GUWAHATI: As districts in both upper and lower Assam battle Japanese Encephalitis (JE) and Acute Encephalitis Syndrome (AES), the JE death toll in the state stood at 111 as on Saturday. The combined presence of the four main vectors in the worst-affected districts has made matters worse.

Till now, the state has registered a total of 568 JE cases and 1,446 AES cases, with Barpeta, Kamrup (Rural), Sivasagar, Dhemaji, Darrang and Dibrugarh being the worst-affected. In each of these districts, the prevalence of animal, human and bird vectors is greater than in the other districts of the state. Flooding of paddyfields has led to an increase in the mosquito population which is helping spread the flavivirus in human settlements.

New Delhi: Assam, one of the country's northeastern states, is battling hard to curb the increasing number of cases related to killer Japanese Encephalitis Virus (JEV) which has claimed more than 300 lives and affected more than 2000 persons in the state.

The increase in the number of deaths due to this killer disease has questioned that laxity on the part of medical and health authorities across the state.

As of Thursday, the data provided by the concerned officials stated that Acute Encephalitis Syndrome (AES) and Japanese Encephalitis, a mosquito-borne viral infection, jointly claimed 349 lives.

The vector-borne AES has claimed 241 lives while Japanese Encephalitis 108 in Assam.

KOLKATA, 2 AUG: The death toll due to ?different types of Encephalitis? in the state rose to 120 today with two new cases reported from north Bengal in the past 24 hours. While the West Bengal Health Services Director Biswaranjan Satpathy said one death was reported from Cooch Behar district, one more patient died of AES (Acute Encephalitis Syndrome) in North Bengal Medical College and Hospital today. A 75-year-old-woman, identified as Anima Bewa, resident of Tapan in South Dinajpur, who was undergoing treatment in NBMCH, died of AES, sources said.

KOLKATA: With two more deaths due to "different types of Encephalitis" reported in north Bengal in the last 24 hours, the toll from the disease in north Bengal rose to 121 on Sunday.
"Two deaths have been reported in north Bengal and four new cases have also been reported in the state," West Bengal health services director Biswaranjan Satpathy said.
Taking into account the death of 20 persons from other states in north Bengal due to Encephalitis, the toll was 141 since January this year.

SSKM Hospital admits ‘encephalitis’ patient

SURI: A nine-year-old girl from Birbhum, who was admitted to SSKM Hospital on Saturday, is suspected to be suffering from Japanese Encephalitis (JE).

Salima Khatun was admitted to Suri Hospital with high fever and other ailments on Tuesday. Later, she was referred to SSKM. According to the girl's father Masum Ali, after blood tests at SSKM doctors had told him that Salima was suffering from JE.

With the deaths of two more patients suffering from encephalitis, the death toll has risen to 97 so far. Kulsannesa Begum (62) of Pataram Jote in Naxalbari breathed her last Saturday night at the North Bengal Medical College and Hospital, while 22-year-old Pavitra Burman, a resident of Cooch Behar district, died this morning at the Siliguri sub-divisional hospital. Pavitra was presently residing at the Dangipara area for treatment.

Although no reports have come in of new admissions of encephalitis patients in the hospitals of Siliguri and at the NBMCH, health authorities and officials are worried about the frequency of the deaths.

Statement by Dr. Harsh Vardhan, Minister of Health and Family Welfare in response to the Calling Attention Motion in Lok Sabha on 4th August, 2014 regarding the Situation Arising out of Spread of Encephalitis in Eastern Uttar Pradesh and other parts of the Country and steps taken by the Government in this regard.

1. In recent months, upsurge in cases of Encephalitis has been reported from Eastern Uttar Pradesh ( in Gorakhpur, Kushi Nagar, Siddharth Nagar, Maharajganj, Deoria, Basti, Sant Kabir Nagar), Bihar ( in Muzaffarpur, East Champaran, Vaishali, Sitamarhi), West Bengal ( in Malda, Jalpaiguri, Coochbehar, Darjeeling, Uttar and Dakshin Dinajpur) and Assam (in Barpeta, Baksa, Darrang, Dibrugarh, Jorhat, Kamrup (Rural), Kamrup (Metro), Nalbari, Sivsagar, Sonitpur). In 2014, the total number of cases due to Acute Encephalitis Syndrome (AES) reported from the States of Uttar Pradesh, Bihar, West Bengal and Assam are 501, 857, 1183 and 1217 respectively. For the said States, the number of deaths due to AES for the same period are 123, 159, 208 and 197 respectively. The number of Japanese Encephalitis (JE) cases in Uttar Pradesh, Bihar, West Bengal and Assam are 9, nil, 176 and 466 respectively whereas the deaths are 2, nil, 31and 80 respectively. 2. Hon’ble Members are well aware that Encephalitis is inflammation of the brain which can be caused due to various pathogens including virus, bacteria and protozoa. While JE is a Vector Borne Disease transmitted through Culex vishnui group of mosquitos, Encephalitis can also be caused by entero-viruses which are water borne. Recently in Muzaffarpur and Malda, cases reported for Encephalitis were neither due to Japanese Encephalitis nor due to entero-viruses. Normally, Encephalitis is affecting children below 15 years of age. However, in the last few years, epidemiological data has revealed that many adults are also being affected and cases of morbidity and mortality, particularly for JE, have been observed in adults in Assam and now in the districts of North Bengal.

3. Three distinct types of Encephalitis cases have been observed. The recent out-break in the districts of North Bengal and Assam is due to JE. The cases in Gorakhpur and adjoining districts are due to entero-viruses. In Malda and Muzaffarpur, the preliminary assessment by expert teams suggests encephalopathy rather than encephalitis. The encephalopathy has no infective aetiology. The cause could be due to toxins, nutritional, heat-stress related or metabolic factors. Soon after I took over as the Health Minister, on receiving reports of out-break of Encephalitis in Muzaffarpur, I had convened a meeting with some of the Hon’ble MPs from Uttar Pradesh and Bihar where senior officers from the States and my Ministry were also present. Thereafter, I especially visited Muzaffarpur along with the Secretary (Health & Family Welfare) and Director, National Vector Borne Disease Control Programme (NVBDCP) to assess the field level situation. I also visited SKM Medical College and KMG Hospital in Muzaffarpur, where cases of encephalitis were being managed. Teams from National Centre for Disease Control (NCDC) with support from Centre for Disease Control (CDC), Atlanta, and from Indian Council for Medical Research (ICMR) were already in the field, investigating the causes of the outbreak. Their investigation ruled out JE virus, Entero virus, West Nile virus, Chandipura Virus and Nipah virus. Further investigation of the samples for identification of toxins and other factors which could cause Encephalopathy is being undertaken at CDC, Atlanta. During my visit to the United States of America in June this year, where I also had extensive discussions with Director CDC, I have requested for prioritizing this investigation. I would like to share with the Hon’ble Members, that as per our reports, many children who had been brought to the hospitals at Muzaffarpur had very low sugar levels (hypoglycaemia). Further, the affected children were usually from rural areas with poor socio-economic background and resided near fields.I would also like to inform the Hon’ble Members that immediately on receipt of information about upsurge of Encephalitis cases in North Bengal Districts of West Bengal, a five members team of experts from NVBDCP, Dr. RML Hospital and ICMR was sent to assist the State Health Authorities for containment of the outbreak and to provide technical assistance. I have, thereafter, also written to the Hon’ble Chief Minister of West Bengal, offering all assistance from my Ministry.

4. In view of high burden of JE/AES in five States, namely Assam, Bihar, Tamil Nadu, Uttar Pradesh and West Bengal, which account for around 85% of JE/AES burden in the country, a National Programme with a multi pronged strategy for Prevention and Control of JE/AES in sixty high endemic districts of these five States has been started in 2012-13 involving the Ministries of Health & Family Welfare, Drinking Water & Sanitation, Women & Child Development, Social Justice & Empowerment and Housing and Urban Poverty Alleviation. The Programme focuses on strengthening and expansion of JE vaccination in affected districts, strengthening of surveillance, vector control, strengthening of case management by setting up 10 bedded paediatric ICUs in 60 district hospitals, timely referral of serious and complicated cases, providing access to safe drinking water and proper sanitation facilities to the target population in affected rural and urban areas, provision of adequate facilities for physical, medical, neurological and social rehabilitation, improvement of nutritional status of children at risk of JE/AES and intensified IEC/BCC activities.

5. I would also like to share with the Hon’ble Members the action taken by Government under the above National Programme. For JE vaccination, out of 60 high priority districts, vaccination has been completed in 57 districts, it is ongoing in two districts of Bihar (Saran and Darbhanga) and the remaining one district (Kanpur Dehat) will also be covered during this year. We have already released funds for setting up of Paediatric ICUs in 30 districts. Funds for the remaining 30 districts will be released this year. We are following up with the State Governments for setting up the Paediatric ICUs on priority. This requires civil work, procurement of equipment and recruitment of manpower. While the Physical & Medical Rehabilitation department at BRD Medical College, Gorakhpur is already functional, the Units at K.G. Medical College, Lucknow; BHU, Varanasi; Bankura Medical College; North Bengal Medical College; Gaya Medical College and Patna Medical College require up gradation. Units are required to be set-up at Assam Medical College, Dibrugarh and at Guwahati Medical College. In this regard, a Rs. 5 crores per State has been already released by us. Vector control and surveillance activities are being supported under National Vector Borne Disease Control Programme. Surveillance is also being undertaken through the Integrated Disease Surveillance Project under NCDC.

6. The Department of Drinking Water and Sanitation has informed that in Assam, out of 1638 habitations targeted for provision of Potable Water Supply, 921 or 56% have been provided with this facility. Similarly out of 363 hand pumps to be installed, 280 or 77% have been installed. In Bihar, out of 80 habitations identified for provision of Potable Water Supply, 38 or 47% have been provided with this facility. Similarly, out of 6170 hand pumps to be installed, 4515 or 73% have been installed. In Tamil Nadu, out of 1562 habitations targeted for Potable Water Supply, nearly all have been covered. In Uttar Pradesh, out of 3378 habitations, 1364 or 40% have been provided with Potable Water Supply. For Hand pumps, out of 7902, the figure is 2422 or 30%. In West Bengal, out of 799 habitations, 712 or 91% have been covered under the Potable Water Supply Scheme. Out of 440 hand pumps to be installed, 294 or 67% have been installed in the identified 10 districts. The Ministry of Women & Child Development has informed that training of master trainers to sensitize Anganwadi workers regarding JE and AES is being conducted at New Delhi, Lucknow and Guwahati.

7. National Institute of Virology (NIV), Pune, manufactures and supplies indigenous JE IgM MAC ELISA diagnostic kits. These kits have high sensitivity and specificity. NIV has upscaled the production of these kits to meet the emerging requirement. ICMR has established a Field Unit of NIV at Gorakhpur within the premises of BRD Medical College. This unit is dedicated for the diagnosis of AES/JE in the entire Eastern Uttar Pradesh region. ICMR will establish 160 Viral Research & Diagnostic Laboratories (VRDL) in the entire country during the 12th plan period under the approved scheme on “Establishing a network of labs for managing epidemics and natural calamities”. As of now, 27 labs under ICMR are already functional and are involved in surveillance and providing effective diagnosis for all viral infections including JE. ICMR is taking proactive steps to establish VRDLs in regions of Bihar like Muzaffarpur and Gaya, which are affected with AES/JE. Seven ICMR Institutes are working together on a research cum intervention project in the area to identify pathogens and seventeen new neurotropic Entero-viruses have been identified so far. Effects of intervention on vectors and presence of pathogens will be correlated.

8. I would like to further elaborate on JE vaccination. This was started in 2006 and was scaled up in a phased manner over years. The strategy for JE vaccination is to conduct a one- time campaign (which targets all children from 1-15 years of age), after which JE vaccination is included as a part of routine immunization in that area. Initially, only one dose of JE vaccine was provided at the age of 16 to 24 months (with DPT/OPV booster). From April, 2013 onwards, two doses for JE vaccination are scheduled under routine immunization, the first at 9 to12 months and second at 16 to 24 months of age. Out of 178 JE endemic districts in the country, 148 districts have been covered by vaccination from 2006 to 2014. Further, a catch up round to cover children missed out during the campaign and Routine Immunization rounds has been carried out on 22-23 June, 2014 for ten districts of Uttar Pradesh and eight districts of Bihar. Due to recent cases of JE in adults, this issue was discussed in the National Technical Advisory Group on Immunization. It was decided that we can take up vaccination for adults too from districts where such cases are being reported. The Assam Government has covered adults with JE vaccination in nine districts. This has been beneficial. Our strategy will need to be suitably amended taking into account the aspect of adult vaccination for JE. Further, it is necessary that the coverage of immunization remains high. Our reports show that Routine Immunization undertaken by the States may not have high coverage in all the target districts. States must, therefore, focus on this important aspect.

9. Under the National Programme, funds proposed for 2014-15 for the five States for JE/AES is Rs. 48.75 crores. Besides this, financial support has also been given to BRD Medical College, Gorakhpur from time to time for strengthening of Paediatric Ward along with additional manpower. Nearly Rs. 22.59 crores have been released to the said hospital for strengthening the case management infrastructure. Similar support amounting to Rs. 6.28 crores has also been released to Government of Bihar for Gaya Medical College and Muzaffarpur Medical College.

10. I would like to share with the Hon’ble Members that prevention and control of Encephalitis requires a coordinated, effective and continuous effort by all stakeholders. These include the Union and State Governments, Panchayats and Municipalities, civil society, medical fraternity and the community itself. Within the Government, there has to be effective action and coordination by different Ministries and Departments. For example, availability of clean and potable drinking water will prevent Encephalitis due to entero-virus. Better nutrition, in particular for children, will not only enhance immunity against diseases but will also prevent hypoglycaemia. Vector control measures and source reduction, reduce the incidence of JE. Improving practices of pig rearing and better sanitation also help in prevention and control of JE. Medical fraternity, whether from Government health institutions or in the private sector, must assess the cases of fever for neurological symptoms and immediately refer the cases with Encephalitis symptoms to hospitals equipped with the required facilities. The States must utilize the funds released for strengthening the hospital infrastructure and for undertaking various activities for prevention and control of JE & AES.

11. Madam Speaker, with your permission, I also use this opportunity to appeal to Hon’ble MPs, especially from AES/JE affected districts, to undertake a campaign in their areas to educate the public to drink water after boiling, use deep bore wells as a source of drinking water and ensure Routine Immunization for their children. All patients with fever and symptoms of encephalitis should be rushed to the hospital. The Ministry of Health and Family Welfare is closely monitoring the situation in the affected States. We are available 24 by 7 for any assistance. I will also be very happy to receive feedback and guidance from the Hon’ble Members of Parliament on this matter.

A press release on July 18th (post 149 in this thread) totaled 156 deaths, but did not include deaths from Gaya (at least 14) and perhaps others. Health Department on high alert after JE deaths

DIBRUGARH, August 3: The Health Department has gone on overdrive to contain the incidence of Japanese Encephalitis (JE) in the district.

According to official data, there have been 11 deaths due to JE in Dibrugarh district till August 1, with the number of cases detected being 33. On the other hand, Acute Encephalitis Syndrome (AES) was found in 87 persons of whom 21 have died. The highest number of reported JE cases, nine, has been from Naharani. Three of these patients have died. It has also been seen that most of the patients had not taken the JE vaccine during the adult vaccination drive carried out in February this year. In Naharani, only 89 per cent of the adult population availed the facility.

Undiagnosed fever took two more lives in Malda Medical College & Hospital in last 24 hours. Family members of the deceased and of the patients who have been admitted with fever staged agitation at the hospital compound accusing the hospital authority of being non-cooperative and negligent in treatment of their kins. Despite having high fever and other symptoms of encephalitis infection, the necessary blood test was not carried out in case of the two patients owing to the MMCH’s utterly featherbrained policy to reduce wastage of the encephalitis test kits.

Swapna Das, sister of deceased Lab Debnath, said, “On our insistence some employees of MMCH informed us the encephalitis test cannot be done for one or two patients as the kit required for the test is very expensive. They said the test of at least 25 patients would be done together to prevent wastage of the kit,” Das said.

It has been learnt at least 40 such patients suffering from undiagnosed fever are now under treatment in the hospital.

MALDA: Three persons died of high fever in Malda and Balurghat since Saturday night. The family members claimed they had symptoms of encephalitis. But, the hospital authorities kept mum on the issue fearing rush of admission.

Worse, encephalitis test is yet to be done on five patients whose blood samples have been collected by the Malda Medical College and Hospital authorities.

Samar Mandal (48) of Munail under Balurghat police station also died of high fever on Sunday. He was admitted to Balurghat Hospital on Saturday evening and had symptoms of encephalitis.

Aug. 3: A section of residents of a Jalpaiguri village forbade a family from bringing back the body of an elderly sufferer of suspected Japanese Encephalitis as some villagers thought they would get ?infected?.

Sachimohan Sarkar, 75, died last night in the Jalpaiguri district hospital. His family wanted to take him back to Kachua-Boalmari village for the last rites. The farmer was cremated at the Jalpaiguri municipal crematorium today because Sarkar?s son did not want to antagonise other villagers.

According to sources in various hospitals across north Bengal, eight persons have died of suspected Japanese Encephalitis in the past 24 hours, taking the death toll to 128 since January.

Assam and the northern part of West Bengal are contiguous and traditionally JE [Japanese encephalitis virus] enzootic areas. The 2014 southwest monsoon reached there in late June [2014] and since the end of June cases of JE have been reported in both states and also in the next-door state of Arunachal Pradesh (see archive no 20140727.2638359).

The term acute encephalitis syndrome (AES) is used in the context of JE epidemic to denote encephalitis cases that are not laboratory confirmed for one reason or another. Thus, in Assam and West Bengal, the cases of JE and AES should be added up to see the real magnitude of JE outbreak. I understand that West Nile virus is also present in that region and some AES may indeed be West Nile encephalitis.

In pre-monsoon period, particularly in May and June, outbreaks of Reye-like acute hypoglycemic encephalopathy occur in the northwestern region of Bihar state and that is also popularly but unfortunately called AES. Many doctors, the media, and the public consider these encephalopathy cases as encephalitis because of the term AES. This has been now clarified and in June 2014 children were treated by 10 per cent dextrose infusion and many lives were saved (under publication). This region is not JE enzootic, and here there is no reason to conflate acute hypoglycemic encephalopathy and JE or encephalitis of any other cause.

There is no specific line of command for outbreak management in these states. In the absence of Department of Public Health in the Ministries of Health either in the Federal and in state governments, outbreaks soon become an administrative and political problem. Without public health surveillance early signals of outbreaks are not picked up and no interception interventions are applied on time. JE vaccination is conducted here by the Expanded Program on Immunisation [EPI] but there is disconnect between EPI and outbreak management. In short we know what should be done to prevent and control outbreaks but the system is not geared to be able to apply that knowledge.

[ProMED-mail is grateful for Dr John's clarification of the use of the term AES in the reports that come to us for posting. We await with interest the publication of the Reye-like acute hypoglycemic encephalopathy report. That will help with interpretation of the Bihar state pre-monsoon reports of AES that appear in the popular press, which frequently cite statements of government officials about the occurrence of AES cases there. It would be of interest to know how many, if any, of the reported JE virus infection cases are in reality due to West Nile virus infections.

"Seven persons tested positive in four districts and we are closely monitoring patients with complaints of similar symptoms of Japanese Encephalitis," Joint Director of Health Services Dr B Mawlong told PTI.

The health official, however, assured that the disease is under control in Meghalaya.

Comment - In post 225 above, Dr. Harsh Vardhan, Minister of Health and Family Welfare disclosed AES & JE figures for four states. For Assam, the reported figures were AES 1,217 cases/197 fatal and JE 466/80. There is ample evidence from media reports that these two figures are a little out of date, but also that the numbers are additive. In other words for Assam at least, the JE figures are not a subset of the AES figures. (see posts 221 and 213 for example). Thus total encephalitis cases & deaths are found by combining AES & JE figures. This is also indicated by Dr. John in post 228. Dr. Vardhan reported the following for West Bengal; AES 1,183 cases/208 deaths and JE 176/31. Applying the same logic as to Assam, this suggests that the total number of encephalitis cases in WB is 1,359 of whom 239 have died - Ro

As the death toll due to encephalitis rose to 206 on Monday, North Bengal Medical College and Hospital (NBMCH) principal Anup Kumar Roy was suspended for alleged deriliction of duty. West Bengal Health Services Director Biswaranjan Satpathy said Roy was suspended.

During the day, four deaths due to different types of encephalitis were reported from parts of the state in the last 24 hours taking the toll in the state since January to 206.

Siliguri, Aug 4 The West Bengal government Monday suspended the principal of the North Bengal Medical College and Hospital for his alleged negligence in connection with the raging encephalitis menace.


"NBMCH principal Anup Kumar Roy has been placed under suspension for his negligence in view of the large number of encephalitis deaths," a health department official said.

Samar Ghosh has been appointed in Roy's place.

In Purvanchal Inseflaitis recruitment of patients and deaths continues. In the past two days, 33 new patients admitted in BRD Medical College while two others were killed. Nehru Hospital admitted 73 patients are being treated in different wards.

Disease spreads to south Bengal claiming two lives in Bankura, Murshidabad

With over 200 deaths reported because of Acute Encephalitis Syndrome (AES) and Japanese Encephalitis (JE) in West Bengal, the State government has urged the Centre to allow it to go in for adult vaccination programme to arrest the disease. So far vaccine has been administered only to children and according to senior officials of the State Health Department, the cases of vaccinated children affected by the disease is almost nil.

?We have requested the Centre to enlighten us about the pilot project on the adult vaccination conducted in Assam. If the Centre allows us to go ahead we are ready to vaccinate people,? B R Satpathy, Director of Health Services, told The Hindu on Monday.

According to the latest figures available with the Health Department, so far 206 persons have died of AES and JE in the State since January 2014. Of the 206 deaths, 37 are because of JE.

Dr. Satpathy said 92 deaths have occurred in the State in less than a month since July 7 after the outbreak was reported in north Bengal. Of the 92 deaths, 28 are because of JE, he said.

Siliguri, Aug. 4: The state health department today suspended Anup Kumar Roy, the principal of North Bengal Medical College and Hospital.

Sources in north Bengal?s biggest state hospital said the letter did not cite any reason.

A section of doctors and hospital officials pointed out that the suspension order came days after Roy pointed out to junior health minister Chandrima Bhattacharya the state?s shortcomings in the way it was dealing with the Japanese Encephalitis outbreak.

On July 26, Bhattacharya had held a meeting with health officials at Uttarkanya.

Sources said that at the meeting, Roy, who is known to speak his mind, pointed out shortcomings in the state?s fight to check the spread of Japanese Encephalitis, which has claimed over 120 lives in north Bengal.

The NBMCH source said: ?The principal is a very vocal and honest person and he had raised questions regarding some shortcomings in the way the outbreak was being dealt with at the meeting with Chandrima Bhattacharya. This is probably the reason why he has been suspended.?

The animal resource development department has stopped catching pigs from areas that have reported Japanese Encephalitis deaths since August 1 following orders.

One person died of Acute Encephalitis Syndrome (AES) at the NRS Medical College while no fresh deaths were reported from any districts in north Bengal in the last 24 hours, a senior officer said today.

"In the last 24 hours one person died at the NRS Medical College and Hospital because of AES," West Bengal Health Services Director Biswaranjan Satpathy told PTI.

The toll in the state since January, however, remained at 206 because, the woman, who died of Japanese encephalitis on Sunday, was found from Bihar's Samastipur, he explained. NBMCH sources said Roma Burman, a resident of North Dinajpur, died of acute encephalitis this morning bringing the toll of 146 in brain fever since June last.

VADODARA: Suspected Chandipura virus has claimed one more life at Sir Sayajirao General Hospital (SSGH) here, taking the death toll in central Gujarat from this illness to 16. Payal Damor (7) from Dahod district died at the hospital on Tuesday morning.

Damor was admitted to SSGH with critical viral encephalitis on Monday. She died due to central nervous system failure.

ITANAGAR, Aug 5: While Union Health Minister Harsh Vardhan failed to mention the recent death case in Arunachal Pradesh due to Japanese encephalitis (JE) in his report in Lok Sabha yesterday, one more JE death case has been reported from the state. Now it is from Changlang district.
Vardhan, however, said that his Ministry was closely monitoring the situation in the affected states adding ?We are available 24X7 for any assistance.?
While confirming the death case, the Changlang DIPRO informed that a 17-year-old girl died due to Japanese encephalitis (JE). ?A JE death case was, recently, confirmed where a 17 year-old girl from Longman village of Jairampur Sub-Division under Jairampur CHC died at Sanjeevani Hospital, Dibrugarh. A medical team from Changlang had rushed to the village for any other fever case and IEC on JE was conducted in the village in presence of ADC, Jairampur where all the villagers participated,? the DIPRO reported.
With this death, 2 persons died of JE in the state. Earlier, this daily on July 25 last had reported one JE death case along with other 11 case of JE. The health department had sounded high alert to contain the disease.

The authorities at state-run medical colleges in Kolkata have, it is reliably learnt, passed on a verbal instruction to junior doctors asking them not to write down ?clinical diagnosis? in the medical record sheet of patients admitted with fever. It comes at a time when Japanese encephalitis is taking a heavy toll of human lives and spreading fast from north Bengal to other parts of the state.
The whole exercise, sources said, is an attempt by the beleaguered government to conceal the magnitude of the problem.

No official order, either by individual medical colleges or the state health department, has however, been issued on this. Senior doctors at the state run medical colleges said it is deliberately being done to fudge the figure of people suffering from Japanese encephalitis (JE).

If the record sheet does not mention the ?clinical or provisional diagnosis? of a patient and if that patient dies at a later stage, it will be up to the authorities to assign any cause for the death.

TT, Aug. 5: A letter from the central official in charge of overseeing the national vector control programme has said that Bengal failed to use over Rs 24 crore of funds allotted to it for the 2013-14 financial year.
The revelation comes at a time the state government is grappling with an outbreak of Japanese Encephalitis in north Bengal. The unofficial toll ? figures given by different hospitals, not the director of health services ? is 131.
The National Vector Borne Disease Control Programme?s funds are not just for countering Japanese Encephalitis ? the virus of which is spread by the Culex mosquito ? but also for malaria, chikungunya and several other vector-borne diseases.
Told that the funds were unused by the state, the state?s junior minister for health Chandrima Bhattacharya said: ?Speak to the officials of state health department.?
When the director of health services, B.R. Satpathy, the only official authorised to speak on the outbreak, was asked about the allocation, he did not deny that the funds were not used.
He said: ?The fund was allocated by the Centre but it was disbursed late. We did not receive it in 2013 but got it only on February and March this year, that is just some days before the end of the last fiscal year. We have used our own funds to carry out the preventive measures.?

Mamata Banerjee blames Centre for outspread of encephalitis in Bengal

Updated: Tuesday, August 5, 2014, 13:07 [IST] New Delhi/Kolkata, Aug 5: West Bengal Chief Minister Mamata Banerjee on Monday blamed the Centre for the outspread of encephalitis in the state. According to a report published in Bengali daily Ei Samay, Banerjee told Union Health Minister Harsh Vardhan that the Centre did not warn Bengal even after the disease broke out in Assam. According to the chief minister, the centre didn't monitor the situation in Assam either and slowly Bengal also came under its grip.

The Centre and the state government have also presented different versions about the casualty figures in Bengal. While the state government said only 90 have died so far, the figure is 239 according to the central report, the Ei Samay report said. (note how this report adds the fatalities due to AES & JE released by the MOH to get a total of 239. It seems that confusion reigns, are the numbers additive or not? - Ro)

investigated the outbreak. Active case search done. All cases
treated symptomatically. All cases were less than 10years
old.03 deaths occurred due to the condition. Out of 03 CSF
samples sent to Arunachal State Hospital, Naharlagun,
General Hospital, Pasighat and RMRC-ICMR, Dibrugarh, 01
tested positive for JE. Plan to initiate JE vaccination.
Fogging and anti larval control measure undertaken. Heath
education done regarding personal protection.

Assam
Kamrup M vi.Japanese Encephalitis

Cases reported from various Villages Block PHCs of Lanka,
District Kamrup M. District RRT investigated the outbreak.
Active case search done. All cases treated symptomatically.
Out of 90 CSF samples sent to Microbiology Department,
GMCH, 30 found JE positive. Fogging and anti larval
control measure undertaken. Heath education done regarding
personal protection.

67 CSF samples tested at Department of Microbiology
GMCH, Guwahati, 27 samples are JE Positive. Fogging and

symptomatically. Mosquito breeding and pig farm has been
observed in the area. CSF samples sent to GMCH; result
awaited. Fogging and anti larval control measure undertaken.
Heath education done regarding personal protection.

Outbreak reported from numerous Villages/BPHC of Bhawanipur,
Nagaon, Chenga, Mandia, Kalgachia and Nityananda, District Barpeta.
District RRT investigated the outbreak. First case was diagnosed in March
2014. Clustering of cases is seen in the month of June and July 2014.
Active case search done. Most cases are from rural area. All cases treated
symptomatically. Out of 62 CSF samples tested 39 samples tested positive
for JE. Fogging and anti larval control measure undertaken. Heath
education done regarding personal protection.

Dibrugarh

Outbreak reported from numerous Villages of PHC/Block Naharani,
Tengakhat, Lahowal, Khowang,Barbaruah & Panitola ,District Dibrugarh.
RRT investigated the outbreak. Active case search done. All cases treated
symptomatically. Out of 43 CSF samples tested 05 samples tested positive
for JE (IgM ELISA). Out of the total number of deaths which occurred 01
was JE positive. Fogging and anti larval control measure undertaken.
Heath education done regarding personal protection.

Lakhimpur

Cases reported from various Villages / Block PHCs of District Lakhimpur.

41 CSF samples tested at DPL, 6 were found JE positive. Fogging and anti
larval control measures undertaken. Heath education done regarding
personal protection.

Alpha Cypermethrin 5% spraying done. IEC done regarding
personal protective measures.

A total of 16 cases were reported in 26th week (week ending 29th June 2014).
Further 12 cases were reported in 29th week (week ending 20th July 2014) from
Village Hili & Tapan, GP Kumarganj, Block Balurghat, District Dakshin Dinajpur.
3 serum samples sent to NBMC Siliguri; result awaited.IEC done.

Inseflaitis havoc in Purvanchal situation is becoming critical. In the past twenty-four hours eleven new patients admitted in BRD Medical College, were killed and seven others. Nehru Hospital admitted 77 patients are being treated in different wards.
Among the seven people were killed and eight years Pramod Satyam eight of Gorakhpur, Maharajganj Durgesh twelve years, ten years of Deoria sun, Balrampur Durga Kumari's five-year-old and fifteen year old and nine years of Bihar Muc Biharis are included.
Those who were admitted and Siddharth Four Gorakhpur and Kushinagar, Deoria and Bihar, one of the patients. Since January this year, the last one in Gorakhpur Medical College has admitted 450 patients, of whom 144 were killed.
A large number of patients admitted daily in the wards of Nehru Hospital is constantly increasing number of patients. This number has risen to 77 this time. So what is the speed of recruitment of patients every year as soon as may be the lack of beds and staff. That is because this year Inseflaitis patients became particularly acute patients admitted to the ward art is not possible. The deployment of doctors and other staff have not.

Anti-viral drive in gardens

Jorhat, Aug. 6: The Assam Chah Mazdoor Sangha (ACMS) — the largest and oldest tea workers’ union in the state — will launch an awareness drive on Saturday in the tea gardens by involving women workers to prevent outbreak of Japanese encephalitis (JE) and acute encephalitis syndrome (AES).

Two weeks ago, the labour department had asked tea gardens to be alert to prevent the spread of the two mosquito-borne diseases.

The labour department in its directive to five tea plantation associations (gardens across the state are members of any one of these organisations) had urged them to inform their member-gardens to take effective steps to prevent outbreak of the diseases.

Till August 6, the total number of acute encephalitis syndrome cases in the state 1,567 while the total number of positive cases of Japanese encephalitis is 606.

While acute encephalitic syndrome has claimed 266 lives in the state, 122 people have died of Japanese encephalitis, Dr B.C. Bhagawati, state surveillance officer of the health department said this evening.
