July 19, 2026, 18:39,
On July 17, the 2026 Xiangzhou County Air Defense and Civil Defense Evacuation Drill, jointly organized by the Xiangzhou County National Defense Mobilization Office and the Military Affairs Section of the County People's Armed Forces Department, was conducted simultaneously at the County Power Supply Bureau, local substations, and residential communities, with multiple military and civilian forces participating. Chen Lei, member of the Standing Committee of the County Party Committee and Minister of the County People's Armed Forces Department, participated in and supervised the drill.
With the command issued by the on-site commander, the drill officially commenced. Air raid sirens immediately sounded, their long, deep blasts penetrating the city streets and alleys, conveying the air defense early warning signal.
The joint military-civilian command simultaneously conducted air situation analysis. Staff members quickly analyzed risks based on simulated air situations and submitted response suggestions to the commanders immediately. After comprehensive analysis, the commanders immediately activated the air attack emergency plan, issuing a series of operational instructions, including evacuating the public, reinforcing substation defenses, and issuing community early warnings. All tasks were rapidly distributed to the various action units through the command system.
"One team, carrying equipment, will go to the substation to conduct patrols and guard the area, ensuring the safety of power facilities; the second team will guide the power supply bureau's cadres and employees to evacuate in an orderly manner; the third team will enter the residential area and work with the community to organize residents to take shelter in the civil defense facilities." At the power supply bureau site, the guard team clearly divided the combat tasks, and after the team members responded in unison, they quickly boarded the vehicles, formed groups, and rushed to their respective locations to carry out operations.[/COLOR]
Upon arrival at the substation, the first team quickly went into combat mode. The drone operator skillfully maneuvered the equipment into the air, and the onboard camera scanned every corner of the substation area, searching and investigating the area around the substation; the guard team members took their positions at the two gates, set up barricades, and implemented fixed-point guard duties; the patrol team members stood upright and vigilant, maintaining tactical distances while steadily patrolling along the defensive line set up on the perimeter wall, not missing any abnormalities.
The second group of team members used the factory's public address system to guide office staff to take emergency supplies and evacuate quickly and orderly along the safety passage. The entire process was tense, standardized, busy but not chaotic.
Meanwhile, evacuation and guidance work was being carried out in a tense but orderly manner in a certain residential community. The third team members, together with community staff, went from building to building calling out to residents, guiding them to turn off water, electricity, and gas, helping the elderly, and looking after children, and quickly entering the underground civil defense project along the designated passage. Along the way, team members proactively assisted elderly people living alone with limited mobility, providing attentive care throughout the process; after the crowd had gathered in an orderly manner and entered the civil defense space, staff promptly closed the protective doors, turned on the ventilation equipment, counted the number of people one by one, and calmed the crowd down.
As the long, drawn-out all-clear signal sounded, personnel checks and hazard assessments were simultaneously conducted at each location, and reports of complete safety were relayed back to the command center. Under the cover of the security team, the power supply bureau's repair team re-entered the site to conduct a comprehensive inspection and simulated repairs of the substation facilities, striving to restore the power infrastructure to normal operation.
After the exercise, the on-site commander reviewed the exercise, affirming the practical effectiveness of the coordinated actions, rapid response, and standardized procedures of the various units, while also pointing out shortcomings and areas for improvement in the coordination of each step.
A relevant official from the Xiangzhou County National Defense Mobilization Office stated that this exercise not only honed the national defense mobilization team's ability to be summoned immediately and fight effectively, but also instilled the concept of "being prepared for danger in times of peace and keeping the alarm bells ringing" in the hearts of the people. It further solidified the foundation of national defense mobilization and civil defense construction, woven a tight and secure urban security network, and safeguarded the peace of the area with solid and effective measures, thus building a solid security barrier for the peace and development of Xiangzhou County.
