Guwahati, July 16: Altogether 131 people have lost their lives to Japanese encephalitis (JE) and acute encephalitis syndrome (AES) in Assam so far, compelling the state government to think of increasing the dose of vaccines.

Health minister Himanta Biswa Sarma said till yesterday, 44 people have died of Japanese encephalitis and 87 of AES. The number was 41 and 83 for Japanese encephalitis and AES respectively till last Thursday.

Sarma said the number of confirmed cases of Japanese encephalitis and AES in the state is 305 and 1,111 respectively.

"We have been administering Japanese encephalitis vaccines throughout the year," Sarma said. He said if someone takes the vaccine in January and February, he still remains vulnerable to the disease for the rest of the year. It takes a few months for a person to develop immunity against the disease after taking the vaccine.

"This year we have decided to administer two doses per person as we have found that immunity does not develop in one dose," Sarma said.

Staff Reporter; Diphu, Jul 19: One minor boy died of suspected Japanese encephalitis (JE) at Diphu Civil Hospital (DCH) here on Tuesday. The boy identified as Govinda Das (11) s/o Gunanda Das of Sivbari died in evening on July 18.

According to child specialist Dr. Ananda Kathar the boy was admitted on 18 July itself and symptoms looks like JE.

“Altogether 15 children were brought to DCH for treatment with symptoms that appear like JE. Out of the 15, five were tested positive and five have been tested negative, however we are still waiting for the results of the remaining five patients,” informed Kathar.

In the BRD Medical College of Gorakhpur, Uttar Pradesh, 378 employees did not receive salaries for four months.

Gorakhpur: 378 doctors, staff nurses, ward workers and other employees associated with the treatment of encephalitis patients in BRD Medical College have not got salary and last 12 months' arrears for four months.

The claims of leaders and officials who have not been tired of money due to lack of funds for Encephalitis treatment are proving to be completely hollow by this fact. The condition is that the NHM General Manager and the Principal of the BRD are blaming each other for not getting salary and arrears.

At Nehru Hospital, BRD Medical College has three wards of encephalitis. Encephalitis ward of the new 100 bed in which 214 doctors and staff are employed and 54 beds ward no. 12 in which 164 doctors, nurses and employees are employed. These are all on contract.

Apart from this, the ward number 14 of 54 beds is also included in which the adult patients of encephalitis are admitted. This ward is operated by the Department of Medicine, while the 100 beds encephalitis ward and ward no. 12 are operated by the Department of Pediatrics.

In these wards, about 3,000 patients of Encephalitis are recruited for the whole year, whose treatment is on the doctors, nurses, ward workers and employees working on the on-going contract.

The salary of the doctors and staff working in the ward no. 14 ministered by the state government in April 2014, the minimum wage bill and grade pay. Not only this, they were ordered to pay dearness allowance similar to the state employees, so that their salary is getting regular, but the wage number 12 and 100-bed encephalitis ward doctors, nurses and other workers are receiving very low salaries irregularly. .

Staff nurses of new encephalitis ward of ward number 12 and 100 beds are getting salary of Rs 16,500 while staff nurses of Ward number 14 get Rs 30,441. Regular staff nurses working in the medical college are getting monthly salary of Rs. 38 thousand to 60 thousand rupees.

Likewise, ward no. 12 and third category employees of new encephalitis ward are getting only Rs. 8 thousand rupees per month and ward number 14 is getting 17,147 rupees per month. Regular third category employees of Medical College are getting 26 thousand to 40 thousand rupees from all facilities.

Fourth grade employees of Ward no. 12 and new Encephalitis ward get only seven thousand rupees per month, whereas employees working in ward number 14 get 15330 rupees per month. Regular IV category employees are getting salary of 22 thousand to 30 thousand rupees per month.

Encephalitis

Not only this, ward number 12 and staff nurses and third and fourth grade employees of new encephalitis ward get only 14 casual leave. They do not receive any allowance while Ward number 14 staff nurses and employees get 20 casual vacations and dearness allowance per year.

In this way there is a difference of two times to three times in salaries and other facilities of nurses and employees working in the same hospital in the same hospital.

The salary of doctors, nurses, ward dogs and other personnel posted in the encephalitis ward of ward number 12 and 100 beds is given by the National Health Mission NHM and all staff is on contract.

Every year their proposal for salaries is sent to the NHM on behalf of the Principal of the BRD Medical College, and everybody gets the salary of the money received from there, but for years, this is the situation that the salaries of these workers associated with the treatment of critical illness like encephalitis. Never got out of time.

Doctors and employees of both wards have not received salary since March this year. 5 percent of the previous year is not paid even.

Principal RK Mishra of the BRD Medical College wrote the letter to NHM Mission Director, General Manager on June 14, 2017, demanding money.

He wrote in the letter that the salary increment of five percent of the year 2016-17 could not be given because he got only 75 percent of the budget for 2016-17. The remaining 25 per cent of the budget was not available till now. For this many times the proposal was submitted to the mission director and CMO of the NHM but the budget was not received.

In this letter, the Principal also writes that he had asked for 620.407 lakhs for the approved 164 posts of ward no. 12, of which 122 posts were received for 262.42 lakhs.

For the 22 wrestling staff of this ward, only 13.02 lakh rupees will be available. It could be paid till March. The budget for the salary of only 20 staffing staff nurses of the same ward was not available.

For the 214 posts of 100 new encephalitis wards of the bed, Rs 656.76 lakh was demanded, but for the 2016-17, only Rs 275.87 lakhs were approved for 109 outsourced workers. Apart from this, the support staff will get only 15.75 lakh. Due to this, the ward staff could be given honorarium till February 2017.

Professor has written that for the year 2017-18, the proposal had been sent for the salary and medicines of 5% increase in salary of employees of both wards, on February 16, but no increase in the ROP received in June has not been increased. Only the proposed budget has been given.

Encephalitis claims five lives in Darrang district

MANGALDAI, July 25 - Japanese Encephalitis (JE) and Acute Encephalitis Syndrome (AES) recently turned deadly in Darrang district claiming five lives as per the report of the Health Department.
There is every possibility of increase in the toll in the days to come as the District Health Department has to rely heavily on the reports of the GMCH and a few private health institutions in Guwahati where the JE positive patients can be properly diagnosed and treated.

On Wednesday last, the report of death of one Tanbir Alam Khurshid (16), a resident of ward no-2, Mangaldai town due to JE was received. The victim was reportedly undergoing treatment at a private hospital in Guwahati. According to Shyam Barua, District Malaria Officer (DMO), Darrang, two more cases of JE casualties have already been recorded in the district during the last week. Apart from these three death cases of JE , two other persons also lost their lives in the district recently from diseases with AES.

Scrab Typhus will examine every patient with AES fever

Gorakhpur: The Health Department issued a new direction in the order of alertness to insufflatias. Now scratch typhus test will be done for patients with all AES apprehensions in the district. All the tests will be done in the BRD Medical College. In this regard, director of the communicable disease has received the instructions of the District Health Administration.

In a letter sent by the Director, Dr. Badri Vishal, the CMO has been directed to scrutinize scratch typhus of all suspected patients of AES. For this, the patients of the Insefitis Treatment Center and the District Hospital should be sent to the BRD Medical College as soon as possible for blood sample examination. The Health Department intends to get information of scrub typhus bacteria in time, which can be started as soon as possible. According to research by scientists, scrub typhus bacteria were found during the last 60% of AES patients examined. This vigilance of the health department is being seen as the result of this research.

Gorakhpur: The Health Department has transferred the three child diseases specialists of the district to non-district. Sivasagar reported the highest death toll (14) followed by 13 in Jorhat and eight in Dibrugarh. The total number of cases detected is 392.

Similarly, the death toll and detected cases in acute encephalitis syndrome (AES) has climbed to 110 and 1,328 in the state. Number of AES cases in Kamrup (metro) is 103 and in Kamrup is 35. Five people in Kamrup have died of AES.

The incidence of encephalitis has increased in the monsoon season. Three patients died due to the disease in the past 24 hours. Among the dead are two innocent Deoria. With this, the death toll increased to 98. During this 13 new patients were admitted and eight were discharged from the hospital.
Encephalitis is wreaking havoc since the beginning of July. On Tuesday, Basti resident witness, Devaria resident of Diwansh and Pawan Kumar died from the disease. Simultaneously, two-two students of Deoria and Gorakhpur, Kushinagar and Siddharthnagar and one patient of Bihar were recruited. Since January, 328 patients have been admitted to Medical College.

Soon after the monsoon rains arrive in June, the northern city of Gorakhpur transforms into the "encephalitis capital of India." Hundreds of children from across the surrounding Uttar Pradesh state arrive at Baba Raghav Das Medical College with the brain inflammation that causes delirium, seizures, and?in about 20% of those patients?death. For decades, the recurring spates of cases and high mortality rate stumped experts. Now, medical detectives think they have solved the mystery: A major cause of the seasonal encephalitis outbreaks is scrub typhus, a bacterial malady transmitted by a microscopic mite. The culprit was first unmasked 3 years ago?but most researchers didn't believe it then. The new evidence, described this month in Emerging Infectious Diseases, indicates the responsible bacterium is far more dangerous than realized.
