After injuring 25 [now 27] citizen bird influenza
WHO threatens to declare Egypt infected area

March 27, 2007

Cairo: Major

Amid warnings from the World Health Organization spread of bird flu within the country of Egypt, and the failure of the Egyptian government to control the spread of the disease after 28 in the province, including a threat to the poultry industry is not, but on the lives of citizens following the increased morbidity and Thorah to become more aggressive in the face of antimalarial [anti-viral] drug, which the warning also confirmed by a number of experts and specialists in Egypt, who stressed that the probability of occurrence of the epidemic based strongly, especially after the discovery of new strains of the virus resistant to drug Altamiflo currently used in the fight against the disease, was confirmed after Margaret Chan, director general of the World Health Organization that the world is in need of years to be able to eradicate avian influenza.

According to experts, the epidemic may be more dangerous and deadly than the outbreaks of 1918 and 1919 and claimed the lives of one million people, including half a million in America alone.

Especially since the number of deaths resulting from human cases of this disease in the world had risen since 2003 to 166 cases of death, and Indonesia occupies the top of the affected States influenza cases and 63 deaths, followed by Vietnam with 42 and China with 41 and Thailand with 17 and Egypt 12, Cambodia, 4 cases of six in Turkey , 5 in Azerbaijan and two in Iraq and the situation in Nigeria.

A scientific study conducted by Harvard University in America recently signed on the human losses that will occur because of the influenza outbreak, and said it will be <very grim> has far exceeded the No. 62 million deaths, the study pointed out that developing countries would witness the vast majority of deaths in the event of an epidemic.

For his part, Dr. Hassan human-regional adviser for emerging diseases, the World Health Organization - that the possibility of turning to the disease avian influenza pandemic is possible, pointing out that a number of actions will be taken to confront and contain the virus and eliminate it in the framework of the International Health Regulations, approved by the Member States in the World Health Organization, He pointed out that there are plans to do in the time and separate plans are implemented according to the State within each stage, and that there are plans and guidance many of the organization in Egypt, but this guidance was not proportionate, but difficult to implement in rural areas, and this is the main reason for the restriction of the number of people infected with avian influenza in rural, explaining that in the event that the disease and avian influenza B, or to move from human to human beings will be the implementation of the procedures set forth in the International Health Regulations set in 1969, which were reviewed and modified after the emergence of deadly diseases such as SARS, in 2005 after great efforts, but it did not entered into force.

And, he said. Human that will be dealt with in the case of the disease turning into an epidemic, such as the crises and disasters, and not, as administration or face disease; because the number of projected deaths in the event of this could cripple public life.

Fierce strains

He did not rule out that Dr. Mohamed Seif-professor in the Faculty of Veterinary Medicine University of the Suez Canal - the possibility of converting the disease to the human epidemic, and he is going to leap and change the installation of the virus gene and be able to move from one to another, especially as the format stresses that the virus has turned into a fierce Atra, and the incidence of in the recent period ended in death, and the index is very dangerous.

The control problem in the bird means to control the rights, pointing to the need to immunize all poultry in homes and farms, whether infected or sick, especially that the importer has demonstrated proficiency immunization against the disease, as well as the clearing houses using effective disinfectants.

The expected rise in the number of deaths rates in the case of very large shift to the disease and B <God forbid>, pointing out that the statistics confirmed that the number of victims in the human epidemic in 1917, ranged from 20 to 40 million people, and B. In 1957, and reached three million, while two million in 1968.

The blockade

He added Dr. Hamdi Al-Doctors Association and the Chairman of the People's Assembly Committee on Health-Egypt at the blockade at any time; because avian flu, which still exist and can be moved from Tthor citizen to another, in this case would impose sanctions on Egypt, no one will come to the region where the disease No one would emerge, as well as goods; and in the context of health regulations Aldolihalte signed by Egypt, and the protection of the rest of the beleaguered and eradicate the disease, is expected to continue the embargo for six months.

Mr. Hamdi revealed that the government had asked all the sectors of production and services prepare raw materials and supplies sufficient for this period, even if this disease is endemic or moved from humans to humans was not the imposition of the embargo and another die, and we have the medicine and medical supplies, raw materials and basic materials.

He criticized the president of the Medical Association and the Chairman of the People's Assembly Committee on Health, a non-equipped medical centers in the provinces, or local labs in each governorate for the analysis of samples like the plant in central Cairo at the time the virus has become more serious after the high mortality rate among infected 100 in the second phase, after the 50 only in the first phase?!

The State's plan to meet

For his part, Dr Rahman Shahin-Media Advisor to the Minister of Health - that there is a plan to confront the disease or developments in the spread of epidemics or human-to-human, and said: The plan contains many details involving the ministries of health, population, agriculture, environment, defense, interior and foreign affairs, education, and at the provincial level, for every province, especially in the face of the plan, and there is a strategic stock of the real estate Altamiflo and other alternative medicines such as Alamentadin.

And on the question of the embargo that may be imposed on the region, which shows where the disease is spreading and is endemic Shahin added that the WHO is working with countries to contain the disease and identify Msalhalehzar according to the status of the epidemic and how it is spread, and provide three million doses pump immediately to the region, which shows the epidemic; and in the framework of regulations international health dealing with the development of epidemics in general.

Re: EGYPT - "WHO threatens to declare Egypt infected area"

I gave this article a re-think after there was some discussion about it at FW and it occurred to me that perhaps this headline should be read in a more "theoretical" light. In other words, maybe what the headline/article is saying is that in the event of a bf epidemic/pandemic -- which may happen at some unknown point in the future -- the WHO would/could declare Egypt a bf infected area and, therefore, there would/could be quarantining, bans on travel, bans on trade, etc., etc.

I think it's just dawning on a lot of people in Egypt and elsewhere in the Middle East that if there's a pandemic, there will be a LOT of social & economic consequences -- many folks are suddenly realizing that things like tourism in Egypt which is so important to that country will just shut down. There's been a few articles like this in the Egyptian/Middle Eastern press lately -- i.e. just informing people of what a worst-case-scenario (even a "mild" worst-case-scenario) might involve.

Maybe, then, this is another one of those articles and that a WHO declaration regarding Egypt is not, necessarily, imminent.

This is just my re-think. I'll be the first to admit that it's often REALLY difficult to figure out the meaning of machine-translations. I hope my re-think is the correct interpretation and that there's nothing imminent going to happen in Egypt....

Re: EGYPT - "WHO threatens to declare Egypt infected area"

Good points T42. When I read the article I interpreted "infected area" to mean epidemic. I don't know if declaring BF status as epidemic prompts any action from WHO's perspective.

Re: EGYPT - "WHO threatens to declare Egypt infected area"

Here's the human translation of the two sections that you put in bold

First excerpt
The WHO has issued more warnings of the spread of bird flu in Egypt, of the Egyptian Government's failure to bring it under control after having spread to 28 provinces.
Not only the poultry industry is at risk, but the lives of Egyptian citizens, as contamination rates have increased, and because it has mutated to become more resilient to anti (retro-)viral drugs. Several Egyptian experts have endorsed this warning, stating that the possibility of a full-blown epidemic is becoming increasingly likely, now that new strains of the virus have been discovered that are resistant to Tamiflu - the anti-viral which is used at present.

Margaret Chan, general (manager) secretary of the WHO, has previously confirmed that the world would need years in order to stamp out bird flu.

---------------------------------------------------------------------
Second excerpt

The Chief Doctor and Head of the People's Assembly ( Government's) Health Committee criticised the lack of fully-prepared medical centres in the provinces, as well as the absence of laboratories in every province for analysing specimens like the plant in central Cairo, at a time when the virus is becoming even more dangerous, after the increase in the number of deaths amongst those infected to 100 in the second wave (outbreak) compared to only 50 in the first wave.

[The Arabic text seems to imply that there are 100 deaths in this second wave]

Awesome! Thanks so much, Susie -- and thanks to your son, too.

Just real quickly -- I know what this refers to:
Susie said:

That is referring to the fact that 100% of those found to be infected this season died, as opposed to only 50% last year/season. They mean 100% -- not 100 deaths.

That was before this latest round of 'mild' cases in all these children, though -- that stat (100%) has now changed.

Re: EGYPT - "WHO threatens to declare Egypt infected area"

I did a "better" machine-translation (i.e. sakhr.com rather than Google) of those last 2 paragraphs that mention Tamiflu and 3 million. Apparently, if Egypt & the WHO decide that there is a bf epidemic (pandemic) in the country, 3 million doses (doses, not courses) of Tamiflu will be shipped to Egypt. Sounds like this is the plan for any country where it's determined that there is an 'epidemic' of bf. In other words, a big Tamiflu blanket.

Here are those last 2 paragraphs:
From its side, Doctor Abdul Rahman Shahin - the media adviser of the Minister of Health - confirmed that there is a plan for the confrontation of disease or the occurrence of developments in its spread in an epidemic way or from the human being to the human being, and he said: the plan contains many details that the Ministries of Health and Population, the agriculture and the environment, the defense and the Interior Ministry and the external one and the education and on the governorates level, then to all governorate of confrontation plan related to it, and there is a strategic store from Al Tamiflou [Tamiflu] drug and other alternative medicines like Al Amntadin [amantadine].

And about the ban [embargo] issue that may be imposed on the region in which the disease appears and spreads in an epidemic way, Shahin added that the World Health Organization works with the countries for the blockade of [to contain the] disease, and the determination of the ban issue according to the epidemic condition and its spread extent, and it provides 3 millions doses it is pumped immediately to the region in which the epidemic appears; and that within the framework of regulation of international health dealing with the development of epidemics in general.
(Since this article has generated so much interest, I'll try to do a 'better' machine-translation of the whole thing later -- if I have time. It's a bit labor-intensive 'cause you have to work line-by-line....)
