Gorakhpur, Uttar Pradesh: Doctors in the BRD Medical College in Gorakhpur who had been boycotting work, after a junior doctor was assaulted by the relatives of a boy, have now called off their strike. The boy died soon after he was admitted on Tuesday. 150 doctors who were striking work had said they would only return to treat patients, once adequate security is deployed in the hospital to prevent future harassment by relatives of patients.

Toll mounts as brain fever grips 'resurgent' Bihar

SHOUMOJIT BANERJEE

82 children have died in Magadh division

Bihar is in the grip of yet another lethal outbreak of viral encephalitis, which has claimed the lives of 82 children in the Magadh division so far. The latest death was reported on Sunday.

The division's only government hospital, the Anugrah Narayan Magadh Medical College Hospital, has been swamped with 383 cases of encephalitis, with an average of six cases pouring in each day.

This is the second major bout of encephalitis to strike the State since the onset of monsoon this year, with more than 50 children dying in the Tirhut division in June.

Hospital sources ascribe more than a third of the 82 deaths to the lethal Japanese Encephalitis virus.

Disturbingly, the issue has barely found any space in local dailies, whose main pages have been devoted to unwanted details of Chief Minister Nitish Kumar's ?Seva Yatra.'

Encephalitis: High Court seeks report from Bihar
Santosh Singh

The Patna High Court has asked the state government to submit a detailed report on measures taken to treat and control encephalitis cases, especially in Magadh region.

The government has to file its reply within two weeks.

Since August, of the 386 children admitted at ANMMCH, 83 died ? the last death reported on November 14. The hospital still has 27 admissions, with no fresh cases reported since last week.

Fifty deaths because of suspected encephalitis took place at two Muzaffarpur hospitals in the last three months.

Health department Principal Secretary Amarjit Sinha told The Indian Express: ?Though we confirm over 80 deaths in the past three and a half months, there is no fresh spurt. Rather, with onset of winter, it has been on the wane.?

Gaya?s premier Anugrah Narain Magadh Medical College and Hospital has 40 children admitted.

Sinha said: ?Unlike Muzaffarpur, we had some definite clues on Gaya cases as Japanese Encephalitis was detected in 12 samples.?

Asked if all deaths were because of encephalitis, he said: ?We suspect that it could be either JE or acute encephalitis syndrome. These deaths were reported from four districts of Gaya, Aurangabad, Nawada and two adjoining districts of Jharkhand.?

PATNA: As many as 386 cases of encephalitis were reported by government hospitals in the state this year, of which 46 were confirmed cases of the dreaded Japanese encephalitis (JE). Ro's Comment -This fatality figure is a misrepresentation of the situation in Bihar. 52 children (and perhaps 2 adults) died in Muzaffarpur in June, and at least 85 have died in Gaya district bringing the total to 137 at a minimum. How I can know this from a distance of 8,000 miles away, but the Times of India is unable to find this information is beyond me. The Indian Express and Telegraph stories below suggest that the figures quoted above are for the government hospitals in Gaya only.

NIV-Pune team in Gaya to detect non-JE cases
Santosh Singh
Posted: Sun Nov 20 2011, 00:26 hrs
A team of National Institute of Virology (NIV), Pune, on Saturday reached Gaya’s premier government hospital where 85 deaths have been reported out of 389 admissions since this August. The NIV team is at the Anugrah Narain Magadh Medical College and Hospital (ANMMCH) to take blood samples “to decode non-Japanese encephalitis (JE)” cases.

Doctors in Gaya, however, said most cases were of JE.

Hospitals in Bihar have the facility to conduct only the Elisa test of cerebral spinal fluid. The cent per cent confirmatory test — Advanced Reverse Transcriptase Polymerase Chain Reaction (RT-PCR — is available only with NIV, Pune.

Besides, the Elisa test can only detect category I and II of JE. The test, however, cannot diagnose Category III cases that show same symptoms as the non-JE virus. In Muzaffarpur, 52 patients, who died of suspected encephalitis this summer, were said to be of category IV.

Scourge sting puts govt on toes
SUMI SUKANYA

Patna, Nov. 19: The state government has finally swung into action to fight the outbreak of encepha-litis, but not before the death of 85 children.

Health department principal secretary Amarjeet Sinha today said plans were afoot to set up paediatric Intensive Care Units (ICUs) at Anugrah Narayan Magadh Medical College and Hospital (ANNMCH), Gaya and Sri Krishna Medical College and Hospital (SKMCH), Muzaffarpur in the wake of the huge number of suspected Japanese encephalitis and Acute Encephalitis Syndrome cases reported in the two health hubs in recent times.

“The outbreak of Japanese encephalitis and Acute Encephalitis Syndrome cases in Gaya and adjoining areas is very unfortunate. The disease has so far claimed 85 lives. We are trying our best to check further spread of the disease,” he said.

Sinha’s comment comes a day after The Telegraph reported that ANNMCH had in the last 88 days received 389 patients, of whom 85 had succumbed to the mosquito-borne disease.

Rise in encephalitis cases at Kasturba Hospital

Mumbai:
After the recent outbreak of encephalitis in the northern area of Gorakhpur, Kasturba Hospital — the BMC hospital for infectious diseases — has reported a sudden spurt of encephalitis cases in the city over the past month.

“We have reported around 2-3 weekly cases of encephalitis over the past month. Normally, we get these many cases once a month,” said a senior doctor at the hospital.

“However, none of the blood samples have been sent to the National Institute of Virology or the Haffkine's Institute to decide the type of encephalitis: Japanese or viral. The samples should have ideally been sent for further assessment ,” the doctor saidgoes on.

Comment - The article goes on to suggest that Japanese Encephalitis is suspected. However, earlier confirmed fatal cases of chandipura virus have been found in Northern Maharashtra this year in the Nagpur region. Also several fatal unidentified AES cases from Maharashtra have been supposed to be due to enteroviruses. These earlier cases are documented in this thread. [Edit: Officially, the NVBDCP has counted only 4 cases (3 fatal) of AES in Maharashtra this year - a demonstrable undercount]

Cases of brain fever start being reported
Naveen Kumar, TNN | Nov 28, 2011, 09.52PM IST

VARANASI: Now, sporadic cases of brain fever have started to give nightmares to district health administration. Worse still, the pathetic sanitary conditions in different localities are raising eyebrows on the preparation of administration to counter the menace of mosquitoes, believed to be carriers of brain fever.

While Japanese encephalitis (JE) or even acute encephalitis syndrome (AES) are yet to make their appearance in the region, the health administration is already on its toes to ward off the threat of brain fever, terming it as cases of encephalitis and meningitis. The recent reports of various government hospitals, including SPG and DDU, are also indicating an spurt in such cases with more than a dozen cases reported from each of these government hospitals in November. Two young children, admitted in serious condition, had also died.

"Sporadic cases of brain fever resulting from encephalitis (not JE or AES) and meningitis are pouring in from different parts of the region, but the situation is under control. We have intensified surveillance to keep close vigil on emerging cases, especially cases of brain fever and even cerebral malaria," chief medical officer Gyan Prakash informed TOI.

It may be mentioned here that as many as four members of a family in the district succumbed to cerebral malaria (caused by Plasmodium falciparum) earlier this month. Saying that the region seems to be free from the havoc of JE and AES, district malaria officer MA Khan emphasised that the sporadic cases of encephalitis causing swelling in the brain or meningitis are not new in the district. "We are keeping a vigil on the situation and it is the viral nature of JE or AES that makes them dreaded. The main worry remains the JE, AES and cerebral malaria, all fatal form of vector-borne diseases caused from the bite Culex and Anopheles mosquitoes respectively," he added.

New Delhi:

The infected pigs that were responsible for the first-ever Japanese Encephalitis cases in the city, are untraceable and the Delhi government is yet to launch a dri-ve to collect blood samples of 500 pigs from slaughter houses even two weeks after it was announced.

According to a senior Municipal Corporation of Delhi (MCD) official, ?Vector-borne diseases start showing a dip in winter. So, with no further directions from the state government, we are not sure if we should collect samples.?

...

As many as 14 people from Northwest, Central and East Delhi were diagnosed with JE between September-October.

Asked about the sample collection, MCD Health Committee Chairperson V K Monga described the process as a ?tedious? task and that that the process was delayed because of problems in procuring the appropriate test tubes.
