GUWAHATI, Aug 24: The Assam Agricultural Officers? Association has submitted a memorandum to the Assam Pay Commission demanding the reorganization of the Agriculture Department by eliminating 2 cadres out of cadres in the Assam Agricultural Service. It said that this would create more promotion avenues for the officers.
The association also demanded parity in status and scale of pay of the graduate degree holders of agriculture, veterinary, medical science and engineering at the entry point in their respective service as decided by the Government of Asom in August 1977. The association said that since officers and staff working in the field and laboratories are exposed to poisonous substances, hazard allowance should be provided for the employees.:tiphat:http://www.sentinelassam.com/index.htm[/FONT]

Culling operations in 11 areas over

GUWAHATI, Dec 29 ? Culling of poultry and disinfection operations in the State?s eleven epicentres of bird flu have been completed and sanitation certificates for nine of these locations have also been issued to the Central Government by the State. Culling and disinfection operations in the epicentres are taken up to prevent spread of the dreaded disease to new areas. Altogether 18 locations in the State reported outbreak of the disease in a span of around one month since November 27 last.

Highly places sources in the Veterinary Department said here today that culling operations had also been completed in the 3 km-radius areas around Doloigaon in Bongaigaon district, which reported outbreak of the disease most recently.

Though culling operations in the 3 km radius areas around Manahkuchi and Rongamati in Kamrup district are expected to be over by December 31, similar operations in the 3 km radius areas of Bardulipara village in Baksa and Nilibari village in Chirang District are expected to take a few more days to be completed, said the sources.

Meanwhile, culling operations in the 3 km radius around Urputmaniaritiniali in Kamrup District started today, said the sources.

The State Government today launched the rehabilitation programme for the benefit of 5,600 families in Dhubri District and 6,300 families in Kokrajhar District whose poultry populations were killed as a preventive measure last year in the event of bird flu outbreak in the neighbouring West Bengal. State Veterinary Minister Khorsing Engty launched the programme at Srirampur and Agamoni in Kokrajhar and Dhubri Districts respectively in presence of the senior officers of the Veterinary Department, said the sources.

Under the programme, each of the beneficiary families will get two pigs or three she goats free of cost and one he goat will be provided to a cluster of seven such families living in the same area, said the sources.[/SIZE]

West Bengal

Department of Animal Husbandry and Dairying, GOI has notified Avian Influenza Outbreak in Englishbazar block, Malda District of West Bengal on 15.12.2008. Containment measures are continuing. Culling operation completed. 220 animal health workers are under chemoprophylaxis. The active surveillance in 0-3 Km is continuing. Surveillance in 3-10 Km has also started in phases. 96 health workers have been deployed for active surveillance. Surveillance data is at Annexure-I. The State Govt has adequate stock of ventilators, PPE and Oseltamivir

Assam

The first notification of Avian Influenza in Assam was in Hajo block of Kamrup district on 27.11.2008. Since then 17 other epicenters have been notified. The details of the epicenters are at Annexure-II. Containment operations are being instituted in the new epicenters.

Brief of containment operations

? Culling activities has been completed in all earlier notified blocks. Mopping up and sanitization are underway. So far a total of cumulative 4,21,057 birds have been culled.

? A total of 256 Animal Health workers, who were deployed for the culling activity are on Chemoprophylaxis [as on 26.12.2008].

Surveillance

? Central government has deployed RRTs to cover all epicenters. They are working with the state RRT teams.

? Active house to house surveillance for 10 days post culling/ mopping is over in Rajabazar [Hajo block], Sarpara [Rampur], Central Chick farm [Khanapara] in Kamrup district, Katajhar [Gobardhana block] of Barpeta District, Khelwari Para pt II [Boitamari Block] of Bongaigaon district and Kathla [Paschim Nalbari] of Nalbari District. In these areas passive surveillance is continuing.

? In the remaining affected areas active house to house surveillance is being followed in 0-3 km zone In 3-10 km area surveillance is conducted in phases. As per the reports received, a population of 2,60,834 was covered in 0-3 Km area and 64,277 in 3-10 km area.

? 96 cases of Upper Respiratory Infection [URI] with fever were detected [67 in 0-3 Km and 29 in 3-10 Km]. None of them had history of handling dead or sick birds.

? 32 cases of URI with fever in the outpatient department were detected in the identified health facilities.

? 712 Health Workers are deployed for surveillance.

? Available details of epicenter-wise surveillance is at annexure-I.

Logistics

40,000 capsules of Tamiflu, 12,000 surgical masks, 1200 personal protective equipments, 400 N-95 masks, 50 bottles of tamiflu syrup and 8 ventilators have been supplied by MoHFW. Sufficient anti-viral drugs and PPE are in stock with the State Government.

Communication

? Messages to create public awareness are being telecast/ broadcast in local channels and AIR.

? Local campaign such as miking and interpersonal communication is followed in all epicenters.

Monitoring

? The situation is being monitored on a daily basis.

The Assam government has made it clear that avian influenza has
spread to new areas of the state. Sources in the Animal Husbandry and
Veterinary Department said that the deadly bird flu virus was
confirmed in about 15 more villages. The health authorities have been
asked to cull nearly 70 000 birds in these areas.

Speaking on this situation, a veterinary department official said:
"So far, about 150 villages in 8 Assam districts were hit by bird
flu, and Rapid Response Teams have already slaughtered about 510 000
chickens and ducks since 27 Nov 2008." The latest report added that
culling was in progress in the new areas, including Manahkuchi of
Hajo, Chayani Barduar block in Kamrup (Rural), Tihu-Barama of Baksa,
Chachaligaon Burachowk in Nagaon, Rangamati and Aurpakmoniari Tiniali
in Kamrup (Metro).

"We have so far identified 19 epicenters affected by bird flu in
Assam. Culling operations in newly affected areas have already begun,
while in some places, the drive is almost complete," added the
official. The official said the source of the deadly virus was
difficult to ascertain as it was air-borne. The Assam government has
already banned sale and movement of poultry products from bird flu
affected areas.

It may be recalled that the deadly bird flu was 1st detected in
Kamrup (Rural) district on 27 Nov 2008. Since then, more than 500 000
poultry have been culled by state authorities. Furthermore, the Union
government has also established the outbreak of the disease among the
poultry of Doloigaon Uzanpara village under Dhaligaon Development
Block of Bongaigaon District.

Epidemiological investigation is ongoing. Stamping out of all domestic poultry is being applied in an approximately 3-km-radius zone around the outbreaks followed by compensation of the owners.
An intensive surveillance campaign has been launched in a 10-km-radius zone including:
- closure of poultry markets and prohibition on sale and transportation of poultry products in the infected zone;
- disinfection of premises after culling and sealing of premises where appropriate.
Restocking will be applied in accordance with a specific protocol.​

Culling in 7 centres to be over soon

GUWAHATI, Jan 3 ? The State Veterinary Department has issued sanitisation certificates against eleven epicentres of the dreaded bird flu to the Government of India. In the rest seven epicentres, culling and consecutive operations are expected to be over within a day or two. Official sources here said that the Government of India has asked the State Government to go for the post-operative surveillance programme (POSP) in the areas where culling and subsequent cleaning operations are over. The Deputy Commissioners of the district have been asked to conduct the POSPs in accordance with the World Organisation of Animal Health. POSPs are expected to start in the bird flu-hit areas at the earliest, said the sources.

Culling operations are expected to be over in the 3 km radius areas around Chalchali Gaonburhachawk village in Nagaon district. Rangamati, Urput Maniari Tiniali and Manahkuchi in Kamrup district by tomorrow or day after tomorrow.

However, due to resistance from the people, administration has to requisition the services of the police in Bardulipara area in Baksa district to launch culling operations, said the sources.

In Nilibari area, culling operations are over and mopping operations are expected to be over there within a day or two.

Meanwhile, cleaning and dis-infection operations are over in the Doloigaon Uzanpara areas in Bogaigaon district, said the sources.

Government of India observers Dr D Biswas, Dr Sukumar Banerjee, Dr P P Pant, Dr S Manna, Dr K Ali and Dr Kalyan Roy are overseeing the operations in the bird flu-hit areas as Central Observers, said the sources.

Till January 2 evening, the State Government has paid an amount of Rs 1,62,45,109 to the affected farmers as compensation. Till last evening, 4,83,883 poultry were culled and 1,62,724 eggs and 12,761 kgs of poultry feed were destroyed in the bird flu-hit areas, said the sources.

Status Report on Avian Influenza in Assam and West Bengal as on 4.01.09

West Bengal

Department of Animal Husbandry, Dairying and Fisheries has notified a new epicenter-village Binay Krishnapally in Mathegara block of Darjeeling district on 2nd January 2009. On receiving information from that Department, MOHFW has deputed Central Team to assist the State Government in containment operations.

Assam

Since the first notification of Avian Influenza in Assam on 27.11.2008, 17 other epicenters, spread over eight districts have been notified. The last notification was on 24.12.2008. For the past eight days no new centres have been notified.

Brief of containment operations

? So far a total of 4,62,670 birds have been culled.

? A total of 455 Animal Health workers, who were deployed for the culling activity are on Chemoprophylaxis.

Surveillance

? Central government RRTs is covering the epicenters notified on 24.12.2008. They are working with the state RRT teams.

? Active house to house surveillance for 10 days post culling/ mopping is over in earlier notified areas. In these areas passive surveillance is continuing.

? In the remaining affected areas notified on 16th and 24th Dec. 2008 active house to house surveillance is being followed in 0-3 km zone In 3-10 km area surveillance is conducted in phases. As per the reports received, a population of 4,08,819 was covered in 0-3 Km area and 1,64,763 in 3-10 km area.

? 26 cases of Upper Respiratory Infection [URI] with fever were detected [21 in 0-3 Km and 5 in 3-10 Km]. None of them had history of handling dead or sick birds.

? 33 cases of URI with fever in the outpatient department were detected in the identified health facilities.

? 836 Health Workers are deployed for surveillance (as on 03.01.09).

Logistics

40,000 capsules of Tamiflu, 12,000 surgical masks, 1200 personal protective equipments, 400 N-95 masks, 50 bottles of tamiflu syrup and 8 ventilators have been supplied by MoHFW. Sufficient anti-viral drugs and PPE are in stock with the State Government.

Communication

? Messages to create public awareness are being telecast/ broadcast in local channels and AIR.

? Local campaign such as miking and interpersonal communication is followed in all epicenters.

Monitoring

? The situation is being monitored on a daily basis.

Avian Flu in Hills

KOLKATA, Jan. 8: Despite the on-going impasse in the Darjeeling hills because of the Gorkhaland movement, the state animal resources development department has decided to step up surveillance on poultry birds in the hill areas after presence of bird flu virus was confirmed on 6 January.

The state ARD officials had ordered culling of poultry birds in Takdah located in the hills of Darjeeling as soon as presence of H5N1 virus was clinically confirmed. Now, with the law and order situation deteriorating in the hills, the decision to cull the poultry birds with the clinical confirmation appears to have been a wise one. As laboratory confirmation of bird flu virus took a few days, it could have been spread in a vast area if culling had not been ordered based on the clinical confirmation.

The state had earlier urged the Centre to help carrying out surveillance on poultry birds in the Darjeeling hills saying state officials were facing serious problems owing to the agitation launched by Gorkha Jan Mukti Morcha. Senior ARD officials said while they are yet to receive any response from the Centre in this regard they have decided to strengthen the vigilance in the area.

?That does not mean we were not carrying out surveillance earlier in the area. But as presence of bird flu has been confirmed in the hills, we have to be more alert so that the spread of the virus could be stopped,? said an official.

A few senior officials also informed that they would get in touch with the Centre once again so that they can secure help from Central experts while carrying out surveillance of poultry birds in the hills.

Chicken back in business despite confusion over bird flu
Guwahati: Chicken shops in Assam on Saturday returned back to business as the State Government lifted the ban on sale of poultry products just three days before the biggest festival of Assam, the Bihu.
The Assam Government issued an official notification on Friday night following which poultry shops were seeing brisk sale since Saturday morning after remaining out of business for the past two months.
Commissioner of the Animal Husbandry department Shyam Mewra issued the order signalling the end of the trauma for the poultry farmers.
However, Kamrup (Metro) ADC C K Bhuyan informed this afternoon that they had not received any order so far, but only the wireless message of the State Government.
Meanwhile, the order withdrawing the sale ban could be seen pasted on every chicken shop of Guwahati.
The poultry farmers were facing a hard time after losing out on the high demand season as the sale was banned from November 17 after outbreak of bird flu near Guwahati city.
According to the poultry farmers association, a staggering Rs 18 crore had been lost since sale of chicken has been banned since November 17.
Notably, according to a statement issued by the state veterinary department, over five lakh birds have been culled and a total compensation of Rs 1.67 crore has been paid.
However, what worried the buyers today in Guwahati city was that all the chicken available in the market was full grown and mature, casting a shadow over the genuineness of the culling operation in and around Guwahati where bird flu was detected.
Moreover, the Government's order on Friday night did not specify the reason behind the withdrawal of the order, nor has it declared Assam bird flu-free.
However there were no reports of any fresh incidence of bird flu from any part of the state in the past one week.
No unusual mortality was reported from any part of the state since December 24, state Veterinary Minister Khor Sing Engti informed the Assembly in a written reply on Wednesday.
Of the total birds killed, 3.32 lakh were from 250 commercial farms and rest from backyard poultry farms, Mr Engti said.

Assam declared bird flu-free, chicken back in market
Guwahati, Jan 10:Assam has been declared free of bird flu and the ban on sale of poultry products has been lifted, according to an official notification issued by the state government last night.
Commissioner of Assam government's Animal Husbandry department Shyam Mewra issued the order which came as a sigh of relief to the poultry farmers.
The government order did not specify the reason behind the withdrawal of the order. However, there were no reports of any fresh outbreak of bird flu from any part of the state in the past one week.
According to the poultry farmers association a staggering Rs 18 crore had been lost since sale of chickens was banned on November 17.
Nearly 4.34 lakh birds, including commercial and backyard poultry, were culled till last week, state Veterinary Minister Kher Sing Engti said on Wednesday.
No unusual mortality of birds was reported from any part of the state since December 24, Engti informed the Assembly in a written reply.
Of the total birds killed, 3.32 lakh were from 250 commercial farms and rest from backyard poultry farms, he added.

State lifts ban on poultry with conditions

GUWAHATI, Jan 12 ? The State Government has asked the Deputy Commissioners of the districts to lift the ban on sale of poultry and poultry products on some conditions. The notification for the purpose has been issued by the Veterinary Commissioner of the State in accordance with the guidelines of the Government of India, said official sources here.

The ban on sale of poultry and poultry products was imposed in many districts in the wake of outbreak of bird flu in various parts of the State, which was detected gradually since November 27 last.

The conditions laid by the Government for lifting the ban include ? the districts which have not witness outbreak of the disease in their poultry populations, but, the poultry and poultry products on sale not originating from the affected areas and such products not coming through the 3 km radius of the epicentres of the disease. However, the authorities concerned should ensure origin of such poultry and poultry products by seeking certificates of origin from the traders.

Prohibitory orders on the sale of poultry and poultry products will be on in the districts where culling, mopping and cleaning operations are on. Sources said that the ban on sale of poultry and poultry products originating from Chirang and Baksa districts would remain in place.

Despite culling operations still on in at least three nearby districts of Guwahati, sale of chicken has been allowed all over Assam, including in the biggest market here, by the state veterinary department, which has infuriated the district administration as they issued official statement saying that no sale was allowed.

Meanwhile, confusion prevailed among the masses as the chicken traders were seen in hectic activity, trying to make up for the losses since the chicken sale was banned on November 17.

Commissioner of Assam government's Animal Husbandry department Shyam Mewra had issued an official notification on January 11, signalling the end of the trauma for the poultry farmers.

Of the total birds killed, 3.32 lakh were from 250 commercial farms while the rest were from backyard poultry farms.

India: Avian influenza has spread to the north-east India

The Indian authorities have destroyed 200 000 chickens in the Northeastern state of Assam in the next two days at the rejection to prevent the spread of avian influenza. So far, about cases of people in India are not reported, but experts are concerned about the possibility of mutation of H5N1, or combining it with the highly contagious seasonal influenza virus with a pandemic, which could prove fatal to millions of people. Since the emergence of the virus in Asia in 2003, it killed more than 200 people in 12 countries. WHO has identified the most massive in the Indian outbreak of avian flu in the neighboring state of West Bengal in January last year when it was destroyed 4 million birds.
