Recruitment of patients and deaths in Purvanchal Inseflaitis continues. BRD Medical College in the last twenty-four hours the past year, two new patients were admitted and two other patients died ongoing recruitment. Nehru, 23 patients are being treated in hospital. Seventeen of these last seven years, while this year's recruitment.
The two deaths Sntkbirnagr them eleven of the nineteen-year-old honey contains Saddam and township. Those who were admitted to Gorakhpur and Sntkbirnagr includes one patient. Eleven patients were recruited from January this year, while three were killed. One of the victims was admitted this year were recruited from the two previous years.

Health Minister Shri J P Nadda reviews JS/AES cases in Tamil Nadu
Assures Central Assistance in managing JE/AES cases in States

The Union Minister for Health and Family Welfare, Shri J P Nadda reviewed the health parameters of Tamil Nadu and implementation of various national health programmes, particularly on vector borne diseases, Japanese Encephalitis (JE) and Acute Encephalitis Syndrome (AES), with the Health Minister of Tamil Nadu, Dr C Vijaya Bhaskar and officers of the state government, at Chennai on Saturday.

Noting that Tamil Nadu had done well in achieving health indicators for IMR, MMR and in implementing public health programmes, the Health Minister assured all help to the state government for further improving the health services in the state. The Health Minister stated that the central government has released Rs. 2.5 crore each for setting up paediatric ICUs in five districts in the state covering Madurai, Thanjavur, Thiruvarur, Villupuram and Karur; four of these have already become functional.

Funds to the tune of Rs. 5 crore have also been released for physical and medical rehabilitation centre at Madurai Medical College. The state government has agreed to expeditiously utilise this amount. Noting that JE/AES cases were emerging from other parts of the state, other than the programme districts, the Health Minister has advised the state government to be more vigilant in the other districts and agreed to take three more districts in the JE immunisation programme.

The Minister also stated that a State Cancer Institute has been approved to be set up at in the state, and funds will be soon released.

The Health Minister stated that an inter-ministerial meeting has been called at New Delhi on 7th January 2015 with health ministers from five states of Assam, Bihar, West Bengal, Uttar Pradesh and TN to review the JE/AES cases in the states.

Assures affected five states all technical and financial support

The Union Minister for Health and Family Welfare, Shri J P Nadda chaired a high-level inter-ministerial meeting of secretaries/senior officials from participating Ministries/Departments of the Government of India, as also health secretaries of five states affected by JE/AES, Uttar Pradesh, Bihar, West Bengal, Assam and Tamil Nadu, here today. The participating Ministries/Departments were Drinking Water and Sanitation; Women and Child Development; Social Justice and Empowerment; Housing and Urban Poverty Alleviation; School Education and Literacy; and Animal Husbandry, Dairying and Fisheries.

The Minister emphasised that the stakeholders do everything in their means to prevent deaths due to Japanese Encephalitis (JE) and Acute Encephalitis Syndrome (AES). While vaccination in JE has helped in dramatic reduction of mortality due to this disease, it was necessary to maintain high coverage and implement vector control measures in a coordinated manner for AES. The Ministers pointed out that clean drinking water is a key requirement and for this purpose he urged that the States to make full use of the funding made available by the Department of Drinking Water & Supply. Noting that a large number of children affected by JE and AES becomes disabled with physical, mental and neurological disorder, it was agreed that the District Disability Rehabilitation Centre (DDRC) should be made fully functional. The Minister advised that the Central Ministries should depute officers to visit the affected States particularly field areas for addressing various problems which may arise in actual implementation of the schemes.

The states made detailed presentations on the status of the activities being undertaken to prevent and clinically mange the JE/AES cases. The Health Minister assured that the Centre will provide all technical support through the Dept. of Health Research, ICMR and NVBDCP.

Shri Nadda stated that while he has already toured Tamil Nadu to assess the situation first hand, he will be visiting Gorakhpur in Uttar Pradesh this month and other affected areas very shortly.

Gorakhpur: Inseflaitis in Purvanchal continues to recruit patients. BRD Medical College in the last twenty-four hours the patient was admitted to Kushinagar. Nehru twenty patients are being treated in hospital. Thirteen of these patients are admitted to the previous year, while seven were admitted this year. Thirteen patients have access to treatment so far this year, two of the deaths.

Reason for spread of Japanese Encephalitis and Acute Encephalitis Syndrome in India still unknown


The Union health ministry has decided to make all District Disability Rehabilitation Centres (DDRC) fully functional in all the districts of five states that have been affected by Japanese Encephalitis (JE) and Acute Encephalitis Syndrome (AES). These centres will aid a large number of children who acquire disability in the form of physical, mental and neurological disorders after getting infected with JE or AES. For this, the centres will deploy full time counsellors to assist parents in taking care of their children.

The decision was taken in an inter-ministerial meeting that was chaired by J P Nadda, Union Minister for Health and Family Welfare. The health secretaries of the five affected states?Uttar Pradesh, Bihar, West Bengal, Assam and Tamil Nadu?were also present at the meeting.

Deadly Japanese encephalitis surges in northeast India

GUWAHATI, India (Thomson Reuters Foundation) - Cases of deadly mosquito-borne Japanese encephalitis have risen nearly five-fold in five years in India's northeast Assam state as a result of warming weather and changing rainfall, health experts say.

Between 2010 and 2014, the number of annual cases rose from 154 to 744, with deaths rising from 41 to 160, according to data from the Assam health department. The disease, which in 2009 was recorded in only half of the state?s districts, now is seen in all of them.

Doctors say climate change has played a major role in the spread of the disease, which once appear largely from May to July, but now is seen as late in the year as November, as mosquitoes survive longer in warmer conditions.

UP failed to check acute encephalitis syndrome deaths: US-based expert team

#Gorakhpur #Uttar Pradesh The Uttar Pradesh health department has failed in checking the deaths and reasons for illness due to the acute encephalitis syndrome (AES) in eastern parts of the state, an expert team of US-based Center for Disease Control and Prevention (CDC) concluded while suggesting measures for improvement.
The expert team of the Atlanta-based institute has expressed concern in its report - prepared on the basis of visits to the eastern UP region in September and November last year - submitted to the state?s health department.

Among other suggestions, the health department has been urged to follow established national treatment guidelines for better clinical management and treatment of the patients.
?The health department of the state needs to prepare a standardized checklist for initial and follow-up evaluation of the acutely ill AES patients to document clinical findings to help in treatment,? the team suggested.
The visit was part of a preparatory exercise to launch the global disease detection programme in India. Kenneth C Earhart, country director of CDC for India, had also visited the communicable disease office in Medical and Health Directorate, Lucknow, for an understanding of the AES scenario in the state.

Health Minister Shri J P Nadda visits Gorakhpur to review AES/JE and other health issues

Holds meeting with CM, Uttar Pradesh

In his first visit to Uttar Pradesh after taking charge as the Union Minister for Health and Family Welfare, Shri J P Nadda met the Chief Minister of the state, Sh. Akhilesh Yadav to discuss various health issues and health programmes. In particular, Acute Encephalitis Syndrome (AES) and Japanese Encephalitis (JE) cases in eastern part of Uttar Pradesh, particularly in district of Gorakhpur, Siddarthnagar, Basti, KhushiNagar, Maharajganj etc., were taken up. Also present at the meeting were the State Health Minister and the Chief Secretary. The Union Health Minister was accompanied by senior officials of the state in the meeting.

It may be recalled that every year with the monsoon season these diseases affect a number of children resulting in death and disability. The Government of India is implementing a national programme for prevention and control of AES and JE in five states in 60 highly endemic districts of which 20 districts are in Uttar Pradesh.

The Minister had earlier reviewed the situation in Tamil Nadu and is now visiting Uttar Pradesh. Inter-departmental coordination, monthly review by the District Magistrates, quarterly review by the Chief Secretary, and using forum of public representatives to spread message of consuming boiled drinking water, and use of JE vaccine under routine immunization programme were stressed during the meeting. The Health Minister also emphasized the need for mass drug administration round in 37 districts of 51 remaining endemic district for Lymphatic Filariasis.

The Union Health Minister informed the State Government about ?Mission Indradhanush? of the Health Ministry. The Mission depicting seven colours of the rainbow, aims to cover all those children by 2019 who are either unvaccinated, or are partially vaccinated against seven vaccine preventable diseases which include diphtheria, whooping cough, tetanus, polio, tuberculosis, measles and hepatitis B.

The Chief Minister and the Union Minister also reviewed H1N1 situation in Uttar Pradesh. The State Government assured that necessary steps have been taken and stock of medicines, testing facilities, masks etc., are in adequate quantity. The Health Minister offered all central assistance as requested by the state.

In the day the Health Minister will visit the BRD Medical College, Gorakhpur, while he will visit Siddarthnagar tomorrow.

Over 500 persons have lost their lives in Japanese encephalitis [JE] in Assam in 4 years since 2011, the Assembly was informed today [26 Mar 2015].

In a written reply to a query by AGP MLA Phani Bhusan Choudhury, state Health and Family Welfare Minister Nazrul Islam said a total of 521 persons have died between 2011 and 2014 due to the deadly virus [JE] across the state.

While 115 deaths were recorded in 2011, 107 and 134 persons lost their lives in 2012 and 2013 respectively, the Minister said.

He said the highest number of deaths were registered last year [2014] at 165.

Islam informed the House that 14 districts across the state have a stock of 71.9 lakh [7.19 million] vaccines and the vaccination drive in these would begin from today [26 Mar 2015].

[The Japanese encephalitis (JE) virus belongs to the mostly vector-borne _Flaviviridae_ family. Pigs and various wild birds represent the natural reservoirs of this virus, which is transmitted to new animal hosts and occasionally to humans by mosquitoes of the genus _Culex_ (http://www.who.int/ith/diseases/japa...cephalitis/en/).

Most infections in humans are asymptomatic. In symptomatic cases, the severity varies: mild infections are characterized by febrile headache or aseptic meningitis followed by an uneventful recovery; severe cases have a rapid onset and progression with headache, high fever, and meningeal signs. Permanent neurological sequelae are common among survivors. Approximately 25 percent of severe clinical cases have a fatal outcome. Japanese encephalitis virus is the leading cause of viral encephalitis in Asia and occurs in almost all Asian countries. Transmission occurs principally in rural agricultural locations where flooding irrigation is practised.

Japanese encephalitis can be prevented by introduction of JE vaccination to the childhood immunization program in the affected areas, strengthening disease and vector surveillance, and health education for personal protection against mosquito bites along with vector control activities.

As per the media report above, a total of 521 persons have died between 2011-14 due to Japanese encephalitis (JE) in Assam. The highest number of deaths, 165, were registered in 2014. The state health authorities begin JE vaccination drive in 14 districts of the state as preventive measure.

Comment: What the Minister failed to disclose in his reply was that there were an additional 590 documented Encephalitis deaths during that period that were probably caused by JE (see the table in post #13 above for details). While the question was answered, the Minister is not telling the whole story. - Ro

State begins JE vaccination drive (Assam)

Guwahati: State health minister Nazrul Islam on Thursday said limited coverage of districts under the Japanese Encephalitis vaccination programme in the last few years has claimed many lives in Assam. He made the comments at the inauguration of the district-wise JE vaccination programme for children and adults here.

Thursday's programme saw children under 15 years of age being administered the SA-14-14-2 vaccine simultaneously across 11 districts. Prior to this, only 16 districts were covered under the vaccination drive for children below 15.

The same was administered to adults (15-65 years) in Nagaon, Sonitpur and Darrang. Till now, only eight districts, including Lakhimpur, Dibrugarh, Sivasagar, Tinsukia, Jorhat, Dhemaji, Golaghat and Kamrup (rural), have been covered by the adult vaccination programme.

The vaccination will continue for the next 21 days across the designated districts.

Fresh cases of Japanese Encephalitis being reported every day

Jamshedpur: Concerned over increasing cases of vector borne diseases and some cases of dengue surfacing in the district the health department has sounded alert.

Five supect cases have been reported in the city. East Singhbhum IDSP officer Sahir Pall said that all the five suspected cases samples have been sent for confirmatory test at vector lab MGM Medical College of Dimna in Mango.

Three suspected cases blood samples from Tata Main Hospital (TMH) are of five year old Amit Singh of Parsudih, 11-year-old Sonu Kumbar a resident of Chakradharpur and 60-year-old K. P Mohari (Kadma) while two samples sent from Baridih-based Mercy Hospital are of four-and- half-year old Pratima Bhumij (Parsudih) and Sardam Pati.

The fear of vector-borne diseases has come back to haunt East Singhbhum with five suspected Japanese encephalitis cases being reported in the district in the past 48 hours.

Of the five patients, three are children.
