My notes:

In response to a question asking what is Russian strategy in attacking nuclear power plants, MacGregor responded that Russia did not intend to take out any power, including nuclear, or water supplies and essential communications. Ukraine military forces are taking refuge in population centers, much as extremists did in the Middle East when we ran them out of business and they ran into cities and started using civilians as human shields.

Putin will not 'flatten' Ukraine. In fact, he has worked hard to capture most of it intact. He has done remarkably little damage, much less than we did to Iraq in 1991 or 2003. Russian forces are 'just' surrounding Ukrainian forces and annihilating them. Other damages are collateral, not intentional.

He thinks Zelensky is just postponing the inevitable in the hopes that we are going to rescue him, but we are not.

When asked if he saw the end in sight on Mar 4, he said that he thought the Russians were 'too gentle' during the first 5 days of war, but they have now corrected that. He thought another 10 days, (so about by March 14th), this should be completely over.

He said it could have been over days ago if Zelensky had agreed to a neutral Ukraine. The borders could have been redrawn after that. Russia is clearly not seizing territory, they are focused on annihilating Ukrainian forces.

He thinks Zelensky is under foreign pressure but the most heroic thing Zelensky could do right now is to come to terms with reality and neutralize Ukraine. It would be good for Ukraine, the US and Russia to have a neutral buffer.

He said most of what comes out of Ukraine is debunked as misinformation within 24-48 hours.
