In Lubumbashi, the organization Justicia ASBL, which specializes in promoting human rights and humanitarian law, is warning of a major health crisis at Kasapa central prison, where several dozen inmates have lost their lives following a waterborne epidemic.

In a statement published on Tuesday, July 8, the NGO said it was deeply saddened by the disruption to the drinking water supply that occurred between June 14 and 20, 2025, a period during which prisoners were forced to use stagnant water from the trenches for their daily needs.

The small borehole located at the prison headquarters is said to be sufficient to cover barely 10% of the needs of a prison population estimated at over 2,500 inmates. This situation has reportedly contributed to the spread of waterborne diseases, exacerbated by the lack of essential medicines and pharmaceutical products.

"The prison administration was unable to provide the necessary treatment, which led to a health disaster," laments Maître Timothée Mbuya, president of Justicia ASBL.

Call for urgent intervention

Justicia ASBL urges national and provincial authorities to intervene without delay to:

-Provide appropriate medication to sick prisoners,
-Implement sustainable solutions to guarantee access to drinking water
-Build boreholes or standpipes supplied by autonomous systems.

The organization recalls that respect for human dignity applies to everyone, including people deprived of their liberty.
