China - NHFPC announces 0 H7N9 cases and 0 deaths for April 2018

There was no H7N9 incidence reported to the National Health Commission of P.R.C. in April
Is this situation the result of the Forced Vaccination to the poultry?
Though the Human infection is dramatically reducing in the past few months, outbreak of poultry was found twice in a month recently (both cases happened in Ninxia Hui autonomous region). I think we still have to watch the bird-to-bird incidence carefully.
