Chile Supermarkets Run Out of Food as Truckers Strike (Update2)

June 5 (Bloomberg) -- Chilean supermarkets are running out of fresh meat, hospitals may not have enough oxygen and salmon processing plants are shutting down as striking truckers block roads to protest the high price of fuel.

The strikers yesterday resolved to extend their protest, originally scheduled to last 48 hours, leaving grocery stores short of basics, Fernando Alvear, president of the Chilean Supermarkets Association, said today in an interview. Stores in the capital may start running out of produce today, he said.

``We're already having more serious problems in some regions outside Santiago,'' Alvear said. ``It gets worse as the hours go by.''

Transport companies will halt work indefinitely to press the government to cut fuel taxes after diesel prices surged 50 percent this year, said Diego Ramirez, a spokesman for the National Guild Confederation of Chilean Truck Owners. Shoppers have reacted to the strike by hoarding goods, exacerbating the shortages, Alvear said.

Hospitals may start to run out of oxygen if the strike lasts another 24 hours, El Mercurio reported on its Web site, citing Rene Le Feuvre, a manager at Indura SA, which distributes medicinal gases. Salmon-processing plants have closed from lack of fuel for generators, Rodrigo Infante, head of the Chilean Salmon Industry Association, said in an e-mail.

``The whole supply chain is stopped,'' he said.

Large-scale mining companies are suffering from a shortage of oil and sulphuric acid, used to separate copper and ore, the Mining Council lobby group said in an e-mailed statement. Codelco, the world's biggest copper producer, is using railways to circumvent the strike.

President Michelle Bachelet this week announced $1 billion in extra subsidies on fuels including diesel. Wholesale diesel prices leapt 50 percent this year to $1091 a cubic meter ($4.13 a gallon), according to Chile's state-owned Empresa Nacional de Petroleo.

``We are all facing rising fuel costs, it's difficult for everyone,'' Energy Minister Marcelo Tokman told reporters today.

Police arrested 43 strikers today for blocking roads, Interior Ministry Undersecretary Felipe Harboe told Television Nacional.

Transport Minister Rene Cortazar will negotiate with transport company owners on behalf of the government, Harboe said. More than 6,000 trucks are lining Chilean roads, according to Television Nacional.

Distribucion y Servicio D&S SA, the owner of Chile's biggest supermarket chain, fell the most in three weeks, sliding 1.8 percent to 174.5 pesos at 5:05 p.m.

As diesel fuel prices remain high, local bus operators and truck drivers are threatening to take action unless the government implements countermeasures.

An organization of 533 bus operators held an emergency meeting earlier this week to discuss ways to cope with the surging diesel prices and agreed to discontinue bus service on 30 percent of their routes beginning June 16, if the government fails to present an alternative plan by that time.

Their move comes as the nationwide average price for diesel fuel surpassed that of gasoline for the first time in late May.

Urging the government to raise bus fares within the month, bus operators pledged to cut down on 50 percent of their routes if a counteraction plan is not announced by July 1. Currently, bus fares are tightly controlled by the government.

"Those serving in the bus industry demanded that the government must offer answers to our five requests, which include a hike in bus fees," the group said in a statement. "We are incapable of operating buses at this present time, with the government's sluggish attitude and the continuing oil price hikes."

The Korea Cargo Transport Workers' Union held an executive members' meeting yesterday to urge the government to work out measures against the risingprice of diesel fuel.

"We plan to discuss how to negotiate with the government, how much we're willing to give in to the government during the negotiation process, and whether we will go ahead with a strike if the government refuses to grant our requests," a union member said.

The government, in the meantime, will lay out a comprehensive plan to stabilize the livelihood of people after holding a consultative meeting between top government officials and the ruling Grand National Party on Sunday.

The plan is expected to offer measures on calming the nation's economy by cutting oil prices, improving the businesses' investment environment and offering a support plan for construction investment.

"The related government branches are preparing to narrow the list of those who would benefit from lower oil prices, since the list is too long," a government official at the Prime Minister's Office said.

The prices at the pump have been on the rise as international prices of crude oil rocketed to record levels. It has been reported that higher diesel prices are eating away the already-thin profit margin of freight and transportation businesses, and are increasing the burden on farmers, fishermen and low-income households.

Spain's truck drivers begin national strike over fuel prices

MADRID (Thomson Financial) - Spanish truck drivers began a national strike on Friday to protest rising fuel prices, joining the country's fishermen, which began industrial action May 30.

Spokesman for the organizing group, "Platform for Defence of the Merchandise Transportation Sector," Antonio Llano, told Thomson Financial News that the strike is indefinite and could eventually involve up to 300,000 vehicles across Spain.

Spain's National Transport Association Federation, Fenadismer, has also called for a transport strike starting on Sunday at midnight.

In a statement on Fenadismer's web site, it said "after a meeting Friday with the Public Works Ministry, the government has failed to offer emergency measures against the sector crisis. The National Transport Strike will begin Sunday." The group's general manager will hold meetings with the Economy and Labour Ministries on Monday, it added. Similar strikes have also been organized across Europe.

DETROIT (AP) ? The Canadian Auto Workers could strike or take other action against General Motors Corp. because the company won't budge on plans to close an Ontario pickup truck factory, the union's president said Friday.

Buzz Hargrove said the automaker committed to keeping the Oshawa plant open in a contract agreement on May 15. But earlier this week, GM said it would close the plant in 2009. It employs 2,600 hourly and 300 salaried workers.

After meeting with GM CEO Rick Wagoner on Friday in Detroit, Hargrove said the company wouldn't change its latest stance.

"We're walking away incredibly disappointed," he said. "We still feel betrayed."

GM said it can idle factories if market conditions warrant. In May, U.S. pickup sales fell more than 38 percent, and the company has said the market declined more rapidly than expected last month.

Detroit-based GM announced Tuesday it was closing Oshawa and three other pickup truck and sport utility vehicle factories as $4 per gallon gas has caused sales to tumble.

Union officials described the 90-minute meeting as tense. Hargrove said the CAW would decide its next move after its national convention later this month. Other moves could include arbitration, legal action or filing a complaint with Canada's labor board, he said.

A union blockade of GM's Oshawa offices will continue, union officials said.

Hargrove said market conditions haven't changed in the 2 1/2 weeks since GM agreed to the new three-year deal with the CAW.

"We haven't seen any evidence of that whatsoever," he said, adding that gasoline prices haven't changed since then.

Hargrove said the union has time to decide its next move because the plant isn't scheduled to close until 2009.

"They made a clear-cut commitment on the truck plant" to keep it open and invest in it, he said.

Wagoner told Hargrove and other union officials there was some promise of new products for the Oshawa car plant, Hargrove said. But the CAW president said that wasn't good enough.

Chris Buckley, president of the union local at the truck plant, said GM wrecked any trust it had with the union.

"They fractured the relationship severely," he said.

GM spokesman Stew Low said the factory commitments in the CAW contract are contingent upon board approval, market conditions and making a viable business case.

At the time of negotiations, GM still believed that the slumping pickup market could recover, Low said. Since then, the the trend away from trucks to cars has accelerated, he said.

"We're not in a situation where this is a cyclical type of economic condition where we can wait it out," he said. "We think it's a fundamental shift."

The decision to cease production at the four plants, including Oshawa truck, was made just a few days before Tuesday's announcement and after the bargaining was concluded, he said.

"We absolutely bargained in good faith," Low said.

Oshawa truck was picked for idling because it makes high-end pickups with more expensive options, a segment of the market affected severely by the sales decline, Low said.

Low said GM committed during contract talks to build a second car at the Oshawa car plant, and is looking at a third because the plant is flexible enough to build several models. He would not say what models.

The union's office blockade has forced GM employees to work from their homes, Low said.

GM shares fell 83 cents, or 4.9 percent, to $16.22 Friday after sinking to a 52-week low of $16.20 earlier in the session.

Buenos Aires - Several Argentine towns experienced a shortage of fuel, dairy products, beef and fresh produce on Friday due to road blockades set up by truck drivers protesting a farmers' strike.

The farmers have been protesting new agricultural tarriffs, and their move sparked protests by drivers suffering from a lack of products to transport.

Farmers' leaders met on Friday to discuss ending their protest earlier than its planned Sunday conclusion in order to avoid an escalation of the conflict, Argentine media reported.

A group of Asian supermarket operators, who control a broad range of medium-sized shops, reported that national staple beef, vegetables, fruit and milk are not being delivered to shops, and warned that there could be no supply at all after the weekend.

Large supermarket chains opted to restrict the quantity of products sold, given the difficulty of refilling their shelves.

No diesel or petrol were being delivered to petrol stations in Buenos Aires province outside the immediate Buenos Aires metropolitan area.

Argentine President Cristina Fernandez de Kirchner strongly criticized farmers for their protest that has been going on since March.

'I wonder what worker, what trader, what businessman however large can stop working for 90 days. Only one that has accumulated great wealth, great riches. The rest have to get out to work,' she said.

Agricultural leaders called the comments a provocation, and stressed that they are still working and are only blocking some forms of activity.

The crisis in Argentina's powerful farming sector has been brewing since March, when an increase in export tariffs for soybeans and sunflower went into effect, tying tariffs to international market prices.

The average tariff was increased from 35 to 41 per cent and would apply to almost all of the surplus if the price for soybeans were to rise above 600 dollars a tonne, although the government has since modified this to set a tax ceiling.

The positions of the government and agricultural producers have remained far apart.

In March, a complete blockade of agricultural production caused severe food shortages in large urban areas and provoked traffic problems. In April, farmers opted to block the export of cereal and other key products, like soybeans.

In their third protest, farmers again took to the roads last week. Although their leaders asked that they not disturb traffic, the passage of trucks carrying agricultural produce was blocked in some areas.

In a strike that was set to end Monday but was prolonged until the end of the week, farmers were blocking the sale of cereal and oil- based crops for export. They however allowed the sale of cattle for meat beginning on Tuesday, to prevent shortages in the internal market.

Cereal transport trucks have since Monday blockaded roads in the central provinces of Buenos Aires, Santa Fe, Cordoba and Entre Rios - in the so-called Wet Pampa - amid great tension with farmers protesting on the side of roads.

Drivers were protesting the lack of work in recent months. However, many observers interpreted their move as a government- sponsored measure. The truck-drivers' union is led by Pablo Moyano, the son of the pro-Kirchner General Workers' Union (CGT) Hugo Moyano.

Two million tonnes of cereal are currently awaiting shipment in Santa Fe's ports. Some 27 ships are waiting to be loaded, Argentine media reported.

Further, some 97 per cent of the soybean crop - the main crop cultivated by Argentine farmers, with some 48 million tonnes expected this year - has been harvested. Almost all of it is destined for export markets, but producers were holding on to their produce in the face of the conflict.

Queues were reported at supermarkets in Spain and in Portugal, where some lorry drivers have launched their own strike.

"We are the ones who move the goods that this country needs to keep working. If we stop because we haven't got the money to buy fuel then the country will stop," said Julio Villascusa, president of Fenadismer.

The hauliers' action follows the lead of British truckers, and Spanish and French fishermen, many of whom have been on strike because of the soaring price of fuel.

There was almost no movement of lorries on Monday at Mercamadrid, the main wholesale food market in the Spanish capital, the Associated Press news agency reported.

But the government dismissed fears of shortages, saying it would guarantee market supplies.

It says it hopes to have an assistance package ready to offer the sector within days.

Although the largest hauliers' union has not joined the strike, some non-striking drivers found their passage blocked - and in some cases their windscreens smashed - by those who were.

A queue of up to 10km (6 miles) formed on the French side of the Spanish border, after strikers refused to let foreign lorries enter the country.


"Go-slow" protests by truckers around Madrid and Barcelona caused tailbacks of up to 20km, while lorry drivers carried out a similar protest in the Basque country, Valencia, and in Bordeaux, France.

Spaniards fearing fuel shortages tried to fill their tanks, causing long queues at petrol stations and exhausting supplies.

Supplier groups said 40% of garages in the Catalonia region had run out of fuel, and 15% of those in Madrid.

A BBC News website reader in Gibraltar, Lucie Goss, said the British territory was "utter chaos, with Spanish and local drivers queuing at the fuel stations, panic-buying".

She said a supermarket delivery lorry had been attacked by pickets, and that fresh food was running out.

Downing Street today urged the public not to panic buy petrol as a threatened four-day strike by tanker drivers nears.

Gordon Brown's spokesman urged both sides in the strike to reach a resolution, to prevent petrol stations starting to run out of fuel from the weekend.

Hundreds of drivers who supply fuel to almost 1,000 Shell garages as well as factories and some smaller airports are due to walk out at 6am on Friday after talks to resolve their pay dispute broke down.

The No 10 spokesman said today: ?We believe that this strike is unnecessary and we would want to ensure that nothing was done that inconvenienced the public.

He confirmed that contingency plans were being put in place in preparation for the strike. Government sources say that if a strike affected other fuel companies or there were the merest hint of copycat action, it will invoke emergency powers which could order soldiers to drive tankers for oil companies.

The Government has already activated a memorandum of understanding allowing the oil companies to co-operate with one another, exchanging information about their stock levels, without being accused of acting as a cartel.

Under normal circumstances such collaboration would be illegal and in breach of competition law. The deal was struck with officials and oil company representatives last Friday to allow companies to move fuel around the country to the areas and petrol stations where it is most needed, effectively sanctioning the fuel industry jointly to solve any distribution and logistical challenges.

John Hutton, the Business Secretary, is said to be concerned that the strike could have a more widespread impact than the stoppage at the Grangemouth oil refinery in April.

About 600 tanker drivers employed by haulage companies Hoyer UK and Suckling Transport are threatening a four-day walkout after their claim for a 13 per cent pay rise was rejected. The garages they supply are mainly in the South East, the Midlands and the North West of England, and in central Scotland.

But the impact of the industrial action would be felt more widely if the striking drivers picketed distribution depots used by other companies, or if other drivers joined in the protest.

"It is difficult to gauge what the impact of the strike would be if it went ahead," a spokesman for the Department for Business said yesterday. "Shell accounts for about one in 10 filling stations and it is inevitable there would be some stock-outs. If the strike were to affect other retailers, it would have a more significant impact."

The haulage companies have offered to raise drivers' annual average salaries, currently ?36,500, by 6.5 per cent to ?39,000. Hoyer says that it has already increased pay by 27 per cent in the last four years, and that it is "disappointed" by the reaction of Unite, the drivers' union.

The union says that the ?36,500 average salary includes a lot of overtime, and accuses Shell of putting pressure on the haulage companies to keep pay down.

Mr Hutton is said to be encouraged that parties have agreed to meet with conciliation service, ACAS, and hopes a resolution will be reached to prevent any disruption to people?s lives and livelihoods.

"The Government believes there are no grounds to justify strike action and fears such a move would have a disproportionate impact on ordinary people wishing to conduct their daily lives and businesses," a spokesman said.

Strike action by thousands of Spanish and Portuguese truckers produced ominous knock-on effects on food supplies, aviation and industry yesterday, as Lisbon airport ran out of fuel, car factories shut down and petrol stations and supermarkets reported shortages.

In a worrying sign for other European countries that face rising discontent at the spiralling cost of diesel, a third day of strikes generated widespread mayhem and the mood turned ugly after the first casualties of the standoff: two strikers died in clashes on picket lines.

Tourists flying to Lisbon faced delays after the airport ran out of fuel. Some flights were diverted to Porto. Only emergency, military or state flights were allowed out of Portela airport, a spokesman said. Only emergency fuel stocks saved Spanish airlines from similar disruption.

Supermarkets, meanwhile, reported dwindling supplies. Authorities at Spain's two biggest wholesale markets, Mercamadrid, in Madrid, and Mercabarna in Barcelona, reported deliveries of meat, fish and fruit were almost at a standstill.

In Barcelona, at a branch of Caprabo supermarket, there was no fresh fish or meat on the shelves. Shopper Mar?a Luz Mart?nez, 38, said: "The lorry drivers are looking after themselves while we are all suffering. But the government doesn't appear to be that interested."

As panic buying among motorists continued, petrol stations were running dry. Drivers in Lisbon trying to fill up their cars were turned away. In Spain, "empty" signs hung from pumps at hundreds of stations across the country. Three car firms, Seat, Nissan and Mercedes, suspended production because of parts shortages.

Some ferries from the Balearic islands to mainland Spain were cancelled due to lack of fuel. Jos? Mar?a Pozancos, director of Spain's fruit and vegetable export federation, said the strike was costing the industry ?25m (?20m) a day.

The action is being closely watched in France, Italy, Britain and other countries where the threat of a similar strike looms. Diesel prices have shot up on average around 40% over the past year amid record jumps in oil prices, and truckers say profits have been all but wiped out. Italian hauliers are planning a five-day strike at the end of the month, while their British counterparts are targeting central London again on July 2.

With unions talking of coordinated action in several countries at a time and policymakers in Brussels refusing to countenance tax breaks, the fear is that the action in Spain and Portugal could spread. Yesterday truckers in Thailand used a half-day strike to demand financial help.

As the Spanish government yesterday deployed 25,000 police to clear major routes, the mood among strikers was increasingly turning bitter. Scores of pickets were arrested in clashes with police and two drivers were killed at blockades.

Lorry driver Julio Cervilla Sojo, 47, a father of two, died after being run over by a lorry which was trying to pass picket lines near Granada on Tuesday. A man was arrested and appeared in court.

In Portugal, a 52-year-old man was killed on a picket line north of Lisbon, as he tried to stop a lorry passing a blockade.

Picketers in Spain have thrown stones at lorries trying to pass blockades. One driver suffered serious burns near Alicante when four trucks were set on fire.

Hooded strikers in Valencia were photographed brandishing knives. Riot police cleared pickets blocking routes into major cities and the La Junquera junction between Catalonia and France.

Alfredo P?rez Rubalcaba, the Spanish interior minister, said 51 people were arrested after violence on picket lines. He said: "There is a constitutional right to strike. There is no constitutional right to disrupt people's lives. Therefore, we are going to continue acting with maximum force and maximum firmness."

For Spain's prime minister, Jos? Luis Rodr?guez Zapatero, who is already facing a downturn in the economy since the end of the building boom, the strike is the most serious bout of industrial unrest since he took power in 2004.

About 70,000 mostly self-employed drivers from two unions, which make up about 20% of the industry, are demanding guaranteed haulage rates so they can offset rising fuel prices. But the government, which has offered tax concessions to the lorry drivers, opposes fixing guaranteed rates, saying it would be against EU free-market principles.

Last-ditch talks aimed at averting a strike by hundreds of fuel tanker drivers who deliver fuel for Shell have broken down, the Unite union has said.

The strike over pay will start at 0600 BST on Friday and continue until 0600 the following Tuesday.

Unite warned that the industrial action would affect supplies at all of Shell's 1,000 UK forecourts within 24 hours.

The government urged both sides to resume talks and asked motorists to buy only the fuel they need.

"Our primary concern is for motorists who may suffer inconvenience as a result of Unite's imminent industrial action," said Shell in a statement.

"Regrettably, it is inevitable that it will have a significant impact on our petrol stations," the firm said.

'Costly strike'

The drivers work for two companies, Hoyer UK and Suckling Transport, which deliver fuel for Shell.

The Unite union criticised Shell's refusal to get involved in the pay negotiations.

Hoyer UK and Suckling Transport had offered a pay rise of 6.8%. At the start of talks on Thursday they put two new offers to the Unite union.

They offered an increase of 7.3% backdated to 1 January 2008, which the companies said would take drivers' average earnings to over ?39,000.

The firms then offered a further 6% increase from 1 January 2009, which would take earnings to about ?41,500.

'Emergency response'

The government said it would try to minimise the impact of the industrial action on motorists.

"We have been working closely with industry to put in place detailed contingency plans to reduce as far as possible the disruption for the driving public," said business secretary John Hutton MP.

The government has allowed fuel companies to share information in order to get supplies of petrol and diesel to where they are needed during the strike, while remaining within the scope of competition law.

It also has the option of using a number of "emergency response tools" in the event of any fuel shortages. These include:

* Limiting the amount of fuel that retail customers are allowed to buy at any one time
* Prioritising the supply of fuel to ensure adequate supplies to the emergency services and other key services such as utility companies
* Encouraging motorists to use less fuel

This week Shell set up a dedicated team to work on ways to minimise any disruption in the event of industrial action by maximising stocks of fuel at its petrol stations and prioritising deliveries.

An estimated 30,000 lorries are gathering in Madrid tonight.
An estimated 30,000 lorries have departed from different points of Spain today to meet and demonstrate in Madrid ?for the amount of time necessary?. The demonstrators, who continue to be unhappy at the increased costs of diesel, say they will continue a series of protests if the Government refuses to meet with them on Monday.

The lorry drivers are members of the Platform for the Defence of Transport and set off at 5pm on Sunday evening from 42 Spanish provinces. President Manuel N??ez said they intended to stay in Madrid until they reach ?the principles of an agreement? with the Ministry for Development, in their demand for minimum obligatory tariffs and that their diesel costs rise no more for the next six months. The new protest puts in doubt the Government?s claims that things would be back to normal by Monday.

President of the Independent Union of Self Employed Drivers UITA, Jos? Fern?ndez, estimated that 30,000 lorries will arrive in Madrid later tonight. It comes after the lorry drivers claim the Government has not responded to them after they asked for more talks, and set a deadline for a response of 2pm Sunday.
A lorry driver is in a serious condition after his vehicle was thought to be hit by a stone thrown by a picket from an overhead bridge, which led the driver to lose control of his lorry, which then overturned. The vehicle was part of a convoy being protected by the Guardia Civil on Sunday afternoon on the motorway between Santander and Torrelavega.

Meanwhile the effects of the lorry drivers strike action last week has been seen in the prices of foodstuffs in the wholesale markets across the country. Lettuce and pepper prices have almost doubled in seven days, and tuna and hake are up in price by 52% and 28%. There is also a shortage of onions in many areas, leading to large price increases.

Fire destroyed 37 heavy lorries and plant at a company in Ibiza on Sunday afternoon. Articulated lorries, cement mixers, cranes and excavators were affected and police have opened a full investigation.

In the Alameda Industrial Estate in M?laga, three loaded lorries caught fire in the early hours of Saturday for reasons that are still being investigated by the National Police. There were no injuries.

Attorney General, C?ndido Conde-Pumpido, has meanwhile confirmed that the Prosecutors? Office is investigating the incidents seen last week to see if any crimes were committed by the strikers and pickets. If so, the judiciary would act firmly, he said.

Health workers have decried the shortage of gas in their health centers and are calling for immediate intervention to ensure that they are supplied with the gas. The gas is used among others in refrigeration facilities

Health workers especially those dealing in immunization say that 10 percent of all vaccine fridges in assessed facilities were not working.

The Director General of Health Services, Sam Zaramba appeals to the district health officers to ensure that gas provided for immunization fridges is used sparingly because they are experiencing short supply.

He says following the forthcoming Child Immunization days of the Month of April were they are to immunize all children below 5 years of age like measles, Vitamin A supplementation, de-worming and other services.

Zaramba says that they are to reinforce cold chain support supervision, to ensure the recommended monthly check on all vaccine fridges and minimize the incidences of vaccine fridges not in working condition.

gas crisis will hit hard this week as more businesses face the decision to shut down and lay off workers because of escalating energy costs, the state government says

The WA Chamber of Commerce and Industry (CCI) has estimated 14 per cent of 83 companies it surveyed recently may halt operations because of the energy squeeze.

Apache Energy says it will be two months before gas supplies are partly resumed at its Varanus Island gas plant, where a June 3 explosion cut off one-third of the state's domestic gas supply.

WA Premier Alan Carpenter said today businesses would have to take account of the fact that a switch from gas- to diesel-fired electricity would bring far higher costs.

"Diesel-fired electricity is far more expensive than gas-fired electricity, so businesses will be making the decision as to whether the increased cost they are going to have to pay for energy warrants them shutting down for a while, or scaling down their production for a while, or standing down their staff for a while,'' he told reporters.

Unions WA secretary Dave Robinson said several hundred workers had already been laid off at laundries, abattoirs, freight companies and in timber-related industries.

He predicted the number forced out of work could soon hit the thousands as related industries and jobs were hit.

"There are a whole range of flow on-effects that we haven't even contemplated at this stage,'' Mr Robinson said.

Federal Resources Minister Martin Ferguson yesterday met with Mr Carpenter and said Centrelink was on standby to help out if the situation worsened and large numbers of workers were laid off.
Mr Carpenter said the next two weeks would be very hard.

"It's taken a while for the impact to wash through, but it's really coming upon us now, economically. This week, I think will be very difficult.''

But Opposition Leader Troy Buswell said businesses were suffering because they were being warned only the night before of the supply of gas they would receive.

"A daily notification of your gas allocation for the next day is quite simply too difficult to deal with for a lot of businesses,'' Mr Buswell told reporters.

"The government needs to ... give serious thought to changing the methodologies by which allocations are made.''

The Australian Navy yesterday freed up six megalitres of diesel to be fed into the market for distribution to companies that could use it.

The state's total normal diesel consumption is about 10 megalitres a day.

The WA government has set up two response groups - one to handle the social and human consequences of the crisis and another to take phone calls from retrenched workers and those expecting to lose their jobs.

It also has a committee in place to manage the state's remaining gas supplies, with members including the WA Office of Energy, Apache Energy and power station operator Verve Energy.

Companies affected by the crisis are expected to make substantial insurance claims.

On Sunday, Saudi Arabia had said it would increase its oil production by 200,000 barrels a day next month in a move to meet growing world demand."

Airport passenger and freight traffic slows in June - 31/07/2008

GENEVA, 31 July 2008 ? Airports report a slowing passenger traffic growth trend in June 2008, with worldwide growth at a modest 2 percent. High oil and jet fuel prices, stock market turbulences, inflation and an uncertain economic outlook have taken their toll on air traffic in June, also impacting half year figures.

International traffic in June, although in previous months a strong driver of overall growth, has slowed to 3.2 percent compared to June 2007. The two largest international markets Europe and Asia-Pacific regions reported 2.4 and 0 percent increases respectively, whereas Africa and Middle East both increased by 13 percent, followed by Latin America & Caribbean region at 7 percent, North America at 5.4 increases. The bright spots in international traffic remain Egypt and South Africa, as well as the United Arab Emirates, Bahrain and Lebanon. Asia Pacific international traffic contracted mainly due to China, Taiwan and Japan. Bangkok (+5.1%), Singapore (+2.9%), Kuala Lumpur (+6.5%) and Hong Kong (+5.5%) still show moderate growth, but are significantly down from previous levels.

Domestic passenger traffic slowed to a 1 percent increase, and declined in Africa and Europe . A significant decrease in domestic traffic in South Africa after a carrier failure is the major factor in Africa , whereas sluggish domestic markets in Spain and the UK have dragged down numbers in Europe . Rising air fares may make cars and rail a more attractive option, and the new high speed rail link between Madrid and Barcelona is taking traffic away from these two airports.

Looking at results for the first half of the year, international traffic grew by 6 percent, whereas domestic traffic shows only a marginal increase of 2 percent. The Asia Pacific region which has had one of the highest growth rates in recent years, shows tepid growth only 4 percent so far this year. Domestic figures for the first half of the year have stagnated in North America and Europe .

Mid-year results for worldwide freight show a 2 percent progression, and international freight remain positive at 5 percent. In June, however, worldwide freight traffic growth slowed significantly (-3%) compared with June 2007. The recent downward trend in air freight is very much linked to the price of oil and fuel. Domestically, air freight cannot compete with other transport modes such as road and rail. In Africa the maritime industry offers an attractive alternative to a large portion of the market, whereas in North America a slowing economy is the main factor behind stagnation.

ACI Director of Economics, Andreas Schimm comments on the results, ?The second half of the year is set to be a challenge for airports across the globe. No one is immune to this slowing trend, which we hope may still be of temporary nature. At the moment it all comes down to the impact of the price of oil on economies, cost of living and transport direct costs. It is that simple.?
