Hong Kong is on full alert for both human and avian flu outbreaks after the mainland confirmed a bird flu case involving poultry in Guangzhou.

The Food and Health Bureau has reacted by suspending for three weeks the import of live poultry from affected areas.
This came as the Centre for Health Protection confirmed a new influenza case yesterday - the 12th since the reporting mechanism was launched last Thursday.
The latest case involves a two-year-old girl with influenza B. The girl was admitted to Tseung Kwan O Hospital on Thursday and is now in stable condition. Separately, mainland authorities confirmed a case of H5N1 avian flu in the Jinhua new market in Guangzhou's Liwan district where 114 head of poultry died and 518 were culled.The Guangdong provincial government and the Ministry of Agriculture have started emergency procedures to keep the situation under control, Xinhua News Agency reported.

Hong Kong's Food and Environmental Hygiene Department will today send an inspection team to the province's registered farms that supply poultry to the territory.
Guangdong governor Huang Huahua said in Beijing the authorities are monitoring those who have been in contact with the chickens in Liwan but have found no abnormalities so far. He said the chickens came from other provinces.
The Food and Health Bureau earlier confirmed there are no chicken farms that supply Hong Kong within a 13-kilometer radius of a market in Foshan where 2,000 chickens were culled.
Thirteen farms in Foshan outside the radius and nine in Guangzhou supply poultry to Hong Kong.
Meanwhile, the Labour Department has issued health warnings, calling on companies to step up preventive measures such as disinfecting the workplace.
"Everyone should continue to be vigilant in guarding against the spread of the disease in the workplace," a spokesman said.
He urged the public to maintain good ventilation, disinfect commonly used equipment while keeping the workplace, including floors, carpets, doors and windows clean. GUANGZHOU - Hong Kong is planning free flu vaccinations for 1 million children aged 12 and under to prevent further spread of the epidemic.

The project would cost about HK$100 million ($13 million), said Hong Kong Secretary for Food and Health York Chow on Friday, one day before five more school children were suspected of contracting the virus.

The large-scale initiative will be evaluated by the Commission of Science of Hong Kong.

Health authorities said the virus was running wild in Hong Kong's community and schools after killing four children and infecting increasing numbers of people, as investigations began on the five new cases to confirm whether flu was the culprit.

Flu was found to have caused the deaths of two children in Hong Kong earlier this month. On March 1 a child died from H1N1 and another from H3N2 on March 14.

Both strains have appeared in different countries in past months.

The results prove the children did not die of any new or more virulent virus, a spokesperson for Hong Kong's Center for Health Protection said.

The speaker said outbreaks were getting worse in Hong Kong as the city grows more crowded and the conditions more conducive to cross infection.

Chow said the possibility of extending school closures could not be ruled out if the situation didn't improve.

Sources from the World Heath Organization (WHO) said the current outbreak was not out of the ordinary for the peak flu season, and that the WHO would keep an eye on the situation in Hong Kong, according to www.cri.cn.

Meanwhile, neighboring Guangdong province launched an overall flu surveillance mechanism on Saturday.

The mechanism will detect any new outbreaks and notify relevant departments when to adopt emergency control measures.

The provincial health department said the flu-B virus that had appeared in Guangdong did not vary.

People should not panic because flu-B is much less virulent than flu-A, which is spreading in Hong Kong, Lin Jinyan, vice-director of the Guangdong Center for Disease Control and Prevention (CDC), said on Friday.

He said he believes that the province has sufficient experience to handle the current flu outbreaks.

The provincial health and education departments have jointly ordered all kindergartens, elementary and middle schools to examine their students' health every morning.

"No school has been closed so far," Lin Jinyan said. "But people who have contracted flu should stay home from school or work."

Experts say the number of flu patients will not significantly fall until the end of April.

Until now, Guangdong has reported just five outbreaks in which 15 people have contracted the virus.

Shenzhen, Zhuhai, and Shaoguan each have had one outbreak and Guangzhou two, according to the provincial health department.

Influenza is most active between March and July.

The Centre for Health Protection (CHP) of the Department of Health today (March 17) received five new reports concerning children admitted to public or private hospitals because of suspected influenza-related complications, bringing the accumulative number of cases under the influenza surveillance arrangement to 17.

A CHP spokesman said that among the 17 cases, five had laboratory evidence of influenza infection.

One of these five cases involved a 12-year-old girl reported to CHP today.

She was admitted to Princess Margaret Hospital on March 16 and is now in serious condition.

The remaining four cases included a two-year-old girl admitted to Tseung Kwan O Hospital on March 13 and a three-year-old boy admitted to Princess Margaret Hospital on March 11. Both of them are in stable condition.

The other two girls aged seven and eight, admitted to Tuen Mun Hospital on March 11 and March 7 respectively, were discharged.

CHP is following up on the remaining reports.

The influenza surveillance arrangement has been implemented between CHP and local hospitals to monitor the trend of complications suspected to be related to influenza in children since March 13.

Meanwhile, the CHP followed up on four new reports of influenza-like illness (ILI) outbreaks affecting four secondary schools involving 23 people (see Annex).

The spokesman said that ILI may be caused by influenza or other respiratory viruses.

CHP's officials have provided health advice to the staff of all these institutions.

The telephone hotline (2125-1133) set up by CHP to answer public enquiries on seasonal influenza has so far received 197 calls.

GUANGZHOU - The bird flu outbreak in the capital of Guangdong province has not involved any humans, provincial governor Huang Huahua said on March 17, 2008, in Beijing on the sidelines of the NPC sessions.

The decision for the suspension was made on Sunday, Hong Kong's Food and Health Bureau said.

Relevant departments in Hong Kong said they would reinforce the inspection of poultry imports from other parts of the mainland as well as strengthen the interception of illegal poultry imports.

The National Bird Flu Reference Laboratory confirmed that the affected birds tested positive for the H5N1 bird flu virus on Sunday, marking the country's fifth outbreak among poultry this year.

"We have built up strict surveillance measures for people who are working in zoos, poultry farms and the poultry transportation sectors to prevent human infection
," Xiong Yuanda, an official of Guangzhou health bureau, said.

People should not touch live poultry to prevent becoming infected with bird flu, medical expert Zhong Nanshan said.

They are now in stable condition.

The number of cases that had laboratory evidence of influenza infection is still five (which were announced yesterday).

Of them, two patients have been discharged while three others are in stable condition in hospital.

For the remaining 14 cases, preliminary tests on 12 patients have shown negative results for influenza.

Two are pending influenza test results.

Noting that CHP did not receive any report of institutional outbreak of influenza today, the spokesman appealed to members of the public to stay vigilant by taking necessary precautionary measures to prevent influenza.

They should maintain good personal as well as environmental hygiene and build up good body immunity by having a proper diet, regular exercise, and adequate rests, reducing stress and avoiding smoking.

The telephone hotline (2125-1133) set up by CHP to answer public enquiries on seasonal influenza has so far received 209 calls. It will continue to operate between 9am and 6pm from Monday to Friday except public holiday.

The number of people who went to private doctors last week complaining of flu symptoms was up 20 per cent from the same week last year, a health official said yesterday.

Still, the number was well short of the record, said Thomas Tsang Ho-fai, controller of the Centre for Health Protection.

Of every 1,000 consultations, 76 were for flu symptoms, against 60 in the same week last year. The record is more than 100.

Dr Tsang, who was speaking on a radio programme, said the peak flu season still had a few weeks to go and there could be fresh outbreaks in schools after the Easter break.

The government ordered kindergartens and private schools to shut for two weeks last Thursday after several flu outbreaks in schools and the deaths of four children with flu symptoms.

Since then, the number of children seeking treatment at public hospitals for flu symptoms had returned to normal and the pressure on beds in children's wards had eased, Dr Tsang said.

The Hospital Authority said occupancy rates in children's wards had been falling since Friday and by yesterday were down to 90 per cent. However, medical wards are still full.

The authority appealed to the public to remain vigilant for flu symptoms and to take precautions to avoid catching the virus, especially with the Easter holiday weekend looming.

For the first time since last Thursday, when the Centre of Health Protection required institutions to report flu outbreaks, no reports of fresh outbreaks were received yesterday.

However, it received two new reports of children being admitted to hospital with suspected complications arising from flu infection.

The two, both boys aged two, were admitted to the intensive care unit of United Christian Hospital, one on March 10 and the other last Thursday. Both are in stable condition.

Since Thursday, the centre has confirmed five children have flu. Two have already left hospital. Of another 14 admitted with suspected complications arising from flu, 12 did not have flu. Test results for the others are pending.

People are advised to maintain good personal as well as environmental hygiene and build up good body immunity by having a proper diet, regular exercise, and adequate rest, reducing stress and avoiding smoking.

Girl with flu-related complications recovers

A 20th child has been admitted to hospital due to suspected influenza-related complications.

3 flu-related complications reported

The telephone hotline (2125 1133) set up by CHP to answer public enquiries on seasonal influenza has so far received 230 calls. It will continue to operate between 9am and 6pm from Monday to Friday except public holidays.
