RoRo - Is this occurring in the same area as the 'mysterious fever' cases or in a different area of UP altogether?

It must be noted that there are numerous potential explanations, from poisoning to a wide range of diseases for this outbreak.

However, H5N1 has been recorded in UP in birds previously, and is known to cause disease in dogs, pigs and cats and therefore is a causative agent worth actively excluding from the list of possible culprits here.

I think that a lot of the "mystery fever" is probably dengue with some other diseases like chickungunya, malaria, chickenpox, meningitis etc also occurring to give the overlapping symptom descriptions. My first thought on this was pigs and dogs are pretty omnivorous and probably ate something poisonous, but there's not enough information yet.
From scanning the local newspapers, there are several warnings of increased respiratory illnesses in the area, but no reports of fatalities at this point. The news reports do tend to distinguish between respiratory illness and fever, and that's one reason why I think the "mystery" reports are not respiratory in nature.
I also think that the occurrence of the words "mystery" and "bizarre" are in many cases a translation artifact that gets carried into the national english press and are probably equivalent to the more mundane "unidentified". Since testing is not a consistent part of treatment in UP, a doctor may report that he treated 50 dengue patients last week, the State will report no dengue cases as no confirmatory tests were done, the news then reports a mystery illness!

I agree. I think the idea of a mystery fever may also be used to justify the lack of available treatment. If someone dies of malaria, their family may blame the medical officials for not treating it. If it's a mystery disease, then there's nothing that could be done.

May not be related as Ghaziabad is several hundred miles from Kaushambi, but a warning from there on increased likelihood of seasonal Parvovirus (Pargo) which can be lethal to dogs, especially puppies. I don't think it would affect pigs though.
