The community's nutrient of Kab Malang was buried.

Indonesia's battle for religious pluralism is far from over

OVER the past months Indonesia has witnessed, once again, mass demonstrations and mobilisation on its streets.


Throughout the month of May, the campuses of the country spilled open and large demonstrations were organised in almost every major city across the Indonesian archipelago to raise awareness about the rising costs of living and in particular the rising cost of oil and gas; in a country that was once a major oil producer but which ? over the past five years ? has been reduced to being a net oil and gas importer.

While the students of Indonesia's universities and colleges have taken to the streets to protest on matters that are related to the political economy of the country, other groups have also taken to the streets in protest over issues that have less to do with the material well being of the nation. Since April, Indonesia has also witnessed a string of demonstrations led and organised by right-wing communitarian religious parties and organisations such as the Fron Pembela Islam (Islamic Defenders' Front, FPI) on matters that have little to do with the economic welfare and future of the country.

One such protest came in late April when the FPI, along with several other allied right-wing conservative Islamist groups, protested over the ruling that the Ahmadiya Muslim minority community was allowed to exist in the country as long as they did not openly declare themselves to be Muslims. For more than a century the Ahmadis have been living in Indonesia and historians will point to the fact that the founding fathers of Indonesia's nationalist and anti-colonial movement were educated and drawn from the Ahmadi community as well.

Yet, the theological disputes between conservative hardliners and the Ahmadis (the former of whom regard the latter as deviants) have come out into the open and led to the eruption of violence and hostility in the streets. Right-wing groups like the FPI have called on the state to disband the Ahmadis altogether, failing which death threats have been issued to prominent Ahmadi leaders and intellectuals, and Ahmadi mosques have been destroyed by mobs of right-wingers.

Thus Indonesia today is once again in the throes of crisis as both external economic-structural factors now impinge on the already fragile social-cultural balance in this, perhaps one of the most complex, diverse and plural of Muslim societies in the world.

The challenge now faced by the government of President Bambang Yudhoyono is to keep the country on an even keel while rising costs made worse by the global energy crisis and the rise of imported fuel prices are raising the level of domestic inflation to an unprecedented level. Massive unrest is brewing though this is not entirely due to the fault of the Indonesian government: for in neighbouring Malaysia, Singapore and Thailand the rising cost of fuel has also led to rising levels of inflation as well.

The danger, however, is this: Those familiar with the Byzantine world of Indonesian domestic politics will know that right-wing radical groups like the Fron Pembela Islam have never emerged out of a political vacuum without some degree of institutional and party-political support. One other group that attained world-wide recognition was the notorious Laskar Jihad, a right-wing paramilitary group that sent off its members to fight, kill and die as Jihadis in the religious war against the Christians in the Moluccas years ago.

Later it was discovered ? and admitted by the leader of the Laskar Jihad itself, Ja'afar Umar Tholib ? that his paramilitary outfit had received support, patronage and protection of key figures in the political and military establishment of Indonesia itself. Which leads us to the obvious question: who, then, are the real power-behind-the-throne that is pulling the strings of groups like the Fron Pembela Islam?

This week the Indonesian security forces have finally begun to act against the FPI by arresting some of their members and leaders after storming the FPI stronghold in downtown Jakarta. Much to the relief of Indonesia's mainstream moderate and liberal Muslims, this has come at a time when there is the need to keep such sectarian and divisive forces in check. However analysts remain perturbed by the rise of such right-wing religious groups when Indonesia seems once again to be teetering on the verge of a major economic crisis, made worse by external economic and political variable factors it cannot control.

In the wake of the 1997-98 economic crisis that rocked Asia and crippled the economies of Indonesia, Thailand, Malaysia and South Korea; many an extreme right-wing group came to the fore to occupy the centre of the public domain in Indonesia. With hindsight it can be seen that the sudden mobilisation of these sectarian groups that preached inter-religious hatred and conflict was one of the by-products of an economic crisis that had been badly handled. Others suggest that these groups were also useful in distracting public attention from real issues such as economic mismanagement and the failure of governance in the country.

Now that Southeast Asia seems to be on the verge of yet another economic crisis instigated by the global energy crisis, will there be a repeat of the scenario of 1997-2000, when right-wing religious and communitarian groups came to the fore to add to the chaos? Indonesia's battle to retain the plural spirit of its secular constitution continues, and all eyes are on the government of Yudhoyono to ensure that the fiery tempers that led to the burning of the Ahmadi mosques across the country in April are not reignited again, with a vengeance.

Diarrhoea and ISPA were the main cause of the death especially to the baby and the child.
The aim of this research was to know the behaviour of the inhabitants in his relations with the control of the based illness the environment.
The research used the survey approach (quantitative) and ethnographic (qualitative).
Results of the research showed, the behaviour of the community towards prevention efforts of various based illnesses the environment that covered diarrhoea, ISPA, TB the lungs, malaria, DBD, toksoplasmosis was positive enough.
Walu also was like this knowledge/the understanding of the community of various illnesses was relative still not all that.
Could be this that caused still had some communities that had the perception that was wrong towards the illness especially concerning the cause, penular, his spread method and illness recuperation.
To increase knowledge/the understanding as well as the awareness of the community so that more behaving healthy that was provided a basis for in knowledge and the true understanding in accordance with the awareness, health education must be carried out and more was increased through the school student.

ASEAN+3 countries launches website on infectious diseases

Health Minister Siti Fadilah Supari on Tuesday launched a website to serve as a nexus for information on infectious diseases among ASEAN member countries, Japan, China and South Korea.

The Information Exchange Network on Emerging Infectious Diseases (EIDs) in ASEAN Plus Three Countries website will be coordinated by the Indonesian Health Ministry.

The website is an important part of the participating countries' joint effort to prevent and control infectious diseases, Supari said.

"Man's mobility supported by transportation technology has enabled infectious diseases to easily spread and cross country and region borders," she said.

"Coordination among countries in the region is therefore crucial in preventing and controlling infectious diseases."

The website, www.ASEANplus3-eid.info, was designed to facilitate information exchange on emerging infectious diseases and provide policy makers, health program managers and other stakeholders the necessary information to help improve health interventions and raise awareness on health-related issues and concerns.

The initiative is funded by the Australian government and has also been created to be a venue for discussion on pressing issues related to EIDs. The ASEAN Experts Group on Communicable Diseases (AEGCD) and the ASEAN Plus Three Focal Points for Communication and Information Sharing share the responsibility of maintaining the website.

The 10 ASEAN member states are Brunei Darussalam, Cambodia, Lao PDR, Indonesia, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.(*)

PROTOCOL: Communication and Information Sharing on Emerging Infectious Diseases in the ASEAN Plus Three Countries

This Protocol provides the basic guidelines to the ASEAN Plus Three Countries towards institutionalizing a fully functional information sharing mechanism for issues related to prevention and control of emerging infectious diseases (EID).

This Protocol was developed to improve the existing regional network for information sharing on emerging infectious diseases by outlining specific guidelines for EID information sharing for ASEAN Plus Three Countries and to strengthen the trust and collaboration among the Countries through its implementation.

The Protocol for Communication and Information Sharing on Emerging Infectious Diseases in the ASEAN Plus Three Countries was endorsed by the ASEAN Experts Group on Communicable Diseases (AEGCD) during their 3rd Meeting (Agenda Item 8) on 12 December 2007, in Vientiane, Lao PDR, and adopted during the 4th Senior Officials Meeting on Health Development (SOM-HD) on 13-14 December.

TYPE OF INFORMATION FOR SHARING (CONTENT AREAS)
The Protocol will cover the following categories of content areas: diseases and surveillance data;
guidelines, standard operating procedures, manuals and protocols; preparedness plans; exemplary
practices, knowledge and lessons learnt; legislation and policies; laboratory-based surveillance
information; activity updates (proceedings, reports and announcements); and capacity development
sources.
The content areas enumerated below are the minimum requirements and ASEAN Plus Three Countries are encouraged to share other information on diseases and events on voluntary basis.
Diseases and Surveillance Data
The Protocol covers the following diseases, and the regularity of the information sharing:

caused by wild-type poliovirus, Human influenza caused by a new subtype, Severe acute
respiratory syndrome (SARS), and other Public Health Emergency of International Concern

􀂄 Diseases under routine surveillance: dengue (monthly basis, cases and deaths only); malaria (quarterly basis); and HIV, tuberculosis and rabies (on an annual basis, with analysis, using

About the Information Centre on Emerging Infectious Diseases in the
ASEAN Plus Three Countries!

This information sharing platform is designed to facilitate sharing and exchange of timely information on emerging infectious diseases (EIDs) in the region.

The website aims to provide policymakers, researchers, EID programme managers, the media and civil society the necessary information to help improve health interventions and raise awareness on health-related issues and concerns. It is also intended that the website will provide a venue for discussion on pressing issues related to EIDs.

This website has restricted and public information to cater to the needs of its target audiences. The restricted domain is accessible to the various Focal Points (AEGCD, EID and Communication) of the ASEAN Member States, Plus Three Countries and partners in the region. The public domain that includes the information sources and updates is accessible to the subscribers of the website and the general public.

This website was developed under the auspices of the ASEAN Plus Three Emerging Infectious Diseases Programme managed by the ASEAN Secretariat, and with financial support from the Australian Agency for International Development (AusAID).

Kendari, Kepres - Hundreds Of nurses the Civil Servant (PNS) in the Daerah Public Hospital (RSUD) the South-East Sulawesi Province on Monday (16/6) around struck 09,00 Wita, spread out the demonstration in front of the Office of RSUD South-East Sulawesi.

Campaign to help villagers halt spread of bird flu

Bird flu experts are pushing for Balinese villages to receive training in detection and prevention of Avian Influenza (AI) to minimize the impact of a possible epidemic on the island.

"We must continue empowering these villagers so that they will know what to do and how to do it if someday the disease breaks out. Quick and measurable responses are needed as these villagers will still be the first line of defense," said I Gusti Ngurah Mahardika, the island's leading AI researcher.

"Therefore, their knowledge on how to detect and prevent this disease is a must," the chairman of the Bali branch of the Center for Human Resource Development and Applied Technology (CREATE) said, speaking at a presentation declaring the village of Takmung a "AI quick response village".

The disease has claimed the lives of 108 people throughout the country while 133 others have been listed as bird flu suspected patients. In Bali, two people died from the disease last year, according to reports.

I Wayan Sukadana, head of Takmung village, said an education campaign had helped the village understand practical measures to combat the disease.

"Before we received training, we keep underestimating the disease, we keep saying to ourselves that it would not reach our village. But now, we realize that we can't afford to do that as it could destroy most of our livelihoods," he said.

Currently, Takmung is the home of more than 10 poultry breeders of around 10,000 poultry. It lies in Klungkung regency, a 45-minute drive from the island's capital, Denpasar.

Wayan said villagers had been told by the trainers that wild fowls or poultry that weren't kept in cages could be a source of the disease. "Now we have put our 10,000 poultry in netted cages around the village."

"Now we are also creating a local regulation that will enable local officials to confiscate poultry that wander outside the netted cages. I hope it will help locals become more disciplined in guarding their poultry," he said.

Takmung's "AI quick response village" award ceremony had also featured plays by school children, traditional dance and comedy performances which all emphasized the importance of AI early detection and prevention.

Commenting on the performances, Mahardika said they were strategic ways to promote bird flu detection, as people were generally more open to messages conveyed through traditional performing arts.

Gusti Agung Ayu Chandra Devi, one of the performing school children, said she was glad to inform her friends about how to deal with dead poultry.

"At least I can tell them what to do when facing a similar situation," she said.

Three other villages were also declared AI quick response towns, Beraban village in Tabanan regency, Sedang village in Badung regency and Banyubiru village in Jembrana regency.

Mahardika said Beraban was chosen after two people died from AI in the village, while Sedang, Takmung and Banyubiru were known as poultry trading centers.

CREATE Bali branch and the National Committee on Avian Influenza, with support from the government of Canada and UNICEF, had conducted a series of workshops on AI detection and prevention targeting the villagers of Takmung since February this year.

Included in the workshop was training for locals to inject medication in poultry with bird flu symptoms. Mahardika said the training was aimed at establishing a pool of experienced medical volunteers that would be able to assist in an emergency.

Further presence of Namru-2 in Indonesia awaiting house recommendation

Jakarta (ANTARA News) - The controversial presence of the US Naval Medical Research Unit 2?s (Namru2) in Indonesia which is now under negotiations between Indonesia and the United States is awaiting a recommendation of the Indonesian House of Representatives (DPR).

The government`s decision on whether or not the US Naval Medical Research Unit-2 may stay somewhat longer in the country would depend on a recommendation of the House of Representatives (DPR), Health Minister Siti Fadilah Supari said.

"The question is now still undecided. The US has sent us its revised proposal and we have yet to consider it. But the key to this matter is in the hands of the DPR. The DPR represents the people. If the people wants NAMRU-2 to stay somewhat longer, so be it," Health Minister Siti Fadilah said during a hearing with Ad Hoc Committee IV of the Regional Representatives Council (DPD) in Jakarta on Thursday.

But even if the government and parliament eventually agreed to continue the cooperation with NAMRU-2, it should be carried out on the basis of the relevant Indonesian laws on international cooperation, she said.

"And it is my understanding that Indonesia always cooperates with other countries with due observance of its active and independent foreign policy, its own laws and in ways benefiting the people," Siti said.

The government not long ago expressed its intention to renew its agreement with Washington on NAMRU-2`s presence and operations in Indonesia.

The draft of the new agreement was sent to the US government which had sent it back to Indonesia last May. The Indonesian government is to discuss the returned draft internally before making a decision regarding the matter.

Various quarters in the country recently questioned the continued presence and operations of NAMRU-2 in Indonesia, including the US demand for diplomatic immunity for US citizens working at the NAMRU-2 laboratory for research on tropical diseases.

The opposition came from legislators and professionals in the country.

Mutammimul Ula, a member of the House of Representatives` Commission I which deals with foreign affairs, urged the government to stop and take over the operation of the Namru-2 laboratory. In the 30 years of operation in Indonesia, Namru-2 failed to provide the country with concrete results for the defense and health sectors.

Other legislators, according to him, agreed to the drafting of a Memorandum of Understanding (MoU) released by the Foreign Ministry to be cancelled.

Indonesia has established cooperation with various institutions like the World Health Organization (WHO) on research and data transfer. It is for that reason that an extension of cooperation with Namru-2 is no longer necessary.

Furthermore, he said the government should conduct an investigation on an allegation that Namru-2 staffers had been involved in intelligence operations. "In addition, the US embassy in Jakarta should provide evidence that Namru-2 is not an institution engaged in espionage."

This legislator however believed that the cooperation needs to be based on transparency and equality and respect for sovereignty and mutual benefit.

Not only the legislator, Joserizal Junalis of the Medical Emergency Rescue Committee (MER-C) and Munarman of An Nashr Institute also called on the government of Indonesia not to extend its cooperation with the US Naval Medical Research Institute.

In their statements, the presence of Namru-2 in Indonesia for over 30 years now was reported to have failed to benefit the people. An agreement between the Indonesian and US governments on Namru-2 operations reached on January 16, 1970, was believed to have caused a loss to Indonesia because of the diplomatic immunity of the Namru-2 staff members, their tax exemption and free accommodation.

Namru-2 was also believed to have violated the cooperation, because they had been continuing their research work although their contract had expired.

More saddening, Namru-2 was also reported to be lacking in transparency their information for the Indonesian government and that their operations were allegedly linked to US intelligence operations in Indonesia.

In the meantime, the US embassy in Jakarta said that Namru-2 was a transparent organization which only conducted medical and scientific research work focusing on tropical diseases.

The biomedical research laboratory of Namru-2, according to the US embassy, conducted a series of research work on infectious diseases to serve the interest of the US and Indonesian health ministry as well as the health of the international community.

Commenting on the diplomatic immunity of all NAMRU-2 staff members which has become a controversial issue, Indonesian Defense Minister Juwono Sudarsono said that the Indonesian government persisted in granting diplomatic immunity to only two US Namru-2 staff members.

"We are sticking to our stance that not all of Namru-2 officers deserved diplomatic immunity, but only two of the 20 US naval officers with Namru-2," he said.

Besides restricting the number of Namru-2 staff enjoying diplomatic immunity, Indonesia also insisted that doctors of the Indonesian Navy be assigned in Namru-2 as supervisors, he said.

The need to assign Indonesian supervisors was prompted by the fact that so far the activities carried out by Namru-2 officers lacked transparency.

"We want Indonesian naval officers to be involved in the activities of NAMRU-2," the minister said.

Indonesia and the United States are still negotiating several points on the resumption of their cooperation on Namru-2.

The search work of NAMRU-2 was more focused on malaria, virus-related diseases and other infectious diseases including bird flu. (*)

Indonesian MPs tour US Navy lab


Jakarta (ANTARA News) - Twenty Indonesian parliamentarians toured a US Navy research laboratory here Wednesday on the invitation of the US embassy, amid heated public debate over the future of the facility.

"This tour was an opportunity to see how NAMRU-2 operates transparently and as part of an agreement with the Indonesian government," US ambassador Cameron R. Hume was quoted by Thomson Financial as saying in a statement after he briefed the legislators at the lab.

"There has been a lot of discussion about NAMRU-2 in parliament but this is the first time anyone from the DPR (parliament) has been inside. Now they get to see first-hand what they have been discussing all this time."

Negotiations between Washington and Jakarta over the renewal of the operating contract of US Naval Medical Research Unit-2, or NAMRU-2, have stalled over a range of issues including diplomatic immunity for its US staff.

Established in Indonesia in 1970 and charged with researching infectious diseases of military importance, the facility employs 19 Americans and more than 100 Indonesians and is based in Indonesian health ministry grounds.

Its operations have attracted suspicion from a number of quarters in the world's largest Muslim country, from anti-US religious hardliners to outspoken Health Minister Siti Fadilah Supari and Defence Minister Juwono Sudarsono.

Some parliamentarians have demanded the laboratory's operating contract, which expired in 2005, be torn up and its facilities taken over by Jakarta amid swirling rumours of spying and secret weapons research.

Sticking points in the negotiations have included Washington's insistence that all US staff be given diplomatic immunity.

Complicating matters is a dispute between Washington and Jakarta over bird flu samples, which were examined at NAMRU-2 until the lab's operating contract expired.

Jakarta is insisting on "the recognition of sovereign rights of states over their biological resources," and fears the flu samples will be used by foreign companies to make vaccines which will be too expensive for Indonesians.

US diplomats have dismissed rumours about NAMRU-2 as "crazy" and have highlighted the laboratory's long record of public research into diseases such as denge fever and malaria. (*)
