Health Update
Some 208 cases of measles were reported from Amhara, Oromia, SNNP and Somali Regions during the first week of January (48 per cent of cases from Arsi and East Harerge zones, Oromia), and 20 cases of meningococcal meningitis were reported from Amhara, Beneshangul Gumuz, Gambella, Oromia and SNNPR. Reports from Afar, Amhara, Gambella, Oromia, SNNP and Somali Regions also indicated a continued gradual decrease in malaria cases over the past two months. Regional Public Health Emergency Management centres and health partners continue to support prevention and control activities, including enhanced surveillance, distribution of drugs and medical supplies and technical support for woreda health offices and personnel. Following the confirmation of Yellow Fever cases on 15 May 2013, The Ethiopian Health and Nutrition Research
Institute?s Public Health Emergency Management center (EHNRI/PHEM) formally notified the situation to WHO as per
the International Health Regulation (IHR), which requires notification of a confirmed case of Yellow Fever to the WHO
IHR Focal Point. To date, a total of 105 cases were reported to EHNRI/PHEM from South Ari, Benatsemay and
Selmago woredas of South Omo zone in SNNPR

The Regional Health Bureau (RHB), with close support from EHNRI and WHO, is implementing the standard
prevention and control strategy that is composed of reactive vaccination, vector control, case management and
enhancing surveillance; and has finalized to initiate the reactive vaccination to 20,000 population in four kebleles in

The number of meningitis cases has gradually declined since the outbreak was declared in January. To date, 1,371
cases were reported from 24 woredas in five zones of SNNP and Oromia Regions. The Government, with support
from health partners, is conducting a reactive vaccination in the affected areas, with 1, 678,220 people vaccinated so
far. Next week, the number of people vaccinated during the Addis Ababa City Administration meningitis vaccination
campaign, conducted from 20 to 26 May, will be released.

Meanwhile, the number of kebeles reporting cases of Yellow Fever in South Ari, Benatsemay and Selmago woredas
of South Omo zone, SNNPR, increased. To date, 117 cases were reported and six cases confirmed. The South Ari
Woreda Health Office, in collaboration with the Regional Health Bureau (RHB), the Ethiopian Health and Nutrition
Research Institute?s Public Health Emergency Management center (EHNRI/PHEM) and WHO, vaccinated 14,000
people of the 20,000 targeted in the four kebeles where the confirmed cases were reported. The RHB, with support
from health partners, continues to implement the standard prevention and control strategy, including, vector control,

Health Update
As of 8 July, some 138 confirmed cases of Yellow Fever and 54 suspected deaths (still to be confirmed) were reported
in North Ari, South Ari, Benatsemay and Selmago woredas of South Omo zone and from neighboring Segen People?s
zone, SNNPR.
The highest number of cases was reported from South Ari woreda. Reported cases have gradually
declined since mid-June. Of the 607,462 people targeted by the second phase reactive Yellow Fever vaccination in
the eight woredas and Jinka city of South Omo zone, the Regional Health Bureau, with support from health partners,
has so far reached 543,558 people (89 per cent). It is working to initiate and/or enhance Yellow Fever surveillance in

As of July 22, 141 confirmed cases of yellow fever and 55 suspected deaths (still to be confirmed) were reported from
South Omo, Segen people and Arbaminch zones of SNNP region. The majority of the cases were from South Ari
woreda of South Omo zone. Last week saw a decrease in reported cases in parallel with the spread of the outbreak to
neighbouring zones. Overall, reported cases have gradually declined since mid-June. Of the 607,462 people targeted
by the second phase reactive yellow fever vaccination in the eight woredas and Jinka city of South Omo zone, the
Regional Health Bureau, in collaboration with health partners, has reached 543,558 people (89 per cent). The bureau
is working to initiate and/or enhance yellow fever surveillance in all areas affected by or at risk for this public health
concern.

In Somali region, the Ethiopian government, in collaboration with health partners, strengthened community based
surveillance and is implementing polio supplementary immunization activities following the polio outbreak in
neighbouring Somalia and in the Dadaab refugee camp and its host district in Kenya. An initial emergency
immunization campaign targeted 183,000 children under-15 years in the Dollo Ado refugee camps and the host
community. A subsequent immunization round targeted 2.6 million children under-15 years in Somali region, Harari
region, the city of Dire Dawa, as well as selected high-risk zones in Oromia and SNNP regions. The second round of
the immunization campaign targeted children under-15 years in Somali region, Bale, Guji, East and West Hararge
zones of Oromia region, as well as Silti and Alaba zones of SNNP region. A third round vaccination campaign is ongoing.

WHO is mobilizing resources to strengthen surveillance in high-risk areas and to increase the vaccination coverage.
As of 31 July, 83 cases of wild polio virus were confirmed in Somalia and 10 cases in Kenya. There are no confirmed

Health Update
The response to the Horn of Africa polio outbreak continues, at regional, national and sub-national levels. Regionally,
the joint WHO/UNICEF Horn of Africa Polio Outbreak Response - Sub-regional Action Plan was developed and
shared with relevant bodies. In Ethiopia, preparations for the second round of the national polio immunization
campaign (NID) planned for 15 to 18 November, are on-going. Meanwhile, the National Polio Emergency
Preparedness and Response and Communication Plan was finalized, and the Somali Regional Outbreak Response
plan, comprising four innovative strategies to reach children in insecure and hard to reach areas was developed. The
polio caseload in Ethiopia remains at six, including five cases in Geladi woreda and one case in Bhok woreda of Doolo
zone, Somali region. Similarly, the polio caseload in Somalia (174) and Kenya (14) remain unchanged. However in
South Sudan, the government declared on 25 October that the country is free of polio after recent tests revealed that

Close to 240 suspected cases of dengue fever were reported in Dire Dawa city last week, bringing the total number of
cases since the beginning of the outbreak in mid-October to 9,500.
The Government, with support from health
partners, continues to implement prevention and control activities, including case management and enhanced
surveillance. Separately, additional measles cases were reported in Oromia and SNNP regions last week. Measles
response activities are on-going: coordination and surveillance mechanisms are enhanced; the Rapid Response
Team (RRT) is revitalized; and case management is strengthened. An outbreak response mop-up immunization
campaign was also conducted, while social mobilizations using the Health Development Army (HAD) is being carried
out.

Meanwhile, EHNRI/PHEM, the Ministry of Health, WHO and UNICEF jointly conducted a detailed investigation of the
measles outbreak in Hawassa town, Gamo Gofa zone and Wolayita zone of SNNPR, to assess the status of the
measles routine child immunization and SIA coverage, as well as the vaccine and cold chain management. Among the
findings of the investigation is the shift in the age-group traditionally affected by measles. The team recommended a
non-selective outbreak response targeting children under-15 in all affected and adjacent woredas. For more

Measles cases continue to be reported nationwide. Since January 2013, Oromia reported the highest number of
outbreaks (81) followed by Amhara (20) and SNNP (19). Of the 5,937 suspected measles cases reported from
January to October 2013, 2,858 were confirmed. Children under-5 constitutes 37 per cent of the confirmed cases;
children above 10 years account for 24 per cent of the cases; and children above 15 years account for 18 per cent of
the cases. The Ministry of Health, EHNRI/PHEM, WHO and UNICEF?s joint assessment of the measles outbreaks in
Gamo Gofa zone, Wolayita zone and Hawassa town (SNNPR) also identified a shift in the age-group traditionally
affected by measles. The assessment team recommended a non-selective measles outbreak response targeting
children under-15 in all affected and adjacent woredas.

Similarly, suspected cases of dengue fever continue to be reported in Dire Dawa city. The Ministry of health, with
support from health partners, continues to implement prevention and control activities, including case management
and enhanced surveillance.

Since the sixth case was reported on 19 September, no new wild polio virus cases were reported in the country. All
regions are planning the second round polio NID, scheduled for 20-23 December. Based on vaccine availability, the
campaign targets some 12.3 million children under-5. Some 3.1 million children under-15 are also targeted in all zones
of the Somali region, five woredas in Bale zone of Oromia region, and three refugee camps in Benishangul Gumuz,

Four cases of dengue fever were confirmed in Gode town (Somali region) after laboratory analysis. Since 21 January,
40 suspected cases were reported in Gode, with the majority of cases between 15-44 years of age. Health partners
strengthened case management, enhanced surveillance to establish a daily reporting mechanism, and worked with
the regional health bureau to strengthen vector control through community mobilization.

During the past week, 601 suspected measles cases were reported, primarily from 23 woredas in North and South
Gonder, East and West Gojam, and North Wello in Amhara (446 cases). The remaining cases were reported from
SNNP (67) Oromia (56) and Tigray (6) regions and Addis Ababa (16) and Harar (6). In light of the continuing increase
of measles cases in Amhara and newly reported measles cases among the refugee and host populations in Gambella,
partners are reviewing the national response plan to widen the target population for measles vaccinations. In
Gambella, a mass measles vaccination campaign started on 27 February. WHO continues to mobilize funds for the
measles vaccination campaign targeting 6.8 million children under-15 in Oromia, SNNP and Somali regions. The

Last week, 540 measles cases and three deaths were reported nationwide, the majority from Amhara (62 per cent), Oromia (17.9
per cent) and SNNP (6.7 per cent) regions. Similarly, 64 suspected meningitis cases were reported last week, the majority from
Oromia (43.7 per cent), SNNP (23.4 per cent) and Amhara (20.3 per cent) regions. The Ethiopian government and health partners
continue to strengthen case management and surveillance in all outbreak-affected and neighbouring woredas.

In Gambella region, a suspected case of Visceral Leishmaniasis (a highly fatal disease commonly known as kala-azar) was
reported in Kule 1 refugee camp. The Regional Health Bureau (RHB), with support from WHO and other health partners, have
dispatched the necessary guideline and test kits, which helped case confirmation, and relevant drugs to the area. Also in Gambella,
the RHB in collaboration with the Ethiopian Public Health Institute (EPHI) and health partners is strengthening acute watery
diarrohea (AWD) outbreak preparedness and response measures following reports of a cholera outbreak in neighboring South
