At least 40 people have been killed in multiple shootings in the French capital, Paris, and explosions near the Stade de France.
French media say at least 15 people have been killed near the Bataclan arts centre, where up to 60 people are reportedly being held hostage.
Some spectators fled the venue after police stormed it. Reports suggested gunmen shot many there.
President Francois Hollande has declared a state of emergency.
He has ordered all France's borders closed.
Paris authorities have asked people to stay indoors.
Three explosions were reported outside a bar near the Stade de France.
France were hosting Germany in a friendly and the match continued. It has now ended.

Government issues amber Outbound Travel Alert on France
******************************************************* In view of the latest situation in France, the Hong Kong Special Administrative Region Government today (November 14) issued an amber Outbound Travel Alert (OTA) on France.

A Government spokesman said, "Residents who plan to visit France or are already there should monitor the situation, exercise caution, attend to personal safety, avoid travelling to places of large gatherings of people and pay attention to advice of the local authorities. Hong Kong residents should avoid non-essential travel to Paris and the Ile de France area."

The Security Bureau will closely monitor the situation there. Any update will be issued through the media and the Bureau's OTA webpage www.sb.gov.hk/eng/ota .

Residents who need assistance while outside Hong Kong may call the 24-hour hotline of the Assistance to Hong Kong Residents Unit (AHU) of the Immigration Department at (852) 1868, or contact the Chinese Embassy in France at consular protection hotline: (33) 615742537.

In addition, Hong Kong residents are encouraged to use the online Registration of Outbound Travel Information (ROTI) service (www.gov.hk/roti) to register their contact details and itinerary when outside Hong Kong. The information provided allows the AHU of the Immigration Department to disseminate practical information to them through appropriate means, including SMS on mobile phones, on a timely basis when necessary.

So the right response is not to take their bait. Hunt down the attackers, interrogate the survivors, and put serious pressure on any government that in any way aided the attacks.

Ferociously suppress anti-Muslim, anti-refugee agitation. Invite local Muslims to cooperate in identifying Islamic extremism's supporters -- they are ordinary Muslims' worst enemies, after all. Find the attackers' sources of funding, and choke them off.

Then remember that revenge is a dish best eaten cold.

COMMUNIQU? FOLLOWING THE MEETING OF THE COUNCIL OF MINISTERS AT THE ELYS?E PALACE

Paris - November 14, 2015

The French President convened the Council of Ministers on Saturday, November 14, at 3 p.m., following the attacks carried out in Paris during the evening of November 13.

He reiterated that a state of emergency had been declared during the night. The mobilization of police forces, the gendarmerie and service personnel continues, with an additional 3,000 servicemen to be deployed within three days.

Hospitals are fully mobilized to care for all victims of the attacks. The Foreign, Justice and Health Ministries’ victims’ support unit is scaling up its ability to receive families.

November 15, 16, and 17 were declared national days of mourning, and flags will continue to fly at half-staff through November 17. A moment of silence will take place on Monday, November 16, at noon.

Large-scale events scheduled for the coming days, such as the Congress of French Mayors, will be canceled.

Establishments administered by the Culture Ministry will remain closed this weekend along with shopping areas that attract large numbers of people. Athletic events are suspended today and tomorrow.

On Monday, all schools will reopen.

The French President will address a joint session of Parliament on Monday.

The security forces have once again been called to intervene under extremely difficult conditions, and the terrorists who took position, including in a place very near here, have been killed. COMMUNIQU? FOLLOWING THE COUNCIL OF MINISTERS’ MEETING
