Kolkata, Jan. 19: Keeping in mind the rising cases of avian flu in various districts of the state, the state health department will update information on the disease as well as all major decisions taken to control it on its website ~ www.wbhealth.gov.in.

State health minister Dr Surya Kanta Mishra said this today while speaking on the sidelines of the 67th Bengal State Medical Conference of the Indian Medical Association, Bengal State Branch.

He said the state government would start a poster campaign where the information required to create awareness would be given.
The posters will be available at the district headquarters.

On the preventive measures taken by the government to contain Bird flu, Dr Mishra said blood samples of birds have been sought from places where chicken deaths have been reported, even if the number of dead birds is less than one per cent of the total poultry population of that area.
When asked about compensation to farmers who have incurred financial losses due to culling of chicken, Dr Mishra said: ?Farmers will be compensated as per the guidelines laid down by the animal resource development department.? Thousands of chickens were culled in districts over the past one week.

The Indian Medical Association today said that keeping in mind the outbreak of avian flu in various districts of the state, they were planning to start a special awareness campaign and initiate training camps for doctors.

HUBLI: Although the health officials have categorically stated that there have been no cases of bird flu or avian influenza in and around Hubli-Dharwad, the demand for chicken and egg dishes in restaurants and dhabas has suddenly gone down substantially.
Reports of outbreak of bird flu in West Bengal has already hit the poultry industry in the twin cities, as people have started avoiding the use chicken and eggs.
?We normally purchase around 40 chickens a day. Following the reports on spread of bird flu, there has been a fall in the number of people, who order chicken dishes. Accordingly, we are reducing our purchase,? said the owner of a restaurant in Hubli, who didn?t want to be named.
Interestingly, the fall in the demand for chicken dishes has resulted in increasing demand for mutton and fish delicacies. ?Those who rarely ordered for mutton and fish dishes are now preferring them instead of chicken dishes,? he said.
Some of the other hoteliers in the twin cities attributed the development to fear psychosis. However, they maintained that the fall in the demand for chicken dishes was not substantial.

When contacted some poultry farms in the city confirmed that the sales were down. Poultry suppliers informed that cost of chicks had come down to Rs. 32 now.
Meanwhile, the Hubli-Dharwad Municipal Corporation has held a round of discussion with the poultry farmers in the twin cities and educated them on the precautionary measures to be taken in the wake of the outbreak of the bird flu in West Bengal.
However the weekly ?koli bazaar? held at Kolipet in Hubli didn?t witness any slump either in the rates or in the sales. Rashid, a local merchant attributed to the fact that the hens and cocks on sale were mainly ?jawari? According to protocol, birds are culled in and around the infected area only after the presence of the deadly H5N1 Avian Influenza (AI), or bird flu virus, is established.

However, officials say time is of essence in containing the outbreak in Bengal, where the virus seems to be spreading very fast and infecting thousands of birds everyday. A trend that also puts human health at grave risk.
Agriculture and food minister Sharad Pawar said on Saturday that "preventive and prophylactic culling" would only be launched in areas which report high and unusual mortality of poultry.

"In such a situation, we won't wait for the confirmation of bird flu. Because it is spreading in near-by districts, we have taken a decision that we are not going to wait for Bhopal's report," Pawar said.

The High Security Animal Disease Laboratory (HSADL) in Bhopal, presently tests all samples of birds, suspected to have died from AI.

"If death of poultry birds is reported in high numbers, we will start culling operation, on mass basis, in that entire belt," Pawar added.

The state government aims to slaughter 4 lakh birds in a five-to-10 kilometre (three-to-six mile) radius of the affected areas and aims to complete it by Monday, after which clean up and disinfection operations will begin.

Agreeing with West Bengal chief minister Buddhadeb Bhattacharjee's reaction, Pawar said the situation "was indeed alarming."

Meanwhile, West Bengal's efforts to control the outbreak drew a sharp reaction from minister of state for health Panabaka Laxmi.

Reacting to an article in the TOI which revealed how compensation was not being paid to farmers whose birds were being culled, she said the Centre is unhappy over the steps taken by the state to contain the virus.

"We are not satisfied," she said.

She added "compensation to poultry losers was not being properly distributed."

On being contacted by this correspondent, Laxmi told TOI from Kolkata: "I have not really surveyed the state's efforts in controlling the virus. My views were on the basis of a TOI report."

Laxmi, who was on her way to Birbhum, the worst affected state with bird flu, however said her ministry had given the state government 2500 extra protection kits and 5 more ventilators on Saturday.

"I will tour Birbhum and meet officials involved with containment operations on Sunday. I met DGHS R K Shrivastava today to learn how the operations were continuing," she told TOI. :tiphat:

The instruction has been given through the Indian Railway Catering and Tourism Corporation which is mainly responsible for the supply of food in trains. ?Delhi vigilant against bird flu but all well so far?

NEW DELHI: The Delhi Government?s Department of Animal Husbandry on Saturday said that it was keeping a strict vigil on the 15 poultry farms in and around the Capital from where the city sources a major part of its poultry requirement. Also, Delhi?s Health and Family Welfare Minister Yoganand Shastri asserted that there is no cause for worry yet on account of the bird flu outbreak in West Bengal.
The Health Minister had recently met senior officers from the Delhi Government, the Municipal Corporation of Delhi, the New Delhi Municipal Council and the National Institute of Communicable Diseases to discuss the situation.
Reviewing the state of preparedness for threat arising from the flu, Dr. Shastri said: ?Our Animal Husbandry Department is fully geared for any eventuality and has constituted a rapid response team. Also, the Department of Health and Family Welfare is fully geared to provide preventive coverage to any person or persons handling the suspected cases of bird flu. The Health Department has already constituted a State Rapid Response Team and nine District Rapid Response Teams for the purpose.?
The Health Minister has also directed that the public be made aware of the various do?s and don?ts pertaining to bird flu.

He said the poultry brought to Delhi from neighbouring States and the vehicles carrying it were being inspected and sales were being allowed only after the required clinical checks.
While the Delhi Government claims to have made elaborate arrangements to prevent bird flu, wholesaler and retailers of poultry say that they are yet to register any fall in sales.:rolleyes:
?Though we have been getting queries about the quality of meat on sale and where we source our poultry from, there has been no fall in sale or prices,? said Jawed Qureshi of Royal Corner (wholesale and retail dealers of poultry and meat) in Gole Market. :tiphat:

Kohima, Jan. 19: The Nagaland government has adopted a number of precautionary measures in view of the recent outbreak of avian flu in West Bengal and Bangladesh.
Additional director of the department of veterinary and animal husbandry, L.S. Moses, said Nagaland is vulnerable to avian flu as most of the poultry comes from West Bengal, where the H5N1 strain of the virus has been confirmed. The department has issued preparatory measures to control and contain the disease, with particular reference to poultry farmers, chicken handlers, sellers, transporters and consumers.
It has asked district officers and staff to be more vigilant.
The authorities have been asked to report any unusual illness and high mortality rate among the birds to the department so that it could send samples for testing.
The department has directed district officers to provide necessary training to the veterinary workforce for the safe disposal of dead or culled birds and train rapid response teams in all the districts.
It has also suggested that the international border with Myanmar be sealed to avoid illegal trade in poultry, birds and pigs, which are the carriers of the disease.
Ban on poultry: Assam?s Dhubri district today banned import of poultry from West Bengal, adds our Dhubri correspondent.
Neighbouring Meghalaya, too, is contemplating sending blood samples of poultry for testing, adds PTI.

Kolkata: With the avian flu continuing to spread to new districts in West Bengal, the State government has stepped up its bird culling and awareness-building drive.
State Animal Resources Minister Anisur Rahman who toured Birbhum on Saturday, the worst affected district , said that four lakh birds would be killed by next Saturday in Birbhum.
He said that there was a need to increase awareness so that people did not dump dead birds in ponds or wells, which act as the source of water for villages. Areas in the Nadia and Burdwan districts too came under the scourge on Saturday and the bird culling target may be revised upwards district authorities said.
Mr. Rehman said that panchayats were being asked to advise people in the affected areas not to either consume chicken or trade it.
If necessary they were asked to take police help to stop trading in birds in the affected areas. He said that a team of 300 people will be pressed for the task and doctors may be brought from outside the State.
Central Livestock Commissioner S.K. Badyopadhyay said that the rate of culling had improved over the last two days. He said that the virus was spreading fast in West Bengal mainly due to the density of poultry farms in this part of the country. ?This is the reason why it is spreading so fast as compared to States like Maharashtra. The sooner the birds are culled and sealed, the more effective will be the control of the H5N1 virus,? he said.
Border Security Force jawans have been asked to create awareness about the disease in the border district of south Dinajpur.

Door-to-door mopping operations will be carried out in this district, in which case no compensation will be paid, district officials said.
Union Minister of State for Health P. Lakhsmi, who was here for another programme, stressed on the need to step up measures to control the avian flu. She said that the Centre had already sent masks and ventilators for combating the menace and was ready to extend any other help necessary. The Minister will review the situation with her counterpart in West Bengal on Monday.
Since its outbreak on Tuesday from Birbhum, the avian flu has fanned out to many western and northern areas of the State with reports of the virus in south Dinajpur and Murshidabad and new areas of Birbhum and now Nadia and Burdwan.

Bird flu: Officials to mull measures

Lucknow, January 19 In the wake of the outbreak of bird flu in West Bengal, the Uttar Pradesh government is gearing up to deal with the disease, in case it hits the Hindi heartland.


Agriculture Production Commissioner Anis Ansari will convene a meeting on the issue on January 21. According to an official statement issued by his office, the meeting, to discuss the prevention and control of bird flu, will be attended by officials of all departments concerned.

?It is not new ? for about two years now, every fortnight I hold meetings on bird flu. Even the chief secretary is holding monthly meetings on the issue. Instead of panicking, it is better to take precautionary measures,? said Ansari.

Meanwhile, the animal husbandry department has issued an official notice stating it will hold a workshop on the issue on Monday. Two experts from Pune will educate state officials.

Department officials said the department was vigilant and a task force had already been established to deal with any eventuality. Similarly, the respective district authorities had been directed to constitute task forces at the district level, said a source.
He added that fogging and spray machines have also been sent. On a regular basis, serum from both government and private poultries was being sent for laboratory tests, said the official.

Jan. 19: Nadia and Burdwan were officially declared bird flu-hit today indicating a never-before rate of spread in the country, with experts saying Bengal may now need to hire cull teams from outside.
The Bhopal laboratory said chicken samples from Nadia?s Tehatta block and Burdwan?s Purbasthali II and Mangalkot had tested positive.
Birbhum, South Dinajpur and Murshidabad had earlier been declared bird flu-hit.
The near-concurrent outbreak in five districts supports experts? claim that the Bengal flare-up is the most serious and potentially fastest-spreading avian influenza epidemic India has seen.
When the H5N1 virus surfaced in Maharashtra in February 2006, only two districts were affected. In Gujarat, Madhya Pradesh and Manipur, it was confined to single districts before being stamped out.
Bengal animal resource development (ARD) minister Anisur Rahman today promised that the number of culling teams would be increased fivefold from tomorrow, from the current 60 to 300. He did not explain where the personnel would come from.
Central officials in Delhi, sceptical of Bengal?s promises and impatient with its tardy culling, spoke of ?outsourcing? the operation.
?We may have to outsource people (from other states). The task? needs some skill, but mainly leadership, training and motivation,? a central bureaucrat said.
With the rapid spread, the overall culling target rose to 5 lakh today ? up by one lakh from tomorrow. But the day?s culling figure was 35,000, a little more than yesterday?s but 10,000 short of the target.
?Getting people from other states would certainly help,? an expert told The Telegraph. ?Four of our states have done this, and they have vets with experience.?
Experts say Bengal?s high density of poultry and water bodies provide favourable conditions for the virus to jump from poultry to wild waterbirds and back to poultry.
?Such a cycle could lead to repeated outbreaks,? said Albert Osterhaus, senior virologist and an authority on H5N1 at the Erasmus Medical Centre, the Netherlands.
The government is trying to determine if H5N1 has infected birds other than poultry, including wild birds such as crows or pigeons. Fifty-two samples of poultry, duck, crows and pigeons from Murshidabad, Purulia, Birbhum, and West Midnapore will be tested at Bhopal. A team is collecting stool, blood and saliva samples of migratory birds at Birbhum?s water bodies.
Barrackpore scare
The bird flu panic reached Calcutta?s outskirts today when 15 hens died in Nilgunge at Barrackpore, North 24-Parganas. Samples have been sent for tests. Bolpur and Burdwan towns, too, reported their first chicken deaths.
Samples from South 24-Parganas, Cooch Behar, Purulia and Hooghly have tested negative so far.
Culling, being done mostly in Birbhum, began in Murshidabad and Nadia today. Burdwan gets on the list tomorrow. Officials believe the job is almost complete in South Dinajpur.

Avian flu was reported from two more districts in eastern India where authorities said that poultry farmers have fought a massive bird cull aimed at halting the spread of the virus.
A total of five districts in eastern West Bengal state have reported an outbreak of avian flu among poultry, the government said.
The outbreak is the third in India since 2006 and the worst so far, according to the World Health Organisation, partly because it is more widespread.
The state government aims to kill about 400,000 birds but poultry farmers have actively blocked access to many sites and attacked members of culling teams, a state minister said.
"The situation is grave. We are trying to control the situation," said West Bengal animal resources minister Anisur Rahman.
Residents oppose the culling because they want immediate compensation for dead birds, while the government says payments will take a few days. Around 30 million rupees (770,000 dollars) had been set aside for compensation.
Near Margram village -- the epicentre of the outbreak -- the biggest poultry farm with 30,000 birds remained untouched as the owner locked up the premises.
Many others fled their homes carrying chickens before the arrival of the culling teams, officials said.
West Bengal state borders Bangladesh, which is also fighting a bird flu outbreak.
Humans typically catch the disease by coming into direct contact with infected poultry, but experts fear the deadly H5N1 strain of the virus may mutate into a form easily transmissible between people.
Migratory birds have been blamed for the global spread of the disease, which has killed more than 200 people worldwide since 2003.

Baharampur (WB): Bird flu deaths were reported from two new blocks in Murshidabad district as culling operations began on Sunday in the five affected districts of West Bengal. State Animal Resources Development Minister Anisur Rahaman said on Sunday that reports of poultry deaths were received from two new blocks of the district ? Nawada and Nabagram.
About 50 to 60 chicken had died in Athainagar village under Nawada block while 300 to 400 had died at Panchgram under Nabagram block, the minister said.
Both areas had tested positive for avian flu, he added.
Rahaman said state animal husbandry officials had been asked to check out the poultry deaths in Nawada and Nabagram as reports of casualties poured in from the two blocks.
The four blocks affected in the district are: Khargram, Barwan, Nabagram and Nawda.

In Nadia district, culling is being taken up in Tehatta block on Sunday, district officials said. Tehatta block had reported over 250 deaths while official sources said more than 1000 poultry deaths had occurred at Tehatta, Dhubulia and Krishnagar blocks in the district. Unofficial figures put the death toll in the district at 10,000.

Kolkata: As bird flu wreaks havoc in West Bengal, the forest department has brought under the scanner thousands of migratory birds that visit the State every winter from Siberia and East Europe.
"We are keeping a close watch on all the migratory birds that have arrived since October at the Santragachi Lake in Howrah. We have increased the number of our officials to carry out round the clock monitoring and alerted the veterinary surgeon there," Howrah Divisional Forest Officer Sanjit Chakraborty told IANS.
Migratory birds frequent Santragachi, a thickly populated area around 10 km from Kolkata, during the winter months ?October to March. According to the forest department, Santragachi saw 5,120 migratory birds arrive till January 5, 2008.
Chakraborty said the forest department was keeping a tab on the movement of migratory birds.
"We have asked our officials to alert the higher authorities if any deaths take place among the birds," he said.
The migratory birds make their winter home in two places in and around Kolkata ? Santragachi and Alipur Zoo in the metropolis.
"The birds generally start coming to the zoo from February," Alipur Zoo director Subir Chowdhury told IANS. "We shall consult our veterinary surgeon and do the needful."
Bird flu in West Bengal has spread to new areas, tests confirmed on Saturday, even as efforts were on to contain the outbreak by culling poultry. The new areas are Burdwan and Nadia districts.
"The laboratory tests in Bhopal confirmed the spread of the disease to Mangalkot and Purbasthali in Burdwan and Tehatta in Nadia. It was also confirmed that the deaths in Murshidabad district's Khargram and Baroa were also due to the virus," Animal Resource Development Minister Anisur Rahman told IANS. <!-- AdTag -->
Burdwan and Nadia, in southern West Bengal, are barely 200 km from Kolkata.
The State had set a target of slaughtering 4,00,000 poultry birds. But with the spread of the disease to new areas, at least 2,00,000 more birds might have to be culled. According to a World Health Organisation study, a section of migratory birds carry the H5N1 bird flu virus. In 2005, over 6,000 migratory birds died in China due to this strain. The H5N1 virus causes a type of influenza in birds that is highly contagious and can be deadly. It does not usually infect humans unless they come in close contact with infected birds or contaminated surfaces.

"Not even a single case has been reported so far", he told reporters here on the sidelines of a function.

His remarks come in the wake of the outbreak of bird flu in five districts in West Bengal. Since its outbreak on Jan 15 in Birbhum, the bird flu has spread to western and northern areas of the state.

The government has also stepped up culling operations. Dr Ramadoss said the Centre had instructed the West Bengal government to destroy all birds in the affected districts, to control the disease.

He said people in Tamil Nadu need nor harbour any fears about being affected by the disease as no cases of bird flu had been reported in the state.

The minister also said there were no cases of anthrax disease (caused by the bacteria Bacillus Anthracis) in Tamil Nadu.

Bird flu: 100,000 birds culled in Bengal in five days


Around 100,000 poultry birds have been culled in West Bengal since Wednesday as the dreaded bird flu virus engulfed five districts, and the state government staved off criticism over its handling of the crisis.
"We have culled around 100,000 birds in the first four days and the culling operation is on in full swing. Now we have 250 Rapid Response Teams, each team comprising five people," West Bengal Animal Resource Development Minister Anisur Rahman told IANS.
The state had set a target of slaughtering 400,000 poultry birds but with the spread of the disease to new areas at least 200,000 more birds might now have to be killed.
The five districts are Birbhum, South Dinajpur, Murshidabad, Nadia and Burdwan with the last two being the latest to join the dubious list of H5N1 affected areas.
The minister said the culling was almost complete in Balurghat in South Dinajpur, about 375 kms from Kolkata.
Reacting to the central government's criticism of the measures taken in West Bengal, Rahman said that the flu outbreak in Maharashtra in 2006 was in a farm. "But here you have to deal with poultry birds in backyards. In many places, the villagers consider the poultry as part of their family and do not want to part with them," he said.
"We are doing our best going by the fact that something like this has happened for the first time in the state," Rahman said.
Laboratory tests in Bhopal have confirmed the spread of the disease in Mangalkot and Purbasthali in Burdwan and Tehatta in Nadia. It was also confirmed that the poultry deaths in Murshidabad district's Khargram and Baroa were also from the virus.
The first two districts are in southern West Bengal and barely 200 kms from Kolkata.
Union Minister of State for Health Panabaka Lakshmi had said in Kolkata on Saturday: "We are not satisfied (with the measures to combat bird flu in West Bengal)." Although she did not specify where the state was lacking, she alleged that the compensation paid to poultry owners was not properly distributed.
In a statement in New Delhi, the agriculture ministry said on Saturday: "Samples from four blocks of Murshidabad district (Khargram, Burwan, Nowda and Nabagram), one block of Nadia district (Tehatta) and two blocks of Burdwan district (Mongalkote and Purbasthali) have been found positive for avian influenza by rapid tests."
However, the samples from Kolkata's adjoining South 24 Parganas, Cooch Behar (north Bengal), Purulia (southwestern Bengal) and Hooghly (closer to Kolkata) districts have tested negative for avian influenza. Results of the samples sent from Bankura district are awaited from the HSADL (High Security Animal Disease Laboratory), Bhopal.
Till Saturday about 96,010 poultry deaths were reported in Birbhum, South Dinajpur, Murshidabad, Nadia, South 24-Parganas, Burdwan and Bankura districts.
Meanwhile, the forest department has decided to monitor thousands of migratory birds that visit the state every winter from Siberia and East Europe.
More officials have been posted at Santragachi Lake in Howrah, 10 kms from Kolkata, where thousands of migratory birds have arrived since October.
The state government has allocated Rs 30 million as compensation for those losing their poultry birds, Rahman said.
Farmers were being handed over tokens at culling sites and asked to contact their panchayat or village block offices for the money. The payment is Rs 40 for a country chicken, Rs 30 for a broiler and Rs 10 for a chick.
While the minister claimed that culling operations had been stepped up, reports from the districts said the process was slow, often due to villagers resisting the health workers carrying out the cull.
But in areas where a large number of poultry birds had died of the infection, the villagers were more eager to offer their chickens and ducks for culling.
The H5N1 virus causes a type of influenza in birds that is highly contagious and can be deadly. It does not usually infect people unless they come in close contact with infected birds or contaminated surfaces.

As per latest information received, a total mortality of 98,254 poultry birds has been reported from Birbhum, Dakshin Dinajpur, Murshidabad, Nadia, South 24 parganas, Burdwan and Bankura districts of West Bengal. <O:P></O:P><O:P></O:P>
As per the report of HSADL, Bhopal, the sample from district Bankura has also tested positive. Further, more samples from Nadia, Birbhum and Murshidabad districts have also tested positive.<O:P></O:P><O:P></O:P>

CALCUTTA (Thomson Financial) - Avian flu has been reported in three more districts in eastern India where authorities said on Sunday poultry farmers have delayed a massive bird cull aimed at halting the spread of the virus.

A total of six districts in eastern West Bengal state have reported an outbreak of avian flu among poultry including a new one late Suday, the government said.

'Samples of dead chickens in Bankura district tested positive Sunday,' West Bengal animal resources minister Anisur Rahaman told Agence France-Presse.

The outbreak is the third in India since 2006, and the worst so far, according to the World Health Organization, partly because it is more widespread.

The state government aims to kill about 400,000 birds in all the affected districts but culling teams have so far slaughtered just 100,000 after facing hostility from villagers.

'Police have been asked to accompany the culling teams which is bringing good results,' Rahaman said.

Residents oppose the slaughter of their birds because they want immediate compensation.

'We are planning to pay compensation to the poultry owners on the spot,' Rahaman said. Around 30 million rupees had been set aside for compensation.

Near Margram village -- the epicenter of the outbreak -- the biggest poultry farm with 30,000 birds remained untouched as the owner locked up the premises.

Humans typically catch the disease by coming into direct contact with infected poultry, but experts fear the deadly H5N1 strain of the virus may mutate into a form easily transmissible between people.

Migratory birds have been blamed for the global spread of the disease, which has killed more than 200 people worldwide since 2003.

New Delhi, DHNS: Samples from four blocks of Murshidabad (Khargram, Burwan, Nowda and Nabagram), one block of Nadia (Tehatta) and two blocks of Burdwan district (Mongalkote and Purbasthali) have been found positive for avian influenza, official sources said.

During the two previous outbreaks in Maharashtra-Gujarat-Madhya Pradesh and Manipur, more than two districts from one particular state were never affected by the disease. In February, 2006, the first outbreak occurred in Navapur in Maharashtra and Uchchhal district in Gujarat which are in close proximity.
