Urges stakeholders to mount rigorous awareness campaign on JE

In view of the recent reported Japanese Encephalitis (JE) cases in Assam, Dr. Harsh Vardhan, Union Minister of Health and Family Welfare has dispatched a central team to review the Japanese Encephalitis (JE) situation in the State, today. He has directed the Ministry to extend all support and assistance to the State government. "I am closely monitoring the situation. The Health Ministry is coordinating with the Government of Assam for prevention and management of JE to ensure that the cases don’t rise in the state", Dr Harsh Vardhan said.

Dr Harsh Vardhan further stated that the Union Health Ministry is providing all logistical and technical support to the Assam Government in terms of surveillance and diagnostic kits to strengthen their efforts in addressing JE. Noting that community participation and empowerment are the most crucial areas in JE prevention, Dr Harsh Vardhan urged all the stakeholders to start rigorous awareness campaigns regarding the preventive steps to be taken by the communities.

The central team is headed by Shri Sanjeeva Kumar, Additional Secretary, MoHFW and is accompanied by the senior officers from National Vector Borne Diseases Control Programme, New Delhi. As per the directions of the Union Health Minister the team will reach the state by today evening to review the situation.

The Union Health Ministry has given the following support to Assam state for effective prevention and control of JE:

All 27 districts of Assam have been covered under JE vaccination campaign (for 1-15 yrs.) followed by Routine Immunization as part of Immunization Programme.
Ten high endemic districts of Assam (Shivsagar Barpeta, Nagaon, Sonitpur, Darrang, Udalguri, Bongaigaon, Cachar, Morigaon, Nalbari) have been included under the multipronged strategy for prevention and control of JE. These districts have also been covered under adult JE vaccination campaign.
Out of 10 high burdened districts, funds have been provided for establishment of 7 Pediatric ICU (PICU). Of these, 4 PICUs have been made functional.
For the diagnosis of JE, till date 28 Sentinel Surveillance Hospitals have been identified and MoHFW is providing diagnostic kits to the State free of cost.
For rehabilitation of JE disabled patients, Central Government has provided funds for strengthening of 2 Physical Medicine & Rehabilitation (PMR) departments at Dibrugarh Medical College and Guwahati Medical College.
Japanese Encephalitis is vector-borne encephalitis transmitted by Culex groups of mosquitoes. These mosquitoes breed mainly in rice fields and large water bodies rich in aquatic vegetations. Migratory birds along with pigs in the community play an important role in the transmission of JE from one area to other areas.

Reportedly, one more person has lost his life in Kamrup's Baihata after being infected by Japanese Encephalitis. The deceased has been identified as Lohit Deka of Patrapur village. He had been undergoing treatment at the hospital since 14th June.

The Assam Medical College and Hospital (AMCH) in Dibrugarh has recorded 35 deaths, including that of a child, caused by encephalitis in the last six months. AMCH superintendent Indra Chutia on Monday said that in the last six months, from January 1 to June 30, altogether 133 encephalitis patients were admitted to AMCH, among who 82 had Acute Encephalitis Syndrome (AES) while 51 had Japanese Encephalitis (JE).

The patients were from six upper Assam districts - Dibrugarh, Tinsukia, Lakhimpur, Dhemaji, Sivasagar and Charaideo.

"Out of the total 35 deaths, 25 had AES and 10 were suffering from JE. As of now, 98 patients are undergoing treatment and are in various stages of recovery. 57 among them have AES and 41 have JE," Chutia said.

Guwahati, July 2 (IBNS): Japanese Encephalitis has claimed 28 lives in Assam so far, officials said on Tuesday.


The centre has already sent a four-member team to Assam to stock the situation after the Japanese Encephalitis claimed more than 140 children lives in Bihar.

According to the Assam state health department, 28 people have died of JE and 54 died of Acute Encephalitis Syndrome (AES) in the state till June 30 this year.

GUWAHATI: Thirty-six people have died of Japanese Encephalitis (JE) while 53 others lost their lives to Acute Encephalitis Syndrome (AES) in Assam since January. According to official sources, 15 of the state?s 33 districts have been affected by the disease.

?So far this year, 36 people have died while 140 positive cases of JE have been reported. During the same period, 53 people died and 554 positive cases of AES have been reported,? Dr. Umesh Phangso, State Programme Officer of National Vector-Borne Disease Control Programme, told this newspaper.

The deaths were reported from Jorhat, Dibrugarh, Karimganj, Kamrup (Metro), Kamrup (Rural), Barpeta, Nagaon, Darrang and Sonitpur districts.

Patna, July 4: Amid the health concern that gripped Bihar with the rise of acute encephalitis syndrome (AES) deaths last month, the state now reels under the scare of Japanese Encephalitis and dengue. Reports inform that four new cases of Japanese encephalitis (JE) and dengue were detected from several places across the state. According to a report by Hindustan Times, the cases were detected at the viral research diagnostic laboratory at the Patna Medical College Hospital (PMCH) on Tuesday. The HT report further stated that the four JE cases were reported from Supaul, Saran, Bhojpur and Nalanda districts. After Bihar, Encephalitis Outbreak in Assam, 12 People Die Due to AES.

According to details by state?s health officials, six cases of dengue were reported so far at PMCH are of migrant population. These cases have triggered panic and fear of an outbreak post-monsoon season. Five of these deaths had been reported from Muzaffarpur, two from Patna and one from Bhojpur, an official said.

JE, which is a mosquito-borne viral infection of the brain, was said to be in check till last year owing to mass vaccination programmes and awareness drives. Also, the water-borne enterovirus encephalitis, which is caused by virus found in pigs and birds, used to be the highest reported kind of encephalitis.

While every year JE cases used to be 4-7 per cent of the total AES cases, this time they have risen to 25 per cent, which is more than a threefold increase, said an official from Baba Raghav Das (BRD) Medical College in Gorakhpur that sees patients from various districts of eastern Uttar Pradesh and neighbouring Nepal and Bihar. The official, who did not wish to be named, did not give an exact figure.

A total of 45 Japanese Encephalitis (JE) deaths have been reported till July 3rd, 2019 in Assam according to the official data.

?The state of Assam is undergoing the transmission season for JE cases. The situation in the state is under close watch and all preventive measures are being taken to combat the situation,? a press communiqu? stated.

The district officials have taken various information campaign and field reach measures like ensuring availability of Diagnostic services for JE with Elisa kits made available in all District Hospitals and Medical Colleges.

?Vaccination drive must to prevent JE outbreak?

GUWAHATI, July 3 - There is an urgent need in the State to cover the entire adult population under a vaccination drive to prevent the outbreak of Japanese Encephalitis (JE), stated Dr Siraj A Khan, Scientist F of the ICMR-Regional Medical Research Centre (RMRC), NE, Dibrugarh, during an interaction with The Assam Tribune.
Significantly, Assam accounts for 30 per cent of the country?s total JE cases.
According to senior officials of the State Health Department, around 60 per cent of the adult population, comprising 77, 10, 559 persons, was covered under a vaccination drive carried out last year, which was discontinued due to some ?social stigma.? After the recent outbreak of the disease, the RMRC is going to carry out a two-month ground investigation in Dibrugarh and Sivasagar districts to find out the actual coverage of adult vaccination to prevent the dreaded disease.

?In the study, if we find that more than 50 per cent people have been left out of vaccination, we will recommend to the concerned authorities to carry out another vaccination drive,? Dr Khan said.

Forty-eight people have died in Assam due to Japanese Encephalitis, officials said on Thursday. As many as 29 out of 33 districts are affected by the disease that is spread by Culex mosquitoes.

?The JE cases reported are 159 and JE death cases are 48 as on July 4,? said a bulletin from the office of JVN Subramanyam, director, National Health Mission, Assam. ?Surveillance has been beefed up,? Subramanyam said, adding that ?there is nothing to worry but we are on caution.? He said July falls in the transmission season of the virus.

After the death of 187 children in acute encephalitis syndrome (AES) in the state of Bihar, now in Jharkhand, a child suffering from this disease has died.
