correct me if I'm wrong but as I understand it, "isolation" could be enforced if you are suspected of having contact with someone who has Ebola but is not symptomatic.

While I agree, I suspect this is one of those "damned if you do, damned if you don't" scenarios. If he doesn't act beforehand and someone is diagnosed there, he'll face all kinds of recriminations.

I doubt, in the event of an Ebola situation of extreme noncompliance, that he would have a hard time declaring the emergency a-min?te.

The governors do not need to do anything. The federal government already has authorization to quarantine people since 2003:

(b) Severe Acute Respiratory Syndrome (SARS), which is a disease associated with fever and signs and symptoms of pneumonia or other respiratory illness, is transmitted from person to person predominantly by the aerosolized or droplet route, and, if spread in the population, would have severe public health consequences.
Sec. 2. The Secretary, in the Secretary's discretion, shall determine whether a particular condition constitutes a communicable disease of the type specified in section 1 of this order.
Sec. 3. The functions of the President under sections 362 and 364(a) of the Public Health Service Act (42 U.S.C. 265 and 267(a)) are assigned to the Secretary.
Sec. 4. This order is not intended to, and does not, create any right or benefit enforceable at law or equity by any party against the United States, its departments, agencies, entities, officers, employees or agents, or any other person.
Sec. 5. Executive Order 12452 of December 22, 1983, is hereby revoked.

Yes this was my understanding and why I was puzzled by this... I just assumed it was a state level legal quirk for CT (shrugs)

I hope the government is reasonable in the handling and enforcement of any quarantine/isolation. I suspect the backlash will be very bad if it is heavy handed or done without sufficient respect for civil liberties. It will drive possibly infected people into hiding.

Every reasonable effort should be made to reduce inconvenience and make as comfortable as possible anyone subjected to forced isolation. That means providing them reasonably comfortable accommodations, food they like, and full access to communications (internet, phone, tv). It should be more like being confined to a hotel room than a prison cell.

And how will household pets be handled? Will they be accommodated in quarantine facilities? Or will they be taken and slaughtered the way Spain is proposing? (Have they considered that might damage the owner immune response when they need it most?)

This should be made clear.

today we get some degree of confirmation of a medical-based martial-law coming to the US. Governor Dan Malloy has declared a Public Health Emergency in Connecticut, authorizing the "isolation of any individual reasonably believed to have been exposed to the Ebola virus."
