Establishment of a temporary control zone following a case of avian influenza in wild fauna

Article created on 12/01/2017 by Pr?fecture - communication interminist?rielle Updated on 12/01/2017

One case of highly pathogenic avian influenza H5N8 was confirmed on two swans found dead on a pond in the commune of Bouligneux.

By order of 10 January 2017, Arnaud COCHET, prefect of Ain, took measures to prevent the emergence of avian influenza in livestock.

A temporary control zone (ZCT) is defined on the communes within a radius of 5 kilometers around the place of discovery of the corpses. These are the following municipalities:

BOULIGNEUX, / THE CHAPEL OF CHATELARD / LAPEYROUSE / MARLIEUX / THE PLANTAY, SAINT GERMAIN ON RENON / SANDRANS / VILLARS THE DOMBES.

Specific measures in ZCT

Any holder of birds not permanently kept inside premises for home or office use is obliged to make a declaration to the mayor.

No poultry, no poultry products (meat, eggs) or in connection with their place of detention (food, litter, dejection ...) must leave the farms, commercial or non-commercial.

The movement of persons, domestic animals and vehicles on farms must be limited as far as possible.

Systematic veterinary visits to verify the strict application of containment and biosecurity measures in each livestock operation will be carried out. If, on completion of these visits, no evidence of avian influenza on the holding is detected, the TCA may be lifted.

Throughout the period of maintenance of this control zone, increased surveillance of avifauna will be carried out.
General Biosecurity, Containment and Surveillance Measures

Due to the high level of risk of highly pathogenic avian influenza throughout the national territory, the health protection measures to be implemented anywhere by any owner or holder of poultry or captive birds are as follows :
The confinement of these animals or, by nets, their protection from any contact with wild birds;
Reduce range by removing contact and immediate proximity to natural water points;
Monitor birds daily and report any abnormal behavior or signs of illness to the veterinarian as soon as possible.

It is recalled that the entire population must avoid frequenting the areas where wild birds are stationed, even in their absence, because of the possible presence of virus in droppings and soiled soils. Any discovery of a wild bird corpse must be reported without delay.

The Pr?fet de l'Ain calls for vigilance among all actors, in particular veterinarians, breeders, hunters, private owners of poultry farms and other bird owners, to do everything possible to limit the spread of this virus . This includes in particular the unfailing application of biosecurity measures and reporting of any mortality of birds to the Departmental Directorate of Protection of Populations, the National Office for Hunting and Wildlife and the Federation of hunting.
