On April 29, the Sichuan Provincial Safe Hospital Construction and Emergency Response Training and Drill was held in Chengdu. Zhou Guosheng, a first-level researcher of the Medical Emergency Department of the National Health Commission, Zhou Shu, deputy director of the Public Security Department, and Zhao Rupeng, deputy director of the Provincial Health Commission, attended the event and delivered speeches.
Zhou Guosheng pointed out that the construction of safe hospitals is an important measure to implement the overall national security concept. He stressed that all localities should strengthen the implementation of responsibilities and build a pattern of co-construction, co-governance and sharing. All medical institutions should deepen risk prevention and control, build a solid safety management line, improve the emergency response system, enhance rapid response capabilities, promote humanistic spirit, and create a harmonious doctor-patient atmosphere.
Zhou Shu fully affirmed the achievements of this training and exercise and the construction of safe hospitals in our province, and put forward three requirements for the shortcomings of hospital security prevention. First, we must consolidate responsibilities, grasp the "bull's nose" of responsibility implementation, and consolidate the main responsibilities of hospitals, the responsibilities of industry supervisors, and the guidance and supervision responsibilities of public security. Second, we must clarify the key points and achieve "five highlights" in the investigation and resolution of contradictions and disputes, the deployment of hospital security forces, the implementation of security inspection system measures, the construction of emergency response capabilities, and the crackdown on medical-related crimes. Third, we must supervise and inquire about the results, focusing on the "three strengthenings" of supervision and inspection, internal security law enforcement, and the use of results.
Zhao Rupeng emphasized that, first, we must further improve our ideological understanding and deeply recognize the severe and complex situation facing the current safe hospital construction work. Second, we must further improve our work standards and do a good job in the key tasks of safe hospital construction. We must strictly implement the safety inspection system, strengthen the police-medical linkage and emergency response mechanisms, and consolidate the three major measures of human defense, material defense, and technical defense. Third, we must further consolidate our responsibilities and ensure that all measures for safe hospital construction are implemented.
The event specially invited security experts from Peking University School of Stomatology to conduct special training. Chengdu Fifth People's Hospital conducted actual combat drills on emergency response elements such as the implementation of security inspection measures, "minimum emergency unit" response, and police-medical coordination; Suining and Yibin Health Commissions, Chengdu and Neijiang Public Security Bureaus, Chengdu University of Traditional Chinese Medicine Affiliated Hospital, and Chengdu University Affiliated Hospital made speeches on experience exchange.
More than 110 people, including leaders in charge of the health commissions of 21 cities (prefectures) in the province, public security bureau security detachments, and responsible persons from medical institutions of the National Health Commission in Sichuan and medical institutions directly under the provincial and municipal party committees (bureaus), participated in the event.
