This article seems to be mistaken, or am I mistaken?? Two or three different articles in the past day have said something to the effect that they are preparing for a "new strain of AI". So, maybe they just got it wrong in this article?

Pacific Rim Prepares For New Avian Flu

The governments of Japan, China and South Korea are making joint preparations in the event of an outbreak of a new strain of avian flu.

The three nations plan to conduct drills to determine whether information sharing and quarantine measures planned will be sufficient to deal with such an occurrence, The Yomiuri Shimbun reported Monday.

The H5N1 avian influenza virus is said to have mutated into a new strain that can be passed on to humans.

Many experts believe such an outbreak would occur in Asia where many people already are reported to have been infected with the virus.

The Japanese government says it will urge all nationals living or traveling abroad to return home immediately from any country where an outbreak is reported.

In one of the drills planned, the government will test whether quarantine officials at four airports designed to accept charter flights carrying Japanese nationals are able to identify infected passengers.

Drills are expected to begin in October after the Beijing Olympics

H5N1 is an avian virus subtype can be passed on to susceptible humans, but is not easily transmissible at lower viral loads to healthy individuals, hence the human clusters have been small and usually confined to family/care givers and hospital staff.

The working presumption is that ressortment with human influenza virus is capable of producing a pandemic-initiating super strain and is a done deal ("if, not when" event) probability-wise.

Japan, Korea and South China, as well as Indochina, are on a major bird migration vector that rather tightly corresponds to recent history of repeated outbreaks in humans and poultry.

Regional governments are aligning and unifying human health policy - exactly what one would expect if nations are to prepare for a pandemic.

Or maybe we are talking about two different sentences? "Is said to have" is past tense.

It is a drill. First sentence makes it clear

Correct. Before 1997, H5N1 infection in humans (and IMMEDIATE reports of family h2h transmission, discussed in another thread here recently) was not reported.

Therefore, the supposition is that H5N1 subtype acquired changes that allowed it's direct transmission to mammals (canines, felines, swine, etc).

Interestingly, other HPAI subtypes have also apparently recently underwent changes that allow infection in humans.

The quote is part of the drill. It is what would happen if H5N1 was EASILY passed H2H, which hasn't happened yet.

Officials are exceptionally reluctant to admit that human clusters have occurred. YOU have pointed out, repeatedly, misdiagnoses and viral sampling issues among patients that has resulted in cluster evidence being dismissed.

H5N1 is listed at 'not easily transmissible' phase of pandemic alert level. If they had meant 'easily transmitted', they would have said it. It was stated as a reason for the drill.

Many experts believe such an outbreak would occur in Asia where many people already are reported to have been infected with the virus.
This is another true statement and reason for the drills.

The occasion when a big deal was made of a cluster (China son/father), medicos COMPLETELY MISSED salient points that resulted in exceptional susceptibility in father (chronic illness) and son (rabies vaccination and 2 month history of lung problems BEFORE purported exposure and report of illness).

The paper was submitted, reviewed and accepted in an old and respected medical journal, confirming the sheer lack of perspective of cause-and-effect among the 'experts'.
