Epizootic hemorrhagic disease (EHD): update on an emerging disease

...
The first outbreaks of epizootic hemorrhagic disease (EHD) were declared in France in September 2023 in cattle farms in the southwest. This infectious disease caused by a virus is transmitted exclusively by midges of the genus Culicoides , the same as those of bluetongue (BT). The detection of EHD outbreaks leads to specific control and prevention measures within a radius of 150 km around the outbreaks. This regulated zone can be viewed below (map). The list of municipalities included in it can also be downloaded.

Between June 1 and September 19, 2024, 1,160 outbreaks of epizootic hemorrhagic disease (EHD) were recorded in France in livestock farms due to the resumption of vector activity (i.e. culicoides). The departments affected by EHD since June 1, 2024 are: Haute-Garonne, Gers, Pyrénées-Atlantiques, Hautes-Pyrénées, Landes, Maine-et-Loire, Pyrénées Orientales, Ariège, Dordogne, Tarn, Tarn-et-Garonne, Aude, Aveyron, Loire-Atlantique, Lot, Lot-et-Garonne, Hérault, Vendée, Vienne, Indre-et-Loire and Sarthe.

A study is underway in infected farms to consolidate mortality and morbidity data. The care implemented allows in almost all cases a cure of sick animals within a few days.

September 20, 2024 Press Release

Epizootic hemorrhagic disease (EHD): the State, mobilized to protect French livestock and slow the progression of the disease, launches the vaccination campaign

In view of the evolution of MHE on the national territory, and as Minister Marc Fesneau had committed to, the vaccination strategy has just been established in consultation with the sectors. It aims to limit the progression of the disease by setting up a vaccination buffer zone. The list of municipalities in this vaccination zone has been published in the Official Bulletin .

To this end, two million doses of vaccines have been ordered and 100% covered by the State for an amount of more than 9 million euros, i.e. enough to protect 1 million cattle, in order to stabilise the disease-free zone.

According to the recommendations of the ANSES National Reference Laboratory for Vector-Borne Diseases, to achieve this vaccination buffer zone objective, it is necessary to combine a minimum number of vaccinated animals with a minimum width of vaccination zone, which the strategy deployed by the ministry makes it possible to achieve.

The optimal combination selected corresponds to a vaccination zone 50 km wide along the internal limit of the regulated zone (see map below).

Epizootic hemorrhagic disease (EHD): situation in France, management measures and vaccination strategy
...
Health situation

Between June 1 and December 26, 2024, 3,538 outbreaks of epizootic hemorrhagic disease (EHD) were recorded in France in livestock farms due to the resumption of vector activity (i.e. culicoides). The departments affected by EHD since June 1, 2024 are: Haute-Garonne, Gers, Pyrénées-Atlantiques, Hautes-Pyrénées, Landes, Maine-et-Loire, Pyrénées Orientales, Ariège, Dordogne, Tarn, Tarn-et-Garonne, Aude, Aveyron, Loire-Atlantique, Lot, Lot-et-Garonne, Hérault, Vendée, Vienne, Indre-et-Loire, Sarthe, Cantal, Charente, Charente-Maritime, Creuse, Cher, Lozère, Morbihan, Ille-et-Vilaine, Mayenne.

Management measures

Under European regulations (Animal Health Act), MHE is classified in categories D and E with trade measures for animal movements between Member States. This regulation sets a ban on animal movements to another Member State of the European Union, for all farms located within a radius of 150 km around an outbreak. France has set up a so-called "regulated" movement restriction zone to preserve trade with other Member States.

Vaccination strategy

An effective vaccine against MHE was granted temporary authorization for use (ATU) for France on August 6, 2024. The State has ordered two million doses of this vaccine for a total of more than nine million euros, enough to protect one million cattle. The first doses of vaccine were made available on September 23.

The State has set up a vaccination zone from September 18, 2024 in order to limit the spread of the disease to the east of France by creating a vaccination strip along the entire edge of the regulated zone. This zone includes municipalities in the following departments: Allier, Ardèche, Bouches-du-Rhônes, Calvados, Cantal, Cher, Creuse, Drôle, Eure-et-Loire, Gard, Indre, Loir-et-Cher, Haute-Loire, Loir-et-Cher, Haute-Loire, Loiret, Lozère, Manche, Mayenne, Orne, Puy-de-Dôme, Sarthe, Vaucluse.

On December 13, 2024, the State extended the vaccination zone to all municipalities in the 21 departments mentioned above.
