Two systems continue to collect oil and gas flowing from the Deepwater Horizon's failed blow-out preventer (BOP) and transport them to vessels on the surface.

The lower marine riser package (LMRP) containment cap, installed on June 3, takes oil and gas to the Discoverer Enterprise where oil is collected and gas flared. The second system, which began operations on June 16, takes oil and gas to the Q4000 vessel on the surface where both oil and gas are flared.

Oil and gas collection through the LMRP cap containment system was suspended for approximately 10 hours on June 23 following an unexpected release of seawater from the Discoverer Enterprise. Capture of oil and gas through the system connected to the Q4000 continued throughout the day.

On June 23, a total of approximately 16,830 barrels of oil were collected or flared by the two systems and 36.7 million cubic feet of gas were flared. Specifically, the LMRP containment system connected to the Discoverer Enterprise collected 8,300 barrels of oil, and the Q4000 flared an additional 8,530 barrels of oil. To date, the total volume of oil recovered or flared by the containment systems is approximately 364,500 barrels.

Information on the volumes of oil and gas that are captured or flared is updated twice daily on BP's website, www.bp.com. The LMRP containment cap and Q4000 systems never before have been deployed at these depths and conditions, and their efficiency and ability to contain or flare the oil and gas cannot be assured.

Preparations continue for the next step in containment operations. Preparation of the first floating riser containment system that will be connected to the Helix Producer vessel remains on schedule. It is currently anticipated that this system will be available to begin first operations at the end of June or in early July. Plans also are being developed for additional containment capacity and flexibility. These projects are currently anticipated to begin operations around mid-July.

Work on the first relief well, which started May 2, continues. The well reached a depth of 16,275 feet on June 23 before the drillstring was removed from the well to carry out the first 'ranging' run using wireline. During the ranging run, the MC252 well was successfully detected. Subsequent ranging runs will be needed to more precisely locate the well.
Drilling and ranging operations will continue over the next few weeks towards the target intercept depth of approximately 18,000 feet, when 'kill' operations are expected to begin. The second relief well, which started May 16, is drilling ahead at a measured depth of 10,500 feet. Both wells are still estimated to take approximately three months to complete from commencement of drilling.

Surface Spill Response and Containment

Work continues to collect and disperse oil that has reached the surface of the sea, to protect the shoreline of the Gulf of Mexico, and to collect and clean up any oil that has reached shore.

Approximately 37,000 personnel, more than 4,500 vessels and some 100 aircraft are now engaged in the response effort.

Operations to skim oil from the surface of the water now have recovered, in total, approximately 610,000 barrels (25.6 million gallons) of oily liquid. In addition, a total of 275 controlled burns have been carried out to date, removing an estimated 239,000 barrels of oil from the sea's surface.

The total length of containment boom deployed as part of efforts to prevent oil from reaching the coast is now almost 2.8 million feet (530 miles), and about 4.2 million feet (800 miles) of sorbent boom also has been deployed.

To date, almost 74,000 claims have been filed and more than 39,000 payments have been made, totalling almost $126 million.

The cost of the response to date amounts to approximately $2.35 billion, including the cost of the spill response, containment, relief well drilling, grants to the Gulf states, claims paid, and federal costs. On June 16, BP announced an agreed package of measures, including the creation of a $20 billion fund to satisfy certain obligations arising from the oil and gas spill. It is too early to quantify other potential costs and liabilities associated with the incident.

NEW ORLEANS -- Tests show BP is on target for mid-August completion of a relief well in the Gulf of Mexico, the best hope of stopping the oil that's been gushing since April, the company said Friday.

The crew drilling the first of two wells ran a procedure this week to confirm it is on the correct path, spokesman Bill Salvin said.

"The layman's translation is, 'We are where we thought we were,"' he said.

Several such tests are needed to determine the relief well's location relative to the well that blew out April 20 when the offshore drilling rig Deepwater Horizon exploded. Once the new well intersects the blown-out one, BP plans to pump heavy drilling mud in to stop the oil flow and plug it with cement.

Salvin said the relief well should be done by mid-August, but that didn't seem to help the company's stock price, which plunged following the company's announcement that the price tag for the response has risen to $2.35 billion.

BP shares fell nearly 4 percent in New York Friday. If the decline holds, BP will have lost more than $100 billion in market value since a rig it operated exploded in the Gulf of Mexico.

BP's shares closed at $60.48 on April 20, the day of the rig blast. On Friday, they dipped as low as $27.07 and traded at $27.69 around midday.

Coast Guard Adm. Thad Allen said Vice President Joe Biden will head to the Gulf on Tuesday to visit a command center in New Orleans and the Florida Panhandle, where a section of a popular beach was closed because large pools of oil washed up.

Meanwhile, officials kept a wary eye on an area of low-pressure in the Caribbean that threatened to turn into the first tropical depression of the Atlantic season.

BP would need about five days to move all of its equipment out of harm's way if a storm threatens, Salvin said. So far, the company hasn't started that process.

Lt. Cmdr. Dave Roberts, a Navy hurricane specialist at the National Hurricane Center, said an Air Force reconnaissance plane was on its way to investigate the system Friday and would likely know later in the day whether it will develop further.

The equipment to be secured would include ships working to process oil being sucked to the surface from a containment device and the rigs drilling the two relief wells. The way the system is set up now, oil would flow unabated into the Gulf if BP had to abandon its containment effort because of a storm.

The first well, started May 2, reached a depth of 16,275 feet on Wednesday before workers paused for the first test known as a ranging run. Although the first relief well is only 200 feet laterally from the original well, the crew still has to drill around 3,000 feet deeper before it can intercept the original well, according to Salvin.

"We have to hit a target essentially nine inches in diameter," he said.

The second relief well, started on May 16, has reached a depth of 10,500 feet.

On June 26, a total of approximately 22,750 barrels of oil were collected or flared by the two systems and 52.9 million cubic feet of gas were flared. Specifically, the LMRP containment system connected to the Discoverer Enterprise collected 14,730 barrels of oil, and the Q4000 flared an additional 8,020 barrels of oil. To date, the total volume of oil recovered or flared by containment systems is approximately 435,600 barrels. Information on the volumes of oil and gas that are collected or flared is updated twice daily on BP?s website, www.bp.com.

Preparations continue for the next step in containment operations. Work on the first floating riser containment system, which will be connected to the Helix Producer vessel, remains on schedule. It is currently anticipated that this system will be available to begin first operations at the end of June or in early July. The system is intended to provide additional oil containment capacity of approximately 20,000-25,000 barrels a day. Together with the LMRP cap and Q4000 systems, the addition of this new system should increase total oil containment capacity to 40,000-50,000 barrels a day. The floating riser system is designed to allow more rapid disconnection and reconnection of the system, reducing the time that collection may be impacted in the case of, for example, inclement weather.

Plans also are being developed for potential additional containment capacity and flexibility, including a second floating riser system and additional capacity through a new cap on the BOP. These projects are currently anticipated to be available to begin operations around mid-July

The first relief well, which started drilling May 2, has reached a measured depth of 16,546 feet and has successfully completed a second ?ranging? run using specialist equipment inserted into the well to help more precisely locate the MC252 well. Drilling and ranging operations will continue over the next few weeks as the well progresses towards the target intercept depth of approximately 18,000 feet. Once intercept has occurred, operations are expected to begin to kill the flow of oil and gas from the reservoir by pumping specialised heavy fluids down the relief well.The second relief well, which started May 16, is at a measured depth of 12,038 feet. Both wells are still estimated to take approximately three months to complete from commencement of drilling.

Operations to skim oil from the surface of the water now have recovered, in total, approximately 652,000 barrels (27 million gallons) of oily liquid. In addition, a total of 275 controlled burns have been carried out to date, removing an estimated 238,000 barrels of oil from the sea?s surface.

The total length of containment boom deployed as part of efforts to prevent oil from reaching the coast is now over 2.9 million feet (over 550 miles), and over 4.7 million feet (almost 900 miles) of sorbent boom also has been deployed.

To date, more than 80,000 claims have been submitted and almost 41,000 payments have been made, totalling more than $128 million.

The cost of the response to date amounts to approximately $2.65 billion, including the cost of the spill response, containment, relief well drilling, grants to the Gulf states, claims paid, and federal costs. On June 16, BP announced an agreed package of measures, including the creation of a $20 billion fund to satisfy certain obligations arising from the oil and gas spill. It is too early to quantify other potential costs and liabilities associated with the incident.

Since shortly after oil began spewing into the Gulf of Mexico two months ago, relief wells have been discussed as the ultimate solution, their success in permanently plugging the runaway well deemed a foregone conclusion.

But BP and government officials are now talking about a long-term containment plan to pump the oil to an existing platform should the relief well effort fail. While such a failure is considered highly unlikely, the contingency plan is the latest sign that with this most vexing of engineering challenges ? snuffing a gusher 5,000 feet down in the gulf ? nothing is a sure thing.

Kent Wells, a BP senior vice president in charge of subsea containment and capping efforts, said Monday that the first relief well was ?progressing very well? and on target to intercept the runaway well more than three miles below the surface of the gulf.

?It?s not a matter so much of if, as when,? Mr. Wells said of the effort, which will involve pumping heavy mud and cement through the relief well into the damaged well to plug the damaged well permanently.

?But we always said we wanted to have backups for backups,? he added about the contingency plan, which was first revealed by Adm. Thad W.
Allen of the Coast Guard, the national incident commander for the spill.
Experts said it was conceivable that the ?kill? procedure would not be effective, particularly if only a single relief well was used and the bottom of the well bore was damaged in the initial blowout. Pumping large quantities of erosive mud into the well could even end up damaging the well further, hindering later efforts to seal it.

?I won?t say there haven?t been relief wells that haven?t worked,? said a technician involved in the effort.

There are questions about the damaged well?s condition, particularly near the point where the interception would take place, and whether it could affect the kill procedure.

?No human being alive can know the answers,? said the technician, who spoke on condition of anonymity because he was not authorized to comment on the work.

The backup plan would involve continuing to collect the oil through several systems at the wellhead and pumping it through a subsea pipeline to an existing production platform at least several miles away. Mr. Wells said several platforms had been identified as possibilities, although no decisions had been made.

BP is currently drilling two relief wells from rigs that are each about a half-mile from the site of the blown-out well. The first well is about a thousand feet vertically from the interception point and more than 17,000 feet below sea level. The second well, which was started about two weeks later than the first, is not as far along, and Mr. Wells said Monday that if the first well succeeded in plugging the gusher, drilling of the second would be halted.

?We feel very good about the progress we?ve made,? he said.

The company was still holding to a timetable of early August for completion of the first relief well, Mr. Wells added, barring delays due to bad weather. Tropical Storm Alex, which is expected to become a hurricane and is on track to hit Texas, is not expected to delay the drilling effort.

Mr. Wells said that the first well had closed within about 20 feet horizontally of the damaged well, and that crews would be conducting 8 to 12 more magnetic ranging tests ? each of which takes about half a day ? to determine the precise location of the metal casing pipe in the damaged well bore. The goal is to continue to drill the relief well in parallel with the damaged well to within about 200 feet vertically of the interception point, and within five feet horizontally. Then the remaining 200 feet will be drilled, and a milling device will be used to cut into the casing pipe of the runaway well.

Once the two wells are connected, heavy drilling mud will be pumped down the relief well and into the damaged well?s bore, building up a column of mud that would eventually exert enough downward force to overcome the pressure of the rising oil. Mr. Wells said there were roughly 44,000 barrels of mud available at the site.

The advantage of such a ?bottom kill? is that it immediately starts to reduce pressure in the damaged well bore as the column of mud builds up, Mr. Wells said. This is in contrast to the ?top kill? procedure, which was tried unsuccessfully last month, in which pressure builds as mud is pumped into the top of the well. BP officials said one reason the top-kill effort was abandoned was out of concern that a pressure buildup might damage the well.

The technician, who has knowledge of the effort, said he was optimistic that the relief-well procedure would succeed, in part because the frictional pressure of the mud in the well bore would contribute to its ability to overcome the pressure of the oil. But he said BP would improve its chances for success if it waited for the second relief well to be completed, so that it could pump twice as much mud into ?a well that?s this powerful, this productive and this problematic.?

He said that too little was known about the condition of the well bore near the bottom ? whether, for instance, it had been enlarged by the high-pressure flow of oil over the past two months.

?The engineering suggests that one relief well is enough,? he said. ?But there are just all these unknowns.?

Regarding the relief well operations, the Development Driller III, which is a relief well driller, is down to 11,286 feet below the mud line.

They are beginning their third ranging exercise. That is the exercise where they lower an electrical cord down and, after they withdraw the drill pipe, lower the electric cord down and then search for the electromagnetic field surrounding the wellbore and slowly start to close in. This will be happening for the next several weeks as we try and refine the distance to the wellbore to the point where we can actually intercept and drill the relief well in, inject the mud into the cement plug, which will effectively bottom kill the well.

Thad Allen: Well the current plan is for Development Driller III to go low enough, just above the reservoir area, where we will intercept this at the optimal point to let us then drill ? or insert mud into the wellbore, including going up. There have been some concerns in the past about the condition of the wellbore further up, but this is well below that.

As a risk mitigator, we have started Development Driller II, which is developing ? drilling the second relief well. We?re also exploring the potential, and we are not at closure yet, on whether or not we could use pipelines to actually transfer the oil from the wellhead to other facilities nearby. And that?s still under conceptual review, both at BP and in the ? and in the government right now.

Thad Allen: Well we?re doing that anyway, because that?s another alternate source of production and redundancy.

Thad Allen: We talked about kinetic action down there before. I think that needs to be very closely scrutinized around the other implications with the (strata) around there are implications for other long-term problems. And I don?t think we?re going there at this point.

It was an honor to serve in the United States Coast Guard for 39 years, and today I transition to a senior executive on Secretary Napolitano?s staff as I carry on my duties as a National Incident Commander.

So with that quick overview on what?s going on, as you know, the hurricane passed by, generated some swells and weather up towards the well site that required us to delay bringing onboard the third production vessel, the Helix Producer, which we thought we would have online by today. We will need about three days after the weather calms to less than three to five feet for that vessel to be able to hook up to the flexible coupling that it will be required to do. So we?re looking at somewhere around mid-week next week to bring the third production vessel online. It will bring our capacity up to 53,000 barrels per day.

In the 24-hour period that ended last night at midnight, we actually recovered 23,000 barrels. The Discovery Enterprise had to stop operations a couple of times due to lightning in the area. As you remember, we had a situation a few weeks ago where lighting struck the derrick and caused a fire. So there are some safety reasons why they might have to stop from time to time. And the Q4000 actually flared 8,200 barrels.

Regarding the relief wells, Development Driller III now is at a distance of 11,641 feet below the seafloor. As you know, they?re going through a series of operations which we call ranging. They?re into their fourth cycle of this. In ranging, they withdraw the drill pipe and put down an electrical cable and actually try and sense the magnetic field around the wellbore. They are within around 15 feet of the wellbore at this point. They will continue down 700, 800 more feet, slowly close into the wellbore, and when they know they?ve got it exactly in range, know exactly where the drill pipe is in relation to the wellbore, then they will attempt to move in and drill through the wellbore and then the casing as well. At that point they?ll be in a position to be able to try the bottom kill or to be able to insert the mud, and hopefully after that, put a cement plug in that will kill the well.

Development Driller II is 6,720 feet below the seafloor and is making progress as well.

Our onshore and near-shore skimming and recovery operation has been significantly hampered by the weather. The small vessels that do the skimming have a difficult time operating out there; we had to pull them back. The same with the vessels operating in and around the well site itself.

The drilling rigs were able to continue, but we are now massing our forces to be able to move right back out once the weather will allow us to get on the water and skim. In some of the areas such as Barataria Bay and other places we were able to have back bay skimmers and actually make some progress there. But in general, waiting for the weather to abate so we can move on with recovery operations.

Q There were some rumors in the financial markets today that the well had been capped, which is obviously not true. Is there any information that we haven?t gotten about progress --

ADMIRAL ALLEN: Nothing that I?m aware of. I would say this, as they get closer to the wellbore, getting into the position to make that final drilling into the wellbore and the casing itself, there is a chance -- slight chance -- they could nick the wellbore. Because of that, they have a vessel up there that?s full of mud waiting to be able to shoot it in if they have a problem there. But nothing to my knowledge.

Q Admiral, what is the percentage chance that the relief well project is going to work? Is it close to 100 percent? And what do you think now -- can you pick a date and say when it is really going to happen?

ADMIRAL ALLEN: I?m not sure I?m willing to attach a percentage to anything we?re doing in this spill. I will tell you this. Contrary -- unlike some other things that have been done on the seabed out there at 5,000 feet -- you heard me say before, we?re doing something we?ve never done before. Relief wells are things that these companies have done before, not just BP, but all the companies. The methods they?re using, the technology they?re using, it?s all been proven in the water, on land.

So I think we have a little bit better basis by which to understand the potential for this to be successful. In fact, they?re not reinventing the wheel, if you will, it?s something they?ve done before.

We?ve mitigated the risk by having the second well be dug. I?ve had a lot of detailed briefings and I?ve discussed this quite in detail -- the technical issues associated with this ranging in how they do that, and this is a very precise method for locating that wellbore.

So I think we stand a good chance -- I?m not sure I?m going to put a number on it. The current goal is by mid-August. We?re slightly ahead of schedule. But I don?t think we ought to say -- we shouldn?t come off that mid-August date until we know they?ve actually gone through the wellbore.

Q But ?good chance? doesn?t sound very optimistic. It sounds like you?re --

ADMIRAL ALLEN: I?d rather under-promise than over-deliver with you folks. (Laughter.)

Q A few weeks ago, one percentage figure that has been used by the President, and I believe you, Admiral Allen, was 90 percent -- a few weeks ago the President said that in a few weeks 90 percent of whatever it is, the gas and the oil, the carbons coming up from the floor, would be capped. Where are we on that? Ninety percent of what?

ADMIRAL ALLEN: Ninety percent of the flow coming out of the wellbore right now.

Q Which is what?

ADMIRAL ALLEN: Well, the current estimate is 35,000 to 60,000 barrels a day from the last flow rate estimate. Let me walk you through the sequence -- it?s a good question.

Right now we have three ways to remove oil from that wellbore -- the riser pipe that goes up to the Discovery Explorer [sic], and the choke and the kill lines -- those are the lines we tried to push mud down during the top kill exercise. We are taking oil out of two of those right now. We intend to take oil out of the third, the kill line, with the Helix Producer once the weather calms down. That will take us to a capacity of 53,000 barrels a day.

Now, we don?t know what that?s going to do to that picture you see of the imagery with the vents open and the oil. We would like to get that down to where there?s a minimum amount of oil escaping as possible. But it?s never going to be zero because if it goes to zero that means water could intrude and we?d have a hydrate problem with the capping device.

BP has proposed, and we are reviewing right now, the placement of a new cap on it, which would -- they would actually unbolt that stub section of pipe that was cut off. That?s what we call -- that wide area is called a flange -- actually unbolt the flange and actually put another containment device on that we bolted on that would ensure a complete seal. And when the President talks of achieving a greater than 90 percent recovery rate, he?s talking about with the new capping device.

They?ll be in a position to do that in about two to three weeks, and also provide redundant production capability on the surface -- it will take us to 60,000 to 80,000 barrels a day production capacity.

They did that at our direction because we wanted two things. We wanted redundancy, so if there?s lightning in the area and somebody has to shut down we could keep producing. We wanted additional flexibility to be able to unhook and hook up faster in the event of a hurricane. And we also wanted a risk mitigator against a complete failure.

Q So this new device would essentially replace the three that you have online or are about to have online?

ADMIRAL ALLEN: It would allow us to actually run four lines with the new cap, yes.

Q When will the President make the determination on when to approve that second cap?

ADMIRAL ALLEN: No decision like that is forthcoming right now. We?re technically reviewing all of those options right now.

A giant tanker refitted to scoop up spilled oil is being tested at the site of the Gulf of Mexico oil leak.

The Taiwanese vessel - called "A Whale" - is designed to vacuum up oily water, separate the oil and return the water to the sea.

It is undergoing two days of testing before starting work, a Coast Guard spokeswoman said.

Much smaller skimming vessels have been working off Louisiana, but they have been affected by rough seas.

Oil has been gushing from a ruptured well in the Gulf of Mexico since 22 April, when BP's Deepwater Horizon rig exploded and sank.

Crude oil has been leaking at a rate of between 35,000 to 60,000 barrels per day, according to US scientists.

Two containment ships capturing about 25,000 barrels of oil per day are now in place, and there are plans to double this by connecting a new vessel, the Helix Producer.

But these plans have been delayed by tropical storm Alex, which brought high seas and strong winds to the region.

Clean-up boost

Testing of the giant skimmer vessel - which its owners say can process 21 million gallons of oily water per day - began on Saturday.

The 275m (300-yard) tanker takes in oily water through 12 vents.

In a series of tanks, the oil is separated for transfer to another vessel, while the clean water is returned to the sea.

"In many ways, the ship collects water like an actual whale and pumps internally like a human heart," Bob Grantham, a spokesman for TMT Shipping, told the Associated Press news agency.

"A Whale" is currently operating north of the wellhead area and results from the testing are expected on Monday.

If successful, the vessel could provide a boost to clean-up efforts.

Admiral Thad Allen, who is overseeing the response to the spill, also said that he hoped to have the Helix Producer containment vessel in place by Wednesday, AFP news agency reported.

Subsea Source Control and Containment

Two containment systems continue to collect oil and gas flowing from the Deepwater Horizon?s failed blow-out preventer (BOP) and transport them to vessels on the surface.

The lower marine riser package (LMRP) containment cap, installed on June 3, takes oil and gas to the Discoverer Enterprise where oil is collected and gas flared. The second system, which began operations on June 16, takes oil and gas to the Q4000 vessel on the surface where both oil and gas are flared.

On July 3, a total of approximately 25,198 barrels of oil were collected or flared by the two systems and 57.0 million cubic feet of gas were flared. Specifically, the LMRP containment system connected to the Discoverer Enterprise collected 17,022 barrels of oil, and the Q4000 flared an additional 8,176 barrels of oil. To date, the total volume of oil collected or flared by the containment systems is approximately 585,400 barrels. Information on the volumes of oil and gas that are collected or flared is updated twice daily on BP?s website, www.bp.com.

Preparations continue for the next step in containment operations. Work on the first floating riser containment system planned to be connected to the Helix Producer was delayed by heightened sea states caused by Hurricane Alex as it passed through the Gulf of Mexico. The floating riser system is designed to allow more rapid disconnection and reconnection of the system, reducing the time that collection may be impacted in the case of, for example, inclement weather. It is currently anticipated that this first floating riser system will be available to begin first operations towards the end of the week.

Plans also are being developed for additional containment capacity and flexibility. These projects are currently anticipated to begin operations around mid- late July.

The LMRP containment cap system, the Q4000 system, and the planned additional containment systems have not been deployed at these depths or under these conditions, and their efficiency and ability to contain or flare the oil and gas cannot be assured.

Work on the first relief well, which started May 2, continues. The well reached a depth of 17,725 feet on July 4 and a sixth ?ranging? run was completed. The second relief well, which started May 16, has now reached a measured depth of 13,871 feet. Both wells are still estimated to take approximately three months to complete from commencement of drilling.

Surface Spill Response and Containment

Work continues to collect and disperse oil that has reached the surface of the sea, to protect the shoreline of the Gulf of Mexico, and to collect and clean up any oil that has reached shore.

Approximately 44,500 personnel, more than 6,563 vessels and some 113 aircraft are now engaged in the response effort.

Operations to skim oil from the surface of the water were temporarily placed on hold for approximately three days because of the effects of Hurricane Alex. To date, these operations have recovered, in total, approximately 673,497 barrels (23.5 million gallons) of oily liquid. In addition, a total of 275 controlled burns have been carried out to date, removing an estimated 238,000 barrels of oil from the sea?s surface.

The total length of containment boom deployed as part of efforts to prevent oil from reaching the coast is now almost 2.9 million feet (550 miles).

To date, almost 95,000 claims have been submitted and more than 47,000 payments have been made, totalling almost $147 million.

The cost of the response to date amounts to approximately $3.12 billion, including the cost of the spill response, containment, relief well drilling, grants to the Gulf states, claims paid, and federal costs. On June 16, BP announced an agreed package of measures, including the creation of a $20 billion escrow account to satisfy certain obligations arising from the oil and gas spill. It is too early to quantify other potential costs and liabilities associated with the incident.

Rough seas block addition of vessel

BP worked Tuesday to finish connecting to the oil containment system a third vessel that could double the amount of crude the oil giant collects from its leaking well in the Gulf of Mexico.

But bad weather and high seas continued to hamper workers? efforts to hook the Helix Producer, the new ship, to the well, retired U.S. Coast Guard Adm. Thad Allen said.

?We need a 3- to 4-foot sea state to do it, but it?s up to about 6 feet right now,? Allen said Tuesday during a news conference.
It?s the second week bad weather has caused delays in hooking up the ship.

Last week, Hurricane Alex delayed the hookup.

The Helix Producer will be able to collect about 25,000 barrels of oil a day.

Added to the two other ships, they should be able to collect as much as 53,000 barrels a day.

The Discoverer Enterprise, connected to the containment cap in early June, can collect up to 18,000 barrels a day.

The Q4000, which is called a vessel but is a platform, collects between 8,000 and 10,000 barrels of oil daily.

Allen said that once the Helix Producer is hooked up, it will also provide a better idea of how much oil has been leaking. Each of the ships can measure how much they?re collecting.

A group of scientists, who were appointed by Allen in May, estimated that between 35,000 to 60,000 barrels of oil are leaking daily from the well.
Allen said he believes the amount leaking is closer to 35,000 barrels a day.

An unknown amount of oil still billows out of the top and bottom of the containment cap into the Gulf. The billowing oil can be seen in a live video feed provided by BP on the internet.

A new collection cap

Allen said he was in Houston on Tuesday to meet with BP officials to discuss upcoming plans, including whether a new containment should be installed.

He said BP engineers have designed a containment cap that could stop the leak using bolts and flanges to connect the cap to the blowout preventer.

The equipment will be in place ? on the sea floor 5,000 feet below the surface ? in a week to 10 days, he said.

For now, the decision has to be made whether it?s worth switching the caps, Allen said.

It could take as much as a week between the time the old cap is taken off and the new cap is installed, he said. That means oil would again leak into the Gulf during that period of time.

A new cap could provide more information on whether the well bore ? the hole drilled down to the reservoir ? is damaged.

?If the pressure is less than what we think it is, that could mean the well bore is damaged,? Allen said.

Engineers have worried that if too much pressure is placed on a damaged well bore, oil could end up leaking through the seabed.

A benefit, Allen said, is that the new cap would allow for the collection of between 60,000 and 80,000 barrels of oil a day.

But Allen questioned whether there would be a need to collect that many barrels of oil ? particularly if he?s right and there are only about 35,000 barrels leaking daily.

Allen also said the new cap could help kill the well when the relief well is finished.

The new cap would allow more ?downward pressure? to be placed on the oil and gas coming up. That pressure could help overcome that flow when heavy drilling mud is placed in the well, Allen said.

In the meantime, he said, drillers of the first relief well have reached 17,457 feet below the water?s surface. The reservoir is about 18,000 feet below the surface of the water.

Allen said there is only about 260 feet left to drill before the relief well intercepts the blown-out well.

But drilling is going slowly now, he said, because the drillers have to stop every 50 feet or so to check how close they are to the original well.

?They don?t want to nick it,? he said.

Once the interception is made, heavy drilling mud will be pumped into the blown-out well through the relief well to overcome the flow of oil. Once that?s accomplished, cement will be used to permanently plug the well.

In other oil-related news, the Coast Guard gave A Whale, the 10-story high, 1,110-foot-long oil-slurping behemoth owned by the Taiwanese company TMT, an extension until Thursday to prove it can perform the way its owners have promised.

The supertanker was retrofitted as a super skimmer in June and its owners now say it?s the largest skimmer in the world.

But can it skim?

After completing two days of test runs over a 5-square mile area north of the leaking well, results were inconclusive because of bad weather, the Coast Guard said.
