Has second wave begun in Wisconsin? Inconsistent testing?

Wisconsin reported new confirmed/probable cases this week of 1,777, which nearly a 34% increase in one week (from 4,503 to 6,280). I believe their testing has continued at a higher level because there is a university study going on in Milwaukee related to the pandemic. The number of new cases and hospitalizations through ~7/15 are shown graphically here:

The chart does not reflect new cases with onset dates occurring over the past two weeks. If my reckoning is correct, they might have entered another wave of infections.

Any comments or corrections? This is not my area of expertise.

Unfortunately, I don't think we'll know 2nd wave has started until deaths start to increase.

Most of our family lives in WI and my husband is leaving WI today to head back to OK.
I do think that they have been better about testing than most states though - and not just because I'm from there. :D

I think you are misreading the table, which has confirmed and probable. The "probable" cases are NOT new cases. They are just cases that were not tested with the final confirmatory test and probably will NOT be tested anytime soon. The totals for this week show a VERY small increases or last week. Milwaukee has 4044 and was 4029 a week ago (and was already at 3928 on July 1). Wisconsin is not reporting any significant increases in the table that lists confirmed and probably case by county).
