وتنقسم الخطة إلى ٦ مراحل بحسب درجة انتشار المرض، تعد المرحلة السادسة - وهى حالة تحور الفيروس وانتشاره بين البشر - هى الأشد خطراً، وتؤكد المراحل ضرورة الاستمرار فى رصد واحتواء سرعة تفشى الوباء بين الحيوانات والبشر، كما تقضى بمنع التجمعات والهجرة الداخلية وإغلاق المدارس وحظر سير الأتوبيسات والمترو فى المناطق المصابة، وإعلان حالة الطوارئ.
