Given the risk of introduction of HPAI viruses into France from migratory wild birds, the Ministry of Agriculture, Food Sovereignty and Forestry has raised the risk level from "negligible" to "moderate" across the entire metropolitan territory since October 16, 2024.
An appropriate change in risk level, since on October 18, 2024 an outbreak of highly pathogenic HPAI was declared in a small farmyard, on geese, in the commune of ÉPINAC (commune located OUTSIDE the particular risk zone (ZRP), where the main migration corridors and wetlands are located).
No professional poultry farms are recorded within a 5 km radius and veterinary surveillance of poultry keepers in the vicinity is ongoing. No other mortality in nearby domestic poultry has been reported at present.
The detection of this outbreak shows that avian influenza is actively circulating among wildlife and that contamination of domestic poultry can occur at any time, particularly during these migration periods.
All poultry owners are requested to remain very vigilant regarding the monitoring of their animals and to strictly respect the general biosecurity rules:
- Monitor birds daily;
- House poultry in closed enclosures, separating ducks from other poultry;
- Distribute all food and water inside;
- Do not use surface water for cleaning and watering animals;
- Protect food and litter;
- Do not spread unsanitized droppings or manure;
- Have, for professional breeding, a biosecurity plan and follow training.
Prevention and biosecurity measures for poultry farms are reinforced, particularly in areas of particular risk in which natural conditions increase the risk of contamination of farms by wild fauna (ZRP). A third of the department is in ZRP (see map and list of municipalities).
These additional measures in ZRP are:
- sheltering poultry, all species;
- measures concerning hunting: restrictions on the transport and use of decoys, conditions before the release of game birds.
Since October 1, 2024, France has been renewing its national vaccination program for farmed waterfowl. This measure proved its effectiveness over the last season (2023-24), during which only 10 outbreaks were detected, compared to more than 400 in the previous season. 750,000 ducks were vaccinated in 12 months in the department.
