COVID-19 claims the life of a military man in El Salvador and adds 13 deaths
EFE - 05/04/2020, 07:25 PM

San Salvador, May 4 (EFE) .- A military man became the thirteenth victim of COVID-19 in El Salvador on Monday, bringing the death toll to 2.34% of infections, the Minister of Defense, Ren? Merino.

The minister pointed out that this is a 47-year-old military man, who also had diabetes.

"It is very hard for us to give this news, because we are the institution that is at the service of the country, protecting our population," said Merino.

He explained that the deceased was part of a Salvadoran military contingent that was deployed to Iraq and had been a member of the Army for 25 years.

He added that 5 other members of the Armed Forces have recovered from COVID-19 and that 4 more were subjected to tests, which were negative.

El Salvador detected 65 new cases of COVID-19 on Sunday, the highest daily number since the start of the pandemic, reaching 555.

"The trend in cases has risen dramatically, although it is also influenced by the substantial increase in the number of tests carried out," the president said on his Twitter account.

These cases represent an increase of approximately 13.3% compared to the previous day's count, when the cases were 490.

"It is clear that the next few days will be decisive and that, if this trend continues, our health system will collapse in a couple of weeks," the president warned.

He assured that "it is currently impossible" for the team in charge of facing the pandemic "to be faster in containing the virus than its spread."

Earlier, the Health Minister, Francisco Alab?, pointed out that the country registered "quite acceptable data", but pointed out that these "are not going to be maintained if the population does not comply with home quarantine."

The Executive and Legislative have decreed a mandatory household quarantine and a state of national emergency that will end on May 16, without the authorities ruling out the possibility of its extension.

"We have seen how this enthusiasm and strength to comply with the quarantine has been progressively lost and we understand that there are other important economic situations, but this disease is putting different countries in an extremely complicated situation," said Alab?.

According to official data, the country has carried out 30,387 tests to detect the SARS-CoV-2 coronavirus, while the people recovered from the disease total 180, the deceased 12 and the active cases 363.

The Government recently sent Congress "a series of sanitary and economic measures, so that we can better safeguard the health and economy of Salvadorans."

The leader of the Congress, Mario Ponce, called an extraordinary session of this State organ, in which the initiatives presented by the Executive are expected to be voted on. EFE

El Salvador recorded on Wednesday its fifteenth death from COVID-19, while infections rose 7.8% to 633 cases, according to data from the Ministry of Health.

The fifteenth victim of the disease is a 72-year-old woman, who had a "history of diabetes and hypertension" and was treated in an intensive care unit.

The country carried out 1,598 tests on Tuesday, with which 46 new infections of the SARS-CoV-2 coronavirus were detected, representing an increase of 7.8% and a cumulative of 633 cases.

The recovered persons add up to 219 and the "active" cases are 391, of which 310 patients do not present symptoms, 69 are stable, 4 have a "moderate" prognosis and 13 "severe". In "critical" state are 3 people.

The department of San Salvador is the epicenter of new coronavirus infections with 258 cases, 40.7%, followed by La Libertad (center) and Santa Ana (northwest) with 49 and 42, respectively.

The mandatory home quarantine and the national state of emergency will conclude on May 16, without the Salvadoran authorities ruling out a new extension.

The country's president, Nayib Bukele, announced Tuesday night on the national radio and television network that people will be restricted from leaving to buy food twice a week, previously set by terminating their identity number.

He also reported, without going into details, that the Government will deliver 2.7 million food packages to people affected by the stoppage of economic activity due to the COVID-19 pandemic.

This announcement was made the same day that a group of social organizations denounced that "the lack of articulation of sanitary measures with economic ones has caused hunger cases to be registered."

CONTEMPORARY WITH COSTA RICA

During the presentation, Bukele criticized the strategy of combating COVID-19 in Costa Rica by allegedly decreasing the number of daily tests and said that this is "bread for today, hunger for tomorrow."

"What is happening is that they are not going to find the cases, they are not going to isolate them, they are not going to isolate the links," said the president, who added that this "generates an under-registration of deaths."

"Costa Rica would give us the false impression that they have flattened the curve, but they have only really lowered the amount of evidence," he said.

The Government of Costa Rica assured this Wednesday that President Bukele spoke "without any basis" to question the results of the Costa Rican authorities in controlling the pandemic.

"One is surprised and regrets hearing statements that have no basis. President Bukele was poorly advised, they gave him incorrect data," said Costa Rica's Foreign Minister Rodolfo Solano.

El Salvador imposes an absolute quarantine to stop the critical stage of COVID-19
This quarantine is installed the same day that a law that authorizes the arrest and confinement of people who violate home quarantine in "containment centers" takes effect.
By EFE May 07, 2020

San Salvador.- The security authorities of El Salvador imposed on Thursday an "absolute" and "rigid" quarantine throughout the country to try to stop the massive spread of the SARS-CoV-2 coronavirus (causing the disease of COVID-19 ) and avoid the collapse of its health system, according to the Government.

This quarantine is installed the same day that a law passed by Congress that authorizes the Executive to detain and confine people who allegedly violate domiciliary quarantine comes into force.

"With all its defects, with all its imperfections, with the inconvenience it generates, with the attacks they make ... ... in this quarantine we are risking the future of our country and the health and lives of our families. Salvadoran President Nayib Bukele said on his social networks.

The president warned since last May 3 that the country is in the "stage of maximum community contagion", so it was "on the way to the collapse of our health system", if no other actions were taken.

El Salvador has been in mandatory home quarantine since last March 21.

The main measure to prevent the mobility of citizens, even those who are authorized to leave due to the type of work they perform, is the ban on the circulation of public transport for fifteen days.

In the streets, the controls of the security forces were intensified and there is a considerable decrease in people transiting on foot, according to Efe in at least four points in the department of San Salvador.

Likewise, the public transport system stopped and only the personal vehicles of authorized workers, those contracted to transport personnel, and state vehicles that move health personnel circulate.

The head of the Salvadoran Government Cabinet, Carolina Recinos, warned at a press conference on Wednesday that it will be a "rigid, disciplined and" absolute "quarantine until May 21.

The Government's legal secretary, Conan Castro, added that "this is like a war" and that "we are not thinking about the economy, we are thinking about health."

Another of the measures established by the Government is the prohibition to move between the different municipalities, with the exception of people authorized to move and who work in activities related to health, agriculture, food distribution, among others.

Among the industries that are banned from their activities until next May 21 are alcoholic, carbonated, fried foods and bakery chains.

Furthermore, it assigns citizens two days a week so that they can go out to buy food and medicine according to the termination of their identity number.

El Salvador recorded its fifteenth death on Wednesday from COVID-19, while infections rose 9.8% to 695 cases, according to data from the Ministry of Health.

The Salvadoran President calls for a "special" quarantine for COVID-19 to continue

The President of El Salvador, Nayib Bukele, urged citizens on Sunday to continue with a "special" and "absolute" quarantine, decreed last Thursday to stop the expansion of the SARS-CoV-2 coronavirus (causing the COVID disease -19) in the country, where the number of infections increased to 889.

Bukele published on his Twitter account that "yesterday (Saturday), the majority of Salvadorans complied with the special quarantine", so he called people to "continue like this", since "this has to bear fruit".

"Now (the results) are not seen, due to the incubation time of the virus, but they must be seen soon, they must be seen soon. Let's hold on," he added.

On Thursday, El Salvador's security authorities imposed a "strict" and "rigid" quarantine throughout the Central American country to try to curb infections and prevent the collapse of its health system, according to the government.

Doctors, nurses and other health personnel must circulate properly identified to be able to use public transportation.

The head of the Health portfolio, Francisco Alab?, pointed out in a press conference that this is a 76-year-old man, who entered an intensive care unit.

"We join the family's pain for this irreparable loss" and "we call on the population not to see the preventive measures temporarily," said the official.

The country processed 1,953 tests on Sunday to detect the SARS-CoV-2 coronavirus (causing the disease of COVID-19), of which 69 were positive and raised the cases by approximately 7.8%, compared to Saturday's count .

The recovered people add up to 325 and the "active" cases are 615, of which 505 patients do not present symptoms, 89 are stable, 9 have a "moderate" prognosis and 6 "severe". In "critical" state are 6 people.

The department of San Salvador is the epicenter of new coronavirus infections with 440 cases, approximately 46%, followed by La Libertad (center) and Santa Ana (northwest) with 83 and 64, respectively.

El Salvador has been in an "absolute" and "rigid" quarantine since last Thursday with the prohibition of the movement of public transport and the limitation of the purchase of food by means of the identity number.

This quarantine is expected to conclude on May 21, but the authorities have not ruled out its extension due to the behavior of the infections.

The main opposition party in Congress, the right-wing Nationalist Republican Alliance (Arena), seeks to reverse these measures, which it considers unconstitutional.

Deputies of this party asked to repeal a law that gives rise to "absolute" quarantine and asked the Supreme to declare unconstitutional the related presidential decrees.

Nayib Bukele, the president of the Republic of El Savador, has declared the extension of the state of national emergency without the prior vote of Congress. The president has defended his decision under the protection of a law that allows him to do so.

The state of alarm in the Caribbean country lasted until Saturday, May 16, since Congress did not schedule a meeting until Monday, Bukele used Article 24 of the Civil Protection Law to extend the measure.

Before the declaration, many deputies protested against the president, in response, he did not hesitate to respond to them via social networks. Likewise, Bukele explained that he did it for the citizens, since he is convinced that the quarantine works and also, he wants to avoid at all costs the collapse of the sanitary units.

"I see FMLN deputies claiming that, in use of my power as President of the Republic, I declared a State of Emergency. They say it is a blow to democracy and I don't know what else ... "

As of this Sunday, El Salvador registers 1,338 confirmed cases of COVID-19, and 27 deaths.

The Constitutional Chamber of the Supreme Court of Justice of El Salvador temporarily suspended the state of emergency decree issued by the Government of Nayib Bukele, who dispensed with Congress to take the measure.

The magistrates of the Supreme Court admitted a claim of unconstitutionality to determine alleged "defects in form" and whether the president exercised a function of Congress "without justification," according to the resolution.

With this decision they suspended the effects of the executive decree "immediately and provisionally" while this process of unconstitutionality "promoted by a citizen is pending.

"The authorities of the Executive body may not exercise any of the powers established by said regulations; likewise, the effects of any act or rule that is a consequence of the aforementioned executive decree are suspended, ”added the constitutional judges, this Monday, May 18.

According to the Executive, the state of emergency gives legal support to the measures of confinement and economic relief to the population, such as the moratorium on the payment of basic services.

The resolution indicates that President Bukele has 10 days to rule on the legal justification for the measure, at the same time that he has the Attorney General's Office to give his position.

The Constitutional Chamber also called on the Government and Congress to make a "mutual effort" for the prompt approval of a national emergency law "that updates the conditions in which Salvadoran society is currently facing the COVID combat- 19 ".

The deputies are discussing a series of proposals on Monday and they are expected to vote this Monday on a new national state of emergency law.

Bukele: "Unprecedented"

President Bukele reacted from his Twitter account and assured that this is "an unprecedented act" of the Constitutional Chamber.

"It takes away a power from the Presidency of the Republic, a power that all the presidents of El Salvador have had and used, in times of emergency. And they do it in the largest emergency the world has had in 100 years, "he said.

The government declared a state of emergency close to dawn on Sunday to stop the advance of COVID-19, protected by a law that allows it if Congress cannot meet.

The Executive evoked an article of the Civil Protection Law that gives it the power to issue the measure in the face of problems to set up a session of the deputies, but the Prosecutor's Office noted that "the Legislative Assembly was not unable to meet."

The government measure was classified by deputies and analysts as "ignorance" of the Legislative body and "hidden" state of emergency.

The Office of the Prosecutor called the action "an act of usurpation of powers" and also requested its nullity, given that it considers that "the Legislative Assembly was not unable to meet."

The Presidency's legal secretary, Conan Castro, said in remarks to the international press on Sunday that without the state of emergency, the law of mandatory confinement and the presidential decree declaring "absolute" quarantine have no legal basis.

Close to collapse

The Salvadoran government predicts that the hospital system will collapse in the coming weeks due to the accelerated rate of infections and the increase in the number of suspected cases.

A group of doctors and employees of the Ministry of Health on Monday called on Congress to maintain the containment measures through a state of emergency.

"We support the measures of the state of emergency, which must be ratified by the Legislative Assembly and we request that the measures of home quarantine continue" to contain the advance of the virus, Rigoberto Gonz?lez, director of the Jos? public hospital, told the press. Molina Mart?nez.

The head of nursing at said center assured that the country is at the peak of infections, so she also called on the population to continue with the protection measures.

According to the last official count, El Salvador registers 1,413 confirmed cases of COVID-19, 30 deaths and 1,052 patients with suspicions.
