well, the likely outcome from mutations are generally in average less
viable viruses, still selection filters the viable ones.

Could we attenuate H5N1 by creating a new flu-virus and
inoculating it into waterfowl, waiting for reassortments
which will then be cultivated and replicated and improved etc. ?

Sort of virus "breeding" in order to create viruses which are
less dangerous but more contagious and will compete with wild-viruses,
hopefully replacing them as a pandemic virus destroys pre-existing
flu.

We cannot controll mutation, but we can somehow control reassortment
by manipulated double-infections.
