Wyclef Jean's glamorous hip hop lifestyle seems far away as he sits in hiding in a white stucco building on a rutted, dirt road where chickens scurry and Haitian women carry sacks of laundry atop their heads.

The former Fugees frontman, multimillionaire philanthropist and Haitian presidential hopeful tells The Associated Press he is confident that election officials will accept his candidacy despite doubts as to whether he meets the five-year residency requirement needed to run for office.

Jean ? who was born in Haiti but raised in New York ? said Wednesday that he has filed "every piece of paper the electoral council has asked for."

"We are winning on law," added the 40-year-old, speaking from a rattan chair in his hideaway about two hours from the presidential palace in Haiti's capital, Port-au-Prince. He argues his appointment as a roving ambassador to Haiti in 2007 exempts him from the residency requirement.

But even if he is barred from running in Haiti's Nov. 28 elections, Jean said he will call for peace among his supporters.

PORT-AU-PRINCE (Reuters) - Haiti hip-hop star Wyclef Jean is not on the list of approved candidates who satisfy legal requirements to run in a November 28 presidential election, a member of the provisional electoral council said on Thursday.

"He is not on the list as I speak," the council official, who asked not to be named, told Reuters. He said the country's electoral disputes bureau had ruled that Jean's candidacy did not meet several legal requirements.

(CNN) -- Hip-hop singer and Haiti presidential hopeful Wyclef Jean pushed back on news reports Thursday that he is not on the list of candidates approved to run in this year's presidential election.

"I wanted to clarify a rumor on Reuters that there's a list of candidates that came out and that (my) name isn't on it," Jean told CNN's Larry King on Thursday. "That's not true. The list is supposed to come out tomorrow ... It's looking good for us."

Haiti?s electoral council announced late Friday evening that Wyclef Jean, the Haitian-American hip hop star, has been disqualified as a candidate for president of his earthquake-shattered homeland.

No explanation was given. A council spokesman, Richardson Dumesle, simply read the list of 19 presidential aspirants deemed eligible and 15, including Mr. Jean, judged ineligible.

Throughout the day, the Haitian news media debated unconfirmed reports that Mr. Jean had already been disqualified from running, primarily because of a failure to meet the requirement of having been a resident of Haiti for five consecutive years before the election.

Hip-hop star Wyclef Jean says he will not step out of the presidential race in Haiti, after an electoral commission excluded him from a final candidate list late Friday night. And in doing so, he is appealing to young men like Rockson Elian, unemployed since his business was destroyed in the Jan. 12 earthquake.

He, like so many other Haitians, says Mr. Jean represents a change from politics as usual.

?Wyclef is not somebody that was in politics before ? he is new and that gives everyone hope,? the mechanic says from the capital, Port-au-Prince. ?People have already seen these other candidates. They were already in politics and did nothing for us. We want to experience something different.?

Jean initially urged followers to accept the ruling and behave "peacefully and responsibly."

"Though I disagree with the ruling, I respectfully accept the committee's final decision, and I urge my supporters to do the same," he said in a statement Friday. But he changed course on Sunday, promising to file an appeal and renewing hopes among his backers.

"Tomorrow our Lawyers are appealing the decision of the CEP," he wrote Sunday on his Twitter account. "We have met all the requirements set by the laws. And the law must be Respected."

The door has slammed shut for the second time in Wyclef Jean's bid to become president of Haiti. According to the country's electoral council, the singer cannot appeal against his disqualification from the race. With officials refusing to review his file, Jean will now reportedly file a complaint with the Inter-American Commission on Human Rights.

"Wyclef does not intend to stop here," explained Jean Renel Senatus, a member of his legal team. "We will exhaust all options, we will go all the way to fight this unacceptable decision." Last week, Jean was one of 15 proposed candidates disqualified from Haiti's presidential race, with the provisional electoral council citing the country's five-year residency requirement. Although Jean initially said he "accepted" the ruling, he later announced plans to appeal. "Friends ... warned me that much trickery would be used to block me," he said. "[This] has proved true."

A representative for the council's legal department declared yesterday that their decision cannot be challenged, citing article 191 of Haiti's electoral law. "When it comes to electoral matters, the electoral council is the supreme court, meaning there is nowhere else to go," Samuel Pierre said. "There is absolutely no possibility for Wyclef Jean to be added to the list of candidates approved to run in the next presidential elections. So it's over."
