Guinea declares Ebola a 'national health emergency'

CONAKRY: Guinean President Alpha Conde (pix) on Wednesday declared a deadly Ebola outbreak that has killed 377 in the west African nation a "health emergency".
"The World Health Organisation has declared a global health emergency over Ebola. Considering that Guinea is a signatory to the WHO constitution I declare Ebola a national health emergency in Guinea," Conde said in a statement read on state television.
He announced a series of nine measures including strict controls at border points, travel restrictions and a ban on moving bodies "from one town to another until the end of the epidemic."

In a presidential decree read on Wednesday night on the airwaves of the public media, the president, Alpha Cond?, declared a state of national health emergency, here are the highlights.
Section 1: There shall be established a cordon held by health workers and the security and defense at all border points of entry in the Republic of Guinea
Article 2: The movement of people is restricted and subject to health control measures at different crossings by land, sea and airport
Article 3: All health workers and security and defense rallied to the fight against disease
Article 4: All departments, the private sector and civil society are invited to join in the fight against the disease in the area of outreach and prevention
Article 5: all suspected cases will be subject to a systematic sampling and hospitalization until laboratory results
Article 6: It is strictly forbidden for all persons in contact to move out of their area of residence until the end of their period of supervision
Article 7: it is forbidden to transfer the body from one place to another until the end of the epidemic
Article 8 is hereby established the systematic use of protective equipment in all public and private health facilities in the country
Article 9: anyone who would oppose or encourage them to oppose in any manner whatsoever to the detection, treatment, isolation or examination of a patient, a suspect or Contact with will be considered a threat against public health and undergo the rigor of the law.
These key measures will come into force from August 13
