Pandemic Influenza Planning

"An influenza, or “flu,” pandemic is caused by a worldwide outbreak of disease when a new flu virus spreads among people.

Pandemics are different from seasonal outbreaks or “epidemics” of influenza. Seasonal outbreaks are caused by subtypes of influenza viruses that already exist among people. Pandemic outbreaks are caused by new subtypes or by subtypes that have never circulated among people or that have not circulated among people for a long time. Past influenza pandemics have led to high levels of illness, death, social problems, and economic loss."​

**Please Note: The purpose of the Pandemic Influenza Annex to the Colorado Department of Public Health and Environment’s Internal Emergency Response Implementation Plan is to provide a guide for CDPHE's response to an influenza pandemic. This Pandemic Influenza Annex identifies purpose, scope, authority, assumptions, concept of operations and annex maintenance. The annex specifically describes actions taken during each pandemic phase for:
  • Planning and Coordination,
  • Surveillance, Investigation, and Protective Public Health Measures,
  • Vaccines and Antiviral Drugs,
  • Healthcare and Emergency Response, and
  • Communications and Outreach
This draft Pandemic Influenza Annex is a working document that is updated based on actual events and lessons learned from exercises and drills.
