in the pockets where 7,000 fowls were so far killed.

In a related development, a truck, laden with sick chickens, was seized while moving out of Gosanimari area in Dinhata here and the birds buried by the ARD personnel.

Raids are on in Dinhata markets to stop illegal sale of the poultry.

Coochbehar district was declared bird flu-affected on January 31 with blood samples sent from Nagar Bhangni and Uttar Dangkoba villages testing positive for the H5N1 virus at laboratories in Kolkata and Bhopal.

In Malda, a total of 600 chicken died at Jalalpur area of Kalichak block I since Saturday fuelling fears of birdflu, officials said. The samples from the birds would be collected tomorrow. PTI

Culling to continue, Central team visits Cooch Behar

Cooch Behar (WB), Feb 5 (PTI) A two-member Central team visited the bird flu-affected areas of Cooch Behar district in West Bengal today where over 20,000 birds were culled on the fourth day of operations which will continue till tomorrow.
District Magistrate Rajesh Kumar Sinha said the team from Delhi visited Uttar Dangkoba and Nagar Bhangni villages in Mathabhanga and Dinhata sub-divisions.

The team members will stay here till completion of the culling and subsequent mopping up operation, which would commence from Saturday, Sinha said.

The Animal Resource Development department was hopeful of reaching the scheduled target of 45,000 by tomorrow, Sinha said.

In Dinhata, culling time has been changed from the afternoon till 10 pm as demanded by locals.

BALURGHAT, Feb. 15: A suspected Bird Flu outbreak seems to have gripped Harirampur sub-division of South Dinajpur district in the wake of at least 800 birds having died at Barmahar village over the past three days. The administration is awaiting the report from the laboratory at Belghoria near Kolkata for launching the culling operation.
It may be mentioned here that Avian Flu of a dreaded magnitude had afflicted the same district last year with around 50,000 birds having to be slaughtered.

The district animal resource development department is gearing up its culling machinery in right earnest, seemingly taking for granted that another bout of the dreaded flu has taken a part of the flu-prone district in its vicious grip. According to senior department official Mr Sritanu Maiti, his department has sent the blood samples collected from the dead birds to a laboratory in Belghoria near Kolkata and was awaiting the report. ?We have, however, taken all the necessary steps to launch the culling exercise, hopefully from tomorrow, pending upon the receipt of the crucial laboratory report,? he said.

However, the villagers are resenting the alleged district administration?s apathy regarding the outbreak. According to Mr Sumit Dhar, a resident of the apparently flu-afflicted village, the administration seemed to be sleeping over the repeated Avian flu outbreak in the district. ?We have lost confidence in the efficacy of the administration,? he said.

Speaking on the matter, district magistrate Mr Ashoke Banerjee said that the district administration would plunge in the culling exercise once the confirmatory report came its way. ?We will leave nothing to chance in the all-out fight against the dreaded bird malady,? he affirmed.

Residents of South Dinajpur fear a bird flu outbreak following the death of hundreds of chickens in the Harirampore block in the pastcouple of days.


About 400 chickens have died in Baromahar village under Bairhatta panchayat in two days.

All the dead birds showed symptoms of bird flu.

On Sunday, 16 chickens of a villager, Hussein Ali, died.

While the reports of the blood samples sent to Bhopal are awaited, the district administration has started making the preliminary arrangements for culling.

DM Ashoke Banerjee said: "The blood samples have been sent to the Bhopal laboratory from Belgachia. However, department of Animal Resource has asked us to make all the necessary arrangements for culling. On Monday, 20 more chickens died in Bairhatta."

In spite of repeated attempts to check the outbreak of bird flu, the disease has once again surfaced in South Dinajpur district of the state.

The government had set a target on culling about 30,000 birds in the district in the next couple of days, said Anisur Rehman, minister for animal resources development, government of West Bengal. The repeated outbreak of bird flu in the state is on account of the inability of the Bangladesh government to check the disease, the minister said.

In this regard, the state government had also written several letters to the Union government for initiating talks with Bangladesh to control the spread of disease, he added.

The samples of dead birds from Harirampur in the district, sent to the High Security Disease Diagnostic Laboratory in Bhopal last week, contained H5N1 strain of the avian flu.

Recently, bird flu was detected in Cooch Behar district of the state.
Last year over four million birds were culled in the state, and the World Health Organization (WHO) described it as India's worst-ever bird flu outbreak.

Bird flu first broke out in India in 2006 and millions of chicken and ducks have been culled since to contain the virus, but it has resurfaced from time to time.

Hundreds of thousands of birds were also culled in the northeastern India after the virus was detected there in November.

Experts have warned that the H5N1 virus might mutate or combine with the highly contagious seasonal influenza virus and spark a pandemic that could kill millions of people across the world.

Recently, the Nepal government had issued bird flu alert in 26 districts bordering India. The disease was also reported in Sikkim last month.
Bird flu was also reported in nine provinces in Vietnam.

The minister said, the present bird flu outbreak was limited to one district, and there was not threat of the disease spreading to other areas.
