The Heads of State and Government of the EU Member MANO River (Sierra Leone, Liberia, Guinea and C?te d'Ivoire) and their development partners including United Regional Director of the World Health Margaret Chan, met in Conakry, Republic of Guinea on 1 August 2014, to review the situation of the Ebola epidemic and adopt common strategies for response in the sub-region.
Whereas Ebola outbreak was confirmed in three (3) four (4) members of the Mano River Union (Sierra Leone, Liberia and laGuin?e) States, and is distinguished by the high number of victims, including carers;
Whereas Member States individually do not have sufficient capacity for response to overcome this epidemic without concerted aucuneintervention;
Given the transboundary nature of the epidemic and the risk of spread beyond the members of the Mano River Union States, if appropriate and harmonized measures are not taken;
Considering the experience of Guinea in the management of Ebola epidemic especially in contact tracing and community involvement interventions, support and case management reluctance;
Recognizing the uniqueness of each Member State which involves taking specific measures;
Aware of the socio-economic impact of the epidemic on the development of three (3) Member States sharing the same boundaries;
Recognizing that the Ebola epidemic is a threat to global security at the National, Sub-Regional and Global;
Recognizing the efforts made by the various members with the support of development partners states;
Noting the recommendations of the meeting of Ministers of Health of the Mano River Union, held June 20, 2014 in Conakry and cellede the meeting of Ministers of Health of West Africa the epidemic Ebola held from 2 to 3 July 2014 in Accra;
Taking into account the major challenges faced by members of the sub-region states, such as human resources, health systems, medical equipment etc..
At the meeting of this day of the 1st August 2014, we decided to take the following steps:
We, the Heads of State and Government of the Mano River Union, decided to take measures to stop the spread of Ebola in our Member States. We wish to express our gratitude to the staff health and Experts in our respective countries that have contributed to the fight against Ebola.
We agree to make important and special measures to inter-country level to focus on border regions that have more than 70% of the epidemic. These areas will be isolated by the Police and the Army. Populations living in these areas being isolated, will benefit of material support. Health services in these areas will be strengthened to ensure treatment, testing and monitoring of contacts effectively.
We agree to provide incentive awards to staff health and the treatment and protection to enable them to resume their work. We will ensure the safety and protection of all national and international staff involved in the fight against Ebola.
Member States may consider measures to restrict the movement of persons and prohibit, as appropriate, combinations of mass.
Ebola is a global problem that needs a global response. This is why we Heads of State are committed to playing our part to end the progression of Ebola as soon as possible. To this end, the international community will support Member States in order to build capacity for monitoring, tracking contacts, case management and laboratory capacities States.
We, Heads of State, the international community want to ensure that the disease will not be exported. We assure the international community that we have taken measures at international ports of entry. Contacts and people under surveillance will be listed and the information will be provided to each Member State to ensure that these people can not travel outside their respective countries to the lifting of the restriction.
We also appreciate the support of international organizations and NGO's but we ask them to work within the framework of our national plans. Communication should be transparent and coordinated using the structures that have been established in each Member State. We, the Member States should be transparent in the way we use our resources to achieve results and we ask that all partners are transparent and accountable.
The Extraordinary Summit of Heads of State and Government of the Mano River Union is also committed to the following actions:
To Member States
Mobilize (religious community authorities, political etc.) Public and private sectors to work in synergy of actions to increase awareness for the understanding of the Ebola epidemic by communities to respond more effectively and effective.
Involve all sectors in implementing immediate implementation defined in the national response plans against the epidemic interventions;
Harmonize and coordinate measures against the epidemic by the different Member States;
Consult before taking decisions and statements importantesli?es Ebola;
Deploy international and national human resources with the required skills to strengthen the fight;
Mobilize and allocate adequate financial resources for the response to the epidemic;
Strengthen supervision of cross-border movements through the exchange of information on the strict control of passengers.
Strengthen the capacity of Member States for surveillance, case finding and contact tracing as well as the exchange of information on the Ebola epidemic with WHO, CDC, MSF, UNICEF, UNFPA and other partners in real time.
Improve information for communities on issues related to the Ebola epidemic in order to raise awareness etpromouvoir community participation in the interventions of care, prevention and health promotion respecting cultural contexts system
Improve the prevention and control of infections in health centers to prevent health personnel to die in the event of recurrence of the disease.
Establish a system of monitoring and evaluation of regional strategies and research on the disease.
Exchanging experiences and share resources in the sub-regions

Provide technical, financial and material assistance needed to support interventions response to Ebola outbreak in the affected Member States and preparedness activities in the Member States at risk;
The Heads of State and Government sincerely thank the development partners and the international community to support the mastery of the disease;
The Heads of State and Government thanked the Director General of WHO and the WHO Regional Director for Africa, to support the efforts of the Governments of the Union;
The Heads of State and Government welcomed and encouraged Madam Ambassador, Secretary General of the Mano River Union, Dr. Haja KABA DARABA Saran and his team for the efforts it has constantly made in the fight against this disease;
The Heads of State and Government appoint Professor Alpha Cond?, President of the Republic of Guinea, current Chairman of the Mano River Union, to carry the message of the Union for Ebola Summit of leaders United States of America / Africa to be held on 5 and 6 August 2014A Washington DC.
Finally, the Heads of State and Government thank His Excellency Professor Alpha Cond?, President of the Republic, Head of State, the Government and people of Guinea for the warm and fraternal welcome reserved for guests at this meeting .
