CEBU, Philippines (AP)--Chinese Premier Wen Jiabao pledged to step up efforts to prevent bird flu in his country, promising Monday to wage an effective and transparent fight against the disease. <?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p>

?The Chinese government takes the prevention and control of avian influenza seriously,? Wen said in a speech to leaders at a regional summit in the central Philippine city of <st1:City><st1:place>Cebu</st1:place></st1:City>. <o:p></o:p>

?It runs an open and transparent information releasing system and is successful and timely in preventing the spread of avian influenza,? Wen said. <o:p></o:p>

<st1:country-region><st1:place>China</st1:place></st1:country-region> has been trying to overcome a reputation of foot-dragging in cooperating on investigating emerging diseases such as bird flu and severe acute respiratory syndrome, or SARS. <o:p></o:p>

Wen emphasized that <st1:country-region><st1:place>China</st1:place></st1:country-region> was ready to work with other countries in the region to ?effectively resolve the avian influenza issue.? <o:p></o:p>

His remarks come in the heart of winter, when bird flu typically spreads as temperatures drop during flu season. Last week, Chinese state media said that a farmer in the eastern <st1:place><st1:PlaceType>province</st1:PlaceType> of <st1:PlaceName>Anhui</st1:PlaceName></st1:place> fell ill in December but had fully recovered - the country?s first reported case in six months. <o:p></o:p>

Wen said <st1:country-region><st1:place>China</st1:place></st1:country-region> needed to ?enhance capacity building, take scientific and standard steps and share research advances and experience in prevention and control.? <o:p></o:p>

?At present, priority should be to prevent the transmission of avian influenza to human beings,? he said without giving details. <o:p></o:p>

While most human infections have been traced to contact with sick birds, some experts fear the bird flu virus could mutate into a strain easily passed between humans and spark a global pandemic. <o:p></o:p>

Priority needs to be given to information sharing, vaccine research, technological exchanges and the control of cross-border exchanges, Wen said.<o:p></o:p>
