هدد نحو ١٠ آلاف مزارع فى قرى ٢٤ و٢٥ و٢٦ بصار و٥٣ و٥٤ و٥٧ و٥٦ و٤٩ بمنطقة الحفير فى الدقهلية، أمس، بقطع الطريق الدولى بسبب انقطاع مياه الرى عن المنطقة منذ منتصف مايو الماضى، مما يهدد ببوار ٢٠ ألف فدان واحتراق شتلات الأرز.​

This is probably all too common among villages, we just do not learn of it.

My concern is that this is a bad time for a community to endure a water shortage. There was a temporal association between water shortages in Mexico City and the severe outbreak of novel H1N1.

Access to water to maintain hygiene is essential.

i have been thru villages here where they do laundry, wash the dishes and have a bath on one side of the canal and use the same water for drinking then they pile the trash on the opposite bank.

I have seen over the years here every kind of dead animal in the canal system and in some cases more then a single animal at one location.

in Cairo a couple of years ago, i saw quite a few cattle egrets in a canal in the sakara area along with a couple of donkeys.

كشف تقرير حكومى حديث صادر عن وزارة البيئة، عن وصول تلوث مياه الشرب إلى ?مراحل معقدة يصعب مواجهتها?، مشيراً إلى أن تعدد الجهات المشاركة فى إدارة الموارد المائية أدى إلى عرقلة حل المشكلة.​

وأوضح التقرير أن وزارة البيئة واجهت تلوث الهواء فى محافظات مصر بشكل مكثف، حيث أضافت ١١ محطة لرصد ملوثات الهواء فى أماكن متفرقة لمواكبة التلوث الذى يحدث خلال فترة السحابة السوداء.​

وذكر أن مشروع ?لايف? الممول من المعونة الأمريكية أجرى دراسة لقياس نسب الرصاص فى دم أهالى المناطق المحيطة بالمسابك الموجودة فى القاهرة، موضحاً أن نتائج الدراسة أسفرت عن أن ٦٦.٧% من الرجال و٦٣.٤٪ من النساء و٤٨.٩٪ من الأطفال أقل من ٧ سنوات تعدت نسبة الرصاص بدمائهم الحد المسموح به، لذا أوصت الدراسة على الفور بسرعة تطهير كل المسابك وغلقها.​

وفيما يخص مشكلة المخلفات الصلبة، أكد التقرير أنها أكثر المشكلات البيئية فى مصر من حيث الآثار السلبية والصحية، وهو ما دعا مجلس الوزراء إلى تخصيص ٣٩٠.٥ مليون جنيه لعامى ٢٠١٠-٢٠١١، لرفع كل المخلفات الصلبة من محافظات مصر وسرعة حل هذه الأزمة، لافتاً إلى تزايد كميات ونوعيات النفايات الخطرة المتولدة عن أنشطة جميع المنشآت، ووصفها بأنها أصبحت تمثل تهديداً واضحاً على الصحة العامة، مطالباً بسرعة وضع استراتيجيات وخطط وتشريعات لإدارة هذه النفايات بطرق آمنة.​

تجمهر نحو ٥٠٠ من فلاحى قريتى ٣٦ و٤٧ بمنطقة حفير شهاب الدين، التابعة لمركز بلقاس بالدقهلية، أمس، أمام مصرف ?كوتشنر? بالمنطقة، احتجاجاً على عدم وصول مياه الرى لأراضيهم منذ ٢٠ يوماً.​

Gathered some 500 peasants from 36 villages and 47 in the Hver Shahabuddeen, of the Center for Belkas Badakkhlip, yesterday, before the Bank ?Kouchner? the region, to protest the lack of access to water for irrigation of their land since the 20 days.

وقال ماجد أبوشعيشع، من المزارعين، إن بحر كوتشنر جاف من المياه منذ ٢٠ يوماً بسبب إغلاق مسؤولى الرى، بمحافظة كفر الشيخ، البوابات عند منطقة ٥٨، لافتاً إلى أن الفلاحين يعانون بسبب البحث عن مياه لإنقاذ محصول الأرز، بعد جفاف المصرف، الذى يستخدمون مياهه فى الزراعة، وتم زرع الشتلات مرتين دون فائدة.​

وأضاف أحمد العدل ـ أحد المتضررين: نتعرض كل سنة للمشكلة نفسها، وأرسلنا عدة شكاوى لوزيرى الرى والزراعة، لكن لم يتحرك أحد لإنقاذنا، وعندما تقدمنا بشكوى فى رى بلقاس قال لنا المسؤولون إن لجنة من الوزارة ستحضر لمعاينة الوضع على الطبيعة لكن لم يحضر أحد.​

Justice Ahmed said one of those affected: we are exposed each year to the problem itself, and sent several complaints to the ministers of irrigation and agriculture, but did not move one to save us, and when we complained to irrigate Belkas officials told us that a committee of the Ministry will attend to observe the situation on the ground but did not attend one.

وأشار عبدالرحيم الباز، من المزارعين، إلى أن عدداً كبيراً من المزارعين مهددون بدخول السجن بسبب تراكم الديون كل سنة، للجمعية الزراعية وبنك الائتمان الزراعى.​

وأكد المزارعون أن الأزمة تسببت فى بوار ٥ آلاف فدان حتى الآن، واتهموا المهندس السيد ناجى، وكيل وزارة الرى فى المحافظة، بإدارة الأزمة من مكتبه.​

تسبب انعدام مياه الشرب بمركز أولاد صقر، ولجوء الأهالى إلى استخدام مياه الترع والمصارف، إلى ارتفاع إصابة أهالى المركز بمرض البلهارسيا. وكشفت لجنة الصحة برئاسة د. سعد العش بمحلى محافظة الشرقية، عن انتشار مرض البلهارسيا، خاصة بمركز أولاد صقر، حيث ارتفعت نسبة الإصابة بالقرى التى تطل على مجارى مائية لتصل إلى 3%.

وأكد فتحى محمد رئيس مركز أولاد صقر، خلال الجلسة، على تجهيز الأفراد لمقاومة القواقع والبؤر المصابة، وفق مخطط يتضمن علاج الأهالى داخل المنازل وتوفير الأدوية إلى جانب اشتراك التربية والتعليم والأوقاف للقيام بحملات توعية بالمدارس والمساجد.

وتم تجهيز ما يزيد عن 280 ألف قرص دستوسيد لبدء عملية علاج جماعى لأهالى القرى، التى ترتفع فيها الإصابة إلى أكثر من 3%، كما تم توفير نصف طن من مبيد البيلوسيد لمكافحة القواقع بجميع المجارى المائية، وجارى رش المصارف والترع بالمبيدات للحد من المرض.

وطالب عشرات الأهالى بسرعة تدخل المحافظ اللواء محمد عبدالفضيل شوشة ورئيس الوحدة المحلية لمركز ومدينة العريش اللواء الهامى عارف من أجل توفير المياه.

يذكر أن مناطق عدة بالعريش تعانى أيضاً من انقطاع المياه.

كشفت الحلقات النقاشية التى عقدها مركز ماعت للسلام والتنمية وحقوق الإنسان فى كل من أطفيح والعياط عن مجموعة من المشكلات أهمها المشكلات المتعلقة بمياه الشرب والصرف الصحى، حيث أكد المواطنون خلال الجلسة التى عقدت بمركز شباب المتانيا بالعياط أنهم يلجأون لشراء المياه المعبأة فى جراكن، نظراً لعدم صلاحية المياه الموجودة للشرب، أما فى أطفيح فعلى الرغم من أنه جارى العمل منذ سنوات فى محطة تنقية المياه، إلا أنها لم تسلم حتى الآن، بالإضافة إلى مشكلات الصرف الصحى فى المنطقتين وتأثر كفاءة الطرق والمواصلات بالمنطقة، نظراً لتكسير الأرصفة باستمرار بغرض تركيب الشبكة.

وتتم هذه الحلقات فى إطار أنشطة مشروع صوت المواطن، الذى ينفذه ماعت بالتعاون مع مؤسسة المستقبل فى عدد من المحافظات مصر وبالتنسيق مع مجموعة من المؤسسات الأهلية فى المحافظات، وذلك فى إطار سعى ماعت للتأكيد على العمل التشبيكى وبناء قدرات المنظمات الأهلية على المستوى المحلى كأحد متطلبات تفعيل مشاركة منظمات المجتمع المدنى فى التنمية المحلية الشاملة ويهدف المشروع لبناء آلية للتواصل بين المواطنين وأعضاء المجالس الشعبية المحلية المنتخبة ورفع كفاءة واستجابة وفاعلية أعضاء المجالس المحلية وتستهدف الحلقات النقاشية رفع وعى المواطنين بعمل المجالس الشعبية المحلية ورفع قدرتهم على تقييم عمل الأعضاء المنتخبين وتستهدف رصد المشكلات المحلية والاحتياجات الملحة للمواطنين.

وأكد ماعت، أن الحق فى الحصول على مياه شرب مأمونة وخدمات صرف صحى متيسرة أهم الحقوق الاجتماعية للمواطنين والتى يجب أن تعمل الحكومات على عدم انتهاكها والسعى لجعلها متوافرة باستمرار.

فى قرية الصبيحات التابعة لمركز طامية، أكد الأهالى أن المياه ?مقطوعة? عن القرية منذ أكثر من ٨ أشهر متواصلة، الأمر الذى جعلهم يستخدمون مياه الترعة فى قضاء حاجاتهم الضرورية، واضطروا للذهاب إلى القرى المجاورة للحصول على مياه الشرب، واستخدام صنبور عمومى فى القرية تأتى إليه المياه لبضع ساعات.

وتصل المياه فى أوقات متأخرة من الليل فى قرى ?جبلة? و?معصرة صاوى? و?دار السلام? و?الإخصاص? و?الروضة? التابعة لمركز طامية ويعانى الأهالى بشدة من أجل الحصول فقط على احتياجاتهم الضرورية منها.

وتشتد الأزمة فى عزبة ?بركة? التابعة لمركز يوسف الصديق حيث تعانى انقطاع المياه لأكثر من ٨ أشهر، وأكد الأهالى أنهم ذهبوا إلى قرية ?الجبالى? للحصول على احتياجاتهم من المياه ولكن أهالى القرية تصدوا لهم وحدثت مشاجرات بين أهالى القريتين.

قال طارق على من قرية الصبيحات، إن المياه انقطعت عن القرية تماماً منذ أكثر من ٨ أشهر، ونضطر للذهاب للقرى المجاورة للحصول على مياه الشرب. وأكد أحمد عبدالنبى عبدالرحيم، من قرية جبلة، أن المياه انقطعت عن القرية منذ أكثر من ٧ أشهر واضطر الأهالى لاستخدام مياه ترعة ?أبوراضى? للوضوء وغسيل الأوانى والملابس.

وقال جمال يوسف، من قرية معصرة صاوى، إن المياه منقطعة عن القرية ولا تأتى إلا فى ساعات متأخرة من الليل كما أنها تأتى ضعيفة جداً ولا تساعدنا على ملء الأوانى التى تكفينا ليوم.

وأكد أحمد محمد محمود، من قرية دار السلام، أن المياه انقطعت عن القرية منذ حوالى شهر، ويضطر الأهالى إلى جمع جراكن المياه ووضعها فى سياررة للذهاب إلى القرى المجاورة للحصول على المياه منها.

وأشار سيد ربيع، من قرية الإخصاص، إلى أن المياه لا تصل مطلقاً إلى القرية منذ أكثر من ٢٠ يوماً، الأمر الذى جعل الأهالى يستخدمون مياه الترعة فى غسيل الملابس والأوانى والوضوء، ويضطرون لشراء جراكن مياه الشرب بسعر جنيه ونصف الجنيه للجركن الواحد.

وقال أحمد شعبان، من قرية الروضة، إن المياه انقطعت عن القرية لأكثر من شهر مما اضطر الأهالى لشراء جراكن المياه من القرى المجاورة، وتشتد المعاناة خاصة ونحن فى فصل الصيف فى ظل الاحتياج المستمر إلى المياه.

وأوضح سيد عبدالعظيم، من عزبة بركة، أن المياه انقطعت عن القرية منذ أكثر من ٨ أشهر متواصلة، مؤكداً أن الأهالى ذهبوا إلى قرية الجبالى المجاورة لقريتهم لأخذ احتياجاتهم من المياه وتصدى لهم أهالى القرية ومنعوهم من الحصول على المياه وحدثت مشاجرات فيما بينهم.

ومن جانبه، اعترف اللواء محمود نافع، رئيس مرفق مياه الشرب والصرف الصحى بالمحافظة، أثناء مناقشة مشكلة مياه الشرب فى جلسة مجلس محلى المحافظة الأخيرة، بالمشكلة، لافتاً إلى أنه خلال شهر سيتم القضاء على هذه المشكلة نهائياً وسيتم منع تحصيل أى رسوم من المواطنين الذين تصل المياه إليهم ووقف أى حجوزات عليهم وإعادة ما تم تحصيله من الأهالى لحين وصول المياه إلى قراهم.

انتقد اللواء محمد هانى متولى، محافظ جنوب سيناء، شركة المياه والصرف الصحى بجنوب سيناء لعجزها عن حل مشاكل انقطاع المياه المستمر بمنطقتى الزهور والسلام والأمل بطور سيناء ومدينة أبو رديس، وذلك بعد تعدد شكاوى المواطنين خلال شهرى يونيو ويوليو، وهما شهرا الذروة فى استهلاك المياه، وقال إن كل رئيس مدينة هو المسئول الأول عن مشاكل المياه والصرف الصحى، ويجب عليه سرعة حل هذه المشاكل بجانب شركة المياه.

جاء ذلك خلال جلسة المجلس التنفيذى للمحافظة برئاسة المحافظة وبحضور اللواء جمال الغمرى السكرتير العام للمحافظة ومحمد جمال السكرتير العام المساعد ورؤساء المدن ومديرى المديريات.

على الجانب الآخر، ناقش المجلس مشروعات الاستثمار، وأوضح المحافظ خلال الجلسة أن مخططات الاستثمار الحالية تعتمد توزيع الاستثمارات على كافة المدن وعدم التركيز على شرم الشيخ فقط، وكذلك توزيع الأنشطة الاستثمارية على المدن، خاصة الأنشطة السياحية والزراعية والصناعية، وانتقل المجلس إلى مشكلة التغذية لطلبة المدارس، حيث قال المحافظ إن الدولة تنفق 370 مليون جنيه على التغذية المدرسية سنوياً، وأن جنوب سيناء تحتاج إلى 4 ملايين جنيه للتغذية المدرسية تساهم الدولة منها بـ 2 مليون جنيه، والفرق يتم تحمله بواسطة مشاركة المجتمع المدنى من المستثمرين ورجال الأعمال.

وتحدث المحافظ عن رسوم النظافة، والتى تسبب مشكلة حالياً لأن المواطنين لا يستطيعون التفرقة بين رسوم النظافة 2.5% التى تحصلها الضرائب العقارية وبين رسوم النظافة التى تحصلها مجالس المدن نتيجة لأعمال النظافة التى تقوم بها الشركة. وطالب المحافظ إدارة البيئة بحسم رسوم النظافة وفئاتها تمهيداً لإقرارها، مضيفاً أن الشركة القائمة على إدارة المخلفات الصلبة بمدينتى شرم الشيخ ودهب، تتعرض للخسارة، وأن المحافظة تساهم فى رأس مال الشركة بنسبة 20%، وطالب المحافظ بإحالة إدارة المخلفات الصلبة للمجلس الشعبى المحلى لاتخاذ القرار المناسب فيها.
