　　There are 377 patients under isolation currently. So far, 98 patients who had COVID-19 confirmed or probable infections have been discharged upon recovery.

CHP investigates 16 additional cases of COVID-19

The Centre for Health Protection (CHP) of the Department of Health (DH) announced that as of 4pm today (March 19), the CHP is investigating 16 additional confirmed cases of COVID-19, taking the number of cases to 209 in Hong Kong so far (comprising 208 confirmed cases and one probable case).

The CHP again urged members of the public to maintain an appropriate social distance with other people as far as possible in their daily lives. In particular, they should go out less and avoid social activities such as meal gatherings or other gatherings to reduce the chance of contacting infected persons, who may not present any symptoms, and minimise the risk of outbreak clusters emerging in the community.

Today’s cases involve 11 males and five females aged between 19 and 51. Among them, 14 had travel history during the incubation period / are classified as imported cases. For case details, please see Annex I. The CHP's epidemiological investigations and relevant contact tracing on the confirmed cases are ongoing. For the progress on the contact tracing of the cases, please see Annex II.

The spokesman said, "The CHP strongly urges the public to maintain at all times strict personal and environmental hygiene, which is key to personal protection against infection and prevention of the spread of the disease in the community. On a personal level, members of the public should wear a surgical mask when having respiratory symptoms, taking public transport or staying in crowded places. They should also perform hand hygiene frequently, especially before touching the mouth, nose or eyes.

"As for household environmental hygiene, members of the public are advised to maintain drainage pipes properly, and regularly pour water into drain outlets (U-traps); cover all floor drain outlets when they are not in use; after using the toilet, they should put the toilet lid down before flushing to avoid spreading germs."

The CHP will report the cases to the World Health Organization, National Health Commission, Health Commission of Guangdong Province, relevant health authorities and the Hospital Authority.

CHP investigates 48 additional cases of COVID-19 and improves the samples collection arrangement under the Enhanced Laboratory Surveillance Programme

The Centre for Health Protection (CHP) of the Department of Health (DH) announced that as of 4pm today (March 20), the CHP is investigating 48 additional confirmed cases of COVID-19, taking the number of cases to 257 in Hong Kong so far (comprising 256 confirmed cases and one probable case).

Regarding the extension of the Enhanced Laboratory Surveillance Programme to cover asymptomatic persons under the Compulsory Quarantine of Persons Arriving at Hong Kong from Foreign Places Regulation (Cap. 599E) starting yesterday (March 19), with an aim to further facilitate the persons under quarantine to have their family members or friends deliver the deep throat saliva samples for the free testing service for COVID-19, the DH will increase the collection points to cover a number of General Out-patients clinics under the Hospital Authority (collection time: from Monday to Friday, 8:30 to 9:30 am except public holiday). Meanwhile, collection time from 9am to 12noon this Saturday and Sunday (March 21 and 22) will be arranged at the 13 designated chest clinics or dermatological clinics under the DH.

The Public Health Laboratory Services Branch of the CHP provides testing for 5 000 samples from the relevant persons per week. Persons under quarantine aged 65 or above or persons under quarantine residing with elderly persons aged 65 or above are target individuals at this stage. The DH's personnel will provide a specimen container to the relevant inbound travellers at Hong Kong International Airport. They are required to collect their deep throat saliva sample in the morning on the specified collection date by themselves at home in accordance with the instructions, and to have their family members or friends deliver it to any of the collection points in the morning on the collection date. If a sample tests positive, the CHP will notify the person concerned and arrange for admission to a public hospital for treatment as early as possible. In general, if no notification is received within three working days after returning a sample, it means the test result is negative and the person concerned is required to continue the quarantine until the quarantine period ends.

Hospital Authority announces incident concerning test of specimens collected at test centre

The Hospital Authority (HA) today (March 21) announced an incident concerning the test of specimens collected at a test centre:

The HA has established temporary test centres at the AsiaWorld-Expo and North Lantau Hospital yesterday (March 20). People arriving in Hong Kong with symptoms of upper respiratory symptoms will be sent to the centres for a viral test, and to wait for the laboratory results. Healthcare staff will arrange the transfer of patients with positive test results to public hospitals for isolation and treatment. As for those who have negative test results, they can return to their residence and continue their home quarantine for 14 days.

The HA laboratory at Queen Mary Hospital was responsible for testing seven specimens collected from the test centre at AsiaWorld Expo. The repeat test conducted in the early morning today found four specimens having different results from the preliminary results obtained last evening.

Two people who had returned directly to their registered residence tested positive for COVID-19 in the repeat test. The HA has immediately reported the cases to the Centre for Health Protection. The two patients have been transferred to hospitals for isolation treatment and are in stable condition now.

Meanwhile, the other two people who had been waiting for the results in the test centre at AsiaWorld-Expo were found to have negative test results for COVID-19 in the repeat test. They were informed of the results and have returned to their residence to continue their home quarantine for 14 days.

The laboratory concerned has preliminarily reviewed the workflow of the laboratory and believed that the four samples might have been swapped during the process. The infection risk of the cases concerned has been assessed and the laboratory test workflow has been reviewed to further enhance the integrity of the test reports.

The HA apologised for the inconvenience caused to the people concerned, while the laboratory test workflow and results disclosure arrangement will be reviewed and streamlined in due course. The HA also expressed gratitude to all staff members from the departments and backend support units in setting up the temporary test centres within a such a short time.

Government announces enhanced measures for disease control

In response to the worsening situation of the novel coronavirus infection due to the rapid increase in the number of imported cases from abroad, major members of the Steering Committee cum Command Centre chaired by the Chief Executive, Mrs Carrie Lam, yesterday (March 21) met the four experts of the expert advisory panel for the second time this week. They decided after the meeting to implement a number of enhanced measures to reduce the risk of a large-scale outbreak in the community.

Strengthen testing programme for people returning Hong Kong

Taking into account that most of the recent confirmed cases are either imported cases and cases related to their close contacts or patients with a travel history during the incubation period, the Hospital Authority (HA) and the Department of Health (DH) will enhance tests for people returning to Hong Kong from overseas, with an aim to identify the patients early and minimise the risk of community transmission. The HA and the DH will fully utilise all resources for testing and adopt a risk-based approach to arrange more tests as far as possible. This includes providing more arrivals with specimen containers at the Hong Kong International Airport to require them to collect their deep throat saliva sample by themselves at residence in accordance with the instructions for testing. If a sample tests positive, the Centre for Health Protection will arrange for the person concerned to receive treatment as early as possible.

Adjustments to public services and temporary closures of some facilities

In view of the latest situation, the Government will once again adjust public services and make special work arrangements for civil servants to reduce social contacts. Starting next Monday, all government departments will provide essential, emergency and limited public services only. Enterprises are urged to make flexible work arrangements for employees to tie in with the Government strategy to fight the disease. Some of the public facilities that reopened earlier will be temporarily closed from next Monday, including leisure venues of the Leisure and Cultural Services Department, public facilities of the Agriculture, Fisheries and Conservation Department, and community halls and community centres of the Home Affairs Department. Relevant authorities will make separate announcements on arrangements of public services and the opening of public facilities.

The Government hopes that members of the public will stay vigilant, avoid all non-essential travel outside Hong Kong, stay at home as much as possible and maintain an appropriate social distance from other people, especially refraining from attending such activities as meal gatherings or other gatherings. As some recent confirmed cases were suspected to be infected at bars, fitness centres and cinemas, the Government urges members of the public to avoid going to these premises which may be of relatively high-risk and appeals to the relevant sectors to make adjustments for the sake of public health, lowering the risk of infection of customers.

Deferral of Hong Kong Diploma of Secondary Education examination

To protect students' health, the Hong Kong Diploma of Secondary Education examination scheduled to start on March 27 will be deferred to April 24 and is expected to be finished on May 25, and the speaking examinations of both Chinese and English language subjects will be cancelled. In addition, classes of all schools will remain suspended until further notice.

Stringent enforcement actions against contravention of quarantine order

Implementing the compulsory quarantine for people returning to Hong Kong from overseas is crucial to the prevention and control of the infection. The relevant departments will step up inspections and adopt "zero tolerance" towards those contravening the quarantine order. Immediate prosecution will be taken without any warning. Offenders are subject to a maximum fine of $25,000 and imprisonment for six months. The Government strongly urges people under quarantine to exercise self-discipline to abide by the quarantine order, and not to defy the law.

Strengthening disease prevention at residential care homes for the elderly

As the elderly are of higher risk in contracting the disease, the Government will help residential care homes for the elderly and residential care homes for persons with disabilities to strengthen disease prevention. The Chief Executive has earlier on decided to provide one million surgical masks monthly to these institutions for use by the nursing staff, and that will now be doubled to 2 million monthly. In addition, the Social Welfare Department will arrange the spraying of an anti-bacteria coating developed by an innovation and technology team of a local university in the institutions to strengthen the prevention of the virus.

"More than seven million Hong Kong people have been fighting the disease together in the past two months, enabling Hong Kong to sail through the epidemic wave after wave. But the situation of increasing imported cases has presented Hong Kong with a challenge which is more severe than any moment in the past two months. The Hong Kong Special Administrative Region Government will continue to tackle the disease in accordance with the principles of making prompt responses, staying alert and working in an open and transparent manner. I also urge members of the public to continue the efforts together to win the fight against the epidemic for Hong Kong," Mrs Lam said.

Only a week ago, Hong Kong seemed like a model for how to contain COVID-19, with a relatively small number of cases despite months of being on the frontlines of the outbreak.

That was in large part thanks to action taken early on, while cases were spreading across mainland China, to implement measures that are now familiar throughout the world: virus mapping, social distancing, intensive hand-washing, and wearing masks and other protective clothing.

Hong Kong was proof that these measures worked, with the city of 7.5 million only reporting some 150 cases at the start of March, even as the number of infections spiked in other East Asian territories like South Korea and Japan, and spread rapidly across Europe and North America.

Now, however, Hong Kong is providing a very different object lesson - what happens when you let your guard down too soon...

PYNEH announces case of confirmed COVID-19 patient visiting hospital canteen

The spokesperson for Pamela Youde Nethersole Eastern Hospital (PYNEH) made the following announcement today (March 23):

The Centre for Health Protection (CHP) informed the hospital today that a 32-year-old male patient was confirmed positive with COVID-19. The patient came to the Accident and Emergency Department of PYNEH in the afternoon of March 21 to return a deep throat saliva specimen. He then visited the hospital canteen for a meal and had a brief stay at the dining area for 20 minutes.

Upon receipt of such notification from the CHP, the hospital has immediately arranged for cleansing and disinfection of the hospital canteen. All hospital staff have been informed of the arrangement. PYNEH will maintain close communication with the canteen services vendor and monitor the health condition of canteen staff.

The hospital appealed to members of the public to avoid dining out if they have a travel history, fever and upper respiratory symptoms.

The Centre for Health Protection (CHP) of the Department of Health (DH) announced that as of 4pm today (March 23), the CHP is investigating 39 additional confirmed cases of COVID-19, taking the number of cases to 357 in Hong Kong so far (comprising 356 confirmed cases and one probable case).

The newly reported cases announced today involve 22 males and 17 females aged between 18 and 66. Among them, 31 had travel history during the incubation period. The CHP's epidemiological investigations and relevant contact tracing on the confirmed cases are ongoing. For case details and contact tracing information, please see the Annex.

For information on flights that patients of the confirmed cases have taken, please refer to the following webpage: (www.chp.gov.hk/files/pdf/flights_trains_en.pdf). Passengers who travelled on the same flights and sat within two seats surrounding those patients are urged to call the CHP hotlines 2125 1111 and 2125 1122.

The CHP again urged members of the public to maintain an appropriate social distance with other people as far as possible in their daily lives. In particular, they should go out less and avoid social activities such as meal gatherings or other gatherings to reduce the chance of contacting infected persons, who may not present any symptoms, and minimise the risk of outbreak clusters emerging in the community.

A spokesman for the CHP said, "In view of proliferation of the disease and continuous increase in the number of cases reported around the world, members of the public are strongly urged to avoid all non-essential travel outside Hong Kong."

"The CHP also strongly urges the public to maintain at all times strict personal and environmental hygiene, which is key to personal protection against infection and prevention of the spread of the disease in the community. On a personal level, members of the public should wear a surgical mask when having respiratory symptoms, taking public transport or staying in crowded places. They should also perform hand hygiene frequently, especially before touching the mouth, nose or eyes."

"As for household environmental hygiene, members of the public are advised to maintain drainage pipes properly, and regularly pour water into drain outlets (U-traps); cover all floor drain outlets when they are not in use; after using the toilet, they should put the toilet lid down before flushing to avoid spreading germs."

The CHP will report the cases to the World Health Organization, National Health Commission, Health Commission of Guangdong Province, relevant health authorities and the Hospital Authority.

The CHP has set up the hotlines (2125 1111 and 2125 1122), which operate from 8am to midnight daily, for public enquiries. As at 4pm today, a total of 46 727 calls were received.

Public hospitals daily update on COVID-19 cases

The following is issued on behalf of the Hospital Authority:

As at noon today (March 24), public hospitals had reported to the Department of Health the admission of 248 patients (112 male and 136 female, aged 18 months to 87 years) in the past 24 hours who met the reporting criteria of COVID-19. Appropriate tests have been arranged for the patients.

There are 448 patients under isolation currently. So far, 102 patients who had COVID-19 confirmed or probable infections have been discharged upon recovery.

The Hospital Authority will maintain close contact with the Centre for Health Protection to monitor the latest developments and to inform the public and healthcare workers on the latest information in a timely manner.

The newly reported cases announced today involve 13 males and 11 females aged between 11 and 57. Among them, 19 had travel history during the incubation period. The CHP reminded those who have returned to Hong Kong from overseas or visited overseas before the Compulsory Quarantine of Persons Arriving at Hong Kong from Foreign Places Regulation (Cap. 599E) took effect on March 19 that, although they are not subject to the 14-day compulsory quarantine, they should stay home and avoid going out as far as possible for 14 days. They should wear surgical mask, maintain stringent personal hygiene as a measure to protect themselves and their family members. They should seek medical advice as soon as possible if symptoms develop to safeguard the health of themselves, family and friends as well as the general public.

The CHP again urged members of the public to maintain an appropriate social distance with other people as far as possible in their daily lives. Pet dog further tests positive for antibodies for COVID-19 virus

A spokesman for the Agriculture, Fisheries and Conservation Department (AFCD) said today (March 26) that the latest positive serology test results of the Pomeranian which previously tested weak positive for COVID-19 virus proved that the dog has been infected with the virus.

Virus isolation was performed on previous samples taken from the Pomeranian with a negative result, indicating that no live virus was retrieved. This is in line with the amount of virus genetic material in the samples. Further serological testing has been conducted at the World Health Organization reference laboratory at the University of Hong Kong (HKU) on the blood sample taken on March 3 and the final test result is positive. This indicates that the Pomeranian had developed an immune response to the viral infection with antibodies found in the blood. Veterinary experts and scientists from the Jockey Club College of Veterinary Medicine and Life Sciences of City University of Hong Kong, as well as the School of Public Health of the HKU, have concluded that the result further supported that the Pomeranian has been infected with the COVID-19 virus.

The spokesman also stressed that these cases of infection in dogs appear to be infrequent. As at yesterday (March 25), the AFCD has conducted tests on 17 dogs and eight cats from households with confirmed COVID-19 cases or persons in close contact with confirmed patients, and only two dogs had tested positive for the COVID-19 virus.

These findings indicate that dogs and cats are not infected easily with this virus, and there is no evidence that they play a role in the spread of the virus. Nevertheless, as COVID-19 is a newly emerged disease and the situation is still evolving, the AFCD is taking a precautionary approach in quarantining animals (mammals, including cats and dogs) from households with confirmed COVID-19 human cases.

The spokesman reminded pet owners to adopt good hygiene practices (including hand washing before and after being around or handling animals, their food, or supplies, as well as avoiding kissing them) and to maintain a clean and hygienic household environment. People who are sick should restrict contacting animals. If there are any changes in the health condition of the pets, advice from a veterinarian should be sought as soon as possible. There is currently no evidence that pet animals become sick and under no circumstances should they abandon their pets.
