SC on drought condition in Haryana, Gujarat: ?People are dying, this is not a picnic?
Supreme Court today came down heavily on Gujarat and Haryana governments for their non-seriousness in dealing with the issue of drought.

The Supreme Court Thursday reproached the Centre and BJP-ruled states of Haryana and Gujarat for their laxity in dealing with the drought situation and providing assistance to the parched regions.
Hearing a PIL filed by the NGO Swaraj Abhiyan, the Bench of Justice Madan B Lokur and Justice N V Ramana first took to task the Central government, as the latter sought an adjournment on the ground that its law officer, Additional Solicitor General Pinky Anand, was busy in some other court.

India heat wave: Scores dead in southern state

Southern India has borne the brunt of a sudden spell of hot, dry weather. At least 70 people have died due to intense heat wave in the southern Indian state of Telangana in the past few days, a senior government official said Thursday.
?So far, nearly 70 people have died due to heat stroke in the state. The highest number of deaths has been reported from Mahabubnagar district where the death toll is 28,? he said.
Most of those who died were laborers and agricultural workers whose job involved working under the sun, the official added.

The risk India will suffer below-average monsoon rain for a third year, a once-in-a-century event, probably means the central bank has room for just one interest-rate cut before an extended pause.
Thirty-five of 39 economists surveyed by Bloomberg see the Reserve Bank of India lowering the repurchase rate to 6.5 percent from 6.75 percent on Tuesday, one predicts no change while three forecast a reduction to 6.25 percent. The median estimate in a separate survey shows the benchmark will drop to 6.50 percent this quarter and to 6.25 percent in the October-December period and stay there till at least June 2017.
Two years of back-to-back drought have meant India?s reservoirs are three-quarters of the past decade?s average. Water scarcity could hurt crops, worsen price pressures and dent growth in Asia?s third-biggest economy. RBI Governor Raghuram Rajan would also be wary of the recent recovery in oil prices that could imperil inflation targets.

Its people now depend entirely on tankers that source drinking water from fast depleting barrages nearby such as Dongargaon, which witnessed bloody violence late March that led to the unprecedented imposition of Section 144 of the Code of Criminal Procedure. The section debars the assembly of more than five persons near areas from where water is lifted.

It has been a month since the Budget Session of Maharashtra legislature began, and almost 4 weeks have been lost in issues that have originated outside the Vidhan Bhawan, and have led to pandemonium inside the house.
While the legislators were busy slogging it out, a large part of the state was reeling under severe water shortage. So grave was the situation of water distribution that the local administration had to invoke section 144 in Marathwada's Latur fearing war over water. But this hardly featured in the heated debates. Some places in the state are getting water after a month, but the high decible debates did not focus on that as well.
Lakhs of people from drought affected Marathwada have already migrated to cities in search of jobs. Even the ones with sound educational qualifications are forced to take up menial jobs. But the uproarious scenes inside the Maharashtra legislature were not focused on this plight either.

Temperature rising: The heat is (already) on
The temperature in the last three days has been significantly higher than normal in most parts of the country but especially so in north, west and central India.

The years 1973, 1995, 1998, 2003, 2010 were all preceded by El Nino years, and had experienced very high temperatures, several degrees higher than normal. Moderate to severe heat wave conditions had prevailed in those years in most parts of the country. The Met department has not specified how long this heat wave condition would continue. The forecast for monsoon rains is still a few weeks away but it is being expected that good rainfall might happen only later in the monsoon season, and not at its beginning.
